The Newcomers Group [YenilerGrubu] was formed in 1940 while its members were still students at the Istanbul Academy of Fine Arts under Leopold Levy (1840–1904), and was active through 1952. It is also known as the Harbor Group [LimanGrubu], in reference to the theme of the collective’s first exhibition, which featured scenes of waterfront life in Istanbul. Similar to art collective D Group (1933–1947), the Newcomers aimed to portray what they saw as uniquely Turkish social realities using formal strategies associated with Western modernity, including impressionist, fauvist, and cubist painting techniques. At the same time, the Newcomers claimed with greater urgency than the D Group that local artists were obligated to engage directly with Turkey’s general population. This preoccupation with the relationship of the artist in an elite social position to the larger national body was closely linked to ongoing debates both in state policy (reflected in the development of the Homeland Tours program from 1938–1943, and the Village Institutes from 1940–1954) and in the Turkish literary world. As a result, the Newcomers received ample press coverage and the support of major literary figures such as Hilmi Ziya Ülken (1901–1974) and Ahmet Hamdi Tanpınar (1901–1962), who also sought to develop national art forms rooted in Turkish popular experience.

Rents from natural resources can alter the relationship between central and local governments by providing a new source of government financing. We develop a model to explore the relationship between fiscal decentralization and resource abundance. Our model indicates that natural resource rents can detach central government expenditures from the tax base so that the central government can spend more to persuade a fractious periphery to remain under central government control. Thus, other things being equal, higher natural resource rents can result in less decentralized government expenditures. We empirically explore the relationship between fiscal decentralization and natural resource rents using a panel of 60 countries over the past 40 years. Empirical results support our economic model: A 1% increase in natural resource rents as a fraction of gross domestic product results in government expenditures that are 0.53% less decentralized.

Rural depopulation is now well acknowledged to be one of the salient challenges faced by Japan (Ohno, 2005; Odagiri, 2006). However, out-migrants that left their village of origin still maintain their bond with the villages through local institutions and natural resources. By taking Mogura village in Hayakawa town, Yamanashi prefecture as a case study, this article discusses relationships between out-migrants and their depopulated village of origin by focusing on local institutions and natural resource management. Data was collected using open ended interview and participant observation methods. The result shows that, although the style of observing has changed, out-migrants play important role in local institutions and assisting resource management of their depopulated village of origin. The institutions still have meaning for out-migrants to keep relationships with their village of origin. Several customs, such as collaborative labor, obon, New Year vacation, and the anniversary of ancestors’ death ceremony, provide scheduled opportunities for out-migrants and residents to get together and good reasons to come to the place of the village of origin. We argue that local institutions and natural resources, although in the process of transformation, can be helpful tools to link out-migrants with villages. We, however, take precaution on whether such role will be transferred to next generation of the out-migrants that are born and are living outside the village of origin of the out-migrants.
