Given the growing importance of digital literacy in children’s education, this article analyzes the role of school mediation in the development of digital competences among Spanish minors. Based on the results obtained from a survey of 2,900 Spanish schoolchildren between the ages of 9 and 17 years conducted at the end of 2018, we explore their attachment to their school, the digital mediation they receive at the center, and their digital competences. The data show that they have a positive feeling of belonging to their school. The most widespread competences among minors are precisely those most related to the playful use of digital devices. Analysis of the association between school mediation and the acquisition of various types of digital skills shows that mediation is effective in the acquisition of most competences among pre-adolescents, confirming the need for early school mediation. There is no doubt that media and digital education contributes to the achievement of more inclusive environments. Educational policies oriented toward safer use of the Internet and a change in the pedagogical paradigm in primary and secondary education should contribute to enhanced development of digital skills during childhood and adolescence.

In a high-tech environment where knowledge and information are delivered in a fast paced mode, the role of librarians serving children and young adults is being re-directed from being solely responsible for information and knowledge transfer to teaching and research. The children and young adult libraries at the Bibliotheca Alexandrina have been trying to extend their ways to deliver the services and understand the challenges in integrating various technologies. The chapter locates a series of technology competencies and skills that are currently expected of librarians working with children and young adults. In addition to their non-technical skills, librarians have to be technologically empowered and learn a variety of technical behaviors and acquire the digital skills needed to embrace the constantly changing complexities and advances in digital technology. This chapter upgrades the digital literacy skills in discipline-specific knowledge to support the integration of digital proficiencies as relevant skills for librarians to serve in their new role as teacher librarian.

Although more and more children engage in daily online activities with digital technologies, the roles that online technologies play in children's lives are still understudied. This article aims at identifying the role of digital devices as well as practices in which young children are engaged at home. It also strives to explore digital literacy practices and to research how these are embedded into the family context. The case study of Lithuania discussed in this article contributes with new knowledge about the local contexts and may help to understand the main problems to be further worked upon with on a global and European scale. The research of young children and their engagement with digital technology in Lithuania comes as part of the EC JRC project “Young Children (0–8) and Digital Technologies.” The findings reveal that although children perceive online technologies and the use of smart devices as entertainment and relaxation, they are not addicted. Several factors affect young children's uses and skills of digital technologies, including family constitution and parental styles.

The literature about digital inequality has pointed out the role of so-called "digital skills" in contributing to a full exploitation of the opportunities of the Web for individuals. Research has started to measure the differences in online skills on a socio-demographic base, finding relevant disparities. Since different components of digital skills have been described in theory, it is not clear which of them are influenced by specific social variables and which are not. This study goes a step further in the analysis of "digital skills," concentrating on two different components of them: "formal information skills" and "substantial information skills." Complex search tasks were assigned to a quota sample made up of young people in northern Italy, divided by gender and education level. The results show that when other important variables associated with digital skills (age, experience with the Web, availability of hardware and software) are kept constant differences in gender and education have an influence on substantial information skills, but not on formal ones. This provides evidence for the assumption that a substantial part of digital skills represent a socially relevant factor for digital inequality, even when education and the spread of new media have standardized the level of formal skills.

In this article we analyze a corpus of documents belonging to the Digital Education curriculum launched in Argentina between years 2015 and 2019 as part of a broader reform, aimed at digital literacy and training in digital skills at school. The object of analysis of our study focuses in particular on the way in which the curricular texts conceptualize the critical dimension of digital skills. The methodology we have adopted articulates the content analysis approach with historical-anthropological educational ethnography, the latter being the theoretical-methodological framework that, in general, guides our study. As a theoretical framework, we recover the contributions made by the critical pedagogies on the competences curriculum and other developments developed by the field of educational technology and digital literacies. In the analysis, we stablish a dialogue between the curricular texts of the corpus and a series of broader technoeducational, pedagogical and cultural processes. Finally, we project an agenda of problems that is an alternative to the one dominant in the field of digital literacy.

The relevance of this research is substantiated by an interesting phenomenon that has occurred in the last decade: the technologies of the Fourth Industrial Revolution are based on digitalization of not only products and processes, but also people's behavior at work and outside it.  The author reviews digital skills as the “third basket”, which is equally as significant as the “baskets” of professional and “soft” skills. Therefore, analysis is conducted on the experience of facts and cases presented by dozens of Russian and international educational institutions for determining the leading practices of digital education. The author describes the key determinants of digital literacy. The following conclusions were made : 1) digital education is based on the principles that differ drastically from other tools, sets new goals, focusing on the approaches that blow up the traditional university methods; 2) IBM “Facing The Storm” research indicates that massive shortage of digital skills among personnel is a storm that is brewing on the horizon; 3) research of the BFR (Big Fast Results) institute reflects the mechanism of implementing educational and managerial processes within the paradigm of digital literacy; 4) the presented research covers a wide range of empirical data, which allows all parties to the educational process to form digital learning environment strongly contributing to development of the currently relevant “soft” skills.

The technology advances rapidly; as a result, education and instruction are getting digitalized. So it could be estimated that; pre-service teachers who are future teachers, should have digital skills.  This is the main point of this study which aims to visit pre-service teachers in Turkey from the perspective of digital fluency, give insights about digital fluency, scrutinize its difference from digital literacy and provide literature review on the previous studies about digital fluency. At first, the connection between digital fluency and the 21st century analyzed, then the differences between digital literacy and digital fluency are described. Worldwide and specifically Turkish literature review revealed that, certain studies foresaw the increasing importance of digital fluency based on development of digital devices, and Turkish literature was limited to some scale development and descriptive studies solely determining the digital literacy level of the participants. Thus, it could be stated that further and up-to-date studies are required, which would be conducted with pre-service teachers and current assessment instruments should be developed to determine digital fluency level, considering the rapid advances in technology. Keywords: digital fluency, digital literacy, pre-service teachers.
