For many years, Russia has benefited mainly from the sale of raw materials, but as a transition to a new level of development, ways to reduce the share of extractive industries in the economic structure were considered. With the emergence of new external factors that directly affect the demand and price formation of the country’s main export products on world markets, the need for structural reforms has become a priority for its economic system to overcome the crisis. The paper studies regional production of high-tech products, which in the future may become the basis for expanding the share of manufacturing enterprises in the volume of manufactured goods. The structure of high-tech industries located in the regions of the Central Federal district is considered, and the share of exports in the total volume of their production is highlighted. Based on Rosstat data for 2018, the types of production that are developed and require additional incentives from Executive authorities have been identified. Due to the fact that the main consumer of products with high added value is located in the domestic market, the development of a set of support measures is necessary for the growth of its export volumes. It should be based on a system of incentives for enterprises, together with the active participation of institutions involved in bringing domestic producers to foreign markets.

In the absence of the development of exports of high-tech industries, the implementation of strategic tasks for the accelerated growth of the economy set by the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation until 2024” of May 7, 2018 No. 240 is unlikely. According to most researchers, the main potentially possible commodity items in non-raw materials exports, which are in demand in the world markets, are the products of engineering, pharmaceutical industry, apparatus and devices used in medicine. Therefore, the right to participate in foreign economic activity is delegated, first of all, to large domestic companies. However, today Russia is a country with a large assortment of production of simple products, which requires building a systematic approach in the formation of both economic policy in general and export in particular in the direction of developing of non-resource industries that produce high-tech products. The analysis of the strategies for retaining the leading positions in narrow niche segments in the global market, analysis of the competitive and diversifying strategy of the German company Poly-clip System, which is the world’s leading producer of clipping systems and the world leader in the food packaging segment was performed.

Over the past few years, oil crops cultivation has become investment-attractive in our country. This is due to both the increase in demand for products of their processing in domestic and foreign markets and the sustainable development of the processing and food industry. This article reviews approaches to the formation of the technologies introduction system for growing oil crops in Central Siberia (rape, dodder, mustard), industrial production of oils, food additives and feed products from them using biotechnology techniques, with a view to creating a high-tech competitive export-oriented oil sector of the agro-industrial complex in Krasnoyarsk Krai, which creates added value and increases its investment attractiveness.

This article is aimed at considering current sources of financing for high-tech projects. In the article, statistical data confirm the orientation of developed and developing countries' economies towards the generation of high-tech products by the dynamics of added value in high-tech and medium-high-tech industries, respectively - support for high-tech manufacturing enterprises and industries as a whole. Lists of high and medium-high-tech adopted sectors in the Russian Federation, in the United States, and in European nations, and a list of critical technologies are given. Special attention is given to the essence of the high-tech projects, concept, through the implementation of a rise in the share of high-tech products. The article identifies the main characteristics that distinguish a high-tech project from an innovative one. The dynamics of value-added in high-tech and medium-high-tech sectors of the economies of developing and developed countries are studied in conjunction with R & D spending in high-tech sectors of these countries. On the example of the United States (the global leader in the high-tech industry), the structure of financing high-tech projects carried out by companies at the expense of internal financing, that is, own funds is investigated. Based on the Russian Federation, the volumes of attracted cash in the form of grants and the amount of borrowed cash in the form of a subsidy for the implementation of high-tech projects in dynamics for 2012-2018 are investigated.

The economy of the European North of the Russian Federation is predominantly based on the use of natural resources. The mining complex remains the leading one in its structure. Its specialization focused on the production of raw materials and the export of products with low added value increases the dependence of the socio-economic situation on the conditions in world commodity and raw materials markets. The economies of the regions under consideration have some common features: the economies are export-oriented. Consequently, the economy depends on world prices for relevant products, conditions in world markets, and a number of political factors. The work revealed a change in the amount of labor force in recent years, assessed structural changes in the economy that affect the dynamics of employment and the level of qualifications. The quality of life of the population in the regions of the European North of Russia is also assessed in this paper.

The key tasks of Ukrainian companies in foreign markets are determined in the article on the basis of analysis of the actual problems of foreign economic activity. The technologies of Ukrainian companies (especially small ones) entering foreign markets are quite costly and organizationally complex. Even a once successful strategy of foreign economic activity needs continuous improvement and adjustments in line with changes in the external business environment. Priority areas, innovations, and improvements that will contribute to improving the competitive position of Ukrainian companies in foreign markets include: professional (competence, knowledge, experience), logistics (the basis of supply in foreign trade contracts), insurance (exchange rate risks), financial (currency deregulation), institutional (attraction of external investments), customs (electronic declaration), and technological. The study proved that in a competitive environment, a commercially successful strategy of foreign economic activity of Ukrainian companies can be secured through intensification of technology transfer; increase in the volume of high-tech goods trade and exports of goods (services) with high added value; use of advantage of free trade agreements; increase in exports of organic farming products; strengthening the procedures for protecting intellectual property. These components are characterized by the significant potential for increasing the competitiveness of national companies in foreign markets. Taking into account resource opportunities of Ukrainian companies and external challenges (economic, geopolitical, technological, investment), the strategic task is gradual, but the irreversible shift of trade flows from the CIS countries to the European and Asian market. The analysis of the current state of soybean production in the Far East Federal District and its growth prospects aimed at increasing the export of this crop to the countries of the Asia and Pacific region (APR) are carried out. The studies proceed from the strategic task of soybean production state with subsequent export of both soybean raw materials and its processed products. The main goal of the “International Cooperation and Export” project is to achieve the agricultural products export (in value terms) is $ 45 billion by the end of 2024, which requires the creation of a new commodity mass (including with high added value), organization export-oriented commodity distribution infrastructure, the elimination of trade barriers (tariff and non-tariff) to ensure access for agricultural products to target markets, as well as systems for promoting and positioning agricultural products. One of the strategically important regions in this direction should be the Far East. For the international market Russian soybeans are of interest as an environmentally friendly product. In this direction China and other countries (APR) remain the most promising external market for domestic producers. So, in 2014-2018, 1.99 million tons of soybeans worth $ 601 million were exported from the regions of the Far East Federal District. The purpose of the work is to identify the problems that need to be solved for the implementation of state plans.

Introduction. The article assesses the importance of agricultural production within the framework of a world-system concept, which is becoming increasingly relevant in the light of the acceleration of globalization processes. The development of foreign economic relations and trade has a positive effect on the agricultural production efficiency, but in order to prevent the raw materials formation only, it is necessary to look for new priorities. The purpose of the article is substantiation of the agrarian production place in Ukraine within the framework of the world-system concept. Within the limits of the purpose achievement the following tasks are distinguished: to investigate peculiarities and essence of the world-system theory, the countries of the center (nucleus); evaluate the terms of trade in Ukrainian agri-food products; to determine priorities for the development of foreign trade in Ukrainian agri-food products. Results. The index of agricultural exports diversification of Ukraine during the analyzed period worsened - the share of grain in its structure in some years reached 40 %. This testifies to its exceptional raw material orientation. Unlike food or feed grains, such export products as seed products, tree saplings, breeding cattle of high-yielding breeds, dairy products, flour and other semi-finished products and finished foods have a higher level of added value and therefore better price positions in the foreign market. With an increase in the share of such commodities in the structure of agricultural food exports, terms of trade improve, and vice versa. The predominance of such goods in the country's export testifies to high-tech agro-food production, focus on closed production cycle. The dominance in the export structure of Ukrainian agricultural products of food and feed grain indicates the breaking of technological chains in the national agro-industrial complex, the degradation of varietal and breeding business, the decline of livestock industries and so on. Conclusions. Within the framework of the world-system concept, which is becoming increasingly relevant in the acceleration light of globalization processes, Ukraine is deliberately consolidating the status of the country of the peripheral zone. To avoid this prospect, you must: 1) to change the structure of agro-food products export - to reduce the share of grain, seeds of oilseeds (rapeseed) and to increase the share of products with relatively higher added value. These are seed products, high-quality breeding cattle, tree and shrub saplings, primary processing meat, meat and dairy products, prepared foods, alcoholic and non-alcoholic beverages and more. What, first of all, requires stabilization and transition to the cattle population growth, pigs, restoration of domestic breeding and breeding business, modern high-tech seed production, etc.; 2) to bring to the European standards the conditions of supply of dairy and meat raw materials; 3) to increase the capacities of the domestic market for agricultural and food products. These days, sustainability is a key issue for many private companies that address their sustainable corporate performance. The perspective is essential for their license to operate and forms the basis for business principles and practices. The lack of internationally accepted reporting standards on what, when and where to report makes it difficult to assess sustainability. The article examines different sustainable methods to forecast the development of food sector in Kazakhstan. The scenario approach is used as the most effective one that, in the authors’ opinion, allows taking into consideration a variety of tendencies in the sphere of production, distribution and consumption of food products. Kazakhstan has real opportunities to produce a wide range of food products in the volume, that ensure not only food security of the country, but also the possibility of expanding the export potential of Kazakhstan both at the expense of raw materials and the realization of food products on the world markets with high added value. Currently, however, the food potential of the country is being used inefficiently.
