The national system for workforce training in professional-technical education institutions (PTEI) fulfill less than the third part of its key tasks: supply of the domestic economy with the skilled staff in conformity with the labor market needs, balancing of demand and supply of the workforce with due consideration to priority areas of the economic development. The main source of data on the labor market is statistical information collected by the State Employment Service. According to experts, the State Employment Service does not adequately provide the real picture across the labor market, because it administers mostly vacancies with low salary rates or ones not demanding high professional qualifications. Considering the above said, modernization of the education statistics on professional-technical education (PTE) is greatly important as a means for regulating interactions between the market of education services and the labor market. As of 01.01.2017, the PTEI network covered 810 education institutions (not including PTEI in Donetsk and Luhansk regions, located in the antiterrorist operation area), with quite even distribution of PTE institutions across the regions. Drawbacks of the professional education system, not properly adapted to future needs of the domestic economy, resulted in low competitiveness of most part of the youth at the labor market due to lack of professional competencies or lack of the required qualifications and skills. The scopes and professional and qualifications structures of professional training in PTE I are, by large, do not correspond with the employers’ needs. The main indicator reflecting the correspondence of the scopes and the professional and qualifications structure of PTEI graduates to the needs of domestic labor market is the integral coefficient of balance between demand and supply of the workforce trained in PTEI. The key components in the new model for statistical reporting on PTE are as follows: setting the conformity between the nomenclature of definitions (terms) for statistical reporting forms on PTE with definitions (terms) adopted in the Law of Ukraine “On Education”; inclusion of the indicator on PTE costs, by profession (or groups of professions) and source of financing; inclusion of the indicators reflecting the observance of PTE standards for persons with special needs, considering their individual mental, intellectual, physical and sensor abilities. The essential mechanisms for solutions of problems related with PTE development in Ukraine involve building up the institutional framework to implement the new innovative model for regulation of professional training by the principle of public-private-government partnership, i. e. engaging all the resources available with stakeholders and their as more extensive as possible adaptation of foreign (international) approaches and analogues that have proved their durable effectiveness.

The article reveals the directions of government policy in the field of employment, in particular: constant improvement of existing legislation, increasing the purchasing power of the population, preventing the development of unemployment and reducing it, stimulating economic activity, reforming public administration in the field of employment. Factors influencing the employment of the population of the regions: natural–geographical, demographic, economic, social, legislative–legal, political, legal, technical–technological, historical–cultural, ecological. Particular attention is paid to the modernization of the Government Employment Service through the expansion and active implementation of electronic and innovative services. As part of the reform of state employment policy in the of the Government Employment Service, new forms of social services were introduced: educational portal; provision of electronic social services to citizens and employers; institute of career counselor, differentiated approach to clients, taking into account skills, qualifications and provision of targeted services to return them to the labor market; individual plans for the provision of social services and employment. To modernize the civil employment service and determine its role and significance for society, the Strategy for the Development of the Civil Employment Service for 2020–2022 was developed and the service was improved on the basis of the main pillars of service provision, introduction of new approaches to staff work. It is proved that to overcome the employment crisis it is necessary to update the contents of the government employment policy, to shift the focus from payment of unemployment benefits to the creation of modern jobs and facilitate the unemployed to develop their activity and competitiveness in the labor market. In particular, national employment policy priorities, state employment programs, legislation and regulations should be developed at the state level. The entire content of public administration activities to implement employment policy should reflect the full range of active and passive measures of the state in the labor market and apply the most effective methods and techniques of public administration, taking into account the specifics of a particular region. Thus, the activities of public administration bodies to implement an effective employment policy should be aimed at creating more active measures in the labor market, considering the specifics of a particular region and community.

The purpose of the article is to assess the impact of restrictive quarantine measures in 2020-2021 related to the spread of the COVID-19 pandemic on the rural labor market, the level of employment and the extent of rural poverty. Research methods. The basis for the study were general scientific and economic methods, creative heritage of the classical political economy founders, publications of Ukrainian scientists on the impact of quarantine restrictions related to the spread of the COVID-19 pandemic, on social and labor relations in rural areas, regulations, data from the State Statistics Service of Ukraine and the State Employment Service, Internet resources and other sources. The monographic approach was used in the analysis of the employment rate dynamics of the rural population, changes in the labor market and the scale of poverty caused by the lockdowns introduction in 2020-2021. Normative and positive approaches are used to highlight the labor potential of rural areas and opportunities for its implementation in a pandemic. A number of abstract-logical techniques allowed formulating intermediate and final conclusions and proposals. Research results. The phenomenon of the category "labor" as a process of conscious and purposeful activity on the transformation of natural and economic factors of production in order to meet human needs is considered. The institutional preconditions of spatial differences in the concentration of jobs in rural and urban areas and the deepening of inequality in their development are highlighted. Changes caused by a number of restrictions on economic activity in order to prevent the spread of the COVID-19 pandemic in Ukraine are analyzed, in the field of the rural population employment by age groups, employment status, unemployment among working-age people, the number of employees who received unemployment status, as well as the workload per vacancy registered with the State Employment Service, the dynamics of its provision of services to rural residents. Public opinion that in the employment and rural labor market due to non-compliance with quarantine restrictions on economic activity, technological features of agricultural production and lower density, the rural population suffers less from quarantine measures is refuted. As a result of the introduction of two all-Ukrainian lockdowns in 2020–2021, the number of employed rural population decreased by 361 thousand people, or by 7%, of them employed - by 198 thousand and self-employed - by 153 thousand. The unemployment rate for this period also increased by 1.7 percentage points, or 11.5%. In April-May 2021, almost 120,000 workers received the status of unemployed dismissed from agricultural, forestry and fisheries enterprises, or one in five of the total in the economy. In addition, the number of applicants for one vacancy in rural areas has doubled, while reducing the financial capacity of the State Employment Service, especially with regard to the implementation of active forms of employment recovery. An integral consequence of quarantine restrictions was the spread of poverty among the rural population and the further social exclusion of people with unprotected self-employment. Scientific novelty. Methodological approaches to assessing the negative impact of quarantine restrictions related to the spread of the COVID-19 pandemic on rural employment, the rural labor market and the well-being of rural households have been further developed. Practical significance. The results of the impact of quarantine restrictions on employment and the rural labor market in 2020-2021 may be taken into account when developing measures to support micro and small businesses and self-employed agricultural workers in extreme conditions of society, such as a pandemic. The article is devoted to the investigation of urgent problems concerning the employment and promotion of competitiveness for discharged military personnel in Ukraine. According to the results of sociological survey conducted by means of the author's tools, it is determined that significant number of respondents are characterized by recognition of risks of non-employment after active service expiration, lack of awareness of existing rights and guarantees in the labor market, low efficiency of public services in the sphere of employment and adaptation. It is determined that increase of competitiveness in Ukraine labor market for discharged military personnel requires modernization of technologies of state institutions activity related to the employment of the investigated category of citizens, search of additional funding sources, adaptation of discharged military personnel, providing them with free legal services on employment, active cooperation of the employment service with educational institutions, employers and other labor market entities, etc. The structural analysis of employment services in Ukraine, the United States and the Kingdom of Norway aimed at the improvement of discharged military personnel employment and increase of their competitiveness in the labor market of Ukraine, showed the need to create the department of social protection and employment of military personnel in the State Employment Service of Ukraine and to provide this department with the following functions: social adaptation, training and retraining in nondefense occupations and employment of discharged military personnel increasing competitiveness in the labor market of Ukraine and providing the opportunity for fast readjustment to civil life. This department will also provide better employment service work with discharged military personnel and reduce the risk of their unemployment, as well as decrease the percentage of unemployed in the labor market of Ukraine. The analysis showed that it is necessary to provide new functions to the State Employment Service in order to improve the work with job hunters, change the required control functions for the functions of employment assistance.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

Introduction. Social, political and economic transformations, which have been taking place in Ukraine, set strict requirements for the professionalism of staff of the State Employment Service of Ukraine in terms of emotional awareness and emotional flexibility, which are necessary for providing good social services to clients with negative emotional manifestations. Therefore, studying the level and socio-demographic and professional characteristics of the emotional intelligence of staff of the State Employment Service of Ukraine is of great importance. The aim was to empirically investigate the levels and socio-demographic and professional characteristics of the State Employment Service of Ukraine staff's emotional intelligence. Research methods. The instruments used included N. Hall's The Level of Emotional Intelligence and mathematical statistics (descriptive statistics, variance and correlation analyzes). Research results. It was found that a significant number of the staff of the State Employment Service of Ukraine had low level of emotional intelligence, which had certain relationships with staff's gender, age, work experience and profession-relevant characteristics. Conclusions. Underdeveloped emotional intelligence and its components among the staff of the State Employment Service of Ukraine can negatively affect their work performance. A special emotional intelligence development training program designed in line with this research findings can promote State Employment Service of Ukraine staff's work efficiency in stressful work conditions.

The paper analyzes the problems and prospects of the development of the system of advanced professional training in tourism. One of the problems of the tourism industry, which is closely related to the activities of specialized educational institutions, is the disparity between the nature of demand and supply in the labor market industry. The necessity of improving the system of vocational education and the transition to a practice-oriented teaching, the development of new educational programs for advanced professional training and the introduction of new teaching methods are substantiated. The main problems to be solved in the system of advanced professional training in tourism are revealed. It is noted that advanced professional training in tourism for teachers will establish a system of continuing education, enabling them to learn new technologies and skills needed to manage a successful teaching in the present conditions, and to enhance students’ employability and subsequent successful career in tourism.

Experts determine the changes in the labor market and employment as one of the peculiarities of the European integration process of the Republic of Poland. The article indicates trends that led to changes in the labor market and employment, focusing on a concise analysis of the threats and challenges that Polish society faced.It is indicated that trends, challenges and threats, their extensive diagnostics and theoretical understanding became the subject of studies of labor pedagogy. This is a branch of pedagogical knowledge that studies issues of education in conjunction with human professional work, develops qualification frameworks, modular programs of professional learning, professional education programs, practical projects for the further development of professional training, retraining, and improvement of specialists for the free labor market. The new forms of employment, including outsourcing, freelance, competition for the place of work (as the basis for the development of new competencies) relate to positive phenomena in the labor market during the investigated period. The threats that arise in the field of employment have also been reconsidered. In particular, such forms of the functioning of the individual in the work environment as workaholism, mobbing, professional stress, high unemployment level.Studying of the Polish experience of applied approaches in the research of these phenomena has a direct impact on: the formation of the goals of professional education of specialists in the context of Ukraine's Eurointegration course; the development of flexible content in order to adapt to the needs of the modern economy, to the various forms of population's engagement (especially unemployed one) to different types of education and social inclusion.

Introduction. The need for reforming the Ukrainian education system, improving it and raising the level of the quality of training specialists is a major socio-cultural problem that is largely conditioned by the processes of globalization and the needs for the formation of positive conditions for individual development, socialization and self-realization in this world.The process of modernization of higher education in Ukraine in the context of the Bologna Process most certainly affects higher education and higher education institutions. Taking into account the place and role of tourism in the life of society, the state, according to the Law of Ukraine "On Amendments to the Law of Ukraine "On Tourism", proclaims tourism as one of the priority directions of economic and cultural development and creates conditions for tourist activities.Hypothesis of scientific research. The directions of training future tourism managers are considered on the basis of the model of a competent graduate. The criteria for the activity of teachers in higher education institutions and the possibilities for their selection are formulated. It is noted that the teacher should possess modern technologies of general and professional education, a set of effective methods and techniques, sufficient amount of professional knowledge to provide education for future tourism professionals (teaching, planning, management of didactic and educational systems).The aim of this study is to highlight conceptual approaches to the preparation of future tourism managers.Research methods:– theoretical analysis - to determine the state of disclosure of the research problem in the psychological and pedagogical scientific literature, the study of normative and legal documents in the field of education;– comparison, classification, generalization - for definition of joint characteristics of objects on the basis of processing and interpretation of theoretical sources on the problem of tourism education in universities;– diagnostics (questioning, conversation, testing, observation, expert evaluation);– mathematical statistics - for processing the obtained experimental data and calculating statistical indicators in order to test the effectiveness of the introduction of pedagogical conditions, models and methods of forming the readiness of future teachers for the organization of school tourism in the educational process of higher education institutions;Results: an approach is proposed to build a holistic process for the formation of a student's personality, which should be based on the characteristics of his upbringing in the system of tourism: education through nature, culture (the principle of visualization), the formation of tolerance; humanization of relations, education in a group (team), ecology of the individual.Conclusions: Work on developing the concept of professional training for future tourism managers led to the conclusion that a conscious and thoughtful program of actions for the organization of the educational process and vocational training precedes the training of students.

Research background: The processes of globalization in the world economy lead to international competition of professional education. Providing the labor market with qualified specialists is based on a flexible system of financing additional education. The article analyzes of public-private partnership in the field of additional professional education. Special attention is paid to the interaction of business, universities, the state and public organizations in the framework of public-private partnership in the implementation of programs of additional professional education. Purpose of the article: The main goal of the study is to consider options for public-private partnership in the system of additional professional education based on pooling resources and distribution of income and risks between the state and private sector. Methods: The research uses methods of analysis of statistical data of various forms of public-private partnership in the education system, the method of comparative analysis of corporate reports of additional professional education. Findings & Value added: The forms of public-private partnership should be used differentially in accordance with the effectiveness of projects.The processes of globalization require expanding the forms of professional adult education based on interaction with labor market actors, legislative authorities, representatives of regional business, and public organizations, which will not only provide funding for adult education, but also meet the requirements of the innovative economy.

The importance of lifelong learning is recognized by the governments of many countries, especially when a nation is aging. The conditions created by the state for their social, creative and professional self-realization, as well as maintaining their active longevity, allow citizens of retirement and pre-retirement age to remain socially active, competitive in the labor market. This article reveals the relevance of training persons of pre-retirement age in programs of additional professional training in the field of hospitality. The experience of training students according to the international standards of Worldskills in the competence «Hotel Receptioning» is presented.
