The main goal of the article is to identify the basic patterns of the formation of human capital (HC). An especially valuable and scarce resource of the modern economy is becoming a creative skilled worker capable of generating ideas, as well as creating and implementing new technological solutions and products. The development of the economy leads to significant transformations in the generation of resource potential, and changes in the role of individual resources. Human capital begins to play a dominant role in the resource hierarchy. It is the HC that sets in motion the production processes and determines the efficiency of using the entire resource potential. The methods of aspect analysis and of apperception used in this study made it possible to identify modern patterns peculiar to the formation of human capital in the economy, and to emphasize its objective importance and ability to significantly influence the development of society. During the research, the authors proved that human capital acquires the status of the main resource in the economy, the quantitative characteristics of the workforce capacity give way to the role of qualitative characteristics, and the development of STP requires a new employee formation to dominate the intellectual component.

This article provides a comprehensive assessment of the natural resource potential of the Krasnoyarsk Territory, the Republics of Khakassia and Tuva as part of implementing the «Yenisei Siberia» project. In the introductory section of the article, the authors set out the goals and objectives of the study of the quantitative and qualitative characteristics of the socio-economic potential of the Krasnoyarsk Territory, Republic of Khakassia, Republic of Tuva and examine the role of implementing particularly important Yenisei Siberia investment projects in the economic development of the territories. The body of the article starts with the overall review in the form of economic and statistical analysis of the socio-economic conditions in the regions examined. It is followed by an attempt at a statistical measurement of the influence of particularly important investment projects («Southern Cluster», «Construction of the railway Elegest - Kyzyl - Kuragino», «Construction of the timber processing complex in the Boguchansky district of the Krasnoyarsk Territory» and «Agro-industrial Park «Siberia») on a summarizing indicator of the economic activity of the regions - gross regional product (GRP). The investment projects were examined using open data sources and official statistical information. By comparing the available information from various sources, the authors assessed the adequacy of the obtained results to the current situation and challenges of the new economy.

The article covers the process of introducing the concept of division of functions of party and state bodies in the USSR during the Gorbachev «perestroika» years. The monopoly ruling party, which in accordance with the Constitution of the USSR in 1978 had the status of a «leading and guiding force» of Soviet society, felt the need to define new relations with public authorities in the context of the proposed reforms of public administration. Based on the definition of the political system of Soviet society, the party leadership gradually democratized the concept of «party leadership.» Initially, at the 21st CPSU Congress (February – March 1986), a «soft concept» was introduced to prevent «the confusion of party and state functions», which relied on the abandonment of petty guardianship and the replacement of state structures by the authorities. Then, at the 19th CPSU Conference (June – July 1988), under political reform in the USSR, a «rigid concept» of «delineation of functions» was introduced, which anticipated the role of the party as a policy-maker and its members as government leaders. The introduction of the concept of «delineation of functions» in no way called into question the monopoly position of the CPSU in the system of public administration, the dominance of the so-called «Marxist-Leninist ideology». Under the changes that put on the agenda the emergence of such mandatory attributes of democratic transformations as political pluralism, free elections, multiparty system, the CPSU ideologists sought the basis for their own theories in the decisions of the VIII Congress of the RCP (b) (1919) and in V. I. Lenin’s works at the time of the elimination of the multiparty system in the USSR. In the process of finding a solution to prevent the replacement of state structures by party bodies, the dominant role of the CPSU in the system of public administration of the USSR was actually recognized, and the preconditions for further radical changes in Soviet society were created.

The main purpose of this study is to present conceptual principles of the learning organisation as a modern form of functioning of contemporary organisations and enterprises and the awareness of the dominant role of intangible resources. The most important factor that protects organizations from solidifying is knowledge. In an organization, knowledge is produced by people and these people learn. However, learning alone is not sufficient for the success of the organization. For a lasting and sustainable process, organizational learning is required. Knowledge, on the other hand, is inextricably linked to human capital, which is now the most valuable resource of the new forms of organisation.

The relevance of the research topic is to study the methodological foundations of human capital assessment. Purpose: comparative analysis of fundamental methodological approaches to the valuation of human capital. Methods – analysis, synthesis, comparisons and etc. Results of work: the study of the methodology for assessing the development and functioning of human capital is particularly important in modern conditions. The priorities of the global economy indicate the restrictive impact of resource advantages, determining the dominant role of innovative and technological factors, which also include the level of accumulated human capital. Given the low resource intensity of developing economies, the analysis of methodological approaches to assessing the functioning and development of human capital is particularly relevant. Conclusions: the main methodological approaches of human capital valuation are studied. The evolution of their development in the context of various economic doctrines is considered. Formalized algorithms for determining the value of human capital in the context of cost and income evaluation principles are presented. The advantages and disadvantages of the studied methods are revealed and the possibilities of their synergistic use are determined.

The article examines the essence and significance of the phenomenon of mismatch in skills and qualifications as a generalizing concept that combines all types of gaps and imbalances in skills and qualifications. Different types of this mismatch are considered. The factors that determine the spread of this phenomenon have been identified. The danger of widening the gaps in qualifications and skills, which manifests itself in the negative impact on the formation of qualitative characteristics of human capital and causes inefficiency in the use of its potential is substantiated. Through the prism of human capital, potential threats and global challenges caused by skills mismatches and their implications for society, employers and employees have been identified. Based on the analysis of increasing mismatch in skills and qualifications of workers, the formation of current trends in the global labor market has been examined; and these trends are: the existence of the so-called "post-pandemic hiking workers freezing syndrome" as an imbalance between supply and demand for jobs provoked by the COVID-19 pandemic; deepening the mismatch between the level of working people education and the jobs they occupy, indicating a significant global gap between education and employment. Possible ways to overcome skills and qualifications mismatches include strengthening the role of employers in deciding this issue and using the Future Skills Architect practical set of instruments, where the key indicator is the country's maturity index (FSA), which will enable governments of countries to form sets of quality solutions in the struggle for human capital.

One measure of the maturity of a device technology is the ease and reliability of applying contact metallurgy. Compared to metal contact of silicon, the status of GaAs metallization is still at its primitive stage. With the advent of GaAs MESFET and integrated circuits, very stringent requirements were placed on their metal contacts. During the past few years, extensive researches have been conducted in the area of Au-Ge-Ni in order to lower contact resistances and improve uniformity. In this paper, we report the results of TEM study of interfacial reactions between Ni and GaAs as part of the attempt to understand the role of nickel in Au-Ge-Ni contact of GaAs.N-type, Si-doped, (001) oriented GaAs wafers, 15 mil in thickness, were grown by gradient-freeze method. Nickel thin films, 300Å in thickness, were e-gun deposited on GaAs wafers. The samples were then annealed in dry N2 in a 3-zone diffusion furnace at temperatures 200°C - 600°C for 5-180 minutes. Thin foils for TEM examinations were prepared by chemical polishing from the GaA.s side. TEM investigations were performed with JE0L- 100B and JE0L-200CX electron microscopes.

Abstract Scientific findings have indicated that psychological and social factors are the driving forces behind most chronic benign pain presentations, especially in a claim context, and are relevant to at least three of the AMA Guides publications: AMA Guides to Evaluation of Disease and Injury Causation, AMA Guides to Work Ability and Return to Work, and AMA Guides to the Evaluation of Permanent Impairment. The author reviews and summarizes studies that have identified the dominant role of financial, psychological, and other non–general medicine factors in patients who report low back pain. For example, one meta-analysis found that compensation results in an increase in pain perception and a reduction in the ability to benefit from medical and psychological treatment. Other studies have found a correlation between the level of compensation and health outcomes (greater compensation is associated with worse outcomes), and legal systems that discourage compensation for pain produce better health outcomes. One study found that, among persons with carpal tunnel syndrome, claimants had worse outcomes than nonclaimants despite receiving more treatment; another examined the problematic relationship between complex regional pain syndrome (CRPS) and compensation and found that cases of CRPS are dominated by legal claims, a disparity that highlights the dominant role of compensation. Workers’ compensation claimants are almost never evaluated for personality disorders or mental illness. The article concludes with recommendations that evaluators can consider in individual cases.
