Transparency of the services provided by government agencies in administering public services is very important so customer can easily find out information or access about the procedure / stages in the services provided by her government agencies. The aim of the research is to describe, measure and analyse the transparency of building construction permit in Mamuju Regency. The research was a descriptive qualitative and quantitative (mix method) study. The methods of obtaining the data were questionnaire, interview and observation to informants who are directly involved in building construction permit. The results of the research indicate that the implementation process of service transparency of building construction permit in Mamuju Regency has not been fully implemented based on transparency dimensions expected by the customers/community. There are still some points that should be informed clearly and precisely to the costomers/community especially in terms of service implementation management, technical and administrative requirements, service completion time, authorized and responsible officials, service appointments, service location, and service standard. Meanwhile, the points that can meet the transparency dimensions are service procedure, service cost, and information of service consultation/complaint process that are sufficient to provide information that is clear, precise, and easy to understand. The lack of transparency of the points mentioned above is because the authorized and responsible officials do not have commitment in providing clear and precise information for the costomers/community, so a certainty in service is not created. Transparansi pelayanan sangat penting bagi instansi pemerintah dalam penyelenggaraan pelayanan publik, karena dengan adanya transparansi pelayanan terhadap masyarakat/pelanggan dapat dengan mudah mengetahui informasi atau akses tentang prosedur-prosedur dalam pelayanan yang diberikan olen instansi pemerintah. Penelitian ini bertujuan menggambarkan, mengukur, dan menganalisa transparansi pelayanan izin mendirikan bangunan (IMB) di Kabupaten Mamuju. Penelitian ini merupakan penelitian deskriptif kualitatif dan kuantitatif (mix method). Data dikumpulkan melalui kuesioner, wawancara, dan observasi terhadap informan yang terlibat langsung dalam pelayanan IMB. Hasil penelitian menunjukkan bahwa proses penerapan transparansi pelayanan IMB Kabupaten Mamuju belum sepenuhnya diterapkan dalam dimensi-dimensi transparansi yang diharapkan oleh masyarakat. Masih terdapat beberapa aspek yang harus diinformasikan secara jelas dan tepat kepada masyarakat terutama dari segi manajemen penyelenggaraan pelayanan, persyaratan teknis dan administrasi, waktu penyelesaian pelayanan, pejabat yang berwenang dan bertanggung jawab, janji pelayanan, lokasi pelayanan, dan standar pelayanan. Adapun aspek yang telah memenuhi dimensi-dimensi transparansi, yaitu prosedur pelayanan, biaya pelayanan dan informasi proses konsultasi/pengaduan pelayanan sudah memberikan informasi yang jelas, tepat, dan mudah dipahami.

The COVID-19 outbreak has created an unprecedented challenge for governments to convey information to the public, and social media has become a critical method of COVID-19 communication in Taiwan. Objectives: This study examines a total of 1128 Facebook posts published by Taiwan’s principal health authority from December 1, 2019 to May 31, 2020. Methods: Using both qualitative and quantitative approaches, this study investigates strategies used by the Taiwan government to communicate the COVID-19 outbreak and public responses toward these strategies. Result: Novel uses of Facebook posts on outbreak communication were identified, including solidarity, reviews of actions, press conferences, and the use of animal and cartoon images. Quantitative results showed that the public responded significantly more frequently to messages generating positive affects, such as posts that reviewed government actions and public efforts; posts that expressed thanks, approval, or comradeship; and posts that paired text with photographs of frontline workers or cute animals. Conclusion: These results suggest that, amid a disease outbreak, the public not only look for updated situations and guidelines but also for affective affirmation from government agencies.

This article examines the precarity of labor for women working in US broadcast television during the long 1970s, focusing on interventions by government agencies, trade unions, and individual writers and producers, with a particular focus on the Writers Guild of America (WGA) 1974 Women's Committee Report, the first major statistical survey to track the representation of women as creatives within American television. This article puts qualitative and quantitative data in direct conversation: where one captures the nuances of personal experience and the other highlights the extent of inequality, together they help fill gaps in understanding the long history of struggles for equity in media production.

AbstrakPenelitian ini membahas tentang Kualitas Pelayanan Izin Mendirikan Bangunan (IMB) di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Ciamis, dengan menggunakan teori servqual dari Zeithaml mengukur 5 dimensi, yaitu Tangible, Reliabillity, Assurance, responsiveness dan Empathy. Penelitian ini merupakan penelitian jenis kualitatif dengan tekhnik pengumpulan data dengan menggunakan studi kepustakaan, dan studi lapangan berupa observasi dan wawancara dengan 6 informan yaitu, Kepala DPMPTSP, Kabid Perizinan, Kabid Pengaduan dan Advokasi, Petugas Frontliner, Kabid Kepegawaian dan Pemohon Perzinan IMB.Berdasarkan hasil penelitian, Kualitas Pelayanan di DPMPTSP Kabupaten Ciamis masih belum berjalan secara efektif dan efisien dikarenakan kurang nya SDM si bagian pelayanan perizinan DPMPTSP Kabupaten Ciamis, kurangnya kemampuan petugas dan sarana untuk menunjang online service. The results of the study discovered that the actualization of personnel in building construction permit services in Lhokseumawe city, Aceh, Indonesia, is manifested through fair behavior, work quality behavior, competency behavior, initiative behavior, communication behavior, and work standard behavior. This research concludes that although the behavior of the officials has been manifested in the aforementioned behavior, it has not been fully actualized in the building construction permit service, because there are still many internal and external obstacles. Internal obstacles such as limited personnel resources, services that are not yet transparent and not accountable. Besides, there is no certainty of time, no operational standard work, and complicated bureaucratic path. The external obstacle is the lack of public legal awareness, and most of them have not fulfilled the completeness of administrative documents. It is suggested that the apparatus can actualize their behavior in IMB services optimally. This study suggests that the stakeholder should provide particular and extra training and education for the personnel, including character building, as well as forming a special team to supervise and evaluate the IMB.

An efficient scheduling reduces the time required to process the jobs, and energy management decreases the service cost as well as increases the lifetime of a battery. A balanced trade-off between the energy consumed and processing time gives an ideal objective for scheduling jobs in data centers and battery based devices. An online multiprocessor scheduling multiprocessor with bounded speed (MBS) is proposed in this paper. The objective of MBS is to minimize the importance-based flow time plus energy (IbFt+E), wherein the jobs arrive over time and the job’s sizes are known only at completion time. Every processor can execute at a different speed, to reduce the energy consumption. MBS is using the tradition power function and bounded speed model. The functioning of MBS is evaluated by utilizing potential function analysis against an offline adversary. For processors m ≥ 2, MBS is O(1)-competitive. The working of a set of jobs is simulated to compare MBS with the best known non-clairvoyant scheduling. The comparative analysis shows that the MBS outperforms other algorithms. The competitiveness of MBS is the least to date.

AbstractIt is estimated that about half of all innovations, such as innovations in mechatronic product-service systems (PSS), fail to deliver the expected benefits to the adopting organization. Different studies point out that one of the main reasons for this is an ineffective implementation process.In this paper, we argue that, apart from several organizational challenges, insufficient integration of technical and social aspects is one of the reasons for ineffective innovation implementation in the environment of mechatronic PSS.In order to remedy this weakness, this paper builds on the work of interdisciplinary research collaboration. Experts from technical, socio-technical, and management fields integrate their work within a conceptual innovation implementation management system (IIMS). This IIMS is capable of capturing various methods and models that foster the socio-technical integration in mechatronic PSS. The approach is assessed in a lab-scale demonstration case that is representative of industrial environments.The presented approach supports an effective innovation implementation process, while the IIMS facilitates individual alignments for future practitioners.

Implementation of the building construction projects is done by workers with diverse knowledge. The knowledge diversity can either be beneficial or detrimental to the implementation process. Out of the 50 building construction projects implemented by Kajiado county government in the financial year 2016/2017, 24 were not successfully implemented. This study sought to determine the influence of project team knowledge diversity on the implementation of building construction projects. The study used a pragmatism paradigm as well as a correlational research design and a sample of 251 respondents. Data was collected using semi-structured questionnaires, interview guides, and observation. Quantitative data was analysed for means and standard deviation as well as inferential techniques for correlation and regression while hypothesis was tested using ANOVA. Qualitative data was thematically analysed and the results triangulated with the quantitative results for presentation. The results indicated the existence of a positive correlation (r=0.323)  between project team knowledge diversity and implementation of building construction projects. It was also established that 10.4% of the variations in implementation of the building construction projects are attributable to project team knowledge diversity R2=0.104 . The null hypothesis project team knowledge diversity has no significant influence on implementation of building construction projects was rejected based on F1,219=25.522, p=0.0000<0.05.  It was concluded that project team knowledge diversity has a significant influence on implementation of building construction projects. The study recommends that recruitment into project teams for implementation of building construction projects should consider people with diverse knowledge backgrounds since they complement each other’s competencies.

Kenya, like most other developing countries, is beginning to address a wide range of problems with the heightened concern for the role played by In-service Education and Training (INSET) in improving the quality of education. Opportunities for learning through in-serving training continue to open up for teachers, a fact that has seen the initiation of programmes such as Strengthening Mathematics and Science in Secondary Education (SMASSE). SMASSE utilizes two approaches to teaching; Activity, Student-centred, Experiment, Improvisation (ASEI) and Plan, Do, See, Improve (PDSI). This paper is an instrumental guide into government decisions on the SMASSE project which has so far highlighted many challenges being faced both by the teachers and the students in the implementation process. This study proposes from the point of implementers and consumers, ways to counter the challenges. This implies that the areas of weaknesses can then be addressed. The study used a total of sixteen schools selected through stratified random sampling. The study gathered both qualitative and quantitative data which was analyzed using Statistical Package for Social Sciences (SPSS) software, Registered R and Excel. Findings are presented in tables using percentages, frequency distribution and means. A number of challenges in the implementation of SMASSE were identified. These included inadequate time, de-motivated teachers and students’ indiscipline among others. The study concludes that though SMASSE INSET does not show an impact on the performance of mathematics and chemistry, it has influenced the teachers’ ability to deliver in their teaching amidst various challenges. The author thus recommends that future SMASSE programmes should have a bottom-up approach to enable full ownership by stakeholders.

Purpose: This study aimed to analyze the implementation of the Building Construction Permit policy and to analyze the inhibiting factors for implementing the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So'e city, South Timor Tengah regency. Research methodology: This research was qualitative research using a descriptive approach. The data were collected through interviews, observation and documentation. Results: The inhibiting factor for the implementation of the Building Construction Permit policy in So’e city, South Timor Tengah regency is the limited resources in the form of human resources, financial resources, operational resources, buildings that are not in accordance with spatial planning and many buildings that violate the boundary lines as well as public understanding of building permit regulations. Limitations: This study only analyzed the implementation of the Building Construction Permit policy based on the Regional Regulation of South Timor Tengah regency Number 7 of 2015 in So’e city, South Timor Tengah regency. Contribution: This research becomes scientific information for public administration program.

The paper presents a proven method used for supporting the implementation management control process of RFID technologies to track the location of objects in a retail environment. Using a SWOT analysis, we identified several scenarios that guide the company in the implementation process of the technology according to its own chosen strategy. In accordance with our results, non-traditional applications of the UHF RFID technology could have a high application potential. The outcome of our work may in the future provide the basis for applying the described solution that could enable a deeper study of interactions between the allocation of product classes on the sales floor and retail customers.
