Amidst the development of various manifestations of modern electronic culture, security, communication, and ethics issues are acquiring new features and actualization. An objective of the research is a theoretical analysis of the issues of information ethics in the information and communication environment and threats to existential security. The features of the development of information ethics in electronic culture, associated with a high level of liberalism, utilitarianism, as well as antinomy in solving the problem of freedom and security in the digital environment are revealed. Some ethical issues of virtual communication in the “human-human” and “human-AI” systems are disclosed, the main risks in this area are systematized.

Subject. The paper analyzes the digital environment of trust, its role in processes of digitalization of economic relationships, problems of trust, arising during the use of digital tools in the society. Objectives. The purpose is to perform a theoretical analysis of the digital environment of trust, identify and study external and internal factors affecting the emergence and strengthening of threats to the digital environment of trust, develop proposals to reduce these threats. Methods. We apply general scientific methods of knowledge, systems approach, methodological tools of institutional theory, comparative analysis of modern approaches to the study of digitalization, and evaluation of digital economy development. Results. We substantiate the use of the “digital environment of trust” term, undertake a theoretical analysis of digital environment of trust. The latter enabled to describe and investigate threats to digital environment of trust and propose measures to reduce the revealed threats. Conclusions. Digitalization increases risk and uncertainty in economic relations. Only trust can encourage people to take digitization without fears to go to the new digital world. It is crucial to create a digital environment of trust, i.e. certain conditions of interaction in the digital world that would help achieve a high level of confidence in digital technologies.

Abstract In accordance with the National Security Strategy of the Republic of Bulgaria, updated in 2018, the health of Bulgarian citizens is defined as a vital national interest. The analysis of the data on basic health-demographic indicators shows that our country is currently facing significant national security risks associated with a high level of total and premature mortality, high maternal and infant mortality, high level of disability and low life expectancy, as well as low indicators during the years of good health. The authors consider that improving the health of the nation is inextricably linked to the readiness of the national health system to respond and to provide adequate and continuous medical assistance of good quality. One of the major challenges for the contemporary globalized world is the rapid entering of information and communication technologies in healthcare. The article attempts to outline some of the legal and ethical issues that could arise when information and communication technologies are introduced into the healthcare system (e.g. the use of various applications for mobile devices, remote therapy and disease monitoring, etc.) from a point of view human rights doctrine and the protection of personal data.

Tuberculosis (TB) has still remained a serious global health threat in low- and middle-income countries in recent years. As of 2021, Nepal is one of the high TB burden countries, with an increasing prevalence of cases. This study evaluates factors associated with TB awareness in Nepal. This study uses data from the Nepal Demographic and Health Survey, a cross-sectional survey carried out from June 2016 to January 2017. Multilevel logistic regression is performed to examine the association of demographic and socioeconomic factors with TB awareness. Our findings show a high level of TB awareness in all seven provinces of Nepal. Province 5 has the highest level of awareness (98.1%) among all provinces, followed by provinces 3 and 4, while province 6 has the lowest awareness level (93.2%) compared to others. Socioeconomic factors such as wealth, education and owning a mobile phone are significantly associated with TB awareness. Socioeconomic determinants are influential factors associated with TB awareness in Nepal. The wide variation in the proportion of awareness at a regional level emphasizes the importance of formulating tailored strategies to increase TB awareness. For instance, the use of mobile phones could be an effective strategy to promote TB awareness at a regional level. This study provides valuable evidence to support further research on the contribution of information and communication technology (ICT) usage to improving TB awareness in Nepal.

ABSTRACTThe paper develops some of the conclusions, reached in Floridi (2007), concerning the future developments of Information and Communication Technologies (ICTs) and their impact on our lives. The two main theses supported in that article were that, as the information society develops, the threshold between online and offline is becoming increasingly blurred, and that once there won't be any significant difference, we shall gradually re-conceptualise ourselves not as cyborgs but rather as inforgs, i.e. socially connected, informational organisms. In this paper, I look at the development of the so-called Semantic Web and Web 2.0 from this perspective and try to forecast their future. Regarding the Semantic Web, I argue that it is a clear and well-defined project, which, despite some authoritative views to the contrary, is not a promising reality and will probably fail in the same way AI has failed in the past. Regarding Web 2.0, I argue that, although it is a rather ill-defined project, which lacks a clear explanation of its nature and scope, it does have the potentiality of becoming a success (and indeed it is already, as part of the new phenomenon of Cloud Computing) because it leverages the only semantic engines available so far in nature, us. I conclude by suggesting what other changes might be expected in the future of our digital environment.

The Neuro-care approach offers a holistic, multidisciplinary, patient-centred, continuous strategy of care to unselected groups of neurological patients and their families including those with motor neurone disease (MND). The strategy for MND patients is an adapted version of one piloted on patients with Parkinson's disease. Between April 1990 and September 1992 12 MND patients were diagnosed, of whom five have died. The main features of the care strategy and the guidelines for giving the diagno sis are described. The characteristics of the patient group are identified and the high level of team activity vis-a-vis other patient groups is noted. The maintenance of patients in the community and the lack of resort to permanent institutional care are also recorded. Ethical issues arising during the project are discussed and the problems of measuring outcomes of care are acknowledged. General conclusions for MND management are drawn.

This short case is best for an open discussion in an upper-division auditing class. The class discussion questions intensify students learning experience on (1) auditors ethical responsibility to resolve tough ethical issues, (2) auditors legal responsibility to detect fraudulent financial reporting, and (3) auditors professional responsibility to conform to auditing standards. Additional class discussion questions, optional hands-on internet experience, and class discussion guide are provided. The case illustrates how a high-technology company succumbed to the pressure of unrealistic financial goals in an industry that is characterized by rapid technology change, intense competitive pressure, and volatile demand patterns for computer chips. High-level management at the company orchestrated fraudulent financial reporting schemes by creating fictitious sales and shipping bogus inventories. The fraud was uncovered only after the companys Board of Directors appointed a third auditor to investigate the sophisticated fraudulent schemes. However, the action came a little too late as the shareholders began to file class-action securities lawsuits against the company and its former auditor.

The article presents a constructive model of training bachelors in cybersecurity in an educational-digital environment. The concepts of "model" and "modeling" are analyzed. The meaning of the definition of "construct" as a whole, distinguished from other entities of a certain area, which is inaccessible to direct observation, but hypothetically deduced and / or constructed logically on the basis of observed features, with a sufficient degree of experimentally and logically validated, is verified. the concept used to represent it. The scientific position in relation to the conceptual field of the model of preparation of bachelors in cybersecurity in the conditions of educa-?ional-digital environment is determined. Based on theoretical analysis, the constructive model is able to reflect the spatial pedagogical relationships between the elements of the object under study. It is determined that the conceptual model of training bachelors in cybersecurity in an educational-digital environment consists of five constructs. Each of the five model constructs is characterized, namely target, conceptual, content, activity-technological and result-corrective. The purpose of the model is defined to form the readiness of bachelors in cybersecurity in the educational-digital environment for professional activity. It has been found out that the result of constructive model of preparation of bachelors in cybersecurity in the conditions of digital educational environment is the formed readiness of bachelors in cybersecurity for professional activity. For obtaining benefits from using Information and Communication Technology (ICT) in education sector, technical and management aspects related to the use of ICT are needed. This literature review article focuses on assessing managerial aspects that influence deployment of e-learning technologies. Provision of details in each managerial dimension attempted to cover description of their significance, and the extent to which they influence adoption and usage of e-learning technologies. Key considerations were also extracted and presented as benchmarks for smooth practicality. A stock of existing literature n=81 devoted to the study, were reviewed to capture the specific themes for extracting arguments to acquire a wider perspective of the findings. The downloaded literature was categorised thematically and timely to capture a review of themes and trends on appreciable increase of usage or adoption published respectively. The process supported by NVivo software (version 12). From the findings training seemed the most discussed and considered managerial factor in terms of its significance and influence. It might be so due to its nature and need as it has to be conducted from the initial stage and continuously. The literature seems to be concerned with managerial aspects facilitating e-learning technologies in a holistic way, for stance combining different aspects of training, ultimately reflecting a high level of training aspect analysed. Still, despite some of these aspects being dubbed ‘all inclusive’, many tend to be little reported if we consider the possibilities in terms of those managerial dimensions.
