The article investigates the possibilities of scientific activity on the basis of pedagogical universities in the educational process of physics. It is emphasized that the research activity of students will be the most effective in the case of its implementation within a comprehensive, purposeful and methodologically sound system. It is proved that only under such conditions it will fulfill its main functions and ensure that students master a range of different types of research activities, which will allow future professionals to enrich their work with elements of a scientific approach to solving practical problems. Emphasis is placed on the fact that solving the problem of organizing the research activities of students, first of all, requires a significant strengthening of the research and innovation component of the educational process. It is believed that the main role in solving this important task can be performed by scientific schools, and therefore innovative transformations in the activities of institutions of higher pedagogical education should begin with the revival of scientific schools, reviewing their status and real contribution to science. It is stated that due to objective and subjective reasons, scientific schools have now degraded to some extent. It is shown that scientists of scientific schools, which operate on the basis of pedagogical universities, must have not only significant abilities in conducting directly applied research, but also a full range of scientific and methodological skills, which is related to the specifics of work in higher pedagogical school. The role of the well-known in Ukraine and abroad scientific school of academician MI is noted. Jester in the study of thermal and relaxation phenomena in polymer composites. It is emphasized that the scientists who are part of the scientific school not only successfully solve the problems of modern thermophysics of polymers, but also provide constant acquaintance of students with the latest achievements in this scientific field. It is stated that scientific schools should become a factor in preserving the scientific heritage and national values of Ukrainian education and science. Key words: educational and scientific potential of pedagogical universities, integration of educational and scientific components of the educational system, scientific schools.

The authors of the article attempt to make a legal understanding of the processes characterizing the modern stage of the development of the science of Information Law in the context of digital transformation and formation at the Institute of State and Law of the Russian Academy of Sciences on the basis of the direction that emerged at the end of the last century from Administrative Law and headed by Illaria L. Bachilo. The contribution of I.L. Bachilo in substantiating this new scientific direction not only in the ISL of the RAS, but also in the entire post-Soviet space is difficult to overestimate. The continuity of I.L. Bachilo’s scientific activity is acutely felt at the traditional international conferences on the problems of Information Law held in memory of her, called “Bachilo’s readings”. These scientific events are not just of a memorial nature, but are an impulse to pose new problems and identify new areas of scientific research, attract both venerable and young scientists, and contribute to the development of the scientific school of Information Law. Currently, there is an increasing tendency not only to continue scientific research in the information sphere, but also to significantly expand the regulatory landscape in the field of allocating a separate institution in Information Law – Digital Law. New vectors and priorities of scientific research in the science of Information Law are becoming institutionalization processes associated with the active regulation of individual information, including digital technologies

This article examines and summarizes the views of the authors involved in the study of student participation in research activities. The concept of "motivation for research activity" is specified, the content of scientific research as a special type of intellectual activity of a person is characterized. Further, the authors on the basis of the method of interviewing collected, analyzed and summarized the material, which allowed to identify the motives that encourage students of higher educational institutions to participate in activities of a scientific and research nature. The main motives were defined: the remunerations received by the student as a result of participation in scientific research; the desire to realize the existing abilities for scientific activity; disclosure of other abilities or satisfaction of other needs for which research activity is a means to achieve goals. Also, the authors identified the lack of interest on the part of students to research activities, formulated and justified the reasons for the lack of motivation of students to this activity. According to the results of the study, recommendations were developed, the introduction of which in the educational process will increase the motivation of students to research activities carried out independently or under the guidance of experienced teachers and researchers of higher educational institutions.

The article deals with the question of the conceptual foundations of the organization and conduction of the scientific research. It is noted that the research of any sphere of human activity, including scientific, is subject to the general laws of the cognitive process and is implemented with the help of methodological regulations. During the analysis of the specifics of the formation of research work, it was established that scientific research has its own, unique and inherent features, stipulated by the specifics of the interaction of the subject and object under study, the features of the means and ways of achieving possible results, etc. It is indicated that the purpose of scientific research is to identify key categories and principles, as well as the formulation of theoretical and applied provisions that explain natural and social phenomena. The key methodological foundations of scientific activity has been defined. It is noted that during the formation of the conceptual foundations of the organization of scientific research and research work methods of divergence, convergence and transformation are being used. On the basis of analysis and critical analysis of scientific sources, which covers the methodology of scientific research and research planning, the stages of organization and conduction of scientific research has been highlighted and analyzed. It is summarized that the analysis of the methodology of scientific research indicates the requirement for further development of methodological aspects on the organization and conduction of scientific research. The accelerating of development pace of theory and practice requires not only further improvement of traditional research methods, but also the development of innovative forms of scientific activity, the application of which would increase the effectiveness of scientific research. That is why the study and development of research methodology is a prerequisite for the effectiveness of science and its operational implementation in the practice of scientific knowledge.

Objective methods for competence evaluating of scientists in the subject domain pertinent to the specific scientific product – research project, publication, etc. are proposed. These methods are based on the semantic matching of the description of scientific product and documents that confirm the competence of its authors or experts in the domain of this product. In addition, the use of knowledge acquired from the Web open environment – Wiki-resources, scientometric databases, organization official website, domain ontologies is proposed. Specialized ontology of scientific activity which allows to standardize the terminological base for describing the qualifications of researchers is developed.
