USE OF MOVIE AS A TOOL OF STATE ADMINISTRATION FOR THE AMATEUR ART IN NATIONAL PATRIOTIC PUBLIC INFLUENCE

The article describes the use of movie means as an instrument of state administration of amateur art in national-patriotic education of the population. The novelty of this article is that amateur film works have been described for the first time that bear the spiritual and educational value and its state management support for the movie in its content. It is determined that the state should influence the processes of education, taking into account future economic and socio-political development, to ensure a stable order of law for the purpose of defense capability. Education should be based on a philosophical theoretical and methodological analysis of the entire educational process and contemporary cultural achievements. The state needs art to save and develop the best domestic traditions, because it is able to bring up the best human qualities, to develop the brightest feelings of the citizens, that is, to promote better social development, not only in Ukraine, but also abroad, enriching the European culture as a whole with its content. Art as a means of cultural communication in the system of public administration plays a leading role and a special place, requires more attention and funding. The support of a national product, created not for the purpose of mass culture, but the preservation of the cultural heritage of Ukraine, is of great value for saving the best traditions characteristic of our people. And the popularization of domestic cinema works at the international level contributes to the artistic enrichment of humanity. Therefore, the victory of samples of our professional and amateur art in various international forums contribute to raising the image of the country, which is very important in today's complex socio-political situation. It is substantiated that the formation of professional and amateur arts in the system of public administration should take place through the process of understanding the aspects of individual and group behavior, system analysis procedures, planning methods, motivation and control, quantitative methods and decision making. Applying the state-management approach to the problem under study, it is proved that a healthy society can not be imagined without art.

The article describes some peculiarities of using the basic approa- ches of state administration for professional and amateur arts. It is established that for the State it is necessary to provide an assistance to artistic development in all spheres of its appearance. The use of an indicative approach to profession- al and amateur art management is recommended. It is revealed that indicative state management of art will be able to transform the subjects of management into the subjects of responsibility, who will achieve clearly defined spiritual and educational tasks and become accountable. This will contribute to systematic assessment of the practice of state and municipal management of professional and amateur art and will allow to adjust educational policy at all levels of govern- ment — the state, the region, the settlement, a separate union of artists.It is proved that the formation of professional and amateur arts in the system of public administration should take place through the process of understanding the aspects of individual and group behavior, the system analysis, planning methods, motivation and control, quantitative methods and decision making. Applying the philosophical approach to the problem under study, I believe that a healthy soci- ety can not be imagined without art. Man in its essence tends to be beautiful, to recreate the surrounding world through the prism of their own feelings of objec- tive reality in works of art. That is why, for the state, it is extremely necessary to ensure the promotion of artistic development in all areas of its manifestation.It is noted that one of the main approaches of the state administration to the formation of professional and amateur art is the author of this article considers the philosophical approach. There are also special connections of personality and social factors that determine the spiritual crisis of man.

Arts turned to the background of the attention of public administration proceeding from the fact that our country is in a rather difficult political and economic situation. Therefore, it is not surprising that globalization processes affect the weakest, from a managerial point of view, state-building aspects. Art is the philosophical and spiritual layer of social consciousness, which is not manifested as clearly as, for example, some industrial branches, but its significance does not become less from it. The proof of the magnitude development of arts’ state management is an example of some negative globalization impact on modern Ukrainian society. Also relevant is the consideration of the conceptual public administration approaches to professional and amateur arts, their transformation into modern conditions of society development. The transformation of conceptual approaches to public administration is dedicated to a large number of studies by leading Ukrainian scholars. Each of them made a significant contribution to the state-management transformations development of almost all branches of government. The aim of the article is to consider the conceptual approaches of public administration transformation to professional and amateur arts through the analysis of scientific research of modern Ukrainian scholars. In the management there is always a public authority or its official, the other part is a citizen, or an association of citizens, an enterprise, an institution, an organization. And if in public administration a citizen is the main subject of publiclegal relations, then public administration of professional and amateur art aims more broad on the population of the country. It has been concluded that in the broad sense the state administration of art will be understood as a system of social development management. This is disclosed through the activities of public administration and local government. They are fully accountable to the public and operate in their interests, with the help of co-ordination of decisions on the development and implementation of state policy on the development of professional and amateur art.

The purpose of the article is to substantiate the need and identify pathways to improve state management of the develop-ment of the agricultural sector and rural territories. Research methods. The method of generalizing the scientific knowledge of domestic and foreign scientists on the theory and practice of organizing the system of public administration in the agricultural sector of the economy in modern conditions was used, logical - to determine socio-economic processes, economic and mathematical, statistical and comparative - to carry out analytical calculations. Research results. It is substantiated that at this stage of state development in matters of the agricultural sector of the economy and rural terrytories, the organization of public administration requires significant modernization. The necessity of consolidating the updated tactics and strategy of the state in the law on modern state agrarian policy and other special laws, as the main instruments for the implementation of state policy, the restoration of the activities of the central executive authority on agricultural development and the corresponding regional and local government bodies on a fundamentally new basis has been proved , the need to improve scientific and staffing, the expansion of the use of public-private partnership mechanisms and self-regulation of market relations. Scientific novelty. We have obtained a substantiation for determining the ways to improve the state management of the de-velopment of the agricultural sector of the economy and rural territories at the present stage, an algorithm for the development of the state management system in the agricultural sector of Ukraine is proposed. Practical significance. The research results can be used to improve the state management of the agricultural sector of Ukraine, improve legislation on state agrarian policy, in the educational process, and deepen scientific research. Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. The United Nation has adopted the Sustainable Development Goals and goal No. 4 ‘Quality Education’ is one of them. Information and communication technology transforms education at different levels. For the successful collection, system analysis and processing of large amounts of heterogeneous data, special tools were developed (including specialized indicators), algorithms (including the processing of statistical information in fields of nonparametric information to detect the presence of correlations between various factors) and databases. An example of the use of such indicators is a system for testing the effectiveness of a student’s work in the laboratory. The initial assessment of the state of the laboratory was carried out using a sociological survey of persons associated with the organization of the educational process in the laboratory and subsequent data visualization. Which allowed us to determine that students and management perceive the state of the laboratory differently.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

Purpose. The purpose of the work is to analyze the theoretical and regulatory provisions relating to the definition of forms of preventive action to combat illegal migration and used in the protection of the state border. Methodology. The method covers the application of general theoretical and special methods of scientific knowledge aimed at processing the conclusions of the study. The dialectical method, system analysis, classification and grouping methods, as well as the sociological method are used in the work. Results. The use of the most appropriate and lawful preventive measures is associated with the definition of a scientifically sound system of crime prevention, detailed structural characteristics of which in the activities of the State Border Guard Service of Ukraine to combat illegal migration are covered by two main blocks: procedural and operational. The procedural block concentrates such forms as operative-search activity, proceedings in cases of administrative offenses, proceedings on the application of forced return, forced expulsion and readmission of foreigners or stateless persons. The operational-service block covers the following forms: border service, border control, operational-search and information-analytical activity, engineering-technical control, complex preventive measures (operations). Scientific novelty. According to the results of the research, the system of forms of crime prevention in the activity of the State Border Guard Service of Ukraine on counteraction to illegal migration is substantiated, which envisages procedural and operational-service blocks. Forms of the procedural block of prevention of illegal migration are characterized by the impact on the offense, which has a preventive value, as well as the focus on the restoration of the disturbed state. Operational and official forms of prevention of illegal migration are designed to prevent offenses, as well as their detection to ensure an appropriate procedural response. Practical significance. The results of the research can be used in research work for further study of general and special issues of improving the fight against illegal migration, in the field of lawmaking - to improve the current administrative and migration legislation of Ukraine, in the educational process during the organization of educational activities and teaching administrative law. cycle, in law enforcement - to increase the efficiency of bodies and units of state border protection.
