One of the urgent problems of health care institutions Health and Medical Service of the Armed Forces of Ukraine is to find ways to streamline the logistics of medical institutions in accordance with their needs. Implementation of the principles of rational use of material resources in the scientific, organizational, medical and medical-technological levels increases the cost-effectiveness of medical supplies. An analysis of the functional characteristics of the formulary system found that it actually uses the traditional approach rationing drugs. The aim of the research is to develop methods of rationing drugs for medical software affected servicemen with thoracoabdominal injury. Objects of study: accounting and reporting documents of military medical clinical centers in the region for five years. Subject of research: methodological approaches, regulations and organizational and economic foundations of the system of medical provision affected servicemen with thoracoabdominal injury. Methods: statistical and normative. The study established a valuation technique medicines to provide specialized medical care for victims with thoracoabdominal trauma servicemen at military medical clinical centers of the Ministry of Defense of Ukraine, as well as the rationale for the rules implemented drugs per injured serviceman with thoracoabdominal trauma, ten beds and per specialist doctor profile office.

At the current stage of the reformation of the Armed Forces of Ukraine in the context of the operation of the United Nations (Anti-Terrorist Operation (ATO)), there was a need to increase the effectiveness of the use of troops without increasing the cost of the resource. In the context of increasing capabilities of the armies of the leading countries in the world to investigate and defeat the forces of the opposite side, the problem of maintaining and restoring combat capability in the course of hostilities is very acute. One of the important components that determines combat capability is the maneuverability of the control points (PU). In the course of the defense, the problem of increasing the survivability of the PU system is important because the forces of the opposite side, with the onset of aggression, will try, first of all, to dismantle the PU using modern means of defeat and the massive use of high-precision weapons (WTZ), as well as aircraft and artillery strikes, electronic information and information fight, the use of sabotage and reconnaissance groups and tactical airborne troops to disrupt the control of defending troops. Important importance of the ability to timely carry out maneuver (organized movement) of PU and its elements into a new area in the preparation and in the course of military operations. The traditional approach to ensuring the survivability of PU does not allow to ensure the proper stability of their functioning. There is an objective necessity in the development of such a mathematical model of maneuverability, which in its characteristics would meet the dynamically increasing requirements of the control system of troops in the difficult conditions of projected operations. To ensure the quality management of military units, various measures to ensure the survivability of PU are considered. The article outlines approaches to the definition of indicators of estimation of maneuverability of PU and methods of their calculation. The research is carried out in modern conditions of combat operations, taking into account the movement of the line of the combat collision of the parties and the disclosure of the PU to the enemy's intelligence.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

One of the main problems in Computational Biology is to find the evolutionary distance among species. In most approaches, such distance only involves rearrangements, which are mutations that alter large pieces of the species’ genome. When we represent genomes as permutations, the problem of transforming one genome into another is equivalent to the problem of Sorting Permutations by Rearrangement Operations. The traditional approach is to consider that any rearrangement has the same probability to happen, and so, the goal is to find a minimum sequence of operations which sorts the permutation. However, studies have shown that some rearrangements are more likely to happen than others, and so a weighted approach is more realistic. In a weighted approach, the goal is to find a sequence which sorts the permutations, such that the cost of that sequence is minimum. This work introduces a new type of cost function, which is related to the amount of fragmentation caused by a rearrangement. We present some results about the lower and upper bounds for the fragmentation-weighted problems and the relation between the unweighted and the fragmentation-weighted approach. Our main results are 2-approximation algorithms for five versions of this problem involving reversals and transpositions. We also give bounds for the diameters concerning these problems and provide an improved approximation factor for simple permutations considering transpositions.

The article analyzes the moral condition and conditions of staying of interned Ukrainian soldiers in the camp of Stshalkovo (Poland) in the second half of 1921 – early 1922. Based on the use of a wide range of archival sources, the author concludes that the camp everyday life of the wartime period was marked by significant difficulties due to its extraordinary crowding and presence in the camp of interned and captured soldiers of other formations (Balahovtsy and Red Army soldiers). The lack of any material resources, the lack of adequate and high-quality food, the lack of fuel for heating booths, anti-Ukrainian agitation, led to the fact that a part of Ukrainian soldiers lost national moral values. In order to prevent the demoralization of Ukrainian warfare, the command of the group tried to intensify cultural and educational work in the camp, but due to lack of premises and lack of resources, it slowly collapsed. Some of the interned ones did not withstand the burden of hopeless and burdensome camping munitions, and left the camp in search of better living conditions. Obviously, this was a dangerous trend, and the command of the interned troops in various ways tried to prevent it from further spreading. The leader of the group A. Pиzitsky was particularly opposed to the destructive processes in the camp. His measures were fully understood and supported by the higher military leadership of the Armed Forces and the Government of the UPR.

Modern vehicles operated on the railways of Ukraine have almost exhausted or exceeded their resource. The overuse of financial and material resources for their maintenance continues. The standard service life of vehicles was calculated on stable economic conditions of use of vehicles and their timely updating in process of aging. The service life of modern vehicles is determined by the influence of many factors, the disregard of which can lead to significant costs, even in compliance with the standard service life. For railway transport, these factors need modern clarification, as in operation their service life often exceeds the standard or, as for intermodal transport, the service life does not have a strict justification. Accordingly, the article analyzes the issues of assessing the impact on the service life of vehicles of the components of the cost of its maintenance and average daily mileage. It is shown that, firstly, the definition of the service life of vehicles must be linked to the cost of vehicle development, its creation, testing and production, the cost of operation and storage, as well as additional costs, and secondly , with the optimal average daily mileage, at which all the costs are minimal.

Abstract Does ethnic stacking in the armed forces help prevent military defection? Recent research, particularly in Africa and the Middle East, suggests so; by favoring in-groups, regimes can keep in-group soldiers loyal. In-group loyalty comes at the cost of antagonizing members of out-groups, but many regimes gladly run that risk. In this research note, we provide the first large-scale evidence on the impact of ethnic stacking on the incidence of military defection during uprisings from below, using data on fifty-seven popular uprisings in Africa since formal independence. We find clear evidence for the downside: ethnic stacking is associated with more frequent defection if out-group members are still dominant in the armed forces. We find more limited support for the hypothesized payoff. Ethnic stacking may reduce the risk of defection, but only in regimes without a recent history of coup attempts. Future research should therefore trace the solidification of ethnic stacking over time.

Rapid urbanisation and its consequent increase in impermeable surface areas and changes in land use has generally resulted in problems of flooding and heavy pollution of urban streams and other receiving waters. This has often been coupled with ground water depletion and a threat to water resources. The first part of this paper presents an alternative drainage philosophy and strategy which mimics nature's way by slowing down (attenuating) the movement of urban runoff. This approach results in cost-effective, affordable and sustainable drainage schemes. The alternative strategy can be described as one of prevention rather than cure by effecting controls closer to source rather than the traditional approach which results in the transfer of problems downstream, resulting in its cumulation and the need for large scale, centralised control. The second part describes a research project which has been launched in order to quantify the cost and operational benefits of source control and distributed storage. Details of the methodology of the modelling and simulation processes which are being followed to achieve this target are presented.

Abstract The aim of this paper is to introduce an expansion of the practice of using surveys when making subjective judgments or decisions. This method is particularly useful in situations in which precise data is limited or nonexistent. It can be especially valuable when working with new designs by reducing the error associated with estimates in the beginning of the product’s life cycle in which costs are greatest. Our approach modifies the traditional survey style by including fuzzy logic and expert judgment. Using fuzzy logic, we solicit the information in a way that gives the evaluator a continuous choice for the cost estimate and a method to indicate the level of confidence in a linguistic manner. By doing this, a range of the likely values for the real value can be defined, and a subjective judgment can be turned into objective information that can be more useful than the traditional approach.

The article based on the consideration of the Russian legal acts regulating the provision of discounts. In the article recommendations are made in respect of paid medical services and voluntary health insurance, with provision of the example of a short marketing plan required for formal reasons of discounts. Currently, the process of providing discounts and medical insurance companies are regulated, and most of the information should be public and posted on websites of medical institutions, insurance companies and their partners, which implement insurance or paid medical services. The increasing complexity of legislation on consumer protection, health and insurance law leads to the formation of new instruments for operations that previously did not require such a formalization. Of course, this leads to an increase in operating costs, not only the cost of creating, storing and placing this information. At the same time most organizations formalize many business processes, previously considered insignificant. Scope of medical care, like no other, attracted the attention of society composed of different groups and strata, some of whom are citizens who want to take advantage of a discount clinic or insurer.

Abstract In an environment of rapid change, accompanied by unpredictable risks and permanent deficit, logistic support authorities are facing many challenges. The wide scope of logistic support necessitates a differentiated management approach to the specific areas of integrated logistics. Since the units are often faced with the need for quick action on the deployment of forces with the necessary equipment at the right time and at the right place, aiming at the same time to achieve mobility, initiative, simplicity, responsibility and flexibility of management of material resources in the search for effective approaches towards that, our scientific interests are focused on the management of negotiating class II material resources in compliance with the dependency “cost-effects.”
