The article explains the necessity to implement new methodological approaches to the establishment of regulatory support of the construction industry based on the parametric normalization method and defines the first priority steps towards regulatory framework reformation. A comfort environment is the main goal of architectural activities. However, in the majority of cases, this goal is implemented by overcoming various artificially created obstacles. One of the obstacles includes the current regulatory support that does not allow project designers to develop new interesting architectural and engineering solutions due to its content and excessive specification, as well as slows down the adoption of advanced technologies appearing in global designing and construction practice and entering the Ukrainian market. There is the way out. It is referred to the implementation of the parametric method for defining regulatory requirements, which will help project designers solve construction object creation issues unlike the current prescriptive (or administrative) method. The introduction of the parametric method means not only changes in approaches to the definition of regulatory requirements, but also fundamental changes in the whole structure of regulatory support.

Настоящая статья является пятой из цикла статей, посвященных корректировке кодекса ИМО по остойчивости в части ограничений продольной качки. В ней рассмотрены подходы к ограничениям по погоде из условий, возникающих при продольной качке для судов различных типов и предложены критерии оценки этих явлений на нерегулярном волнении разной интенсивности. На основании выполненных систематических расчетов продольной качки на нерегулярном волнении получены зависимости вертикальных ускорений по длине судна от скорости и интенсивности волнения для транспортных судов. Полученные формулы позволяют оценить указанный показатель мореходности. При этом ставится цель расширения нормативной базы для обоснованного назначения эксплуатационных ограничений по погоде и району плавания судов при совершенствовании Правил Российского Морского Регистра Судоходства на основе общего подхода к нормированию мореходности, со­гласующегося с методикой разработки новой Международной конвенции о грузовой марке 2000. Предлагаемый подход к определению дополнительных критериев мореходности для оценки эксплуатационных ограничений судов по погоде из условий мореходности может быть использован на практике для совершенст­вования нормативных требований Регистра. This article is the fifth in a series of articles devoted to the adjustment of the IMO stability code in terms of pitching limitations. It considers approaches to weather restrictions based on the conditions arising during pitching for ships of various types and proposes criteria for assessing these phenomena on irregular waves of different intensities. On the basis of the performed systematic calculations of pitching on irregular waves, the dependences of vertical accelerations along the length of the vessel on the speed and intensity of waves for transport vessels were obtained. The formulas obtained make it possible to estimate the specified indicator of seaworthiness. At the same time, the goal is to expand the regulatory framework for the justified assignment of operational restrictions on the weather and the area of navigation of ships while improving the Rules of the Russian Maritime Register of Shipping on the basis of a general approach to the regulation of seaworthiness, consistent with the methodology for the development of a new International Convention on Load Mark 2000 . The proposed approach to the definition of additional seaworthiness criteria for assessing the operational limitations of ships by weather based on seaworthiness conditions can be used in practice to improve the regulatory requirements of the Register.

Currently, the Russian Federation invests heavily in the production of products under the state defense order (hereinafter — SDO). The head executors and executors of the state budget are obliged to ensure separate accounting of the results of financial and economic activities for each state contract. The article is devoted to the development of methodological support for separate accounting of performance at enterprises which are the executors of the state budget. The research methodology is an analysis of existing methodological approaches to separate accounting of financial results of the SDO and the construction of the author’s own methodology on their basis. The article offers recommendations on the organization and methodology of separate accounting of the results of financial and economic activity by the organizations-executors of the SDO. The author’s definition of the term “separate accounting of the results of financial and economic activities in SDO” is given. The form of the register of accounting for grouping of the actual costs for execution of the SDO is developed. The developed recommendations for management job order costing accounting, clearance accounting, classification of costs by types, and the formation of registers of analytical accounting will allow the organizations-executors of the SDO to keep separate records in accordance with the regulatory requirements and to obtain information on the financial results of each contract at any given time.

Among the various methodological approaches to gossip, ethnography stands out as the most naturalistic and contextual. From an ethnographic perspective, gossip must be defined from the ground up, an approach that is attentive to local conceptualizations and to cross-social variability, but also one that opens a Pandora’s box of caveats regarding the possibility of arriving at a cross-cultural definition of gossip. Early debates among anthropologists pitched an understanding of gossip as a solidarity-enhancing mechanism against an approach that saw gossip as a tool for individual advancement. Other approaches have focused on its aesthetic aspects, its uses in negotiating between overlapping moral systems, and its role in variously exacerbating structures of political oppression or resisting them. The relationship between gossip and reputation, the way in which gossip articulates with larger systems of information flows, and the link between gossip and emotions remain underexplored areas in ethnographic approaches to gossip.

In this article approaches to search for reserves of decrease in cost of agricultural production are considered. The methods of cost calculation of dairy cattle breeding products used at the studied enter-prise are analysed, short characteristic of the standard method offered by the Ministry of Agriculture is given, and calculations of alternative options are also carried out. Today creation of accounting of a production unit is very important so that not only weight units must be considered in it, but also the quali-tative structure of products must be reflected. Definition of qualitative characteristics and technological properties by production of milk which depend on use purposes can be an example. The raw materials consumption on a unit of production and its quality and also firmness of storage depends on technologi-cal properties of milk. At calculation of prime cost taking into account qualitative characteristics for cal-culation milk in terms of basic fat content undertakes. The method of calculation of prime cost consider-ing qualitative characteristics is the most expedient as prime cost of 1 c of milk unlike the operating tech-nique is lower. In the article analytical methods of reserves calculation for decrease in prime cost taking into account various factors are proved. The revealed reserves will allow an enterprise to expand its in-vestment opportunities in the future, they will give an additional incentive of modernization of the worn-out machinery and equipment in branches of agriculture.

The article provides a rationale for methodological approaches to assessing the effectiveness of outsourcing in organizations of the construction industry using the example of outsourcing schemes to perform personnel functions. The conditional example shows the impact of the use of outsourcing on reducing the costs of a construction organization. The main prerequisites for the use of outsourcing in the activities of enterprises in the construction industry are identified, methodological approaches to assessing the cost-effectiveness of personnel outsourcing in the construction industry enterprises are substantiated.

Abstract In his recent book on Property, Power and Politics, Jean-Philippe Robé makes a strong case for the need to understand the legal foundations of modern capitalism. He also insists that it is important to distinguish between firms and corporations. We agree. But Robé criticizes our definition of firms in terms of legally recognized capacities on the grounds that it does not take the distinction seriously enough. He argues that firms are not legally recognized as such, as the law only knows corporations. This argument, which is capable of different interpretations, leads to the bizarre result that corporations are not firms. Using etymological and other evidence, we show that firms are treated as legally constituted business entities in both common parlance and legal discourse. The way the law defines firms and corporations, while the product of a discourse which is in many ways distinct from everyday language, has such profound implications for the way firms operate in practice that no institutional theory of the firm worthy of the name can afford to ignore it.

Many scholars argue that Hobbes’s political ideas do not significantly develop between The Elements of Law (1640) and Leviathan (1651). This article seeks to challenge that assumption by studying the way in which Hobbes’s deployment of the vocabulary of ‘interest’ develops over the course of the 1640s. The article begins by showing that the vocabulary is newly important in Leviathan, before attempting a ‘Hobbesian definition’ of what is meant by the term. We end by looking at the impact that the vocabulary has on two key areas of Hobbes’s philosophy: his theory of counsel and his arguments in favour of monarchy as the best form of government. In both areas, Hobbes’s conception of ‘interests’ is shown to be of crucial importance in lending a new understanding of the political issue under consideration.

Intellectual historians often invoke “romanticism” to account for the origins and conceptual shape of nationalism. In an Irish context, however, this approach has yielded false genealogies of influence and an impaired political understanding. Cast through a “romantic” prism, nationalism is divorced from its conditions of intelligibility, becoming unhelpfully isolated from questions about sovereignty, democratic legitimacy and the nature of modern citizenship. Thus all too often the irrationality that is made part of the definition of “romantic nationalism” is a function of the way that it is interpreted.

Historically, theoretical and popular conceptions about power have not included or addressed women's experiences. This study adds to the growing body of knowledge about women by examining women's perceptions of and relationship to power. One hundred twenty-five women, ranging in age from 21 to 63, were asked to define and explore power through a variety of structured and open-ended questions. The results showed that women's definition of power differed significantly from their perception of society's definition of power, as well as from the way power has traditionally been conceptualized. More theoretical and empirical attention should be given to understanding the role of personal authority in both women's and men's experience of power.
