The relevance of the research topic is to study the methodological foundations of human capital assessment. Purpose: comparative analysis of fundamental methodological approaches to the valuation of human capital. Methods – analysis, synthesis, comparisons and etc. Results of work: the study of the methodology for assessing the development and functioning of human capital is particularly important in modern conditions. The priorities of the global economy indicate the restrictive impact of resource advantages, determining the dominant role of innovative and technological factors, which also include the level of accumulated human capital. Given the low resource intensity of developing economies, the analysis of methodological approaches to assessing the functioning and development of human capital is particularly relevant. Conclusions: the main methodological approaches of human capital valuation are studied. The evolution of their development in the context of various economic doctrines is considered. Formalized algorithms for determining the value of human capital in the context of cost and income evaluation principles are presented. The advantages and disadvantages of the studied methods are revealed and the possibilities of their synergistic use are determined.

The main goal of the article is to identify the basic patterns of the formation of human capital (HC). An especially valuable and scarce resource of the modern economy is becoming a creative skilled worker capable of generating ideas, as well as creating and implementing new technological solutions and products. The development of the economy leads to significant transformations in the generation of resource potential, and changes in the role of individual resources. Human capital begins to play a dominant role in the resource hierarchy. It is the HC that sets in motion the production processes and determines the efficiency of using the entire resource potential. The methods of aspect analysis and of apperception used in this study made it possible to identify modern patterns peculiar to the formation of human capital in the economy, and to emphasize its objective importance and ability to significantly influence the development of society. During the research, the authors proved that human capital acquires the status of the main resource in the economy, the quantitative characteristics of the workforce capacity give way to the role of qualitative characteristics, and the development of STP requires a new employee formation to dominate the intellectual component.

The article analyzes the experience of development of electronic scientific journals in Russia and Bulgaria in the context of general trends of digitalization and transformation of the sphere of science management in recent decades and also the implementation of a strategy to increase the competitiveness of science in the global scientific community, which is reflected in the activities of scientific journals. The main problem that draws attention of the authors is how universal digitalization changes the usual view of science, affecting the development of periodicals, and how, on the contrary, the network form of social institutions of science affects its development, what place such journals occupy in the general view of science. The article examines the potential of journals in Russia and Bulgaria to promote the achievements of scientists, increase the credibility of representatives of individual scientific and educational institutions, meet the requirements of scientometrics, reflect the trends of transformation of the global scientific landscape, and fight against “fake” science. The object of the research is a number of journals in the fields of political science, philosophy, history, cultural studies, sociology, psychology, communications and information technologies published in Russia and Bulgaria, which originated as a network or use the network form as one of the main ones in their activities. The main method used in the study is an expert survey. The guide of the expert interview includes 18 questions in Russian and Bulgarian. A total of 12 interviews are conducted with editors-in-chief and members of editorial boards of 9 Russian journals, and 8 interviews with editors-in-chief of Bulgarian journals. The comparative analysis reveals similarities and differences in the goal setting of creating electronic journals, their advantages and disadvantages, the role of scientometrics, the choice of access forms and technological solutions for communication, and development prospects. The role of electronic journals in the digital socialization of scientists – authors, editors, and reviewers, and in the transformation of the usual forms of research activities of modern researchers is shown. The question of the key role of electronic journals in the fundamental change in the global scientific landscape at the same time identifies the problem of the crisis of confidence in e-magazines related to as with tradition, accepted by the scientific community, and with inadequate understanding of goal setting of electronic periodicals and their differences from print publications.

Neo-banking as one of the most important directions of development of modern financial technologies has been considered. The aim of the paper is to study the fundamental prerequisites, advantages and prospects of neobanking development in the Russian Federation. By the methods of retrospection, analysis, comparison and graphical research, characteristics of foreign and domestic neobanks, such as: Tinkoff Bank, Rocketbank, Touch Bank, Tochka have been given and also their detailed comparative analysis with traditional banking institutions is carried out. Based on the results of the study, the conclusion about the dominant role of neobanking in terms of the modern digital transformation of the world economy has been made.

This chapter examines the role of developing countries in the contemporary global economy. It first provides an overview of trends in the global economy, taking into account the implications of globalization for the developing world and the question of free trade vs protectionism. It then considers three key features of an increasingly globalized economy and their significance for the developing world: trade, foreign direct investment (FDI), and financial flows. It also discusses the role(s) of developing countries in global trade, the advantages and disadvantages of FDI, and two major components of the global economy that can cause serious economic disruptions: the buying and selling of currencies and stocks and shares in local economies, and the rapid movement of capital across borders. The chapter concludes with an assessment of factors that can reduce the economic well-being of countries in the developing world.

In assessing the relationship between renewable and fossil energy sources, consideration of geopolitical, climatic and technological factors has revealed the dominant role of natural gas as an energy source. Examples of the winter 2020-21 are here considered, confirming that natural gas is a relatively cheap and environmentally friendly source of energy (energy carrier). This happens to be true of natural gas as an independent source, not merely as a compensator of renewable energy sources.

Abstract This paper investigates the effects of human capital on bilateral domestic value-added trade in global value chains (GVCs) for 43 countries and 56 sectors. In contrast to previous studies, this paper estimated an approximate gravity model of value-added trade to capture the role of human capital in determining the cross-border production linkages via value-added trade. The results show that the domestic value-added trade flows depend critically on human capital development in both exporting and importing countries. The results indicate a positive effect of skilled intensity on bilateral domestic value-added trade in GVCs. We also observe a larger positive effect of skills on the GVC value-added trade for the developing economies. The paper highlights the importance of trade liberalization and forward-looking human capital development policies for the competitiveness of the developing countries in the value-added trade in GVC.

The paper examines human capital of transnational corporations (TNC), as being nowadays the basic subjects of global economic relations and the principal elements of the global economy development. Human capital structure of TNCs is considered, specifics of its formation under the conditions of the ongoing process of production and capital transnationalization are featured. The range of TNCs’ businesses and their specific features are outlined, as well as current strategies, applied by modern TNCs, and various ways through which TNCs tap the world market in the context of globalizing world economy. The author reveals the crucial role of TNCs in developing cutting-edge technologies and scientific and technical potential of national economies, which in turn helps to develop and enhance human capital of TNCs and of international human capital as well.

This article focuses on the recruiting practices of public and private agencies dealing with international labour mediation in Bulgaria and Romania. Based on interpretative analysis of 20 in-depth interviews with professionals working in migrant recruiting agencies in the two countries, we aim to understand their views on the advantages and disadvantages of their services in comparison with other mobility channels: such as informal networks, direct contacts with employers, or unofficial Internet sites. The article examines the ways in which international labour mediation practitioners construct their target group—migrants—in terms of motivation, human capital, and/or challenges of their adaptation to the new context. We then look at intermediaries’ perceptions of employers’ needs and expectations. We finish with uncovering recruiters’ underlying assessment of the national and European mobility policies and the outcomes they see for individual migrants, employers and the countries of departure and destination.
