The article describes some peculiarities of using the basic approa- ches of state administration for professional and amateur arts. It is established that for the State it is necessary to provide an assistance to artistic development in all spheres of its appearance. The use of an indicative approach to profession- al and amateur art management is recommended. It is revealed that indicative state management of art will be able to transform the subjects of management into the subjects of responsibility, who will achieve clearly defined spiritual and educational tasks and become accountable. This will contribute to systematic assessment of the practice of state and municipal management of professional and amateur art and will allow to adjust educational policy at all levels of govern- ment — the state, the region, the settlement, a separate union of artists.It is proved that the formation of professional and amateur arts in the system of public administration should take place through the process of understanding the aspects of individual and group behavior, the system analysis, planning methods, motivation and control, quantitative methods and decision making. Applying the philosophical approach to the problem under study, I believe that a healthy soci- ety can not be imagined without art. Man in its essence tends to be beautiful, to recreate the surrounding world through the prism of their own feelings of objec- tive reality in works of art. That is why, for the state, it is extremely necessary to ensure the promotion of artistic development in all areas of its manifestation.It is noted that one of the main approaches of the state administration to the formation of professional and amateur art is the author of this article considers the philosophical approach. There are also special connections of personality and social factors that determine the spiritual crisis of man.

The article describes the use of movie means as an instrument of state administration of amateur art in national-patriotic education of the population. The novelty of this article is that amateur film works have been described for the first time that bear the spiritual and educational value and its state management support for the movie in its content. It is determined that the state should influence the processes of education, taking into account future economic and socio-political development, to ensure a stable order of law for the purpose of defense capability. Education should be based on a philosophical theoretical and methodological analysis of the entire educational process and contemporary cultural achievements. The state needs art to save and develop the best domestic traditions, because it is able to bring up the best human qualities, to develop the brightest feelings of the citizens, that is, to promote better social development, not only in Ukraine, but also abroad, enriching the European culture as a whole with its content. Art as a means of cultural communication in the system of public administration plays a leading role and a special place, requires more attention and funding. The support of a national product, created not for the purpose of mass culture, but the preservation of the cultural heritage of Ukraine, is of great value for saving the best traditions characteristic of our people. And the popularization of domestic cinema works at the international level contributes to the artistic enrichment of humanity. Therefore, the victory of samples of our professional and amateur art in various international forums contribute to raising the image of the country, which is very important in today's complex socio-political situation. It is substantiated that the formation of professional and amateur arts in the system of public administration should take place through the process of understanding the aspects of individual and group behavior, system analysis procedures, planning methods, motivation and control, quantitative methods and decision making. Applying the state-management approach to the problem under study, it is proved that a healthy society can not be imagined without art.

Arts turned to the background of the attention of public administration proceeding from the fact that our country is in a rather difficult political and economic situation. Therefore, it is not surprising that globalization processes affect the weakest, from a managerial point of view, state-building aspects. Art is the philosophical and spiritual layer of social consciousness, which is not manifested as clearly as, for example, some industrial branches, but its significance does not become less from it. The proof of the magnitude development of arts’ state management is an example of some negative globalization impact on modern Ukrainian society. Also relevant is the consideration of the conceptual public administration approaches to professional and amateur arts, their transformation into modern conditions of society development. The transformation of conceptual approaches to public administration is dedicated to a large number of studies by leading Ukrainian scholars. Each of them made a significant contribution to the state-management transformations development of almost all branches of government. The aim of the article is to consider the conceptual approaches of public administration transformation to professional and amateur arts through the analysis of scientific research of modern Ukrainian scholars. In the management there is always a public authority or its official, the other part is a citizen, or an association of citizens, an enterprise, an institution, an organization. And if in public administration a citizen is the main subject of publiclegal relations, then public administration of professional and amateur art aims more broad on the population of the country. It has been concluded that in the broad sense the state administration of art will be understood as a system of social development management. This is disclosed through the activities of public administration and local government. They are fully accountable to the public and operate in their interests, with the help of co-ordination of decisions on the development and implementation of state policy on the development of professional and amateur art.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

The low level of Ukraine’s economic security indicates the imperfection of the public administration system. Correlation analysis has shown that economic growth is the dominant condition for social goals achieving of sustainable development. Therefore, the methodological basis for the development of effective measures of public administration of economic security is the provisions of the theory of sustainable development. The foundation of the sustainable development theory is the synergetic principles of self-organization of systems, in particular, the chaos theory. The turbulence of the trajectory of the country’s economic system makes it susceptible to management in the context of unforeseen events («black swans») and economic crises, provoked by medium-long cycles. Today, the COVID-19 pandemic can serve as an example of the «Black Swan» event for the economic systems of the global world. Therefore, the strategic task of public administration in times of chaos should be to maintain the homeostatic balance of the economic system while simultaneously finding new alternatives (attractors) for its sustainable development. To diagnose the economic system state by the level of security (homeostasis) the threshold (permissible, stable) limits of the values of indicators are fundamental, to characterize the level of protection of national economic interests. In domestic practice, to define safety indicator thresholds are used primarily heuristic methods, which based on the expert’s experience and intuition. The subjectivity inherent in heuristic methods does not exclude fundamental errors in the state diagnosis of the economic system by safety level. To prevent subjectivity, it is suggested to use Shewhart’s control charts. The Shewhart’s theory largely corresponds to the basic provisions of the theories of Sustainable Development and the Black Swan. To identify periods of «chaos» and «order» (an unruly and manageable management process) of the development trajectory of the socio-economic system, it is advisable to use combined XmR-chart. The article provides an example of the interpretation of the build XmR-map results for analyzing the manageability of the process of ensuring the Ukraine’s economic security during 1990-2019 years.

Purpose of Study: The present study was designed to study possibilities, conditions, grounds and limitations regarding the use of technologies and units of artificial intelligence in public administration. Determinants of the need to use such technologies in public administration were also considered. In this study, directions of realizable engagement which is already implemented, as well as directions of the possible use of artificial intelligence units in the future for public administration were investigated to ensure the functioning of system of state executive bodies. Methodology: The present research carried out based on the application of research methods such as system analysis, synthesis, and classification. Using these research methods, the concepts of describing conditions, possibilities, modes and functional-target load of using technologies and units of artificial intelligence in public administration, as well as limitations of its application in public administration were developed. Results: It was found that the use of artificial intelligence by the state for performing its various own tasks is highly relevant as it might lead to finding many positive approbations. However, despite the fact that technologies and artificial intelligence units have been developed for a relatively long time, and some of them are already widely used, it is still impossible to talk about the integrated, fully tested and properly regulated implementation of this kind of technology and units for management, therefore, it is suggested to further investigate on this issue from a theoretical (prognostic) point of view, taking into account potential directions and possibilities regarding    the use of such technology and units. Implications/Applications: The use of technologies and units of artificial intelligence does not necessarily take into account as a panacea for solving the problems and may not lead to solving some systemic problems in public administration, but, on the contrary, may even aggravate some existing problems in public administration and contribute to the emergence of new problems and risks.

Governments are showing an interest in, or incorporating, gamification into their governance processes and/or services to citizens. The article describes the concept of gamification, examines its potential from the point of view of using elements of the game in public administration, for example, on the websites of authorities and special platforms, as well as in offline mode. The conclusion is made about the goals of introducing gamification into the practice of public authorities. The state administration can not only be the author of these projects, but also assist civil society institutions (public associations, citizens) in their development.
