This article describes trends in Russian agricultural development, results of import substitution in the economys agricultural sector, and food security. The authors analyzed consumption levels of the main agricultural products and food, depending on the populations level of income. The study associates the problem of import substitution with provision of domestic material and technical resources. The authors noted that the duration of the import substitution process for different agricultural products depends on the effectiveness of agricultures organizational and economic mechanisms. Growth opportunities are limited in the economys agricultural sector due to replacement of imports market share. Developing import substitution will create conditions for increasing exports of agricultural products and food and for transitioning from import dependence to development of export potential.

The goal is to consider the issues of ensuring food security of the Republic of Kazakhstan and ways of solution. Food policy is the basis of national security and an important direction for the development of agricultural sector of the economy, the essence of which is to increase the level of economic growth, which makes it possible to maximally satisfy the urgent needs of the population and have sufficient public reserves, active payments and trade balances. Objectives – to show the need to increase the competitive advantages of food products on domestic market, as well as to create a domestic brand of goods. Results – The profound impact of COVID-2019 on food systems has been analyzed, which for a variety of reasons has threatened people's access to food worldwide. It was revealed that in the conditions of the Eurasian Economic Union, the development of interstate integration, implementation of a single food issue and measures to ensure food security, important aspect is maintaining the balance of interests of the common market for agricultural products and protecting the sovereignty of the EAEU member States. The article analyzes production of the main types of agricultural products in Kazakhstan (1990-2020), the level of self-sufficiency in the country in meat, milk, eggs, potatoes, vegetables and melons, etc. The dynamics of changes in livestock population, as well as the growth of production of meat in the republic and the world, food consumption per capita is presented. The authors provide data in terms of comparison of agricultural output in the EAEU countries. The volumes of export of Kazakhstani grain and flour are indicated. In the final part of the article, perspective directions of ensuring food stability in the Republic of Kazakhstan are considered. Conclusions – to ensure the country's food independence, it is necessary to pursue a policy of import substitution, use preferential micro-lending, and develop foreign trade activities from narrowly oriented exports to diversification of goods.

The purpose of the article is to develop instrumentarium for determination ofthe level of food security. In order to achieve the set goal, the authors use method ofmonitoring and economic & mathematical modeling of manufacture and consumption ofagricultural products. In the process of the research, the authors test this method by theexample of modern Russia and determine the existence of the problem of food security. Inorder to solve this problem, the authors develop recommendations for stabilization ofagricultural production, as a basis of country’s food security. The authors also conductanalysis of agricultural development of developed countries and determine primary tasks,solution of which will stipulate provision of the required level of food security. As a resultof the research, the authors come to the conclusion that the developed recommendationscan be directions of unified state approach to solving the problem of achievement of foodsecurity and formation of agrarian policy. At that, it should be noted that policy which isaimed at achievement of national-level goal cannot be formed without relevantinformational provision. Therefore, agriculture authorities must possess full, high-quality,and actualized information. Elements of state policy in the sphere of achievement of foodsecurity can stipulate achieving indicators which are determined by national doctrine andform optimal level of cooperation of national agriculture production and foreign partners.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

The purpose of the article is to study the economic mechanisms of agricultural production growth within one country and, in particular, Kazakhstan. The growth of agricultural products in Kazakhstan and the provision of the country with food products are complex and relevant issues, which include the problems of production, the situation in the national agricultural markets, solvency and competitiveness, the annual volume of agricultural products, the increase in annual revenue, ensuring the availability of food products to consumers, laws in the regulation of the agricultural industry, etc. The potential of agriculture is correlated with the level of food security of the country. State regulation of the agro-industrial complex is aimed at ensuring food security, stability of agricultural products entering the market, creating favorable conditions for entrepreneurs, increasing the competitiveness of domestic products, as well as improving the standard of living of the population of the regions by creating favorable conditions for the development of crop production, animal husbandry, fisheries, processing of agricultural products and the food industry, veterinary-sanitary and phytosanitary security, it is aimed at providing technical equipment and other auxiliary areas of activity, social and infrastructure development on regional territory. The authors of the article emphasize that agriculture will become an important part of the agro-industrial complex. Agriculture is an industry aimed at providing the population with food and is a raw material necessary for the economic sphere. It occupies an important place not only in the agro-industrial complex, but also in the national economy of the whole country. Agriculture is the most important part of the material production industry. Agriculture provides the country with food and industry with some raw materials.

The article proved that in the context of European integration, the intensification of competition between producers becomes a major factor of the consolidation and unification of various economic entities, because this is one of the main ways to increase competitiveness, which in turn leads to market concentration. The investigation of the market structure, its type, and hence the economic processes occurring in it, is directly related to determining the state of the competitive environment, its assessment and study of the possibilities of restricting or developing competition. The article reveals the basic principles of development of agricultural enterprises, highlights the problems and prospects of their development in a competitive environment. The importance of concentration indicators in the context of the relationship between monopoly power and the level of concentration of sellers in the market is substantiated. Methodological aspects of using the market concentration index and the Herfindahl-Hirschman index are analysed; their advantages, disadvantages and possibilities of use in the process of market structure research, its type, state of competitive environment and degree of monopolization are revealed. In the process of research the concentration of agricultural markets, it was found that there was a moderate level in almost all types of products in Ukraine, only the pork market is highly concentrated. Analysis of the competitiveness of agricultural products shows that a significant market share is occupied by crops such as sunflower and corn. Studies show that there are certain types of products that have a high level of profitability, including rapeseed and barley, but they occupy a small market share. It is established that to ensure competitive production of agricultural products requires state support of the industry through the provision of tax and credit benefits to enterprises that implement modern business methods. Further prospects for the development of the agricultural sector in Ukraine have been identified.

The role of the agricultural sector as a provider of food and non-food sources is directly related to the 2030 SDGs target of eradicating poverty and hunger. In Kubu Raya, one of the developing areas in the agricultural sector is Rasau Jaya District, with main crops being food crops and vegetables for food security. Agricultural land in Rasau Jaya District is dominated by peatlands with 14,371,392 hectares area. This study aims to determine the form of peatland use into potential land, the role of agriculture as a provider of food and non-food sources, and the form of its use. The method used is remote sensing method and survey method. The results showed that land use in the Rasau Jaya District included rice fields, gardens, fields, moor, yards, settlements, forests, shrubs, water bodies, and vacant land. Food crop agricultural products are used to meet food needs as well as non-food needs such as education and health. Most people use the harvest for personal consumption and for sale. There are still not many people in Rasau Jaya District who process agricultural products into a product. Farmers sell their crops in several ways, among others: directly sold to consumers, sold directly to the market by opening their own kiosks, deposited with middlemen and agents, and taken by investors who invest in farmers. The strategy of import substitution is aimed at increasing the competitiveness of enterprises by replacing imported goods with domestically produced goods. In modern conditions import substitution policies must be implemented at both the national and regional levels. Tatarstan produces 4.7% of the agricultural products and holds leading positions in the country for the production of the main types of crop and livestock production. 47.9% of the production industry products is provided by agricultural organizations, 46.5% - by private households, and the rest 5.6% - by peasant (farmer’s) economy. Agriculture of the Republic of Tatarstan has an export potential. During 2012-2014 the export of foodstuffs and agricultural raw materials increased by 11%, while imports during the same period decreased by 34.4%. The trade balance has decreased to 3.6% for 2010-2014, but mostly remains positive. The program “Development of agriculture and regulation of markets of agricultural products, raw materials and food in the Republic of Tatarstan for 2013-2020 at the regional level in the field of import substitution. The program will help to increase agricultural production and will provide food for the population of rational standards, defined by Doctrine of food security of the Russian Federation.

In the current political and economic situation in the Russian Federation, due to the need for rapid development of import substitution in the food sector, agriculture has become one of the priority sectors of the Russian economy. In the context of sanctions restrictions, food security as an essential component of the country’s national security depends entirely on the level of agricultural development. The problems and features of agricultural production development in regions with difficult natural and climatic conditions are relevant, since additional investments and the introduction of innovative technologies that reduce the impact of negative factors are required there. The article discusses the trends and prospects of ensuring food security of the Far Eastern Federal District. This direction includes the physical availability of food for the population of all subjects of the district, the necessary volumes and quality of food, its positive impact on the health of the population. Indicators of agricultural production in the district and its features in the regions are considered. The main problem of regions with unfavorable climatic conditions remains insufficient production of various types of products. The necessary directions for improving food security are systematic state support and strategic cooperation with neighboring regions at the inter-sectoral and inter-municipal levels.
