Одним з головних і найбільш ефективних напрямів розвитку аграрного сектора є інноваційний, оскільки він позитивно впливає на модернізацію агропромислового комплексу, підвищує конкурентоспроможність на основі технічного та технологічного оновлення виробництва. Основними компонентами інноваційної системи є підприємницькі, споживчі і науково-дослідні сектори. У процесі формування цієї системи необхідно враховувати особливості економічного розвитку, а також географічні та економічні умови виробництва. Ефективність інноваційної системи в першу чергу пов'язана з низкою переваг, які вона має: по-перше, вона орієнтована на потреби ринку, що виключає можливість розробки застарілих інновацій; по-друге, доступ до результатів наукових досліджень буде доступний не тільки великим аграрним підприємствам, але і дрібним і окремим сільськогосподарським виробникам; по-третє, що буде залучено до роботи з новими технологіями виробництва, машинами або сучасними організаційно-економічними формами, матиме можливість вчитися як в навчальних закладах, так і в науково-дослідних структурах. One of the main and the most effective directions of an agrarian sector development is innovative one, as it positively effects the modernization of an agribusiness industry, improves a competitiveness on the basis of a technical and technologic renovation of production. The main components of the innovation system are business and scientific-research sectors. In the process of this system formation it is necessary to take into account peculiarities of an economic development as well as geographical and business conditions of the production. The efficiency of the innovation system is primarily associated with a number of advantages which it has: firstly, it is oriented on market needs that exclude the possibility to develop outdated innovations; secondly, the access to scientific research results will be available to not only big agrarian enterprises but small and individual agricultural producers; thirdly, that will be attracted to the work with new technologies of production, machinery, or modern organizational and economic forms, will have the opportunity to study both at educational institutions and scientific-research structures.

With a number of educational opportunities available to students of the modern generation, new trends that have completely changed the face of the traditional education system have emerged. Recent trends in the methodology reflect the vitally important role of the education sector as a whole, with its internalization of the educational process, emphasis on quality, and increased use of new technologies. Theory and methods are constantly being developed in the field of ELT. The article presents well-known trends in ELT that have been practically used all over the world recently. New trends in foreign language teaching are becoming known as GTM, a communicative method.

The article analyzes the role and importance of scientific research in higher educational institutions, identifies the main tasks, functions of science and the main stages of development of scientific research, taking into account the requirements of the development of modern society. By research we mean the search of the new knowledge, a systematic investigation to establish the facts or the process of learning something. The purpose of scientific research is definition of a specific object and comprehensive, reliable study of its structure, characteristics, relationships based on the principles and methods of cognition developed in science, as well as obtaining useful results for human activity, introduction into production with the subsequent effect. Creating new technical tools and increasing requirements for existing ones, the emergence of new methods for solving technical problems call for a revision of the methods of studying and creating systematization, which allows accelerating the timing of the introduction of new technical solutions into the production process and making it more efficient, improving the qualification level of specialists. Thus, the functioning and development of countries is impossible without scientific research, the platform for which is higher education institutions, and the growth of the social product depends on scientific research. Scientific researchers have an exceptional significance for the development of all directions of higher educational institutions: education of specialists with high quality of training, formation of scientific schools, give prospects for effective use of scientific potential for the development of science itself, creation of new technologies and improvement of existing ones, facilitate the establishment and deepening of international scientific and educational relations, promote the development of international competitiveness, provide an opportunity to invent the latest technologies.

Institutional dynamics refers to understudied processes both in economic theory and in economic practice. There is a lack of systematic knowledge on the composition, structure, and functioning of the basic socioeconomic institutions exactly of the investment process, therefore, the purpose of the paper lies in the study of institutional support for attracting investments in the agrarian sector of the economy. Methodology. The theoretical and methodological basis of research is the dialectical method of cognition and systematic approach through which there are theoretical and methodological foundations of strategic innovation institutes of the agricultural market. The results showed that the institutional environment of investment provision of the agrarian sector of the economy includes, on the one hand, agricultural producers with relevant on-farm structural units, managers, professionals, organizers of production and economic processes; in rural areas; local authorities and government; and on the other, a set of functionally competent institutions (legal, scientific, educational, informational, financial, controlling, deliberative, etc.). Each of these institutions has a corresponding purpose, socio-economic relevance, and is an integral part of this system. Practical implications. The studied institutions create incentives for the development of science and education, encourage the mobility of production factors, facilitate the transfer of scientific and technical information and the introduction of new technologies, promoting entrepreneurship and innovation. Conversely, inefficient institutions reduce the potential level of well-being, reduced reliability assurance of property rights and enforce contracts. Value/originality. The increasing importance of the institutional environment of investment provision of the agrarian sector of the economy gives an opportunity to define the latter as an important intangible factor in the development of agriculture and society as a whole, which creates the necessary conditions for transformation and development of the agrarian sector. The formation of a modern institutional environment should include a system of regulators, which would provide favourable conditions for attracting domestic and foreign investment, further structuring of the economic complex of the agrarian sector, the reduction of regional asymmetries of socio-economic development. How full the institutional environment of individual units of the investment will be depends on the realization of economic and social development priorities of the Ukrainian village.

In modern conditions, problems of social and economic development in Ukraine explains the need to pay attention to forecasting, programming, planning improvement in public administration. Scientific and theoretical bases of forecasting, programming, planning in public administration in Ukraine have been a point of many researches made by scientists. Over the recent years, the research of forecasting, programming, planning improvement in public administration in Ukraine is topical for the scholars in various domains, in particular, in the science of public administration. But lots of problems of forecasting, programming, planning in public administration in Ukraine are not fully researched. Forecasting, programming, planning in a public administration in Ukraine have been investigated. Heterogeneity of social and economic regional development and imperfection of governmental system in the field of regional development in Ukraine explain the need to pay attention to study and advancement of normative legal base of forecasting, programming, planning in Ukraine. The main components of normative legal base of forecasting, programming, planning in public administration in Ukraine are the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and acts of the Cabinet of Ministers of Ukraine etc. The conducted analysis of normative legal base of forecasting, programming, planning in Ukraine proves that there has not been created an interconnected normative legal base. In today’s conditions, the state of regional social and economic regional development require improvement of forecasting, programming, planning in public administration in Ukraine. The foreign experience of forecasting, programming, planning in public administration has been investigated. The further scientific research will be devoted to the improvement of normative legal base and organizational provision of forecasting, programming, planning in public administration. Serbia has small number of producers2 which have encircled production system (from primaryproduction to processing), which do business successful, introduce marketing strategy and production standards, registered their products' mark of origin, succeed to export on EU market, use internet or has its own internet domain, etc. For creation of such, competitive and modern agricultural producer, there is necessity for production specialization, any kind of cooperation and better organization. In same time, there is more space for bigger financial support of state, as expert and consultative support „created“ through strong partnership between public and private sector, i.e. tough and constructive cooperation of state and farmers sector, like as institutions of education, science, research and consultative work. In the paper was given review of number and territorial dispersion of educational institutions, current scientific-research work and consultative functions in agriculture in Serbia, than was pointed out main problems in their functioning and previous work and also proposed concrete suggestions for overcoming of existing limitations, as for modernization /reorganization of those institutions, in a way to be more useful for agricultural producers.

The article considers the process of modernization of the innovative model of economic development of the region as a key tool for sustainable development of the national innovation system. The conditions for the activation of globalization processes allow us to determine the main directions of development of the Russian economy, ensuring sustainable rates of socially oriented economic growth and integration into the world space. This implies the need to realize the innovative potential of individual economic entities, territorial entities, and the state as a whole, which are focused on the generation, development and introduction of new technologies, goods and services. The analysis of the innovation process shows that in the economy, in society as a whole, innovations often meet forces of inertia and resistance, which either strongly inhibit the processes of renewal, or stop them, leaving the idea unclaimed for a long time, while the main factor in the stagnation of innovation processes in the economy can be identified as the established system of socio-economic relations in the state.There is no conflict of interests.

The purpose of the article is to identify the main advantages and risks for domestic agricultural producers in the process of integration into European space and to assess their impact on the development of the domestic agricultural sector. The proposed article analyzes the prospects and risks of integration of domestic agricultural enterprises into world economy. Special attention is focused on the export and import of agricultural products and the achievement of Ukraine in the field of agro-industrial complex. An estimation of foreign economic activity of agrarian enterprises of Ukraine is conducted. The implications of the implementation of the Association Agreement between Ukraine and the EU for various sectors of the economy of Ukraine, and most especially for the agrarian sector, are assessed and analyzed. The potential benefits of signing the Comprehensive Free Trade Area Agreement for the development of the agrarian sector have been explored. Perspectives are considered and risks of European integration for agrarian enterprises and development of rural territories are analyzed. It is established that European integration for Ukraine is a way to modernize the domestic agricultural production, attract foreign investments and new technologies, increase the competitiveness of products, obtain financial resources for the development of the economy. Conclusions. Thus, the Ukrainian agro-industrial complex has a serious economic potential which allows it to be in a positive dynamics and has good prospects of integration into the European space. At the same time, this process should fit into the overall context of reforms and sectoral changes in Ukraine's economy. Alongside with it, the state plays an important role in the regulatory processes of managing the economy in general and the agrarian sector in particular.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

While the development of the country's national innovation system as a whole is very important and should be prioritized, its regional aspect is even more important. The specifics of the Russian Federation's transition to an innovation-based economy is in that that, at the present time, prioritized is the need to ensure the effective development of those economy sectors that underlie the country's specialization and may provide regional and national competitive advantages. To such sectors belong the chemical industry, machine-building and power energetics. We would like to note that initial innovation awareness indicators in the regions are comparable and do not differ greatly but the growth of activity can be observed only in some of the regions. The problem of large differentiation among the constituent entities of the Russian Federation by their level of economic development remains important and has to be dealt with.

Universities have long recognized the need to create pathways for ideas and new technologies to advance from academic labs to market; however, the decentralized and haphazard nature of American innovation means that some discoveries may be neglected. In order to more effectively address the issues with innovation, a research team led by Steven Currall produced a new framework in the book Organized Innovation: A Blueprint for Renewing America's Prosperity. Because of the current drive of universities to increase innovation, economic development, and corporate partnerships, we thought it was timely to revisit this book and offer commentary on its lessons for navigating these demands.
