AbstractThe aim of the research is to offer novelty regarding the constitualism of the Government Regulation in Lieu of Law regarding Covid-19 which has now become a Law. This study uses a normative research method, with a focus on solving issues (problems) based on legal principles, legal rules, as well as on recognized legal expert opinion or doctrine. Through this research, the researcher offers that the perppu which has now become a law must be declared invalid or revoked because it is unconstitutional. As is well known, the Government issued Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling Pandemic Corona Virus Disease 2019 (COVID-19) and / or in the Context of Facing Threats that Endanger the National Economy and / Or Financial System Stability, on March 31, 2020 (now Law Number 2 of 2020, on May 18, 2020). In Article 27 paragraph (1), paragraph (2), and paragraph (3) it is stated that there are parties who have "privileges", namely obtaining legal immunity from all actions they take on the basis of implementing the Covid Perppu. Of course this is a problem, because as a rule of law, Indonesia must provide justice in the form of equal treatment before the law or equality before the law to society without exception. This is stated in Article 27 paragraph (1), Article 28D paragraph (1), and Article 28I paragraph (2) of the 1945 Constitution of the Republic of Indonesia. Thus, the Perppu which has now become a law is contrary to the Constitution, so it must be canceled or declared invalid. Keywords: constitution; Covid-19; equality before the lawAbstrakTujuan penelitian, yaitu menawarkan kebaruan mengenai konstitualisme dari Peraturan Pemerintah Pengganti Undang-undang mengenai Covid-19 yang sekarang telah menjadi Undang-Undang. Seperti diketahui, Pemerintah mengeluarkan Peraturan Pemerintah Pengganti Undang-Undang Republik Indonesia Nomor 1 Tahun 2020 tentang Kebijakan Keuangan Negara Dan Stabilitas Sistem Keuangan Untuk Penanganan Pandemi Corona Virus Disease 2019 (COVID-19) Dan/Atau Dalam Rangka Menghadapi Ancaman Yang Membahayakan Perekonomian Nasional Dan/Atau Stabilitas Sistem Keuangan, pada tanggal 31 Maret 2020 (sekarang menjadi Undang-Undang Nomor 2 Tahun 2020, pada tanggal 18 Mei 2020).

To overcome the worst economic crisis caused by the Corona Virus Disease - 19 pandemics, the Government issued Perppu No.1 of 2020 which regulates the incorporation of the Financial System Stability Committee (KSSK). Whereas in the Perppu number 1 of 2020, it is stipulated that the KSSK cannot be sued or prosecuted criminally, and the decisions made by the KSSK are also not subject to the State Administrative Court. Which such regulation creates absolute legal immunity for KSSK.

This study will look at the government's policy of handling Covid-19 from a prophetic legal point of view based on three main pillars, namely humanization, liberation and transcendence. In this study, the authors use normative research by using the approach to legislation, the prophetic legal concept approach and the case approach. The results of the study show that the Covid-19 handling policy carried out by the government still contains inaccurate recipient data, the distribution of basic needs assistance is not carried out in stages from the Central Government to the Regional Government but is carried out simultaneously, there is a legal basis that opens space abuse of authority due to legal immunity for officials. Keywords: Policies, handling of covid-19, prophetic lawThe government has issued several legal products such as Government Regulation in Lieu of Law Number 1 of 2020 concerning State Financial Policy and Financial System Stability for Handling the Corona Virus Disease 2019 (COVID-19) Pandemic and/ Or in the context of Facing Threats That Endanger the National Economy and/or Financial System Stability and Government Regulation Number 21 of 2020 concerning Large-Scale Social Restrictions (PSBB) in the Context of Accelerating Handling of Corona Virus Disease 2019 (COVID-19). The government has also implemented PSBB and Physical Distancing policies, but these policies are not effective in breaking the chain of spread of COVID-19, it can be seen that the number of COVID-19 cases in Indonesia on January 28, 2021 has reached 1 million cases, the highest in Southeast Asia.

The emergence of a new virus in the global world at the end of 2019, namely Corona Virus Disease 2019, brought tremendous excitement to all inhabitants of the earth. The emergence of this virus brings tremendous concern and fear to the world because the spread of this virus is quite fast, even the most frightening is that the risk of death of people exposed to this virus is very large. Indonesia itself, cannot avoid the impact of this Covid-19 case. As a form of efforts to prevent and minimize transmission of the virus, the Indonesian government has issued a social distancing / physical distancing recommendation. This situation also causes the interaction between communities to be very limited. This situation seems to be able to eliminate hospitality among the community. This paper aims to emphasize the importance of maintaining the value of Christian hospitality in society amid the Covid-19 pandemic.

The aim of this study was to explain the relative effectiveness of monetary and fiscal policies in explaining output in Rwanda. The study used a sample of quarterly data for the period 1996-2014. Applying a recursive VAR, the study used 12 variables, including 5 endogenous and 7exogenous variables to the benchmark model and other two specifications were attempted to capture the true contribution of monetary and fiscal policies to variations in nominal output. Obtained results using impulse responses and variance decomposition provide evidence that monetary policy is more effective than fiscal policy in explaining changes in nominal output in Rwanda. In addition, monetary policy explains better output when the VAR model contains domestic exogenous variables than when they are not included, suggesting the relevance of including domestic exogenous variables in VAR specification of monetary and fiscal policies effectiveness on economic variables. Another suggestion is that in order to achieve higher growth, the government of Rwanda should rely more on monetary policy as compared to fiscal policy.

Monetary and fiscal policies are two policies that the government could use to keep a high level of growth, with a low inflancion. Fiscal policy has its initial impact on the stock market, while monetary policy in market assets. But, given that the goods and active markets are closely interrelated, both policies, monetary as well as fiscal have impact on the economy, increasing the level of product through the reduction of interest rates. In our paper we will show how functioning monetary and fiscal policies. But also in our paper we will analyze the different factors which have affected the economic growth of the country. The focus of our study is the graphical and empirical analysis of economic growth, policies and influencing factors. For the empirical analysis we have used data on the economic growth in Albania for 1996– 2014.

Introduction: This article includes the effect of Corona virus disease on cancer patients and their healthcare facilities. The global pandemic mentioned around the world has impacted the most vulnerable group of patients- cancer. With the assistance of RT PCR tests and HRCT, oncologists and doctors have tried to provide treatment to Covid-19 patients. Cancer patients are more susceptible to Covid-19 than non-cancer or non-survivor patients, according to reports. To avoid the prevalence and infection of cancer victims, WHO has suggested staying at home and continuing their treatment through telemedicine unless the situation is critical for which they might require therapy and/or surgery. Covid-19 is here to stay so we should practice with utmost care and precaution.
