Educational institutions can be categorized as non-profit organizations that serve the community. Performance appraisal of employees is an important thing to do by government agencies and private companies. It is useful to see, monitor the level and quality of work given by an employee to his company in order to create a company that is able to achieve the goals of each company by starting to do evaluation of HR (Human Resources) because in the business and management world says that a great company is a company that is able to manage its human resources. In employee performance appraisal, each company has their own way and certainly different in the actual practice of employee performance appraisal activities must be done properly and fairly as possible to eliminate social gaps in the world of work and reduce the occurrence of errors in granting an assessment of the performance of each each company employee and the results obtained after employees are given an assessment of their performance are expected to grow and influence the level of loyalty given by employees to the company and foster high self-motivation for the progress of the company itself. AbstractThe problem of Human Resources (HR) in Indonesia is becoming increasingly complex, this is reflected in the large number of formal education graduates from various levels who are not absorbed in the world of work. Many factors cause this to happen, including the mismatch between HR competencies and the labor market, the growth of the workforce is greater than the availability of available employment and population distribution between regions is not evenly distributed. If you look at the achievements of Indonesian tertiary education graduates, many of Indonesian tertiary education graduates are slow to get jobs, this shows that there is a broken link between higher education and the world of work. Higher education has not been able to produce graduates with high selling prices armed with the knowledge they have learned even though in general higher education graduates have greater employment opportunities than high school or lower level graduates. Many realities on the ground show that the quality of Indonesian people as a potential resource still does not meet expectations. This happens because of the low quality of education in Indonesia. By fulfilling good educational needs, the students will get benefits and can improve the quality of life of the knowledge they have, so that after completing their education, they can get decent jobs or create quality jobs. Indonesia's education world must start to build links with the world of work, so that the world of work responds to graduates produced in accordance with what the world of work wants; this paradigm must be understood and built by the Indonesian government. Education transformation is needed so that education is able to produce reliable and resilient human resources; education and educators must be improved.

The dynamics of the development of educational institutions in Indonesia cannot be stopped, let alone limit the rapid development of institutions. Not a few institutions have closed down due to the lack of interest in the community to send their children to school. The problem basically concerns the quality of the institution, especially human resources who play a role as the subject or manager of the institution. For quality institutions, it is certain that they will not be displaced by global developments and the demands of the community for quality education. The research method of this article is qualitative research with a descriptive analysis approach. This type of research is a case study with a multi-case design considering the choice of two research institutions even though one shelter, namely early childhood education and primary school Anak Saleh Malang City. The results showed that early childhood education has four strategies in improving the quality of human resources, including: training, professional development, career development, and performance appraisal. One of the four strategies has the theme of developing human resources through workshops on the responsibilities of employees in schools and families. Meanwhile, the Saleh Children Primary School has three strategies for developing human resources, namely: monitoring, evaluation and follow-up. Among the three strategies, one of the activity designs is the awarding of employees through employee and teacher months including the involvement of parents in follow-up programs. Keywords: Quality, Human Resources, SDGs, Saleh Children

The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

Purpose This paper aims to propose a new method for evaluating the quality and prioritizing of the human resources (HRs) based on trust, reputation, agility, expertise and cost criteria in the expert cloud. To evaluate some quality control (QC) factors, a model based on the SERVQUAL is used. Design/methodology/approach The aim of this paper is to offer a fast and simple method for selecting the HRs by the customers. To achieve this goal, the ranking diagram of different HRs based on the different criteria of QC is provided. By means of this method, the customer can rapidly decide on the selection of the required HRs. By using the proposed method, the scores for various criteria are evaluated. These criteria are used in the ranking of each HR which is obtained based on the evaluation conducted by previous customers and their colleagues. First, customers were asked to select their needed criteria and then by constructing a hierarchical structure, the ranking diagram of different HRs is achieved. Using a ranking system based on evaluating the quality of the model, satisfy the customer needs to be based on the properties of HRs. Also, an analytical hierarchical process-based ranking mechanism is proposed to solve the problem of assigning weights to features for considering the interdependence between them to rank the HRs in the expert cloud. Findings The obtained results showed the applicability of the radar graph using a case study and also numerically obtained results showed that a hierarchical structure increases the quality and speed rating of HR ranking than the previous works. Originality/value The suggested ranking method in this paper allows the optimal selection due to the special needs of any given customer in the expert cloud.

Nasopharyngeal cancer (NPC) is a unique disease with increasing interest for many physicians due to its unusual etiology, histology, and epidemiology. The recent era of fiberoptic endoscopy now provides the clinician with better tools for the screening, diagnosis, staging, and follow-up of NPC. The use of high resolution flexible and rigid nasopharyngoscopy gives the physician an opportunity for a more sensitive examination in a higher proportion of patients. Ultimately, this will allow for earlier diagnosis of NPC, and improved prognosis and better quality of life for the patients with this disease. Also, by allowing the clinician to perform directed biopsies of the nasopharynx under local anesthesia, fiberoptic nasopharyngoscopy allows a less morbid and more cost-effective approach towards this disease, including screening protocols in certain high risk regions of the world.
