This article presents the results of research conducted by the Republican Research Institute for labor protection, within the framework of the scientific and technical program "Applied scientific research in the field of labor protection". The article is bas1ed on the results of research on the topic: "Development of scientific and methodological bases for ensuring safe work in priority sectors of the economy of the Republic of Kazakhstan "(IRN 61897/PCF-mtszn RK-OT-20). The author describes scientific developments, their content and justification of the need for implementation in production. The implementation of this program is aimed at defining a national strategy, policy and management system for occupational safety that reflects advanced scientific approaches and effective mechanisms for ensuring safe work. The results of the study will be used in the formation of a long-term strategy and concept for the development of the labor protection management system in the Republic of Kazakhstan at the state level.

The article presents the results of research carried out within the framework of the scientific and technical program in the Republic. As a result of the study, a methodology for evaluating the effectiveness of the occupational health and safety management system implemented at enterprises was developed. We believe that the results of such studies, which determine the innovative system of labor protection management in the Republic of Kazakhstan, along with their application at domestic enterprises, make a great contribution to the development of science and technology in the field of labor protection.

This article presents the results of studies devoted to the construction of an occupational safety management system based on the effective integration of government regulation measures, the possibilities of practical implementation in production and scientific innovations in ensuring safe labor. The methodological prerequisites and approaches to the formation of a draft set of documents for a scientifically grounded labor protection management system, which provided for the management of professional risks for enterprises of the Republic of Kazakhstan, depending on their size and the main type of economic activity, are described. The article was prepared based on the results of research work on the topic: "Development of scientific and methodological foundations for ensuring safe work in the priority sectors of the economy of the Republic of Kazakhstan" (individual registration number 61897 / Framework of program-targeted -Ministry labor and social protection of the population Republic of Kazakhstan-OT-20) conducted by the Republican Scientific Research Institute for Labor Protection of the Ministry labor and social protection of the population of the Republic of Kazakhstan.

This article presents the results of conformity assessment of the implemented labor protection management system on the example of an enterprise engaged in the production of soft drinks. According to the results of the analysis, in General, the effectiveness of the implementation and functioning of the labor protection management system at the enterprise is estimated as «high». The results obtained on the basis of the Methodology for evaluating the effectiveness of the labor protection management system indicate that the implemented labor protection management system is applicable at domestic enterprises, and the effectiveness assessment in the form of an audit, in turn, will allow timely identification of shortcomings or violations in the labor protection management system at enterprises. The article is based on the results of research on the topic: "Development of scientific and methodological bases for ensuring safe work in priority sectors of the economy of the Republic of Kazakhstan».

This article suggests ways to quickly assess the state of labor protection and ecology by calculating a number of indicators of industrial risk based on the information available in the modules for assessing labor protection by indicators of industrial risk. The efficiency of using the software proposed by the authors for the occupational health and safety management system based on a specific task from the modules "Personnel", "Events", "Equipment" and "Ecology", consisting of four main modules, is proved. In addition, this paper compares the matrix methods of risk assessment in the coordinate system "probability of an event or consequences of an event" of prevention and assessment of occupational risks for employees used in domestic and foreign practice in the occupational safety management system.Work on identifying harmful factors of accidents during the extraction, use and transportation of raw materials at industrial enterprises and assessing compliance with the requirements of the standards of the Republic of Kazakhstan should be carried out continuously. The main goal of the labor protection service is to create safe working conditions for employees at industrial enterprises, as well as to prevent occupational diseases of employees. In this regard, a system of accounting, analysis and assessment of the state of labor protection, as well as labor safety management, should work.

Small business plays a significant role in the economy of the state and in providing employment for the population. This is confirmed by the statistical indicators of the share of small business in the gross domestic product of the Republic of Uzbekistan over the past 5 years — in 2020 it reached 48 %, while the share of employment in the small business sector was 68 %. Considering that the small business sector during the pandemic often escaped the attention of the state control over working conditions, it can be concluded that a significant part of the small business employees works in potentially unsafe conditions. The main economic and social problems in the sphere of small and medium-sized businesses, directly or indirectly affecting occupational safety are considered in the article. Analysis of the statistical data revealed the dependence between the economic destabilization, and an increase in incidents: their growth in 2020 amounted to almost 50 % in relation to 2019. It is concluded that forcing small businesses to work in accordance with the international codes and the current Occupational safety and health management system in the event of a crisis is inappropriate. Proposals were formulated on transforming the work of such enterprises, considering their capabilities, in three stages: mass audit of Occupational safety and health management system of small enterprises considering their structural and target differences; systematization of occupational safety management processes in the small businesses; introduction of Occupational safety and health management system as the main anti-crisis measure for the small businesses.

To implement the Strategic development plan for the Republic of Kazakhstan in accordance with the codes and standards of the International Labor Organization, it became necessary to develop the Concept of Safe Work. Review of the international labor codes and standards in the countries of the Eurasian Economic Union and Organization for Economic Cooperation and Development shows various approaches of the current system of public administration. Development of the international practice in the field of occupational safety and health is moving from compensatory to preventive measures. When developing the Concept of Safe Work in the Republic of Kazakhstan, it is required to consider the international labor codes and standards, and the experience of the Great Britain, Germany, Finland, France, the Russian Federation, the Republic of Belarus, the United States, and Japan. Tripartite and risk-oriented approaches are of particular interest. It is also necessary to study and adapt the efficient international experience: monitoring based on the assessment of occupational risks at the enterprises; participation of the state inspectors in the work of the centralized committee for monitoring and control over the observance of labor legislation; control and verification of the use of allocated funds; participation of insurance organizations in the financial measures for occupational safety and health, subsidization for the modernization of the outdated equipment; the program to assist and support small and medium-sized enterprises in risk assessment; system and culture of safe work with personal responsibility of the manager; laboratories for checking the classification of personal protective equipment by purpose depending on the protective properties. Scientific research, adaptation, and development of the scientific and methodological foundations for ensuring safe work in the priority sectors of the country economy, as well as bringing the safety and health management system of the Republic of Kazakhstan in line with the codes and standards of the International Labor Organization, are of great importance.

The article investigates the ways and means of improving and perfecting the state of labor protection at transport enterprises of Ukraine through the implementation of international standards for risk management and occupational safety. A detailed analysis of international standards for occupational safety, and their main benefits that improve the health and safety of enterprises. The object of research is international standards on occupational safety and risk management. The purpose of the work is to analyze the implementation and use of international standards on occupational safety and risk management at Ukrainian transport enterprises. Research methods - analytical. Quality management of labor protection at enterprises is one of the priority areas of transport enterprises in order to reduce occupational injuries and improve working conditions. In order to effectively manage labor protection in transport enterprises, the authors of the article propose the introduction of international standards in the field of occupational safety and risk management in Ukraine. Examining the chosen topic, it was found that in many works that devoted to the application of international standards on occupational safety was not a generalization of all regulations and standards on labor protection and risk management in the enterprise. The main directions for the implementation of international standards for occupational safety and risk management in transport enterprises of Ukraine are proposed. The results of research can be recommended for implementation in the management system of labor protection at transport enterprises of Ukraine. The European integration of the Republic of Moldova can be facilitated by the alignment of organizations, including research institutes and laboratories, with good practices recognized at the international level, many of them being described in documents prepared by the International Organization for Standardization (ISO). For scientific research activities carried out in laboratories, such practices are described in the ISO / IEC 17025: 2017 standard „General requirements for the competence of testing and calibration laboratories”. The paper represents a synthesis of the quality assurance methods in the research and development activity carried out in the scientific research laboratories, offered by the above standard. The approaches of the standard on the primary conditions that can ensure valid results to meet the requirements and expectations of the beneficiaries of research results are described, so as to obtain and maintain long-term confidence of all stakeholders in laboratory work and scientific truth obtained in experimental research.
