Implementation of the new law on railways are yet to be seen due to government regulation as executors being discussed. Government regulations mandated by Law No. 23, 2007 set as fast as 1 (one) year from the entry into force of the Act. Nevertheless in his closing conditions stated that at the time the Act came into force. All the implementing regulations of Law No. 13 1992 declared still valid this does not contradict or replaced under the Act contained in Law No. 23 of 2007 in line with the implementation of regional autonomy and decentralization intended by the Act No. 32 of 2004 on Regional Government and Government Regulation No. 38 2007 on delegation of authority from central to local governments. The quality of rail services, especially in economy class lately felt worse. Headway uncertain security condition, and the level of safety continues to decline. Train accident rate continues to rise, where in 2007 there were 116 accidents, an increase from the 2006 total of 107 times. More than 90% of accidents that occurred in 2007 caused by a Train derailment or overturned (Directorate of Railways, 2008). Key words: Policy, Safety, Railway, Passengers.

The problems in this research are: First, how is legal protection, legal compliance and overcoming problems regarding the management of ports in the regions according to Law Number 23 of 2014 concerning Regional Government and its relation to Law Number 17 of 2008 concerning Shipping. The method used in this research is normative legal research, namely research that refers to legal norms and principles contained in statutory regulations and government regulations. The result of the research is that Law Number 17 of 2008 concerning Shipping contains articles that regulate ports which require further regulation in the form of a Government Regulation. The law establishes a system of port authority that will carry out a regulatory role, end state-owned monopoly control over port services, and require the development of national and regional port master plans. Legal protection in implementing regional autonomy is in accordance with the enactment of Law Number 23 of 2014 concerning Regional Government, legal protection for the implementation of various government affairs in the framework of serving the community and managing natural resources. The problems that have arisen in the management of ports in the regions so far are conflicts of use and power. It is hoped that the efforts to deal with these problems can be carried out reactively, meaning that local governments can carry out conflict resolution, mediation or deliberation in dealing with these problems.

This article aims to explain the 2018-2019 state defense action plan in Presidential Instruction No. 7 of 2018 which mandates all ministries, non-ministerial government agencies, and local governments to take action to defend the country through three stages, namely the stages of socialization, internalization, and movement action. The dilution of the state defense action plan at the central government level has been very active, however, at the level of the reverent regional government it has not yet been felt, especially with the existence of regional autonomy where the central government is not necessarily able to "control" the regional government, so that all this needs attention parties, to see the perspective of the regional government in implementing the state defense action plan.

In the Indonesian national government system is recognized the existence of local government, the region consists of provincial, district and municipal areas. The Provincial Region is headed by a Governor, a Regency area headed by a Regent and a City area headed by a Mayor. Based on Law Number 23 Year 2014 on Regional Government placed the Governor in 2 (two) functions, namely; As Head of Region and As Deputy of Central Government in Region. The governor as the representative of the central government in the regions gained the delegation of authority from the government to carry out central government affairs in the regions. As a representative of the central government in the region the governor carries out the absolute affairs and implements the concurrent governmental affairs which are the authority of the central government and conducts the guidance and supervision of the districts / municipalities in carrying out the concurrent affairs which are the authority of the district / city government. In the implementation of central government affairs in the region it is necessary to have central government representatives in the regions and vertical institutions. Prior to the issuance of Law Number 23 Year 2014 in relation to the Governor as the representative of the central government in the regions is regulated in Law Number 32 Year 2004 regarding regional government and followed up by Government Regulation No. 7 of 2008 on Deconcentration and Co-Administration. In Act No. 23 of 2014 on Regional Government it is stated that the representative of central government in the regions is only given to the Governor, while the Regent / Mayor does not get the authority as a representative of the central government in the region. In carrying out the guidance and supervision on the implementation of government affairs which is the authority of the district / city and the task of assistance by the district / city, the President is assisted by the Governor as the representative of the central government.

This study aims to determine the problems of regional autonomy after the enactment of Law No. 23/2014 which describes the paradox of the application of regional autonomy in Indonesia. The method used in this research is a statutory approach. The results of this study indicate that the main characteristic of implementing the principle of regional autonomy is the authority of local governments to manage their household affairs without intervention from the central government. The authority is in the form of independence and freedom possessed by the regional government. The implication of this shift in regional autonomy law politics is the loss of regional independence and freedom to manage their household affairs, in other words, the Regional Government Law currently makes regional heads government (Governors, Regents, Mayors) only as an extension of the central government, without the authority to take Policy.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. The main problem of this regional autonomy research is the low competence of human resources in the New Autonomous Region of  Pangandaran Regency, which is caused by its suboptimal implementation. The purpose of this study is to describe the implementation of regional autonomy and its impact. The method used is a qualitative approach with observation, interview and library study techniques. This study concludes that the implementation of regional autonomy in Pangandaran is not yet optimal. The positive impact of regional autonomy can increase the efficiency and responsiveness of government in public services with public preference, and arouse the spirit of competition and innovation among local governments. The negative impact, the quality of public services is low, due to the transfer of authority which is often misunderstood or misused so that adequate and formal supervision and control is needed both formally and informally as well as synergy between local, provincial and central governments.

AbstrakImplementasi otonomi daerah hendaknya dapat dipahami sebagai suatu kesempatan untuk dapat mengembangkan daerah dengan keleluasaan yang telah diberikan Pemerintah melalui desentralisasi yang berujung pada kewenangan dalam membentuk Perda. Perda merupakan instrumen hukum yang dibuat oleh pemerintah di daerah dalam menyelenggarakan kewenangannya untuk mewujudkan otonomi yang dimiliki, disamping merupakan penjabaran lebih lanjut dari peraturan perundang-undangan yang lebih tinggi. Dengan kewenangan tersebut dimana Perda mengalami peningkatan jumlah yang sangat tidak terkendali, jarang dari Perda tersebut dibatalkan dengan berbagai alasan. Permasalahan Materi muatan Perda yang tumpang tindih dan bertentangan dengan peraturan perundang-undangan yang lebih tinggi. Untuk mengatasi permasalahan tersebut perlu penataan harmonisasi penyusunan Perda melalui mekanisme executive preview oleh pemerintah atasan dalam mengevaluasi Perda yang dibentuk oleh pemerintah bawahan. Kewenangan pemerintah pusat (Menteri) dan Pemerintah Daerah (Gubernur) yang melakukan executive preview dalam bentuk evaluasi Perda dan Keputusan Kepala Daerah Kabupaten/Kota (Bupati/Walikota) Dan Hasil evaluasi dan pemberian nomor register tersebut merupakan langkah pengawasan preventif yang sudah sangat tepat dilakukan oleh pemerintah daerah.Kata Kunci: Pemerintah, Peraturan, Pengawasan.AbstractThe implementation of regional autonomy should be understood as an opportunity to be able to develop regions with the flexibility that has been given by the Government through decentralization which ends in the authority to form a Regional Regulation. The regional regulation is a legal instrument made by the regional government in exercising its authority to realize its autonomy, besides providing further elaboration of the higher statutory regulations. With this authority where the Regional Regulation has increased in an uncontrolled number, it is rare that the Regional Regulation has been canceled for various reasons. Problems the content of local regulations is overlapping and contradictory to higher laws and regulations. To overcome these problems, it is necessary to arrange harmonization of the compilation of local regulations through an executive preview mechanism by the superior government in evaluating the regional regulations established by subordinate governments. The authority of the central government (the Minister) and the Regional Government (the Governor) conducting the executive preview in the form of an evaluation of the Regulations and Decisions of the Regency / City Regional Head (Regent / Mayor) regional government.Keywords: Government, Regulation, Supervision.

Regional Autonomy requires the Regional Government to be able to provide the best service to the community. One form of the service is to provide transparent financial information. The purpose of this research was to determine the internal control system on the quality of Bengkalis Regency's financial statements reviewed according to the Islamic perspective. This research uses qualitative analysis with descriptive methods. The results showed that the internal control system can minimize the occurrence of fraud/errors both in recording and presenting financial statements as evidenced by the monitoring of accounting records so that the resulting financial statements can be as desired and accountable.

ABSTRAKSistem pendidikan sesuai dengan UU Nomor 32 Tahun 2004 tentang Pemerintah Daerah kebijakan tentang desentralisasi diserahkan pada Pemerintah Daerah masing-masing. Khususnya dalam kebijakan jalur zonasi berpengaruh terhadap mutu penyelenggaraan pendidikan khususnya dalam perolehan jumlah siswa. Contohnya ada satu siswa di SMAN Kota Magelang terpaksa tidak dapat sekolah favorit, selain itu protes dari pihak orang tua murid. Penelitian secara normatif empiris yang dianalisis secara diskriptif kualitatif. Pemerintah wajib melaksanakan perbaikan secara berkesinambungan mengenai sistem nasional pendidikan di era desentralisasi melalui: Evaluasi kesiapan pemerintah daerah dalam sistem zonasi untuk mendata kecukupan sekolah; Pemerataan pendidikan dengan sarana dan prasarana yang memadai; Guru yang memadai untuk setiap zona; Ketersediaan informasi secara online maupun melalui pamflet dan papan pengumuman; Perlunya dipetakan dampak sistem zonasi. Jika memperhatikan hal tersebut, maka pelaksanaan kebijakan desentralisasi pendidikan dapat dikatakan lebih efektif dan efisien untuk dunia pendidikan di masa yang akan datang.Kata Kunci: Kebijakan, Zonasi, PPDB, Desentralisasi  ABSTRACTThe education system is in accordance with Law Number 32 of 2004 concerning Regional Government. The government is obliged to carry out continuous improvement of the national education system in the decentralization era through: Evaluation of the readiness of local governments in the zoning system to record the adequacy of schools; Equitable education with adequate facilities and infrastructure; Adequate teachers for each zone; Availability of information online as well as through pamphlets and bulletin boards; The need to map the impact of the zoning system. The purpose of this research is to know the factors effect the quality of financial statement information on city government Medan. Based on the government regulation number 71 of 2010, the quality of financial statement information of central and regional government must fulfill qualitative characteristic. The factors are researched such as the competency of human resources, the system of internal contol, and the use of information technology The collecting data are done by giving questioner to 40 respondents which are SKPD staff.at the agency of regional financial management on city government Medan. All questioners are returned completely. The data are analized by using SPSS. The result of this research showed that significant value > 0,05 and it can be concluded that the variable of human resources did not have significant effect to the quality of financial statement information. And the significant value < 0,05 and it can be concluded that the system of internal control and the use of information technology has significant effect to the quality of financial statement. Based on F-test, the significant value < 0,05 and F-count > F-table and can be concluded that the variable of human resourses, the system of internal control and the use of information technology has positive effect simultenously to the quality of financial statement.
