The essence of the economic security of the state as a state of the economy, for which stable and scientifically grounded methods of neutralizing the negative impact of internal and external threats are presented. The purpose of the article is to investigate the definition of «security» and «economic security» and to clarify its content. The object of the study is the concept of «security» and «economic security». Research methods - comparative and expert analysis, methods of historical, logical and systematic analysis. The analysis of the literature on the interpretation of economic security makes it possible to conclude that there is no consensus among economist scholars on the definition of its essence and constituent elements. Further development of market relations is impossible without studying the theoretical and methodological aspects of this problem and creating an effective mechanism for ensuring economic security, so the problem is to understand the essence of economic security and to clearly identify its constituent elements, as well as timely detection of the impact of negative threats-factors in order to create their own system economic security, which will help to avoid the devastating effects of the national economy and to ensure its competitiveness. In general agreement with the opinion of scientists, it should be emphasized that most authors, in defining the economic security of the state, only distinguish the interests of the individual, society and the state as a whole, while the interests of economic entities - enterprises that are the main link of the state's economy, are not given sufficient attention. Summarizing the opinion of economists, it can be noted that national economic security is a state of protection of interests and ties between individuals, enterprises and states against internal and external threats. Sources of revenue and expenditure of APBD (regional budget) can be allocated to finance the compulsory affairs and optional affairs in the form of programs and activities related to the improvement of public services, job creation, poverty alleviation, improvement of environmental quality, and regional economic growth. The implications of these policies is the need for funds to finance the implementation of the functions, that have become regional authority, is also increasing. In practice, regional financial management still poses a complicated issue because the regional head are reluctant to release pro-people regional budget policy, even implication of regional autonomy is likely to give birth to little kings in region causing losses to state finance and most end up in legal proceedings. This paper discusses the loss of state finance and forms of liability for losses to the state finance. The result of the study can be concluded firstly,  there are still many differences in giving meaning and definition of the loss of state finace and no standard definition of state losses, can cause difficulties. The difficulty there is in an effort to determine the amount of the state finance losses. The calculation of state/regions losses that occur today is simply assessing the suitability of the size of the budget and expenditure without considering profits earned by the community and the impact of the use of budget to the community. Secondly, the liability for losses to the state finance is the fulfillment of the consequences for a person to give or to do something in the regional financial management by giving birth to three forms of liability, namely the Criminal liability, Civil liability, and Administrative liability. Keywords: state finance losses, liability, regional finance.

Women’s empowerment has been at the centre of research focus for many decades. Extant literature examined the process, outcome and various challenges. Some claimed substantial success, while others contradicted with evidence of failure. But the success remains a matter of debate due to lack of empirical evidence of actual empowerment of women around the world. The current study aimed to address this gap by taking a case study method. The study critically evaluates 20 cases carefully sampled to include representatives from the entire country of Bangladesh. The study demonstrates popular beliefs about microfinance often misguide even the borrowers and they start living in a fabricated feeling of empowerment, facing real challenges to achieve true empowerment in their lives. The impact of this finding is twofold; firstly there is a theoretical contribution, where the definition of women’s empowerment is proposed to be revisited considering findings from these cases. And lastly, the policy makers at governmental and non-governmental organisations, and multinational donor agencies need to revise their assessment tools for funding.

The concepts of Minben , Minbensixiang , and Minbenzhuyi are rather popular in current Chinese discourse. However, “Minben” was hardly found in Chinese ancient literature as a noun. Around the year of 1916, “Minbenzhuyi” became widely accepted in Japanese intellectual circles, interpreted as one of the Japanese versions of democracy. In 1917, “Minbenzhuyi” was transferred to China as a loanword by Li Dazhao and developed into one of the Chinese definitions of democracy. Nevertheless, Chen Duxiu questioned the meaning of the term in 1919. It was not until 1922 did Liang Qichao bring Minbenzhuyi back into Chinese context and conduct a systematic analysis, which had a lasting impact on Chinese intellectual community. In the following 20 years, Minbenzhuyi was largely accepted in two different senses: 1) interpreted as Chinese definition of democracy; 2) specifically refers to the Confucian idea of “Minshiminting and Minguijunqing (;, ) Gradually, it became evident that Minbenzhuyi in China had grown distant from the meaning of democracy and returned to its traditional Confucian values.

This book explores how Argentina, Chile, Paraguay, and Uruguay have been affected by postexilic relocations, transnational migrant displacements, and diasporas. It provides a systematic analysis of the formation of exile communities and diaspora politics, the politics of return, and the agenda of democratization in the late twentieth and early twenty-first centuries, focusing on the impact of intellectuals, academics, activists, and public figures who had experienced exile on the reconstitution and transformation of their societies following democratization. Readers are offered a kaleidoscope of intellectual itineraries, debates, and contributions held in the public domain by individuals who confronted and fought authoritarian rule. The book covers their contributions to the restructuring and transformation of scientific disciplines and of the humanities and the arts, as well as their collective institutional impact on higher education, science and technology, and public institutions. Bringing together sociopolitical, cultural, and policy analysis with the testimonies of dozens of intellectuals, academics, political activists, and policymakers, the book addresses the impact of exile on people’s lives and on their fractured experiences, the debates and prospects of return, the challenges of dis-exile and postexilic trends, and, finally, the ways in which those who experienced exile impacted democratized institutions, public culture, and discourse. It also follows some crucial shifts in the frontiers of citizenship, moving analysis to transnational connections and permanent diasporas, including the diasporas of knowledge that increasingly changed the very meaning of being national and transnational, while connecting those countries to the global arena.

Much eighteenth-century Dissenting educational activity was built on an older tradition of Puritan endeavour. In the middle of the seventeenth century, the godly had seen education as an important tool in spreading their ideas but, in the aftermath of the Restoration, had found themselves increasingly excluded from universities and schools. Consequently, Dissenters began to develop their own higher educational institutions (in the shape of Dissenting academies) and also began to set up their own schools. While the enforcement of some of the legal restrictions that made it difficult for Dissenting institutions diminished across the eighteenth century, the restrictions did not disappear entirely. While there has been considerable focus on Dissenting academies and their contribution to debates about doctrinal orthodoxy, the impact of Dissenting schools was also considerable.
