The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

From the results of the author's research entitled Performance of the Regional Disaster Management Agency in Flood Disaster Management in Tebo Regency (Case Study of BPBD in Tebo Regency) as follows: Government Efforts of the Regional Disaster Management Agency in tackling Floods. Socialization Preparing for flooding This socialization was carried out for the people of the Tebo Regency Government to better know how to deal with flooding in the village. So that when the flood disaster comes the people are not surprised. Post Flood Action One of the impacts of the disaster on the declining quality of life of the population can be seen from various public health problems that occur. Disasters that are followed by displacement have the potential to cause health problems that are actually preceded by problems in other fields/sectors. Constraints faced by the government of the Tebo Regency Government in overcoming the flood disaster in Tebo Regency. Lack of funds. Funds are used in socialization activities carried out by the Government of Tebo Regency, especially BPBD KAbebo District. Because in this socialization activity requires presenters and consumption for guests and the community. But the Tebo Regency Government lacked funds in this matter. Lack of community awareness. The lack of awareness here means that in the socialization activities carried out by the Tebo Regency Government, not many people attend. Though in this socialization do is for their own interests. Not many people realize that this is important.AbstrakArtikel ini bertujuan untuk melihat upaya yang dilakukan oleh stakeholder tertentu dalam menangani bencana banjir. Banjir adalah ancaman musiman yang terjadi apabila meluapnya tubuh air dari saluran yang ada dan menggenangi wilayah sekitarnya. Banjir merupakan ancaman alam yang paling sering terjadi dan banyak merugikan. Sungai-sungai di Indonesia 30 tahun terakhir ini mengalami peningkatan termasuk di daerah Kabupaten Tebo. Penelitian ini menggunakan pendekatan metode deskriptif kualitatif. Lokasi penelitian ini dilakukan di Instansi Badan Penanggulangan Bencana Daerah Kabupaten Tebo. Sosialisasi Pesiapan menghadapi banjir Sosialisasi ini dilakukan untuk masyarakat Pemerintah Kabupaten Tebo supaya lebih tahu bagaimana persiapan mengahadapi banjir di kelurahan tesebut. Supaya disaat bencana banjir datang masyarakat tidak terkejut. Tindakan Pasca Banjir Salah satu dampak bencana terhadap menurunnya kualitas hidup penduduk dapat dilihat dari berbagai permasalahan kesehatan masyarakat yang terjadi. Kendala  yang di hadapi pemerintah Pemerintah Kabupaten Tebo dalam menanggulangi Bencna banjir di Kabupaten Tebo. Kekurangan Dana. Dana digunakan dalam kegiatan sosialisasi yang dilakukan oleh Pemerintah Kabupaten Tebo Khususnya BPBD Kabupaten Tebo. Karena dalam kegiatan sosialisasi ini membutuhkan pemateri dan konsumsi untuk tamu dan masyarakat. Namun pihak Pemerintah Kabupaten Tebo kekurangan dana dalam hal ini. Kurang kesadaran Masyrakat. Kurangnya kesadaran disini maksudnya adalah dalam kegiatan sosialisasi yang dilakukan Pihak Pemerintah Kabupaten Tebo masyarakat tidak banyak yang menghadiri.

In the minds of the community, every eviction creates anxiety. Because the place of residence embedded in the meaning and memory in it will be evicted. Unlike the case with the eviction of land (not settlements), which is active or not. Because the landowners in the village are mostly from outside the village (local people call the people of Jakarta). This study uses a qualitative approach that looks at the holistic picture of the object of research in explaining the social phenomena under study, namely the impact of evicting the construction of the Ciawi and Sukamahi reservoirs. The data collection technique used in this study is the RRA method, to accurately collect information in a limited time when decisions about rural development must be taken immediately. Basically, the RRA method is an intensive learning process to understand rural conditions, carried out repeatedly, and quickly. With the research approaches and methods used, this study produced several conclusions and recommendations, including, First, the Government must provide new residential land and with collective relocation. Second, the government must maintain socio-cultural, customs that are usually routinely carried out in the village, are maintained and also provide a place to build facilities for worship infrastructure, such as mosques, and table society of religion, even though the place for burial. Third, the government provides enough land (relocation sites) for the community, which can be used as a place of residence accompanied by sufficient land and in one location. Fourth, in each of its policies, the government pays attention to and is able to maintain the capital owned by the community, such as between social capital (networking). The government is not only limited to completing its duties and obligations, such as providing compensation, but its community unity (social capital) is not considered.

Dikarenakan Kesejahteraan dan kemakmuran ekonomi rakyat tidak selamanya berada dilingkungan perkotaan saja, tetapi dalam membangun Indonesia haruslah di mulai dari Desa. Permasalahan yang dibahas didalam tesis ini (1). Siapakah aktor–aktor yang diuntungkan di balik Undang–undang Nomor 6 Tahun 2014 Tentang Desa. (2). Potensi konflik apakah yang dimungkinkan timbul dengan ditetapkannya Undang–undang Nomor 6 Tahun 2014 Tentang Desa. Berdasarkan hasil penelitian dan pembahasan dapat dijelaskan bahwa: Kelompok Kepentingan, Politisi Dan Partai Politik, Kelompok kepentingan memainkan peran penting dalam pembentukan kebijakan, selain kelompok kepentingan, para politisi menggunakan partai politik untuk meraih kekuasaan. Serta Pemerintahan Desa, Luasnya kewenangan pemerintah desa tanpa pengawasan kuat Badan Permusyawaratan Desa pada akhirnya membuka peluang korupsi di desa disebabkan sumber daya aparatur yang minim, apalagi jika pemerintah lalai dalam melakukan pembinaan dan pengawasan sebagaimana amanat undang–undang desa. Potensi konflik yang dimungkinkan timbul, Undang–undang Nomor 6 Tahun 2014 Tentang Desa akan melahirkan konflik baru bagi sebagian masyarakat yang ada di desa, baik konflik manifes maupun konflik laten. Since welfare and economic prosperity of the people are not always located in urban area, building Indonesia begins from the village. The problems discussed in this thesis are (1). Who are the beneficiaries behind Law No. 6 of 2014 on Villages (2). What are the potential conflicts that exist in accordance with the stipulation of Law No. 6 of 2014 about the Village? Based on the results of research and discussions, it can be explained: Interest Groups, Politicians and Political Parties, Interest groups play an important role in the formation of policies, in addition to interest groups, politicians use political parties to gain power, as well as Village Government. The extent of village government regulations without strong supervision from the Village Deliberative Council ultimately opens opportunities for corruption in the village due to the lack of personnel resources, especially if the government is negligent in conducting guidance and supervision over the mandate of the village law. Potential conflicts that arise, Law Number 6 Year 2014 about the Village will give birth to new conflicts for some communities in the village, both manifest conflict and latent conflict. Suggestions a change to become an independent village should not be misunderstood, that other government levels become irresponsible for the operation of the governance of the village. Furthermore, the center government encourages and pushes spirit for the village government to advance and rise and clean up themselves, so that the village administration can indeed be the image of other government in the eyes of society.</p><strong>Keywords: Impact, Village, Conflict.</strong>

<p align="center"><strong>ABSTRAK:</strong></p><p>Desa les merupakan salah satu desa yang berada dalam Kecamatan Tejakula yang memiliki daya tarik wisatawan karena keindahan terumbu karang di laut yang ada didaerah tersebut. Keberlangsungan kegiatan wisata beserta operasionalnya tidak lepas dari dukungan sepenuhnya melalui pemberdayaan masyarakat desa., Namun seiring terus berkembangnya wisata bahari di Desa Les, sarana akomodasi sebagai salah satu penunjang pariwisata seperti <em>home stay, villa, restaurant</em> dan lainnya yang ada di Desa Les sangat minin bahkan dikatakan tidak ada.. Dampak dari pemberdayaan masyarakat local dalam kegiatan wisata bahari bagi kehidupan masyarakat Desa Les adalah; dampak ekonomi yaitu meningkatnya pendapatan masyarakat, serta meningkatnya kesejahteraan masyarakat yang ditandai dengan terpenuhinya kebutuhan masyarakat, baik kebutuhan primer, sekundr, maupun tersier. Dampak pendidikan yaitu meningkatnya tingakt pendidikan masyarakat, didapatnya pelatihan dan pendidikan dalam bidang pariwisata yang diberikan oleh pemerintah dan pihak swasta yang bertanggung jawab atas pengembangan wisata bahari di Desa Les. Dampak social budaya yaitu berkembangnya kesenian tari yang ada dan terpeliharanya bangunan-bangunan pura yang ada di Desa Les karena mendapat sumbangan-sumbangan dari pemerintah maupun swasta.</p><p> </p><p><strong>Kata kunci: </strong>Peranan, Pariwisata Bahari, dan taraf ekonomi.</p><p> </p><p> </p><p align="center"><strong><em>ABSTRACT:</em></strong></p><p>Les villages is one of the villages located in the District of Tejakula who has had a tourist attraction because of the coral reefs in the sea in the area. The sustainability of tourist activities and its operations can not be separated from the full support trough the empowerment of rural communities, but with the development of nautical tourism in the village of Les. Accommodation facilities as one of the supporting tourism such as home stay,villa, restaurant and others in the village of Les wa minimal even to say no, this is one opportunity for the people of the village of Les to providing facilities such accommodation. The impact of the empowerment of local communities in marine tourism activities for the lifeof the villagers Les, are: The economic impact is rising incomes and increase in the welfare of society is marked by the need of the community, both the need of primary, secondary, and tertiary. Education inpact that rising levels of public education, the acquition of training and education in the field of tourism offered by the government and the private sector which is responsible for development of nautical tourism in the village of Les. Social inpact of culture is developing dance art and the preservation of exiting buildings of the temple in the village of Les as it gets donations from government and private parties.</p>

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.
