The article deals with the problem of training future teacher-psychologists focused on the new content of education, the new educational policy of the Republic of Kazakhstan. Due to the change in the educational paradigm, new tasks and requirements are set for the future specialist. The role of teacher-psychologists in these conditions of development of society is very relevant. It is the teacher-psychologist who helps the student and teacher to master the innovations of the educational system from a scientific and practical point of view. The relevance of smartphones and mobile apps has increased significantly in recent years. Increasingly, companies are trying to use mobile apps for their business purposes. Accordingly, the role of app marketing has become more important. Nevertheless, there is no uniform understanding of the term "app marketing". Based on scientific and gray literature, two definitions of "app marketing" are developed. In the narrower sense, app marketing refers to measures aimed at making a mobile app better known and acquiring users i. e. generating app downloads. In the broader sense, app marketing refers to all activities that are used to acquire users for a mobile app, contact them, and encourage them to reach a specified goal. Additionally, based on job ads, an overview of activities in app marketing is provided from a practical point of view. Here, the focus is primarily on paid app install campaigns as well as on monitoring, reporting and analytics.

As technology advances and it is easy for humans to move from one region to another, the flow of migration is getting faster and more intense. Of course, the role of the Asian government is very significant in terms of the entry and exit of people in the Territory of the Republic of Indonesia. In making it easier to carry out the Immigration function, it is necessary to establish Immigration representatives abroad, namely the Immigration Attaché and Immigration Technical Staff at the Representative Office of the Republic of Indonesia. Through normative research, the author aims to explain the duties and functions of the Immigration Attache and Immigration Technical Staff at the Indonesian Representative Office and their position as a representative of the Regional Office. The national interest of a country needs to have a relationship between countries in order to create social welfare. The researcher conveys the position of technical attaché and technical staff from an international legal point of view in order to place the duties and functions of the regional offices in the Representatives of the Republic of Indonesia Abroad.

The article deals with the principles of knowledge formation and their interaction with the educational process at the stage of the sixth technological mode in the economy. The article gives the analysis of educational institutions of higher education since the beginning of the last century, the concept of “education” from the point of view of the employee, the employer and the state, the problems in the educational system are identified. The reasons for the lagging of the Russian knowledge economy from international needs are considered. The technological structures, the role and importance of knowledge management are characterized, the prerequisites that distinguish a competitive employee of an effective organization are considered. The role of changes in the level of knowledge in the development of professional potential of the employee is shown, the world experience of economic approaches to knowledge management and their advantages are considered. As a result, it is concluded that knowledge management is the basis for the development of the information society at the stage of the sixth technological order.

The study presents critical reflections on the course and results of Polish local self-government reforms from March 1990, when after 40 years of the system of territorial soviets (national councils), self-government was reintroduced into communes, until January 2018, when an attempt to improve the systemic institutions of self-government in communes, poviats and voivodships was once again revisited. The author points out significant discrepancies between the basic ethical and political values of local self-government, i.e. democracy, independence and efficiency, and the changing content of self-government systemic laws as well as the practice of local authorities’ operations, and formulates proposals aimed at repairing Polish local self-government by adjusting its organisation and functioning to the principles resulting from the Constitution of the Republic of Poland and the European Charter of Local Self-Government. He considers as the most important the elimination of pathological phenomena of simulated local democracy which include: a drastically low turnout in elections and referenda, the disappearance of democratic responsibility of local self-government bodies, and the autonomy of the directly elected executive body of the commune from the influence of the local representation. From this point of view, he positively assesses the new regulations, strengthening the guarantee of transparency of operations carried out by local self-government bodies and control rights of councillors, as well as expanding the catalogue of initiative, consultative and control powers of citizens. He points out, however, that ensuring real democracy in of the local authorities requires a deeper reconstruction of the principles of self-government, the election process, and strengthening the role of representation in creating and enforcing the responsibility of executive bodies.

The article is devoted to the study of the distance learning system in the context of a modern university, aimed at the formation of a highly qualified personnel potential of the country. Particular attention is paid to consideration of the essence and specifics of distance learning, its separately taken technologies and resources. The system of monitoring the students’ knowledge has become the key object of the study, in the context of remote supplying the specialists of different levels and directions with professional training. The role of distance technologies in the process of regular quality control of students’ knowledge is comprehended and actualized, the main theses regarding the variants of control are revealed. The questionnaire method was defined as the main method of research, which was carried out in the conditions of the leading university of the Republic of Crimea - V.I. Vernadsky Crimean Federal University. The subject of the questionnaire was to identify the role of distance technologies in the knowledge control system, as well as to determine the most effective options for such control in a modern university. The respondents were the teaching staff of the University of various areas of training, degrees, forms and levels of education. The results of the study can be found in the final part of it.

This essay contributes to developing a new approach to political legitimacy by asking what is involved in judging the legitimacy of a regime from a practical point of view. It is focused on one aspect of this question: the role of identity in such judgment. I examine three ways of understanding the significance of identity for political legitimacy: the foundational, associative, and agonistic picture. Neither view, I claim, persuasively captures the dilemmas of judgment in the face of disagreement and uncertainty about who “I” am and who “we” are. I then propose a composite, pragmatic picture. This view casts the question of political legitimacy as an existential predicament: it is fundamentally a question about who you are—both as a person and as a member of collectives. The pragmatic picture integrates rational, prudential, and ethical qualities of good judgment that were heretofore associated with mutually exclusive ways of theorizing legitimacy. It also implies that the question of legitimacy cannot be resolved philosophically.

The purpose of this article is to present a multifaceted analysis concerning methodology proceedin-gs in recruitment procedures for researchers. Theoretical considerations are complemented by concusions of an empirical study. The role of scientificinstitutions and values applicable in the scientificcommunity in light of popularized theories are analyzed first.Additionally, reference is made to the principles enshrined in the code of ethics of Poland’s National Research and Development Centre.Then are discussed recommended patterns of conduct which have been recorded in the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, paying particu-lar attention to issues relating to openness and fairness of proceedings and equal treatment.The next part of the work discusses legal regulations applicable to the employment of academics at Polish universities. It looks closely into the differences that apply to employees at public and private universities, which can be considered from the point of view of legal provisions relating to the prin-ciple of equal treatment enshrined in the Constitution of the Republic of Poland.The subsequent part of study is devoted to the conclusions of an empirical study covering the compe-tition proceedings relating to the employment of academic staff at public universities. The methodo-logy of the examination procedure is thoroughly explained and interim research questions concerning the specific issues and problems closely related to the analyzed subject are presented

Purpose of the study: The purpose of this work is to consider the possibilities of hermeneutics in developing the skill of understanding a musical text as one of the main mental abilities of musician-performers. Methodology: The study is based on the method of hermeneutics, the method of analyzing a musical text, which is widely used in the humanities and social sciences in general and plays an essential role in art criticism. Unlike other methods, text analysis uses the point of view of the author of the text. Interpretative and content analysis are the two primary forms of textual analysis of cultural artifacts. Interpreting textual analysis seeks to go beyond the surface of the meaning and explore the hidden "message" of the author. Main Findings: The main findings of the study are that the role of musical hermeneutics is important in the professional training of contemporary performers in connection with the need to develop their ability to understand a musical text and form a culture of interpretation. Applications of this study: This research can be used in musicological analysis and the process of professional education of musician-performers and theorists. The novelty of the work consists in proving the effectiveness of the method of musical hermeneutics in the formation of a culture of interpretation in performers. Novelty/Originality of this study: The method turned out to be effective for not only the theory of literature, hermeneutics, and semiotics, but also for musicology and the work of composers and performers directly working with intertexts.

The Republic of Kosovo was created several years after the breakup of the Socialist Federal Republic of Yugoslavia. Its problems were visible during Josip Broz Tito’s presidency. Over the last ten years Kosovo has had two female presidents. The question is, what is the position of women on the Kosovan political scene? This phenomenon is particularly significant from the point of view of the post-conflict reconstruction of the state. The aim of this article is to analyse the evolution of the role of Kosovo Albanian women in the politics of Kosovo at the central level. For this reason, the article includes women involved in the armed conflict in Kosovo, especially in the activities of the Kosovo Liberation Army (KLA, alb. Ushtria Çlirimtare e Kosovës, UÇK). The author also presents the role of women in the Kosovan political arena since 1999, with particular emphasis on changes that took place after the declaration of independence of Kosovo. Furthermore, the author examines the profiles of selected female politicians. The article is based on an analysis of primary and secondary sources, the comparative and historical method, and an analysis of statistical data.
