In this chapter provides an overview of research-based tertiary institutions. In order to achieve the research-based tertiary institution, there are many things that the government can do such as providing incentives and grants, including financing facilities and infrastructure so that universities can meet quality standards. Requirements that must be met to enter World Class University. The Times Higher Education Supplement (London) requires four things, namely the quality of research with a weight of 60%, graduate work readiness (10%), international outlook (10%), and quality of teaching (20%).

In order to create order and legal certainty to the type and quality of local artsto tourism, the Government of Bali Province issued the Regional Decision of TheGovernor of The Head of Bali Number 394 of 1997 on Regulating Regional Arts onThe Province of Bali. Implementation of the Regional Decision of The Governor ofThe Head of Bali Number 394 of 1997 on Regulating Regional Arts on The Provinceof Bali of the terms, procedures and sanctions do not work effectively. These arecaused because of legal substance, legal structure, legal culture and the means andfacilities. To optimize the decision made by the Governor of the preventive andrepressive efforts. To streamline the implementation of the Regional Decision of TheGovernor of The Head of Bali Number 394 of 1997 will require a synergy betweenthe Department of Culture, sekaa / arts organizations and the service users. RegionalDecision of The Governor of The Head of Bali Number 394 of 1997 should have tobe amended because it does not fit with the times. Bali Provincial Cultural Officeshould be more proactive in doing preventive and repressive efforts in upholding theRegional Decision of The Governor of The Head of Bali Number 394 of 1997.

Why is the average quality of research in open science so high? The answer seems obvious. Science is highly competitive, and publishing high quality research is the way to rise to the top. Thus, researchers face strong incentives to produce high quality work. However, this is only part of the answer. High quality in science, after all, is what researchers in the relevant field consider to be high quality. Why and how do competing researchers coordinate on common quality standards? I argue that, on the methodological level, science is a dynamic beauty contest.

KPP Pratama Manado is a place provided by the government for the public or taxpayer in carrying out their obligations to report on each asset or wealth or income they have. Along with the times in the advancement of information and communication technology, KPP Pratama Manado provides convenience for taxpayer in reporting SPT (Surat Pemberitahuan Tahunan) by providing e-Filing. The e-Filing system is an online tax reporting system that has been provided by the government for taxpayer. However, the lack of knowledge of taxpayer on e-Filing system affects taxpayer still reporting annual SPTs manually. KPP Pratama Manado should further improve the grade and quality of e-Filing system so that they can be used more optimally by taxpayer.Keywords: SPT, e-Filing, taxpayer

The issue of improving the quality of education has always been the focusof the various stakeholders in education. One of the objectives is to prepare learning outcomes (LO) that have competitiveness with their competitors. In addition, also to prepare the LO has the power sanding so that it can be in harmony with the era that has entered this disruptive era. The paper is intended to see how the policy relevance of the government to address the problem. The author uses a management approach in reviewing existing data. This paper uses literature review and is reinforced with data from the field. The results of this paper are several facts - including the following alternative facts: the government through the Ministry of Education with the policy of Curriculum 2013 and Kemenristek Dikti through the Presidential Decree on the Indonesian National Qualification Framework (KKNI) began to make efforts to improve education. There is a paradigm shift, previously focused only on cognitive development, or already towards the affective and psychomotor spheres but still very minimal, and unstructured evaluation, is now more systematic to achieve not only the cognitive, but affective, psychomotor sphere by considering multiple intelligence. Based on these facts it can be concluded that there is a match between education and community needs, so that the crisis of moral decadence, the competence of hope can be overcome. On the same side, the 2013 curriculum is nothing but a government instrument to control the quality of education that is oriented towards quality assurance. Finally, the government -designed education is expected to encourage LOs capable of competence, competitiveness and sanding power that is in harmony with the times. Isu perbaikan mutu pendidikan selalu menjadi fokus dari pelbagaipemangku kepentingan dalam pendidikan. Salah satu tujuannya adalahuntuk penyiapan learning outcomes (LO) yang mempunyai daya saingdengan kompetitornya. Selain itu, juga untuk menyiapkan LO mempunyaidaya sanding sehingga dapat selaras dengan zaman yang sudahmemasuki era disruptif ini. Tulisan ditujukan untuk melihat bagaimanarelevansi kebijakan yang diambil pemerintah untuk mengatasipermasalahan tersebut. Penulis menggunakan pendekatan manajemendalam mengulas data yang ada. Tulisan ini menggunakan kajian pustakadan dikuatkan dengan data dari lapangan. Hasil dari tulisan ini adalahbeberapa fakta –termasuk di dalamnya fakta alternatif sebagai berikut:pemerintah melalui Kementerian Pendidikan dengan kebijakan Kurikulum2013 dan Kemenristek Dikti melalui Kepres tentang Kerangka KualifikasiNasional Indonesia (KKNI) mulai melakukan usaha perbaikan pendidikan.Ada pergeseran paradigma, yang sebelumnya hanya terfokus padapengembangan kognitif, atau sudah menuju ranah afektif dan  psikomotor namun masih sangat minim, dan evaluasi yang tidak terstruktur, saat ini lebih sistematis untuk mencapai tidak hanya ranah kognitif, namun afektif, psikomotor dengan mempertimbangkan multiple intelegence. Berdasarkan fakta tersebut dapat disimpulkan bahwasannya sudah ada kesesuaian antara pendidikan dengan kebutuhan masyarakat, sehingga krisis dekadensi moral, kompetensi harapannya dapat diatasi. Pada sisi yang sama ;kurikulum 2013 tidak lain sebagai instrumen pemerintah untuk mengkontrol mutu pendidikan yang beorientasi pada jaminan mutu. Terakhir, pendidikan yang didesain pemerintah diharapkan mampu mendorong LO yang mampu mempunyai kompetensi, daya saing dan daya sanding yang selaras dengan zamannya.

This study conducted during (2014-2015) in special educational center, Khartoum state- Sudan. It investigates to quality of (LDPS) among (CLD). The researcher used descriptive methods, applied quality of (LD) programs services questionnaire, designed by researcher used as study tool. The community of this study consisted from teachers in. Sample was chosen randomly included (43) teachers of (LD) and (20) (CLD). Researcher used statistical package for social sciences (SPSS) depends on T-test for one sample, one-way analysis of variance, Pearson correlation coefficient and T-test for independent sample. The results are as following: The quality of learning disabilities programs and services among (CLD) is positive, the quality of the curriculum is significant, the quality of teaching strategies is significant, the level of the quality of classroom environment is significant, and the quality of the supportive services is significant.

The burden and assertion on the quality of teaching staff in an academic institution have recently become a discussion nationwide and this is owned to the claim of a possible huge resources committed to the education sector without commensurate results. The cry for the integration of Information and Communication Technology into school learning curriculum has further raised the hope of people on maximum productivity of teaching staff in tertiary institution. However, this seems to be eluding because, institutions on yearly basis produced students who are not ICT oriented, thereby, leaving the general public with question of teacher’s productivity. In this paper, a survey was conducted to ascertain the level of ICT compliance on teaching staff productivity and in addition, review was carried out to know if ICT has direct impact on teaching quality as well as proffer possible solutions that could aid smooth delivering of teaching methodology (that is ICT compliance). From the analysis, it was observed that most of the respondents agreed that ICT role has tremendous impact on the quality of teaching staff productivity. The standard value of 2.41 mean showed clearly that the respondents calculated value which is 2.66 empirically demonstrated that the majority of the respondents are in agreement that ICT plays a tangible role in the teaching staff productivity.

In Nigeria, the number of unemployed persons in recent times increased to 23,187,000 in the fourth quarter of 2020 from 21,765,000 in the second quarter of 2020, hence this paper is an exposition on the role of tertiary institutions in the entrepreneurial development of engineering graduates most of whom are unemployed. A brief discuss on the need for engineering-based entrepreneurship is presented. The key challenges hindering engineering entrepreneurship in Nigeria are highlighted. Some of the roles and strategies which the tertiary institutions in Nigeria can deploy to foster entrepreneurship amongst engineering graduates are presented and include; highly functional and strategic entrepreneurship development centers with think tanks, funding support for the most promising business ideas of students, business and entrepreneurship-motivated research, engaging with government and policymakers to make entrepreneurship fostering policies and minimize bottlenecks to business amongst others. Edo State University Uzairue is presented as a case study of a tertiary institution in Nigeria that has taken some steps in the right direction as regards entrepreneurial development. It is concluded that all stakeholders such as the government, industry, NGOs, and the students/graduates must partner with the tertiary institutions to achieve commendable results on the uphill task under consideration. This study aims to (1). Knowing the content and quality of Rahayu's tofu and tempe factory liquidwaste in Uner Village, Kawangkoan Sub-district, Minahasa Regency, and (2). To find out whether Rahayu's tofu and tempe factory liquid waste has exceeded the quality standard. This research was conducted for 3 months, namely in January 2020- March 2020. Sampling locations were carried out in the factory of Tahu and Tempe Rahayu Sub-district in Uner Village, Kawangkoan District, then continued with the analysis at the Manado Industrial Research and Standardization Laboratory (Baristand). This research was a descriptive research and laboratory analysis. Waste water sampling was carried out using a composite sampling method. Sampling was done in the first two places, raw water is used to make tofu and tempe in an inlet and the first was taken from the tofu factory wastewater and tempe in the sewer. Waste liquid sampling was carried out 3 times and for analysis carried out at the Baristand Laboratory to obtain data according to the parameters set in this study. The results showed that the quality of Rahayu tofu and tempe industrial liquid waste based on the analysis of BOD, COD, and TSS parameters that have been analyzed accordingly and have not passed the quality standards set by the Government. However, for the pH parameters are not appropriate and in accordance with the quality standards set by Government.*eprm*

Bilingualism in teaching is something to be done to make the quality of teaching more effective especially in the World Class University Like Islamic State Of University Maulana Malik Ibrahim Malang. This Article will be give information about implementation of Bilingulism in teaching. And also give information about the definition of bilingual and what kind of bilingual can be implemented especially in Arabic language teaching for the foreigner. Beside of information about the kind of the suitable bilingual in teaching language, This Article also inform how much of Arabic language acquisition when that language to be tought by bilingual method. And offcourse this give information about the relationship between the bilingual teaching language with the skills of language.
