Abstract. Government policy in the development of sports is one of the pillars for maintaining health and fitness which can support the productivity of human resources. Sports development includes educational sports, recreational sports, and sports achievements. The three scope of the sport is carried out through the development and development of sports in a planned, systematic, tiered, and sustainable manner, which begins with civilization with the introduction of motion at an early age, monitoring by making sport a lifestyle, nursery by tracing talent and empowering sports centers through a system of competition, as well as an increase in achievements by fostering national flagship sports so that reliable sportsmen can reach the peak of achievement. Besides that sports can also build national character and identity through values of sportsmanship, discipline, dynamic, and the ethos of hard work. Sports achievements can lift the dignity, dignity and honor of the nation in the eyes of the world, strengthen the unity and unity of the nation, and strengthen national security. The government policy in sports development refers to three concepts: (1) traditional concepts; (2) house of sport concept; and (3) the concept of the development of actual sports in the style of England. In other words, the development of sports in addition to playing a role in improving the health status and quality of life of the community also has a role in improving the welfare of the community in accordance with the direction of strategic policies and plans in determining the priority scale of national sports development.

Abstract. Indonesia has been facing a hard time accelerating the number of laboratory capacity. This study provides an overview of the data on daily tests, confirmed cases, and the challenge of Covid-19 control associated with government policy. This study utilizes data reported from 2 March to 29 April 2020 by online official sources and regulations. Initially, the government only trusted one lab for the Covid-19 test. As the number of cases increased, referral labs were increased, until 29 April 2020, there were 89 officially appointed laboratories. The daily number of testing results fluctuated and unstable, although the number of reference labs increases. This reflects implementation challenges from different factors: readiness and capacity between labs; availability of swab collection officers; availability of reagents in the lab; rules for lab officers and swab collection officers; and transportation for a specimen from health facility to the referral lab. This study recommends to ensure the lab readiness in terms of human resources, tools, and reagents when appointed; ensure the adequacy and quality of qualified laboratory staff & swab collectors; ensure adequate reagents for RT-PCR, and rearrangement of shift rules for lab & swab collection officers, and improve handling procedures and transport specimen delivery mechanisms. Abstrak. Indonesia kesulitan melakukan percepatan jumlah kapasitas laboratorium (Lab). Tujuan studi mereview hasil testing harian, kasus terkonfirmasi, dan tantangan imlementasi penanganan Covid-19 dikaitkan dengan kebijakan pemerintah. Analisis studi memanfaatkan data sekunder, periode 2 Maret sampai 29 April 2020, yang dilaporkan berbagai website resmi dan kajian regulasi. Awalnya pemerintah hanya percaya satu lab untuk testing Covid-19. Seiring bertambahnya kasus, jumlah lab rujukan ditambah, sampai tanggal 29 April 2020 sudah 89 lab yang ditunjuk resmi. Hasil testing harian memperlihatkan angka yang berfluktuasi. Ini mencerminkan tantangan implementasi dari berbagai faktor: kesiapan dan kapasitas antar laboratorium; ketersediaan & kemampuan petugas pengumpul swab; ketersediaan reagen di laboratorium; aturan untuk petugas lab dan petugas pengumpul swab; dan transportasi untuk spesimen dari fasilitas kesehatan ke laboratorium rujukan. Studi ini merekomendasikan untuk memastikan kesiapan laboratorium dalam hal sumber daya manusia, alat, dan reagen ketika ditunjuk; memastikan kecukupan dan kualitas petugas lab & pengambil swab mumpuni; memastikan kecukupan logistik reagen untuk RT-PCR; dan penataan ulang aturan shift untuk petugas lab & pengumpul swab, dan meningkatkan prosedur penanganan dan mekanisme transportasi pengiriman specimen.

One of the mandates of the founders of the Indonesian nation as outlined in the 1945 constitution was to educate the life of the nation. One of the efforts taken to fulfill this very goal is through the world of education. Education is the main key to encourage the improvement of the quality of human resources so that they can compete with other nations. Through early childhood education institutions, the government and the community have taken a very big role in the development of education in Indonesia. Early childhood education institutions can easily emerge, grow, and develop, considering the formation process is quite easy. There are so many early childhood education institutions that have sprung up even like mushrooming, not only in big cities but in remote rural areas. Indeed, this has become a distinctive achievement for this nation, given that community participation is very high in playing a role in the world of education through the establishment of various early childhood education institutions. Apart from all these positive aspects, several problems emerged regarding these early childhood education institutions. The biggest problem is the management of facilities, this is due to the lack of knowledge of the managers of early childhood education institutions on the development and management of infrastructure and the use of learning resources.

Character education and development of Pancasila values need to be implemented ??in schools to face globalization era that will bring many changes along with acceleration of new cultures and civilizations from various nations in the world. It means the world of education in generating quality of human resources and professionals must prepare a competitive generation of characters. A concrete steps to realize together is character education from an early age. On the other hand, the teacher as the spearhead in education world can insert character implementation in every learning process. One effective step that can be done is to implement cooperative script strategy in learning process and character implementation.

In 2019, the Ministry of Finance issued a Super Tax Deduction policy, a tax incentive provided by the government to businesses/industries involved in vocational education programs, including research and development activities to generate innovation. This program provides a maximum gross income reduction of up to 200% of the total costs incurred for work practices, apprenticeship, and/or vocational education learning services. This program is designed to encourage establishing a link-and-match between the world of education and industry to improve the quality of human resources produced by the education sector. Two years since its launch, the socialization of this program has not been optimal. Only a handful of industries have taken advantage of this program. Information that does not reach stakeholders causes the program not to run as expected. The tripartite workshop that brings together all stakeholders is expected to be able to share perceptions regarding the nature and technical implementation of the policy.

Abstract Football is the most popular sport in almost all countries in the world, not least in Indonesia is a country that has the fourth largest population in the world, meaning that the population of a large country the quality of its human resources is also large, but when measured in terms of quality, Indonesia is categorized into one of the countries that has not been proud enough in its achievements in sports. In the field of soccer, Indonesia is not very competitive in various ways, especially in education, from nurseries to coaching to the empowerment of its athletes. As we know, the field of sports can be the pride of a country, and football can also be the glue of national unity, especially Indonesia, which has a diversity of tribes and cultures. Football is played by all levels of Indonesian society regardless of age, status, background and race. Various solutions are often launched by Indonesian soccer (PSSI) in an effort to improve and improve football at the junior level, among others, by promoting training programs from an early age and launching competitions in certain age groups.

Character education is a vital instrument in determining the progress of a nation. Therefore the government needs to build educational institutions in order to produce good human resources that are ready to oversee and deliver the nation at a progressive level. It’s just that in reality, national education is not in line with the ideals of national education because the output is not in tune with moral values on the one hand and the potential for individuals to compete in world intellectual order on the other hand. The world has been surprised by the emergence of a COVID 19 pandemic, was born in China, and widespread to various countries in the world. In Indonesia, the government issued several policies to break the COVID 19 pandemic chain, which also triggered some pro-cons in the midst of society. One of the policies government takes is the closure of learning access directly at school and moving the learning process from physical class to a virtual classroom or known as online learning. In the economic sector also affects the parents’ financial ability to provide sufficient funds to support the implementation of distance learning applied by the government. The implications of the distance education policy are of course the quality of learning, including the subjects of Islamic religious education, which is essentially aimed at planting knowledge, skills, and religious consciousness to form the character of the students. Online education must certainly be precise, in order to provide equal education services to all students, prepare teachers to master the technology, and seek the core learning of Islamic religious education can still be done well.

The paper addresses the importance of the role of women in Intelligence and National Security with the specific purpose to highlight the quality of female contribution in all different domains. The world is changing and in this change, Intelligence risks being left behind as never before. An epic evolution and change are underway that will upset ways of being and ways of thinking. All this not suddenly and all this without realizing it if not after the fact. The world is changing, women “are gain the upper hand” taking over also numerically and it is not realized that a change must happen in the field of Intelligence with a space left to women, not because they are women but because of their abilities. In all domains, from strategic to an operational one. Blindness to change that many Agencies are having. And those who are making changes often do so because they are obliged by the rules but not by evaluating the concrete capability of individuals. Two factors risk being explosive if no action is taken. The paper highlights the physiological and psychological contribution of the female component in the National Security and Intelligence work, and why diversity is scientifically important to successfully conduct operational and strategic tasks. It also describes the existing lack of models, how to enlarge the interest of young girls to join the Intelligence Community, and a look into the near future regarding the training and the recruitment processes with specific regards to women.

This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.
