Based on archival documents and previously pub-lished materials, an attempt is made to show the role of the pre-revolutionary education system in the socio-cultural development of the Yakut region. Si-beria was a place of exile for a long time and the state was in no hurry to develop education here. But the liberal reforms of 1860–1870 created the prereq-uisites for the development of the education system. The paper shows the formation and development of educational institutions in the region, provides in-formation on the number of schools and the number of students. The role of political exiles in raising the general cultural level of the local population is also revealed. The author comes to the conclusion that in the Yakut region, thanks to the state educational policy on education of foreign suburbs and public initiative, primary and then secondary educational institutions begin to open, which have had a signifi-cant impact on the socio-cultural life of the region.

The textbook contains material corresponding to the course of lectures on atmospheric chemistry prepared for students studying meteorology and climatology. The basic concepts of atmospheric chemistry are given, its gaseous components, as well as aerosols and chemical processes related to their life cycles, which are important from the point of view of the formation of the radiation, temperature and dynamic regime of the atmosphere, as well as its pollution, are considered. The main regularities of the transport of impurities in the atmosphere and the role of processes of different spatial and temporal scales in this process are presented. The concept of approaches of varying degrees of complexity used to model the transport of matter in the atmosphere, taking into account its chemical transformations, is presented. The processes in the gaseous and liquid phases that affect the chemical composition and acidity of clouds and precipitation are described. Modern methods of using information about the concentration and state of chemical compounds, including their radioactive and stable isotopes, to obtain information about the meteorological regime of the atmosphere in the present and past are considered. Meets the requirements of the federal state educational standards of higher education of the latest generation. The author of the article investigated the innovative aspects of the formation of non-state education in a new stage of development of the Republic of Uzbekistan. The article emphasizes the role of non-state education in the successful implementation of democratic reforms and the development of civil society. The author of the article made an attempt to reveal the mission of non-state education in society, the tasks of preschool institutions, secondary schools, in the upbringing of the younger generation. The formation of private schools and an increase in the number of specialized schools where individual subjects are studied according to an in-depth program has become a form of an innovative approach in the process of improving non-state school education and teaching children. In the context of the development of civil society, highly qualified teaching staff working in private schools fulfill an important mission in the process of social policy, ensuring the improvement of the quality of the non-state educational process in schools, including increasing the number of students participating in international Olympiads. Graduates of non-state secondary schools carry out a social mission in the implementation of democratic reforms, in ensuring human rights. A modern graduate of a non-state secondary school is a powerful intellectual potential for the country, they make a worthy contribution to the future, the process of digitalization of society, the development of small business and private entrepreneurship. The paper investigates the role of non-state higher educational institutions and the importance of highly qualified personnel in the process of modernizing society. An integrated approach to work in the non-state education system shows that this work is closely related to the democratic reforms carried out in the country in the context of the deepening of the market mechanism in all spheres of socio-economic life. Improving the quality of the educational process in non-state educational institutions has a potential impact on attracting talented young people to study at universities, technical schools, academic lyceums and professional colleges. In the process of non-state school and higher education, pupils and students are introduced to the knowledge necessary for the whole life of every person, which is considered a reference point for determining the future. Рассматривается вопрос представлений педагогов образовательных учреждений о роли школьного психолога в современном образовательном процессе. Подчеркивается особая роль школьного психолога, осуществляющего психологическую поддержку всех субъектов образовательного процесса в условиях внедрения федеральных государственных образовательных стандартов. Представлены результаты изучения экспектаций педагогов об основных целях деятельности, направлениях и формах работы педагога-психолога в условиях реализации федеральных государственных образовательных стандартов. Дана характеристика представлений педагогов о профессионально важных качествах школьного психолога, работающего в современных образовательных условиях. В перечень наиболее значимых профессиональных качеств школьного психолога вошли: доброжелательность, жизненный опыт, интеллектуальность, любовь к людям, ответственность, отзывчивость, стремление к сотрудничеству, уважение к личности, умение работать в команде, умение слушать. Описаны основные задачи, выделяемые педагогами, которые, по их мнению, являются наиболее приоритетными в рамках деятельности школьного психолога по отношению к разным субъектам образовательного процесса. Выделены значимые социально-психологические условия профессиональной деятельности педагога-психолога в реализации федеральных государственных образовательных стандартов. Выявлена высокая степень заинтересованности педагогов образовательных учреждений в сопровождении педагогом-психологом образовательного процесса в современных условиях. The article deals with the question of the ideas of teachers of educational institutions about the role of a school psychologist in the modern educational process. The special role of the school psychologist, who provides psychological support to all subjects of the educational process in the context of the introduction of federal state educational standards, is emphasized. The article presents the results of studying teachers’ expectations on the main goals of activity, directions and forms of work of a teacher-psychologist in the conditions of implementation of federal state educational standards. The characteristic of teachers’ ideas about professionally important qualities of a school psychologist working in modern educational conditions is given. The list of the most significant professional qualities of a school psychologist includes: benevolence, life experience, intelligence, love for people, responsibility, responsiveness, desire for cooperation, respect for the individual, ability to work in a team, ability to listen. The main tasks identified by teachers are described, which, in their opinion, are the most priority within the framework of the school psychologist’s activity in relation to different subjects of the educational process. Significant socio-psychological conditions of professional activity of a teacher-psychologist in the implementation of federal state educational standards are highlighted. A high degree of interest of teachers of educational institutions accompanied by a teacher-psychologist of the educational process in modern conditions is revealed.

Community Development is a process of collective action taken by the members of a community to generate solutions for common problems.  The aspects of community well being namely Economic, Social, Environmental and Cultural well being evolves from this type of collective action taken at multiple societal levels. (Weaver, 1971) defines community development as a process of “A public-group approach dedicated to achieving the goals of the total body politic.” Therefore, it is evident that a community can be developed through the effective participation of citizens. It is universally acceptable that community service is a vehicle for safeguarding the environment that is initiated from the participants of the community. In order to imbibe the community consciousness among the citizens, every country should “Catch them Young”. The purpose of the paper is to integrate Participative Model (Active Citizenship, Citizen Networks and Co-production) with Self-service Model (Social Governance, Societal Discipline and Accountability). National and international reviews show that the perception about the community and realisation has to be ingrained at the grass root level; this can be achieved through the participation of academic institutions. This paper is an attempt to highlight. The initiatives taken by educational institutions to imbibe social consciousness, The perceptions of students about their role in community development, and, To identify the effective Private Public Partnership areas for community building Factor analysis has been applied to identify the role of educational institutions and individual citizen’s( Students) in building community consciousness. Linear Regression had been applied in the study to measure the influence of Educational Institutions on the role of Students in building the community.  A weighted average score is awarded by the students for the potential areas of public private partnership for community development is highlighted. The results of the study provide an impact created by the institution over the students. The Study also, consolidates some of the successful community bonding and building activities carried out Academic Institutions.
