This research analyzes the policy of local government and people of Tanah Datar Regency in exploiting its potential, opportunity, human resources and challenges in increasing money waqf empowerment. The research method used was qualitative. The techniques used in collecting empirical data in the field were interviews and documentation. The findings of the research indicate that the guidelines for implementation of waqf and can be used as a foothold in the management and empowerment of money waqf. The potential of empowerment of money waqf in Tanah Datar Regency can be enhanced by strengthening the wakaf regulation in the regions, establishment of business partners, strengthening the quality of human resources with sharia insight, and adequate financial support. Policy can be done by cooperating with various parties, such as local government, syariah financial institutions (LKS), non-governmental organizations (NGOs), companies and others.

The independence of territorial self-governments in the process of implementing the tasks imposed on them does not mean that they have to implement them independently. Achieving the assumed goals of action often requires skillful cooperation with other entities, including non- governmental organizations. Local government is the closest partner of non-governmental organizations, not only through action in the local community, but above all through a community of purpose, which is to meet the needs of residents. NGOs represent the local community. The basis for the functioning of the state is social dialogue. The guarantee of successful cooperation between partners is cooperation based, on the one hand, on the awareness of local governments of jointly diagnosing and solving local problems, and on the other ‒ on the awareness of non-governmental organizations to jointly implement their goals. It should be emphasized that territorial self-government ‒ fulfilling statutory tasks and non- governmental organizations (voluntary associations of people devoting their time and energy to achieve social goals) are two different types of entities. Dialogue and cooperation between them should aim to integrate and mobilize entities to improve the quality of life in small homelands. The main goal of the article is therefore to draw attention to the importance of cooperation between territorial self-governments and non-governmental organizations in order to achieve positive results. It emphasizes the principles on which such cooperation should be based. The areas of this cooperation were indicated, giving examples of practices. The work mainly uses the desk research method in the form of literature analysis, reports and exploitation of online resources, as well as case analysis.

This study aimed to examine the effect of the use of information technology, human resources and competencies on the quality of local government financial statements by the  accrual based government accounting standards  as interverning variable on the Government of Barru. Accrual accounting standards as defined in Regulation 71 of 2010 (PP No.71 Tahun 2010) concerning the Government Accounting Standards, and more technically set in Regulation 64 of 2013 (Permendagri No.64 Tahun 2013) concerning the Government Accounting Standards Implementation of Accrual Based On Local Government. The method used is descriptive survey. Samples were employees in the accounting / financial administration of the region on regional work units (SKPD) and Regional Financial Management Officer (PPKD) within the scope of local government Barru district. Methods of data collection is done by distributing questionnaires. Data were analyzed using path analysis. The results showed that the utilization of information technology have significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards, while the competence of human resources has no significant effect on the quality of financial statements Barru district government through the implementation of accrual based government accounting standards.Keywords: Information Technology, Human Resources and   Competencies, Accrual Based Government Accounting Standards, Quality of Local Government Financial Statements.

Tax is a source of revenue to finance all State expenditures including expenditures for development and expenditure in improving the welfare and quality of Human Resources (HR). The tax contribution in funding State expenditures continues to increase and requires support in the form of raising public awareness to meet its tax obligations. This research was conducted in Manado City, where this study aims to examine the return of overpayment. The research method used is descriptive analysis research. Result of research indicate that KPP Pratama manado give good service for taxpayer individual who apply for restitution of amount of tax debt paid by public also must know that even if money have entered to treasury state if proved there is more pay then State treasury also willing to reverse or compensate for other types of taxes. The refund of the tax payment is a refund of tax overpayment that has been assumed is really a tax that is more paid.Keyword : Refund of overpayments, restitution, and compensation of individual taxpayers

E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.

The desire of Federal Government of Nigeria and the world over is the building of a better world in the 21st century, where the economy of the nations would be seen to have developed by quality of high level manpower produced by higher institutions of learning. Therefore, educators of tertiary institutions must prepare for entrepreneurial training that will richly transform the economy. In discussing the challenges of Automobile Technology in entrepreneurship development, the paper examines the concept of entrepreneurship development, the roles of government and non-governmental organizations, challenges of Automobile Technology in entrepreneurship development such as lack of practical based curriculum and inadequate funding. The paper also offers suggestion that curriculum should be frequently reviewed and adequate funding be provided.

The non-governmental organizations (NGOs) require human resources to carry out their activities. This includes both the professionals who are paid and the volunteers. The capture of this resource acquires as much importance as the implementation of the social goals that these organizations promote. It can be said then that just as the commercial or cultural sectors are approached from the field of communication and design, it is valid to make an academic approach to this social problem. Fundraising was born as a strategy applied in NGOs with the purpose of generating resources for them to be able to sustain themselves through time.

The study aims to determine Development Strategy the potency of the Tunda Island as a tourist attraction in the Serang Regency, Banten Province. How the development of appropriate strategy to overcome obstacles in the development of Tunda Island Coast region as a Marine Tourism attraction in Serang Regency, Banten Province. This study was conducted to determine the Tunda Island as a marine tourism destination Serang Regency were reviewed by using SWOT analysis. This study uses quialitative research methods with data collection techniques such as interviews, observation, and documentation studies. The results of the research carried out that Pulau Tunda as a marine tourism attraction in Serang Regency has the power in the form of underwater natural potential that is different from other islands in Serang Regency, besides Tunda Island has a considerable opportunity for increasing tourism needs and locations that tend to strategic. However, Pulau Tunda has weaknesses in the quality of human resources as well as low tourism support facilities and garbage that has not been managed properly. Meanwhile the threat faced by Tunda Island is currently the operation of sand miners and the lack of attention from the local government.   Keywords: Development Strategy, Tunda Island, Marine Tourism

AbstractQuality of life (QOL) of people with intellectual disability is increasingly becoming the target for intervention and a measure of success of different support programs. Knowing the predictors of QOL might make the support programs more effective. In the present study, QOL of 152 persons with intellectual disability was assessed through the personal outcomes scale (POS)-self report. Total score on the POS was used as a dependent variable and age, sex, level of intellectual disability, employment status and marriage status were assessed as the potential predictors of QOL. The statistically significant predictors of QOL were level of intellectual disability and employment status. These predictors explained 19% of variance in POS scores. The results of this study indicate that the strategies aimed at increasing the QOL of people with disability must focus on finding and expanding the employment opportunities for people with intellectual disability. The role of non-governmental organizations (NGOs) can be very significant in this regard. The article concludes with a discussion of how predictors of QOL outcomes reported by other investigators could be incorporated into the policies and practices of NGOs to enhance person-referenced QOL outcomes.

Aims: An essential path to economic growth and expansion is commercialization of smallholder agriculture for the greatest number of emerging countries that depend on agriculture. Hence, the need to examine agricultural commercialization and food security nexus among maize farmers in Akure South Local Government Area of Ondo State, Nigeria. This is due to the fact that maize is the most important staple food in Nigeria. Place and Duration of Study: The study was conducted in Ondo State, Nigeria between March and July 2019. Methodology: The sampling procedure used in the selection of a sample of 120 respondents was a two-stage random sampling procedure. Data for this study were drawn from the sampled respondents with the help of a structured questionnaire and interview schedule. The collected data were analyzed using descriptive statistics and probit regression model. Results: The results show that majority (35.8% and 65%) of the respondents were between 31 and 40 years of age and males, respectively. Also, majority (52.5%) of the respondents had between 81 and 100% level of commercialization, while 54.2% of the respondents were food insecure. Furthermore, household size, year of schooling, level of commercialization, farming experience, non-farm activities, and market information had significant influence on food security status of the respondents in the study area. Conclusion: In conclusion, agricultural commercialization is capable of swelling the likelihood of being food secure. Therefore, policies and necessary supports that can enhance agricultural commercialization among maize farmers should be put in place by individuals, government and non-governmental organizations in order to alleviate the menace of food insecurity.
