Tujuan dari penelitian ini untuk mengetahui bentuk-bentuk penyalahgunaan tanah milik daerah oleh masyarakat Desa Daha Kabupaten Dompu dan langkah-langkah yang ditempuh oleh pemerintah dan masyarakat dalam menyelesaikan penyalahgunaan tanah milik daerah oleh masyarakat Desa Daha Kabupaten Dompu. Jenis penelitian yang digunakan dalam penelitian ini adalah jenis penelitian yuridis empiris dengan pendekatan sosiologis hukum. Metode pengumpulan data menggunakan wawancara dan dokumentasi. Sedangkan jenis data yang digunakan adalah data primer yang digunakan dalam penelitian ini adalah data yang diperoleh dari hasil pencatatan dan dokumentasi hasil penelitian. Sumber data diperoleh dari hasil wawancara dan dokumentasi. Hasil penelitian ini yaitu 1) bentuk-bentuk penyalahgunaan tanah milik daerah oleh masyarakat antara lain (a) tanah milik pemda dijadikan jaminanhutang (b) menjual lepas tanah milik pemda (c) menggadaikan kepada pihak lain yang dilakukan oleh 70 orang warga. 2) langkah-langkah yang ditempuh oleh pemerintah dan masyarakat dalam menyelesaikan penyalahgunaan tanah milik daerah oleh masyarakat desa dilakukan dengan cara mediasi. Langkah yang ditempuh oleh Badan Pertanahan Nasional (BPN) antara lain (a) sepakat untuk menempuh proses mediasi (b) memahami masalah-masalah (c) membangkitkan pemilihan pemecahan masalah (d) mencapai kesepakatan (e) melaksanakan kesepakatan, bentuk mediasi yang dilakukan oleh Badan Pertanahan Nasional (BPN) adalah mediasi diluar pengadilan (Non Litigasi). The purpose of this study was to find out the forms of misuse of land owned by the people of Daha Daha Village and the steps taken by the government and the community in resolving the misuse of land owned by the people of Dompu District Daha Village. The type of research used in this study is a type of empirical juridical research with a sociological legal approach. Methods of data collection using interviews and documentation. While the type of data used is the primary data used in this study are data obtained from the results of recording and documentation of research results. Data sources were obtained from interviews and documentation. The results of this study are 1) the forms of misuse of land owned by the community, including (a) the land owned by the local government as collateral for debts (b) selling off land owned by the local government (c) pawning to other parties by 70 residents. 2) steps taken by the government and the community in resolving misuse of land owned by the village community by mediation. Steps taken by the National Land Agency (BPN) include (a) agreeing to take a mediation process (b) understanding the problems (c) generating selection of problem solving (d) reaching an agreement (e) implementing the agreement, the form of mediation carried out by National Land Agency (NLA) is mediation outside the court (Non Litigation)

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The purpose of this study is for learning. This study entitled Social Change Towards Development of Rasau Jaya Village 3 After the Development of the Rajati Flower Garden. With the problem of how social change in the village of Rasau Jaya 3, economic improvement after the construction of a flower garden, development planning or the addition of facilities. This research method is a descriptive qualitative approach. Data sources of this research are primary data and secondary data. The results showed that: after the construction of the flower garden in Rasau Jaya 3 village the development of social change there was increasing, the people there accepted the development of the flower garden, because with the development of the community's economy there could be increased, because the people there could sell at around the flower garden so that it can increase their economy again there, and there will be plans to add facilities in the flower garden so that it can attract visitors to keep coming to the flower garden of the flower garden rajati.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. It's just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy.               From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.

The main problem of this research was about the value of production in the handicraft industry in the village Tutul subdistrict Balung district Jember. This research was aimed to describe the factors that influence the value of production in the handicraft industry in the village Tutul subdistrict Balung district Jember. This research belongs to explanatory survey. This type of data are primary data, including data on the number of labor wages, capital, and production value. The method of this Research is ordinary least square (OLS). The result of this data shows that capital and amount and manpower have affected value of production, but wage haven’t affected value of production in the handicraft industry in the village tutul subdistrict Balung district jember. The research showed the implication that the use of capital by entrepreneurs handicraft is not maximized and need a support from the government, the capital should also get support from the local government to provide facilities to Kredit Usaha Rakyat (KUR). Handicraft industry in the village Tutul also still using traditional machines and therefore entrepreneurs need to boost employment and improve the quality of their performance. Bundesma empowerment is the  process of developing a village's economy. This program took the initiative to start a process of Social Economy activities that could improve the economic situation and conditions of the village community in Sukabumi, especially in the Warungkiara. In the  Empowerment activities, the participation of the Bundesma and the village community as a driving force for economic development is overseen by the Government.  The main objective of empowering Bundes and Bundesma is an independent village. This activity intends that rural communities in the Warungkiara area can turn their village into an independent village. The definition of an Independent Village is a village that is able to manage the economy of each citizen without the assistance of other parties. The creation of this condition reflects the strong willingness of the people of the village to move forward, the village that produces their products / works that are proud of and the ability of the village to meet their needs. In empowering Bundes and Bundesma  there are several problems that hamper them including; Difficulties in product marketing, financial limitations and limited human resources (HR).  In this study, the researchers used qualitative naturalistic methods. Qualitative naturalistic is a method that is carried out in the actual conditions that occur at the research location. This research method offers convenience and freedom for researchers to obtain accurate information from informants in the warungkiara sub-district. The results showed that in Warungkiara sub-district there were 12 Bundes in 12 villages and 2 Bundesma.  Keywords : Empowerment, Bundes, qualitative, marketing, financial, HRD

Pembatasan pemberlakuan kegiatan masyarakat is one of the government's programs in tackling and breaking the chain of covid-19 spread that continues to grow in Indonesia. Covid-19 is rapidly developing and becoming a global issue that impacts all lives in different countries. This makes the government both central and village level must think about various strategies in an effort to prevent its spread. In addition to strategic from the government, participation from the community is also indispensable in efforts to prevent its spread. In addition, we also found participation from the people of Kecamatan Banjarwangi, Kabupaten Garut who participated in the prevention of Covid-19 by implementing policies that have been set by the government. The purpose of this research is to know in detail the form of community participation in the handling of Covid-19 in Kecamatan Banjarwangi, Kabupaten Garut. The research method is descriptive and uses qualitative methods. Meanwhile, for data collection is used library studies derived from data sources derived from scientific journals, book literature, and official websites that are then described through analysis that describes the application of government policies, namely with Pembatasan pemberlakuan kegiatan masyarakat (PPKM) in the response to the Covid-19 pandemic outbreak in Kecamatan Banjarwangi, Kabupaten Garut. The results of this study explain that the application of government policies through PPKM in the district of Banjarwangi, Garut includes participation in planning, participation in the implementation, with the use of masks when traveling, restrictions on community activities without clear purpose, and restrictions on the operating hours of vehicle activities and business activities (shops). The implementation of PPKM activities in countering the Covid-19 pandemic in Kecamatan Banjarwangi, Kabupaten Garut seems to have been running effectively. With the involvement of the village community is very petrified this government program in tackling Covid-19, because the villagers are very understanding of the situation and conditions of the community in the environment. After the involvement of other agencies such as the TNI / POLRI is also very helpful smoothly this program with the creation of security and order during the activities. The purpose of restrictions on the implementation of community activities is to suppress and stop the positive number of Covid-19 in Kecamatan Banjarwangi, Kabupaten Garut. Bangladesh is one of the most governance deficit countries of the world. In this reality, Upazila system, as an intermediate tier local government unit, is reestablished under the Upazila Parishad Act 2009. This Act is the basis of the formation and function of the Upazila Parishad. In this study, survey method has been applied to primary data collection from two upazila (Sylhet Sadar Upazila and Kanaighat Upazila) in Sylhet district. The study finds that the existing upazila parishad activities do not meet the demand of the people. Citizen’s trust on the Upazila Parishad is very low. The study also finds some other challenges, including unskilled manpower, proper planning and a lack of financial resouces. Moreover, the officials are not professional and their behaviors are not good while performing their duties. Most of the service receiver did not get best service from upazila officials. However this study suggests some recommendation for improving the service of upazila parishad. Officials should be highly trained and professional on their service delivery. By ensuring the best services, they can achieve the trust of general people.And the Government should take additional steps with regards to improving the upazila parishad service.

Transparency is one of the principles that can guarantee access or freedom for all people to obtain information about the administration and management carried out by the government. With the principle of transparency, it is hoped that the Melilian Village government, Gelumbang District, will manage the Village Fund transparently and involve the Village community. This study aims to describe the management of Village Funds and the mechanisms for managing Village Funds carried out by the Melilian Village Government, Gelumbang District, Muara Enim Regency. The method used in this research is descriptive qualitative method. Data collection techniques in this study include, observation, interviews and documentation. The results showed that the management of the Village Fund carried out by the Melilian Village government, Gelumbang District, was in accordance with the applicable laws and regulations and involved the community from the planning, implementation, administration, reporting and accountability stages to the delivery of development results. Based on the transparency indicator, it shows that there is availability of document accessibility as well as completeness, clarity and convenience for the public to access information as a whole with the installation of billboards and information boards at several points. This study concludes that Melilian Village, Gelumbang Subdistrict, has carried out the process of the Village Fund management mechanism in stages by involving several related elements including the people of Melilian Village, Gelumbang District.
