The problems in this research are: First, how is legal protection, legal compliance and overcoming problems regarding the management of ports in the regions according to Law Number 23 of 2014 concerning Regional Government and its relation to Law Number 17 of 2008 concerning Shipping. The method used in this research is normative legal research, namely research that refers to legal norms and principles contained in statutory regulations and government regulations. The result of the research is that Law Number 17 of 2008 concerning Shipping contains articles that regulate ports which require further regulation in the form of a Government Regulation. The law establishes a system of port authority that will carry out a regulatory role, end state-owned monopoly control over port services, and require the development of national and regional port master plans. Legal protection in implementing regional autonomy is in accordance with the enactment of Law Number 23 of 2014 concerning Regional Government, legal protection for the implementation of various government affairs in the framework of serving the community and managing natural resources. The problems that have arisen in the management of ports in the regions so far are conflicts of use and power. It is hoped that the efforts to deal with these problems can be carried out reactively, meaning that local governments can carry out conflict resolution, mediation or deliberation in dealing with these problems.

Based on Article 88 of Law Number 13 of 2003 concerning Manpower, it states that a decent wage for humanity is a right for every worker. In Article 18 of Government Regulation Number 78 of 2015 concerning Wages states that employers are required to pay wages to workers at the agreed time between employers and workers, but in fact there are often delays in payment of wages to workers which of course affect the welfare of workers and his family. then Based on Article 95 number 2 of Law Number 13 of 2003 concerning Labor, states that if the entrepreneur who is due to his intentions or negligence resulting in delays in payment of wages, is subject to a fine. This writing aims to find out how the form of legal protection for workers in the event of late payment of wages and the need for an explanation of the penalties. The research method used in this study is normative legal research. The conclusion in this study is preventive protection (prevention) should companies be able to avoid delay in payment of wages to workers. It is good by the way the company manages the company's finances carefully so that late payment of wages to workers does not occur. Then repressive legal protection (after the dispute) is in accordance with Government Regulation Number 78 of 2015 concerning Wages that companies that delay payment of wages to workers do not only pay wages that are late to be paid, but also pay late fines regulated in this Government Regulations. Berdasarkan Pasal 88 Undang-Undang Nomor 13 Tahun 2003 Tentang Ketenagakerjaan menyatakan bahwa upah yang layak bagi kemanusiaan merupakan hak bagi setiap pekerja. Dalam Pasal 18 Peraturan Pemerintah Nomor 78 Tahun 2015 Tentang Pengupahan menyatakan bahwa pengusaha diwajibkan untuk membayarkan upah kepada para pekerja pada ketentuan waktu yang sudah diperjanjikan antara pengusaha dan pekerja, namun dalam kenyataanya kerap terjadi keterlambatan pembayaran upah terhadap para pekerja yang tentu saja mempengaruhi kesejahteraan dari para pekerja dan keluarganya. kemudian Berdasarkan Pasal 95 angka 2 Undang-Undang Nomor 13 Tahun 2003 Tentang Ketenagakerjaan menyebutkan bahwa apabila pengusaha yang dengan kelalaiannya atau kesengajaannya sehingga menyebabkan keterlambatan dalam pembayaran upah, dikenai sanksi denda. Penulisan ini memiliki tujuan untuk mengetahui bagaimanakah bentuk perlindungan hukum yang dapat diberikan kepada para pekerja dalam hal terjadinya keterlambatan pembayaran upah dan perlu adanya penjelasan mengenai sanksi denda tersebut. Penelitian hukum normatif dipilih untuk digunakan dalam penyusunan penulisan ini Kesimpulan dalam penelitian ini adalah perlindungan secara prefentif (pencegahan) seharusnya perusahaan dapat menghindari terjadinya keterlambatan pembayaran upah kepada para pekerja. Baik dengan cara perusahaan mengatur keuangan perusahaan dengan seksama sehingga keterlambatan pembayaran upah kepada pekerja tidak terjadi. Kemudian perlindungan hukum secara represif (setelah adanya sengketa) yaitu sesuai dengan Peraturan Pemerintah Nomor 78 Tahun 2015 Tentang Pengupahan bahwa perusahaan yang melakukan keterlambatan pembayaran upah kepada para pekerja tidak hanya membayar upah yang terlambat dibayarkan tersebut, melainkan juga membayar denda yang telat diatur dalam Peraturan Pemerintah ini.

Law Number 23 Year 2014 concerning Regional Government expressly wants that in this era of centralized regional government system towards decentralization, regional government and the community as well as all stakeholder components. The government must be able to direct various policies in the form of a framework for the implementation of regional autonomy policies at a point of accelerating the welfare of society through improving public services and optimizing the participation of the community in the process of regional autonomy in development.The author in this study wants to examine and analyze further the urgency of regional development planning in the era of regional autonomy and the obstacles and strategies for implementing regional development plans in the era of regional autonomy.The research method used is normative legal research, namely legal research carried out by examining library materials or secondary legal materials while the problem approach is carried out using a legal approach and conceptual approach.Development planning in a country or society that can be cultivated starting from the economy, natural resources. Human Resources and Infrastructure because the output of regional development planning is that local governments must encourage the achievement of a development plan based on regional planning. The preparation of the plan will always face obstacles in the form of unwillingness and the inability of the compiler to capture the philosophy and autonomization of the region. AbstractThe growth of franchise business is so fast in Indonesia, involving many local businessmen and foreign businessmen who act as franchisor and franchiser. The development of the franchise business is greatly influenced by the protection of the law by the state. Currently, the legal protection of franchise business activities in Indonesia is regulated in Government Regulation no. 42 of 2007 concerning Franchise and Regulation of the Ministry of Trade of the Republic of Indonesia No. 57/M-DAG/PER/9/2014 concerning Franchise Operation. The role of local government to the local franchise and franchise business activities is very helpful to increase franchise activities to be advanced and as one source of local revenue. The importance of the attention of local governments in the issue of franchise business arrangement is a concrete manifestation of the spirit of regional autonomy. The implementation of regional autonomy focuses more on the role of regional level II (regency/city) as the spearhead of development. From that, coaching and legal supervision on franchise business is the most important part of the implementation of government regulations and trade minister regulations as a form of government concern to the uniqueness of franchise businesses that have distinctive characteristics of business in general.Keywords: Franchise, Local Government, Coaching, Supervision  Abstrak Pertumbuhan bisnis waralaba begitu pesat di Indonesia, melibatkan banyak pengusaha lokal dan pengusaha asing yang berperan sebagai pemberi waralaba dan penerima waralaba. Perkembangan bisnis waralaba sangat dipengaruhi perlindungan hukum oleh negara. Saat ini, perlindungan hukum terhadap kegiatan bisnis waralaba di Indonesia diatur dalam Peraturan Pemerintah No. 42 Tahun 2007 tentang Waralaba dan Peraturan Menteri Perdagangan Republik Indonesia No. 57/M-DAG/PER/9/2014 tentang Penyelenggaraan Waralaba. Peran pemerintah daerah terhadap kegiatan bisnis waralaba lokal dan waralaba asing sangat membantu meningkatkan kegiatan waralaba menjadi maju dan sebagai salah satu sumber pendapatan daerah. Pentingnya perhatian pemerintah daerah dalam masalah pengaturan bisnis waralaba adalah wujud nyata dari semangat otonomi daerah. Pelaksanaan otonomi daerah lebih berfokus pada peran daerah tingkat II (kabupaten/kota) sebagai ujung tombak pembangunan. Berangkat dari hal tersebut, pembinaan dan pengawasan hukum terhadap pelaku bisnis waralaba merupakan bagian terpenting dari pelaksanaan peraturan pemerintah dan peraturan menteri perdagangan sebagai bentuk kepedulian pemerintah terhadap keunikan usaha waralaba yang memiliki ciri khas berbeda dari bisnis pada umumnya.Kata Kunci : Waralaba, Pemerintah Daerah, Pembinaan, Pengawasan. DOI: 10.15408/jch.v6i1.8269

Implementation of the new law on railways are yet to be seen due to government regulation as executors being discussed. Government regulations mandated by Law No. 23, 2007 set as fast as 1 (one) year from the entry into force of the Act. Nevertheless in his closing conditions stated that at the time the Act came into force. All the implementing regulations of Law No. 13 1992 declared still valid this does not contradict or replaced under the Act contained in Law No. 23 of 2007 in line with the implementation of regional autonomy and decentralization intended by the Act No. 32 of 2004 on Regional Government and Government Regulation No. 38 2007 on delegation of authority from central to local governments. The quality of rail services, especially in economy class lately felt worse. Headway uncertain security condition, and the level of safety continues to decline. Train accident rate continues to rise, where in 2007 there were 116 accidents, an increase from the 2006 total of 107 times. More than 90% of accidents that occurred in 2007 caused by a Train derailment or overturned (Directorate of Railways, 2008). Key words: Policy, Safety, Railway, Passengers.

This paper, which is focused on evaluating the policies and institutional control of the Brantas River Basin, East Java, Indonesia, aims to review government regulations on watershed governance in Indonesia. A qualitative approach to content analysis is used to explain and layout government regulations regarding planning, implementation, coordination, monitoring, evaluation, and accountability of the central and local governments in managing the Brantas watershed, East Java, Indonesia. Nvivo 12 Plus software is used to map, analyze, and create data visualization to answer research questions. This study reveals that the management regulations of the Brantas watershed, East Java, Indonesia, are based on a centralized system, which places the central government as an actor who plays an essential role in the formulation, implementation, and accountability of the Brantas watershed management. In contrast, East Java Province’s regional government only plays a role in implementing and evaluating policies. The central government previously formulated the Brantas watershed. This research contributes to strengthening the management and institutional arrangement of the central government and local governments that support the realization of good governance of the Brantas watershed. Future research needs to apply a survey research approach that focuses on evaluating the capacity of the central government and local governments in supporting good management of the Brantas watershed.

Audiobook access for people with disabilities is very important. Access is the convenience that people get from a service. This study aims to analyze the legal certainty and legal protection of audiobook copyright access for blind people with disabilities. This study uses a normative legal research method with a statutory approach and comparative approach. This research found that access to audiobooks' works has been regulated in the Marrakech Treaty, Copyright Act Number 28 of 2014 and Government Regulation Number 27 of 2019. Akses karya cipta audiobook bagi disabilitas sangat penting. Aksesibilitas merupakan kemudahan yang didapat oleh orang terhadap suatu layanan. Penelitian ini bertujuan untuk menganalisis kepastian hukum serta perlindungan hukum akses karya cipta audiobook bagi disabilitas tuna netra. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan dan pendekatan komparatif. Dalam penelitian ini menemukan bahwa akses karya cipta audiobook telah diatur dalam Traktat Marrakesh, UUHC 2014 serta Peraturan Pemerintah Nomor 27 Tahun 2019.

Indonesia is a maritime country surrounded by a sea that is rich in natural resources, therefore a unified system is needed to maintain security and also to allocate all energy sources offered by the sea so that it can be managed appropriately. The management of water safety and security in Indonesia is regulated in Law Number 17 of 2008 concerning Shipping. In this research, there are two main problems that will be examined, namely first about the management arrangements for safety and security requirements in Indonesian maritime territory and second What is the authority of the local government in developing the safety and security requirements of shipping in Indonesian maritime territory. This research is a normative legal research, using a statutory approach and a conceptual approach. The result of this research is the management of shipping coaching is carried out by the government. The form of guidance carried out by the government is in the form of supervision, control and regulation. Legal protection for the administration of regional autonomy is in line with the provisions of Law Number 23 o/2014 which involves regional governments and carries out legal protection for various government affairs in the context of community service and natural resource management.

This article aims to explain the 2018-2019 state defense action plan in Presidential Instruction No. 7 of 2018 which mandates all ministries, non-ministerial government agencies, and local governments to take action to defend the country through three stages, namely the stages of socialization, internalization, and movement action. The dilution of the state defense action plan at the central government level has been very active, however, at the level of the reverent regional government it has not yet been felt, especially with the existence of regional autonomy where the central government is not necessarily able to "control" the regional government, so that all this needs attention parties, to see the perspective of the regional government in implementing the state defense action plan.

The sale and sale of land rights must be done in the presence of PPAT as proof that there has been a sale and purchase of a land right and then PPAT makes a Deed of Sale and Then followed by registration at the local Land Office following the location of the land. But the fact that until now there is still a sale of land rights done in the presence of the Village Head, as happened in Plana Village Somagede District Banyumas Regency. The point raised in this study is why are the people of Plana Village Somagede sub-district still there who trade land rights, not before the authorized officials, namely PPAT? and what is the legal protection for buyers of land rights that are not done in the presence of authorized officials, namely PPAT? This research uses sociological juridical approach methods, primary data, and secondary data obtained and then analyzed based on legal norms and theories namely legal protection and legal effectiveness. From the results of the research and concluded, then the Village Head must dare to refuse to buy and sell land rights in front of him and the local government policy must impose strict sanctions on the Village Head who violated it, the socialization of the Banyumas district land office must be carried out regularly so that the people trade rights on the land following the prevailing regulations and for the villagers of Plana who have been able to trade rights on the land in front of the Village Head to immediately transition the rights to the land following Article 37 paragraph (1) or paragraph (2) of Government Regulation No. 24/1997 on Land Registration.Keywords: Buy and Sell, Village Head, PPAT
