Nepal, as a multilingual nation, has constitutionally adopted mother tongue based multilingual education (MTB-MLE) policy in 1990. However, implementation of this policy into practice has been taking considerably a long time. This study, primarily focused on Newa Schools in Newa Settlement Campaign (NSNSC), looks into the efforts made by Nepalbhasa communities to implement the MTB-M LE policy by adopting a practical strategy of three language formula to facilitate students’ learning through mother tongue, official language Nepali and international language English, thus, addressing the demands of socially and culturally diverse parents as well. This study has been carried out with ethnographic methods including participant observation, interviews, electronic recording, taking notes while recording and also using local language as suggested by Duranti (2000, pp.99-118 ). The data have shown that as a new experiment the three language formula has been a success story and a raiser of hope for future endeavors to implement MTB-MLE policy in the context of Nepal’s linguistic diversity. What is still required is to chart a ‘plan of action’ supported by ‘political will’ of the government (central as well as local) and an active support of respective linguistic communities.

Considering its implementation, the linguistic and cultural diversity of Mindanao, however, brings much complexity to the issue of language policy in education. With Mindanao’s more than 26 provinces and over 25 million population (Philippine Statistics Authority, 2005), the government offers a challenging environment for implementing a language policy that is supposed to serve all Mindanao regions and the rest of the country.

This article examines the role of the multilingual education (MLE) teacher in the mother tongue-based MLE program for the Juangas, a tribe in Odisha, an eastern state of India, and is part of a broader study of the MLE program in the state. For the specific purpose of this article, I have adopted Welmond's (2002) three-step process: identifying culture-specific knowledge about the role of a teacher; examining the state's education objectives that influence teachers’ behaviour and experiences; and focusing on the behaviour and experience of teachers at the local level. These three steps constantly merged into one another during the examination of the subject under discussion. The paper recognises that the MLE teachers are not only first-generation teachers, but also first-generation practitioners of MLE, and therefore need to be resourceful and experimental in their classroom practices. However, given the national imperative to achieve universal elementary education by 2015, within the para-teacher framework adopted by the Government of India, the MLE teacher seems to be just a means to an end.

The green building certification system of Taiwan, EEWH (Ecology, Energy Saving, Waste Reduction and Health), has been in operation for more than 20 years (since 1999). In order to understand the relationship between green building certification and the construction costs of residential buildings, this study obtained 37 green building-certified residential cases and 36 general residential cases available from public information and conducted a comparative analysis. The results of this study showed that the average construction cost of a green building certification residential building was only 1.58% higher than a general residential building, indicating that green building certification does not require a large increase in costs. However, for residential buildings, achieving a high-grade (gold-grade or diamond-grade) green building certification means an increase of 6.7% to 9.3% in construction costs. This shows that the pursuit of higher levels of green building certification does require higher construction costs. In addition, the results of this study can not only provide important references for the government in making green building policies, but also offer a practical strategy for developers for decision-making.

Community development is an effort to improve the standard of living and quality of life of the community. The Wawasan Village Movement Program is a program that focuses on the development of rural human development towards a village that is more advanced, attractive and profitable. Even though in its implementation, community development is running smoothly and successfully. However, post-success needs to be maintained and sustainable. This article focuses on problems and challenges in the context of rural community development through the Wawasan Village Movement program. This article takes a case study in the Village of Shadow Keningau, Sabah Malaysia. Data collection was carried out through in-depth interviews, focus group discussions and observations. As well as documentation of published and unpublished materials. The article found several important facilitators who became problems and challenges after the successful implementation of the Village Movement Movement program in Keningau Shadow Village. This includes; (i) no further action from the government after the success; (ii) difficulty maintaining existing committees; (iii) idle and using assets for a long time; (iv loosening of social ties. In short, after the success of the government, it is necessary to give encouragement and encouragement to the Desa Bayangan community by making this village a model village. In addition, taking community members as facilitators in fostering other Wawasan Village Movement villages that are being fostered.

Abstract This study examined the Cão Terapia (Dog Therapy) project, developed by a civil society organization, in order to verify how it generates social innovation based on practices focused on animal welfare. It is a qualitative case study, with an exploratory and descriptive approach. It consists of literature review, documentary research, participant observation, and interviews with volunteers and managers of the Bem-Animal organization. Bem-Animal seeks to promote the welfare of animals rescued by the government after complaints of abuse, being run over, and other serious situations. We found that the initiatives of this organization result in social innovation, above all, by providing social actions contrary to the speciesist, instrumental, and consumerist mentalities. They contribute to an experience of ethical precepts and to the consolidation of rights for non-human animals within the society.

This study aims to analyze the process production of sausage noodle roll, the income and production costs, the marketing action and determine the position based on the life cycle of sausage noodle roll as well learn the role of supporting service for sausage noodle roll in CV Cucurutuku Ceria. This research method is a case study. The determination of consumer samples is taken by Convenience Sampling. Analysis of the data used in this research is descriptive qualitative and quantitative analysis. The data of this study was collected in May 2019 until June 2019. The results showed that the value R/C>1, that means sausage noodle roll business was profitable. Calculation of the cost of production on sausage rolls noodles amounted to Rp1,046.53. The BEP unit calculation has been achieved for a long time, in the amount of 42,791 units from the BEP calculation of 604 units. The noodle rolls sausage has also obtained a profit from the selling price of Rp ,000.00 per pcs from the calculation of the BEP price of Rp1,238.58 per pcs. The marketing mix that has been utilized by CV Cucurutuku Ceria is collaboration with e-commerce companies namely gofood and grabfood to facilitate consumers in the ordering process and CV Cucurutuku Ceria has utilized social media as promotional activities for sausage noodle roll product. In the product life cycle, sausage noodle roll are in a stage of decline. CV Cucurutuku Ceria has not fully utilized the government policies regarding the protection and empowerment of Micro, Small and Medium Enterprises.Keywords: cost, noodle, position, and sausage

The current pandemic (Covid-19) disrupted businesses and challenged societies all over the world. In particular, destinations are being urged to keep the attraction and value of their products and services in post-pandemic tourism recovery programs. Drawing from a qualitative study based on published reports and research, and using participant observation, this research analyses the situation of tourism in Akaroa, South Island of New Zealand, during the coronavirus outbreak and the first stages of the recovery process. Results of the research show that while crisis management led to the closure of the sector due to strict social and travel restrictions, the confinement measures adopted by the government and the progressive reopening of the country has resulted in a shift from “cruise tourism” into a gradual return of “domestic tourism”. This paper argues that local peoples’ perspectives must be kept in mind when developing a tourism recovery strategy. This case study also shows that because of the nature of changing working environment, there is potential to change local demography in the form of an increase in residents putting pressure on local infrastructure. In a rural and marine environment, local stakeholders’ attention is required to focus on “quality” of tourism rather than “quantity”. Nature-based resources and outdoor activities are expected to be the critical ingredients for tourism’s immediate and sustainable future.

This paper deals with the past studies about preserving and promoting linguistic diversity with special reference to indigenous languages of the world in general and of Nepal in particular. It is broadly divided into two major categories viz. global perspectives on linguistic diversity issues and local perspectives on linguistic diversity issues. The global perspectives section is related to conceptualizing the global trends of preserving and promoting linguistic diversity in different regions of the globe. For instance, past studies conducted on indigenous languages of Europe, South Asia (including Sri Lanka, Pakistan and India), Latin America, North America, Africa, and Malaysia were reviewed to identify the research gap for this study. The local perspectives section is related to conceptualizing the Nepali trends of preserving and promoting linguistic diversity in Nepal. Similarly, empirical studies were reviewed into four aspects such as a) linguistic diversity and multilingualism, b) endangerment of indigenous languages, c) bilingual and multilingual education, and d) mother tongue literacy. Based on these observations, this paper has been developed to identify the global and local perspectives on the preservation of linguistic diversity, using a Nepali experience.

Public Relations has an important role in educating and providing understanding to the public in the midst of the COVID-19 pandemic as it is now. In this case, Public Relations acts as an intermediary between the government and the community by conveying policies related to the government's efforts to prevent the spread of COVID-19. This study aims to analyze the advantages and disadvantages of PR strategies in delivering information on COVID-19 using social media, such as: websites, Facebook, Instagram, and YouTube. The method used in this research is descriptive qualitative with a case study approach. Then the withdrawal of research informants using purposive sampling technique, informants consist of people who are directly involved with the delivery of information on covid-19 by Public Relations, with qualitative data collection consisting of depth interviews, participant observation, and documentation. The results of the study show that there are several advantages, namely (1) wide reach and large number of followers, (2) fast information updates, and (3) presenting informative and educative content. The shortcoming in question is that the management of social media is not yet maximal, which is less interactive in responding to public comments through comments on social media. The limitation of this study is that researchers only focus on the PR strategy in delivering information about COVID-19 in Gorontalo Province through social media only and not at the level of other conventional media, namely through websites, Facebook, Instagram, and YouTube. The value and originality of this research is the delivery of information and efforts to prevent the spread of covid-19 which is conveyed through social media PR. The contribution of this research to future PR practices is a deeper implementation of the concept of digital PR, especially during a pandemic like now where everything is done online.
