This article extends the recent empirical work on the perceptions and role of bureaucrats and politicians in policymaking. The question of the relationship between politicians and bureaucrats and the role of each in policymaking is especially important in the case of Japan, because the prevalent models of Japanese politics and policymaking are those of the “bureaucracy dominant” or of a closely interwoven “ruling triad” of bureaucracy, big business, and the governing Liberal Democratic Party.Data are from a systematic survey of 251 higher civil servants and 101 members of the government and opposition parties in the House of Representatives, supplemented by data from other surveys and, wherever possible, compared to equivalent data from western democracies. The results indicate that Japanese politicians and bureaucrats resemble Western European elites both in social background and in the fact that although the roles of politician and bureaucrat are converging, there are still differences in their contributions to the policymaking process. However, politicians influence policymaking more than most models of Japanese politics have posited, and even government and opposition politicians share some consensus about the most important policy issues facing Japan. A factor analysis demonstrated that higher civil servants' orientations toward their roles vary significantly with their positions in the administrative hierarchy. The 27-year incumbency of the LDP as ruling party has been particularly important in determining the Japanese variant of the relationship between politicians and bureaucrats. We suggest that the Japanese case shows that the bureaucracy's increasing role in policymaking is universal; however, in late-modernizing political systems like Japan's, where the bureaucracy has always been a dominant actor, the growing power of politicians in postwar politics has been the most significant actor in bringing about more convergence in the two elites. Our data on this trend argue for a more complicated and pluralistic view of Japanese policymaking than that provided by either the bureaucracy-dominant or the ruling-triad model.

As the COVID-19 pandemic took hold in 2020, Chief Medical Officers (CMOs) entered the public spotlight like never before. Amidst this increased visibility, the role is deeply contested. Much of the disagreement concerns whether CMOs should act independently of the government: while some argue CMOs should act as independent voices who work to shape government policy to protect public health, others stress that CMOs are civil servants whose job is to support the government. The scope and diversity of debates about the CMO role can be explained by its inherently contradictory nature, which requires incumbents to balance their commitments as physicians with their mandates as civil servants who advise and speak on the government’s behalf. The long-haul COVID-19 pandemic has further tested the CMO role and has shone light on its varying remits and expectations across different jurisdictions, institutions and contexts. It is perhaps unsurprising, then, that calls to amend the CMO role have emerged in some jurisdictions during the pandemic. However, any discussions about changing the CMO role need a stronger understanding of how different institutional and individual approaches impact what incumbents feel able to do, say and achieve. Based on an ongoing comparative analysis of the position across five countries with Westminster-style political systems, we provide an overview of the CMO role, explain its prominence in a pandemic, examine some debates surrounding the role and discuss a few unanswered empirical questions before describing our ongoing study in greater detail.

This chapter examines the structure and role of central government, with the latter part focusing on the key constitutional requirement that the government is accountable to the people through Parliament, reflecting the democratic nature of the constitution. The phrase ‘central government’ refers to the Prime Minister, Cabinet, ministers, government departments, and civil servants. Informally, these parts of central government are often referred to as ‘Whitehall’, reflecting how most government departments and the Prime Minister are based around that area of central London close to Westminster. A more constitutionally appropriate phrase is the ‘executive’. However, this term can also be taken to mean other elements which include the governments of Scotland, Northern Ireland, and Wales, as well as local government and organisations such as the police.

The eighth inter-African public administration seminar, sponsored jointly by the Government of Liberia and the Ford Foundation, was attended by 37 leading civil servants from English-speaking Africa, as well as by observers from I.D.E.P., C.A.F.R.A.D., and U.N. E.C.A.President Tubman delivered the keynote address, in which he recognised the need for regional economic co-operation, urged the investigation of the problems and difficulties on the way, and stressed the essential role of civil servants in bringing about such co-operation. In the discussion that followed many participants expressed the view that goals and objectives must be denned as carefully and realistically as possible if both short- and long-term results are to be achieved. It would also be important to take into account the current level of development in African countries.

Senior farmers in Panjatan, Kulonprogo, Yogyakarta, have succeeded in making sandy land a horticultural center. However, this success does not motivate young farmers to continue farming. The declining interest of the agricultural sector of youth occurs because they realize the high risk in agricultural entrepreneurship. This study analyzed young farmers' motivation and roles in horticultural entrepreneurship in the coastal sandy land. A sample of 120 respondents from four farmer groups was taken using simple random sampling. Percentage, mean score, and Spearman's rank correlation at p ≤ 0.05 were employed to analyze the data. There was a significant relationship (p ≤ 0.05) between groups' roles as a vehicle for learning and motivation (rs = 0.25). The role of groups in collaboration and networking was insignificant. Therefore, to motivate young coastal sandy farmers, it is necessary to optimize groups' role as a vehicle for learning. Thus, the government needs to implement a strategy to encourage young farmers' motivation by strengthening their roles by improving their knowledge of horticulture business, including training, internships, and discussions on technological developments by regularly utilizing young farmer group meetings.
