Development of the science of Information Law and legal provision of information security: formation of the scientific school of Information Law (past and future)

The authors of the article attempt to make a legal understanding of the processes characterizing the modern stage of the development of the science of Information Law in the context of digital transformation and formation at the Institute of State and Law of the Russian Academy of Sciences on the basis of the direction that emerged at the end of the last century from Administrative Law and headed by Illaria L. Bachilo. The contribution of I.L. Bachilo in substantiating this new scientific direction not only in the ISL of the RAS, but also in the entire post-Soviet space is difficult to overestimate. The continuity of I.L. Bachilo’s scientific activity is acutely felt at the traditional international conferences on the problems of Information Law held in memory of her, called “Bachilo’s readings”. These scientific events are not just of a memorial nature, but are an impulse to pose new problems and identify new areas of scientific research, attract both venerable and young scientists, and contribute to the development of the scientific school of Information Law. Currently, there is an increasing tendency not only to continue scientific research in the information sphere, but also to significantly expand the regulatory landscape in the field of allocating a separate institution in Information Law – Digital Law. New vectors and priorities of scientific research in the science of Information Law are becoming institutionalization processes associated with the active regulation of individual information, including digital technologies

The article analyzes Viktor Konstiantynovych Sydorenko’s life and scientific path. The authors have identified four stages of his life as a Doctor of Pedagogical Sciences, Full Professor, Corresponding Member of the Academy of Pedagogical Sciences of Ukraine: 1) the primary stage – 1951-1968; 2) the stage of scientific research – 1968-1977; 3) the stage of pedagogical formation – 1977-1997; 4) the stage of active scientific activity – 1997-2013. Every stage of his life is briefly described, the scientists’ scientific views, the results of his scientific research, opinions about the place of drawing in the curriculum are singled out and emphasized; the scientist’s concern about the removal of drawings from the curriculum and the lack of students’ basics of graphic literacy, which are necessary for further technical engineering and computer graphics. The scientist’s views on updating the content of labor training, the inconsistency of the subject title with the world’s needs are analyzed and concretized, and a modern teacher’s main qualities are determined. Moreover, in the course of the research, it has been revealed that among the main tasks that should be included in the content of future labor education (technology) teacher training in higher pedagogical educational institutions, there is students’ readiness to develop technical concepts, gain practical skills, technical and technological knowledge and creative attitude to work. The problems on which the scientist worked are outlined and systematized; V. Sydorenko’s scientific heritage is analyzed and further directions of research on this issue are determined, which are the following: the systematization of scientific works, analysis of achievements and issues of the scientific school of contradictions research, which cause the emergence of new requirements for teacher training and technologies.

Research is considered a function aimed at obtaining new knowledge and its application for the solution to problems or questions of a scientific nature, The universities framed in the fulfillment of their social function have a complex task given by training a competent professional who assumes research as part of their training and who learns to ask questions that they are able to solve through scientific research.  Scientific research is an indicator of the quality of processes in the university environment, so it must be increased by virtue of the results of the work carried out by research teachers and students the objective of this work is to know the perception of the teachers of the Faculty of Medical Sciences of the University of Guayaquil about the scientific activity. Objective: to know the perception of the teachers of the Faculty of Medical Sciences of the University of Guayaquil about the scientific activity. Methods: theoretical and empirical level were used, a questionnaire with closed questions aimed at knowing the opinions on the research activity in this institution was applied. Result: that of the sample analyzed 309 (39.3%) said they agreed with the training for the writing of scientific articles. 38.6% said they agree with the training on research projects. Conclusion: that teacher’s research should be enhanced to ensure the formation and development of research skills in students.

The article covers the theoretical statements of resource support of scientific activity of a library. System of information and resource support of scientific research in the National Scientific Agricultural Library of the NAAS (NSAL NAAS) was analyzed. The study justified its influence on the results and quality of scientific research in the context of further modernization of the information and resource base of agricultural science, as well as the importance of creating an effective system of resource support of scientific research. The resources for effective support of scientific research and informing specialists and scientists in the agricultural field were presented. It was determined that the achievement of the expected results can be provided under the condition of formation of the system (mechanism) for management of the institution resource support.

The study collection plantations peach in the subtropical zone Krasnodar Territory has been carried out since 2009 at the Federal Research Center Scientific Research Center of the Russian Academy of Sciences. The results of many years of research have identified the best peach varieties (Redhaven, Favorita Morettini, Larisa, Medin red, Veteran, Fayet), distinguished by resistance to stress factors and high palatability of the fruits.

The understanding is deepening that exactly Russia, with its economic, technological and raw materials potential, receptive market, developed transportation lines and manufacturing tides can provide an efficient integration of the CIS economic space into the world economy, without disarranging herewith technological, industrial and organizational structures of these countries' economies, and avoiding the risk of instability uprise.

The two-part series of articles reveals the purpose of the research as determining the place of the concept of strategizing of a Foreign Member of the Russian Academy of Sciences – Academician, Doctor of Economics, Professor V. L. Kvint in the system of economic research of strategies abroad, in the USSR and modern Russia on the basis of the description of the content and systematization of the basic concepts of strategizing and a review of foreign and domestic regional economic research, as well as the author’s identification of the key characteristics of this scientific school of strategy.The object of the research is the theory of strategies abroad, in the USSR and modern Russia. The subject of the research is the concept of V. L. Kvint’s strategizing in the system of economic research on strategy.The methodological tools include techniques and methods of system analysis, comparative analysis, logical analysis, principles of the dialectical-materialistic method of cognition and an integrated approach to the characterization of economic research, methods of generalization and concretization. The description of the study uses a historical approach and a temporary generalization based on the key milestones in the development of economic research on the theory of strategy and the methodology and practice of strategizing.As the results of present article, the main characteristics, systematization and content aspects of foreign and domestic economic research strategies are presented. The place of V. L. Kvint’s concept of strategizing in the system of economic research are determined. The article shows the practice of strategizing the research school.

Book Review: P.A. Vodop’yanov, V.S. Krysachenko. (2018). Strategiya bytiya chelovechestva: ot apokaliptiki k noosfernomu veku [The strategy of humanity’s existence: from the apocalyptic to the noospheric age]. Minsk: Belaruskaya nauka. p. 306. [in Russian]. I am pleased to hold in my hands the elegant edition of the new book by philosophers and political scientists who are known not only in their countries — Belarus and Ukraine. It was created with the efforts of academic publishing in the anniversary series dedicated to the 90th anniversary of the National Academy of Sciences of Belarus, a corresponding member of which is one of the authors. Each creator of this book is known for his fundamental work in the fields of philosophy of science, social ecology, study of global issues and geopolitics and known for his own scientific school. Both Pavel Vodop’yanov and Valentyn Krysachenko, by the way, are full members of the National Academy of Sciences of Ukraine. Earlier, the previous work of these two authors, « Velikiy den gneva: Ekologiya i eskhatologiya [The Great Day of Wrath: Ecology and Eschatology]» (1983) (Minsk: Universitet. p. 282.), was awarded by a joint prize of three presidents: the National Academy of Sciences of Ukraine, the National Academy of Sciences of Belarus and the Academy of Sciences of Moldova. Therefore, from the new monograph the reader expects no less interesting content, a clear logic presentation, significant generalizations. And these expectations are fully justified. The book consists of introductory considerations, five chapters and summaries. In its content, it is completely ontological. The fundamental generalizations of human thought are considered by the authors through the prism of whether our reality exists, who is responsible for its destiny, what person`s place and value are in the course of the development of the universe, and what are the further perspectives of the earthly existence of man. And all this is analyzed and traced with the involvement of concepts and empirical material from a wide variety of fields of knowledge, beginning from the Holy Scripture to the latest futuristic reflections. The ontology of the crisis state causes concern as for the validity of moral and ethical regulators of interpersonal relations, internal degradation and disharmonization of the modern civilization. Eternal human values- goodness, justice, honesty, mutual assistance, etc. — are increasingly conceding to violence, malice, hatred and other bifurcation agents. So, does humanity have a real chance of the settled future. Isn’t this just an illusory dream? Monograph by P.O. Vodop’yanov and V.S. Krysachenko is a notable phenomenon in the scientific world, it is a fundamental study that delineates the in-depth foundations of human existence and, at the same time, it is imbued with anxiety and feelings for our common future. One attracts the style and manner of the material presentation, the encyclopedic awareness and, at the same time, the constructive ability to justify its position. It will interest not only humanities and naturalists, but also politicians and public figures and just people who concern or worry about the world’s current human collisions.

L.A. Fadeeva is the author of numerous publications and key co-author of fundamental encyclopedias published by the Russian Academy of Sciences (Identity: The Individual, Society and Politics. An Encyclopedia, 2017) and the Russian Political Science Association (Trends and problems of the development of Russian political science in the global context: Tradition, reception and innovation, 2018), representing the leading scientific school for identity studies in Russia (see: Perm School of Political Science: Sources, Development, Content, 2019), who has served multiple times as guest editor for the thematic issues of the best Russian political science journals on this topic (Political science (RU), 2020, No. 4). In this introductory article, our guest editor L.A. Fadeeva presents the materials of the current issue of our journal, interpreting their cross-cutting themes as the politicization of the non-political through the prism of identity processes at the macro-regional, regional and national levels.
