The article proposes an approach to expert assessment of the capabilities of civil defense forces in multicriteria tasks. To implement the approach, taking into account the specifics of the subject area, the possibility of a method of supporting expert decisions, which combines the use of ontologies, voting procedures of experts, and relevant calculation procedures. The general scheme of the environment for making expert decisions on assessing the capabilities of civil defense forces on the example of emergency rescue formation is given. It is shown that the main normative sources for decision-making on capacity assessment are the catalog of basic components of capabilities and the list of criteria for their assessment. The choice is made from three alternatives – ready for action as intended, limited ready, or not ready. The problem of capacity assessment was set, a variant of the scale of quantitative characteristics of capabilities, and the level of expert assessment was proposed. The correct choice of the voting procedure of experts is substantiated, which contributes to finding an agreed solution. It is determined that to ensure high-quality elaboration of the task hierarchy, control, and increase the objectivity of the formation of characteristic vectors, the subject area must be presented in the form of an ontological information model. Attributive descriptions (properties) of the criteria are presented in the ontological database in the form of frames, the slots of which contain the corresponding numerical or linguistic data. Appropriate computer web tools have been proposed to support remote access capability assessment technology.

This paper reports on a case study that evaluates the validity of assessing students via a computerized peer-marking process, rather than on their production of an essay in a particular subject area. The study assesses the higher-order skills shown by a student in marking and providing consistent feedback on an essay. In order to evaluate the suitability of this method of assessment in judging a student’s ability, their results in performing this peer-marking process are correlated against their results in a number of computerized multiple-choice exercises and also the production of an essay in a cognate area of the subject being undertaken. The results overall show a correlation of the expected results in all three areas of assessment being undertaken, rated by the final grades of the students undertaking the assessment. The results produced by quantifying the quality of the marking and commenting of the students is found to map well to the overall expectations of the results produced for the cohort of students. It is also shown that the higher performing students achieve a greater improvement in their overall marks by performing the marking process than those students of a lower quality. This appears to support previous claims that awarding a ‘mark for marking’ rewards the demonstration of higher order skills of assessment. Finally, note is made of the impact that such an assessment method can have upon eradicating the possibility of plagiarism.DOI: 10.1080/0968776042000259573

This article is devoted to the issues of assessing the effectiveness of information systems for enterprises engaged in retail trade in consumer goods. This article describes the tasks that the retail FMCG trade, as well as the functions of the retail trade, solve. The features of the subject area were considered, which will form the basis for the formation of scales for assessing the effectiveness of information systems. The priorities, tasks, and features of the business model of enterprises engaged in retail trade in consumer goods, depending on the market segment they occupy. Various types of corporate information systems that can be used in retail trade are considered. The analysis of the subject area made it possible not only to determine important metrics for assessing the effectiveness of information systems but also to determine the priority of the requirements for the availability of certain functionality in the information system from each business segment, large, medium and small. Also, the existing standards in the subject areas of software development and enterprise organization were considered. This article proposes a methodology for evaluating information systems for enterprises engaged in consumer goods retail trade that belong to different market segments. The proposed methodology is based on the approach of multi-criteria expert assessment. An example of linguistic variables for one of the questions of the questionnaire for experts is given. The order of operation of the expert system is also presented in the form of an activity diagram. The developed expert information system can be monetized by providing referral links to the products of companies supplying information systems for retail. In the future, it is planned to add the ability for qualified experts to select combination of metrics for assessment, as well as change the assessment scale to increase accuracy. Within the framework of this work, the tasks of studying the subject area of exchange rate management software, comparative analysis of several software solutions were solved. To implement the server part of the PM KB, the Python programming language was chosen. The Django framework formed the basis of the server part of the PM UKB. To implement the client, tools such as the Jinja template engine for collecting HTML pages, the Bootstrap framework for working with a grid and styles were used, and the JS language was used to create interactivity. The paper also presents a general scheme of the algorithm in a graphical form. Further in the article, the program blocks of authentication, data unloading, switching on and off the exchange, collecting modified data, adding the control data block to the point exchange rate management page, updating data in the database, updating data of specific rates are considered.

The article presents the formation and substantiation of a mathematical model obtained by means of analyzing and processing of external and internal organization and technology factors. The mathematical model in the form of a second-order regression equation allows estimating the influence of these factors on the development of construction professions in the region where the study was carried out using the expert assessment method. The authors provide an example confirming the correct choice of groups of factors showing that some of them change, while others remain stable.

Corruption is an extensive phenomenon that is difficult to formalize. Application of the expert assessment method to analyze the effectiveness of the fight against corruption can contribute substantially to the assessment of the anti-corruption movement and the development of the national anti-corruption policy. The purpose of this article is to analyze the gaps in the existing expert assessments and validate an advanced formalized model of corruption assessment with respect to conditions in Russia. Its novelty lies in the methodology of analyzing preferred means of corruption control, proposed by the author, and the formalization of experts’ assessments regarding the subject. The obtained results can be used in the development of systemic anti-corruption policies, given that those anti-corruption tools that receive the highest marks, are of top priority to be implemented first.

Subject. This article explores the economic relations of economic entities concerning effective investment activities, combining elements of investment control and assessment of related risk. Objectives. The article aims to analyze and logically substantiate the stages and types of investment activities of enterprises and investment projects in-progress, as well as define a methodological approach to assessing project risks. Methods. For the study, we used a structural and logical analysis, and deductive reasoning. The methodological base of the study is based on the principles of the theory of finance, investment and risk management. Results. The article defines stages of assessing the financial condition of enterprises and proposes a methodological approach to assessing certain risks of an investment project based on the risk ranking by degree of probability and significance of an event through applying the expert assessment method. The article also presents a practice-oriented risk map for investment projects and clarifies the concept of Investment Control. Conclusions. The results of the study can help address the significant for the Russian economy issue of stimulating and developing investment activities at enterprises, as well as implementing and evaluating the effectiveness of investment projects at the micro-and macro-levels of the country's economy.

Subject. This article deals with the issues related to the formation and implementation of the innovation capacity of the Russian Federation subjects. Objectives. The article aims to develop the organizational and methodological foundations for the formation of a model of the regional innovation subsystem. Methods. For the study, I used the methods of analysis and synthesis, economics and statistics analysis, and the expert assessment method. Results. The article presents a developed basis of the regional innovation subsystem matrix model. It helps determine the relationship between the subjects and the parameters of the regional innovation subsystem. To evaluate the indicators characterizing the selected parameters, the Volga Federal District regions are considered as a case study. The article defines the process of reconciliation of interests between the subjects of regional innovation. Conclusions. The results obtained can be used by regional executive bodies when developing regional strategies for the socio-economic advancement of the Russian Federation subjects.

The article analyzes the philosophical and cultural view of “doctor’s professional culture” as a result of centuries-old practice of human relations, which is characterized by constancy and passed from generation to generation. Medicine is a complex system in which an important role is played by: philosophical outlook of a doctor, philosophical culture, ecological culture, moral culture, aesthetic culture, artistic culture. We have found that within the system “doctor-patient” the degree of cultural proximity becomes a factor that influences the health or life of a patient. Thus, the following factors are important here: 1) communication that suppresses a sick person; 2) the balance of cultural and intellectual levels; 3) the cultural environment of a patient which has much more powerful impact on a patient than the medical one.At the present stage, the interdependence of professional and humanitarian training of future specialists is predominant, as a highly skilled specialist can not but become a subject of philosophizing. We outlined the sphere where the doctors present a genre variety of philosophizing (philosophical novels, apologies, dialogues, diaries, aphorisms, confessions, essays, etc.). This tradition represents the original variations in the formation of future doctor’s communicative competences, which are formed in the process of medical students’ professional training.A survey conducted among medical students made it possible to establish their professional values, which are indicators of the formation of philosophical and culturological competence. It was found out that 92% of respondents believed that a doctor should demonstrate a high level of health culture (avoid drinking and smoking habits, etc.)99% of respondents favoured a high level of personal qualities of a doctor which would allow methods and forms of medical practice to assert higher human ideals of truth, goodness and beauty that are the subject area of cultural studies and philosophy.

Introduction. The article is devoted to the problems of the essence and content of judicial ethics in the new conditions of the technical revolution and with other social needs for legal regulation. Theoretical Basis. Methods. The work used a systematic, activity-personal approach to the study of moral and ethical standards of the conduct of judges. This made it possible to reveal a new and broader view on judicial ethics, which is not simply a set of moral restrictions and obligations imposed on a judge. Results. The work has identified and analysed the signs of judicial ethics at the current stage of development. It is argued that ethical regulation is precautionary in relation to the legal regulation of the independence of judges, for they complement ethical rules and reinforce legal norms. The ethical conduct of judges is an instrument guaranteeing judicial independence in all of its manifestations, including in organisational and judicial relations. The new realities of our time recognise the expansion of boundaries and the subject area itself of ethical regulation. A broader view on judicial ethics, which differs from the traditional one, is hereby justified. The latter is defined in two ways – namely both as a system of professional values, as well as a means of judicial administration based on the principle of self-regulation. By its very nature, judicial ethics is the result (and the way) of judicial self-governance, developed on the basis of the experience of functioning bodies of the judicial community. Discussion and Conclusion. Conclusions are drawn on both the instrumental and the managerial impact of the categories of ethics. The subject of judicial ethics has been defined, which constitutes the rules of conduct of judges in the performance of their professional duties and beyond – namely the set of general principles of work of a judge, as well as the personal qualities of a judge personifying the judicial power. Proposals on the optimisation of the mechanism of ethical influence, differentiation of ethical and disciplinary norms have also been substantiated.

Achievement test is of very important assessment tool to evaluate the student’s current level of knowledge and skill acquired from classroom instruction. This test is designed to evaluate the student’s level of achievement in a particular subject for a particular class prescribed under the board or the university. In other words, to assess how much the pupils have achieved the educational objectives in teaching learning process at the end of the course and if achieved then to what extent, it has been achieved. Achievement tests are proved to be very helpful in various ways to the people who are involved in the field of education such as the teachers, the administrators, the planners, to the parents as well as for the students. The teacher very carefully develops and conduct achievement test in the class which enable the teacher to get an overall idea of the progress or the level of achievement of his students in the subject area. The teacher can determine the pupil’s strength and weakness in the subject area. So, based on this the teacher can take necessary remedial instructional strategies for the betterment of the pupil’s progress. In the same time, it also provides feedback for the teaching efficiency of the teacher.As with the time changes there have been many educational reforms taken place and in between syllabus had also been changed under different Boards of Studies. In order to maintain uniform standard of education the Government has formulated a policy to implement NCERT syllabus common to all School Boards throughout the country and accordingly the State Board of Secondary Education, Assam (SEBA) follow NCERT syllabus and to evaluate students’ achievement in terms of the policy formulated by the Board. Till now, no any standardized achievement test has been conducted for the secondary school students of Assam. Therefore, the investigators felt to construct and standardize an achievement test in the subject General Science which will definitely help in educational research.
