The purpose of the article is to analyze the main features of the holiday spectacle in the context of the popular socio-cultural practice of today - festival tourism. The research methodology is based on an interdisciplinary combination of methods integrated with culturology, management, history. General scientific methods such as analysis, synthesis, deduction, induction, the method of connecting the abstract and the concrete are also used. The scientific novelty lies in the analysis of the peculiarities of holiday spectacles that shape the popularity of festival tourism. Conclusions. Festivals are the main form of presentation of the cultural and entertainment program of modern travel within the festival tourism. Their main advantages that determine the popularity are the creation of a festive spectacle, taking into account culturally historically determined worldviews; a variety of organizational and artistic means; variability; originality; openness and dialogic; continuity and adaptability; situationally and improvisation; interactivity; humor, irony, and self-irony. The article covers the question of the enforcement of acts of “soft” law — unformal sources of regulation of public relations. It is pointed in the article, that though acts of “soft” law are not the sources of law in traditional understanding, such acts are important practical regulators of private-law relations. The author gives the common characteristic of acts of “soft” law, makes comparative analyses with legal acts. Although the most attention in the article is paid to the legal effect of the enforcement of acts of “soft” law, first of all, from the view of regulation of private-law relations. While preparing the article the complex of methods was used, which lay on the basis of systematical and dialectical concepts. The main conclusion of the issue is the acknowledgement of the fact of the exercising of influence by the acts of “soft” law on regulation of private-law relations. This article is based on a combination of methods of cognition, which amounted to a systematic and dialectical approach. The author appeals to the general scientific methods (analysis, synthesis, induction, deduction) and to the specially-legal methods of learning: formal-legal, comparative legal, structural and functional.

Since the beginning of the XXI century, the amount of available for the researchers numismatic material has increased significantly, so introducing a new types of coins into the scientific circulation has become an especially relevant in modern numismatics, even when the archaeological context of most of these finds is almost lost. The study of ancient numismatics of Olbia is rapidly gaining in modern Ukraine. At the beginning of the XX century, ancient numismatics already had some significant achievements, but the accumulated material required urgent cataloging and systematization. During last 10 years since the publication of the most important and thorough catalog of ancient coins by Vladlen Opanasovich Anokhin, as well as the results of cataloging Olbia coins by other researchers - Valery Nechitaylo and Grigory Makandarov, numismatics has been enriched by new previously unknown coin types. The aim of the study. The main purpose of the article is to introduce into the scientific circulation new varieties of Olbia coins and to compile the most complete classification of Olbia coins of the IV century BC. Research methodology. In the process of scientific elaboration of the topic general scientific methods were used: analytical, chronological, and topographical, as well as source methods: critical, metrological and iconographic. A systematic approach to the processing of modern finds from private collections and access to the collections of foreign museums was the impetus for writing an expanded classification work. The scientific novelty. The value of the processed materials is that they not only complement this group of coins, but also refine previously published types in unsatisfactory condition, where incorrect reading of the names and trinkets has led to inaccuracies. The Conclusions. The so-called «obol series» covers the period of the Olbia minting around 350-330 BC. The monetary system consists of four denominations: obol (on the coin field depicts Demeter and the eagle on the dolphin), dikhalk (on the coin field depicts Demeter and the eagle on the dolphin), hulk (on the coin field depicts Demeter and the ear, dolphin) and hemihalk (depicts Demeter and dolphin). The die analysis allowed to divide the coins of Olbia of the IV century BC senior denomination for two stylistic groups. According to the results of our own research, we were able to determine the following number of varieties of each of these denominations: obols – 24 types, dikhalks - 6 types, hulks - 6 types, hemihalks - 2 types. We see the prospect of further research in the introduction into scientific circulation of new previously undiscovered varieties of Olbian coins from little-studied sources - materials of museum collections in Ukraine and abroad, among numismatic rarities sold at numismatic auctions and private collections.

The purpose of the article is to analyze the method of reconstruction as one of the general scientific methods of criminology used in the investigation of crimes. The subject of research is the method of reconstruction in forensic science. The research methodology includes the use of general scientific and special methods of scientific cognition: dialectical, historical and legal, formal and logical, comparative and legal, logical, system and structural methods, method of generalization. Research results. General scientific methods of criminology and their significance for crime investigation are considered. Reconstruction as a type of modeling method and its place in the system of forensic methods is defined. The signs of reconstruction and its features distinguishing from modeling are analyzed. The variants of reconstruction and their features are given. Practical meaning. The concept of reconstruction as an independent method of crime investigation and its implementation in the system of investigative (search) actions are proposed. Value / originality. Emphasis is placed on the need for further study of reconstruction as a special method of investigating crimes.

Introduction: the article analyzes the contribution of the Yalta conference of 1945 to the formation of the modern international legal system. We believe that the role the decisions taken at this conference played in the formation of current international law is significantly underestimated these days. The purpose of this article was to identify the elements of modern international law the formation and development of which were influenced by the Yalta Conference. For this, the following objectives were set and consistently accomplished in the course of research: to determine the role of international conferences as mechanisms for the development of international law; to identify the features of the Yalta conference; to study international legal decisions that were made during the Yalta conference. Methods: we applied general scientific methods of analysis, synthesis, interpretation, formal logic. In connection with the study of historical aspects of international legal science, the method of historical and legal analysis played a significant role. Of the specialized legal methodological tools used in the preparation of the article, we note the methods of formal legal analysis and legal modeling. Results: the article proves that the Yalta conference laid the legal foundations for new significant international legal regulations. We consider the following to be the main international legal achievements of Yalta-1945: final agreement on the creation of the UN; the creation of a completely new mechanism of international legal governance – the UN Security Council; participation in the formation of a new system of sources of international law; participation in the development of the basis of new international law; participation in the formation of a number of new branches of international law. Conclusions: the Yalta Conference marks the end of one era and the beginning of a new one, in which the UN will occupy the most important place in the system of management of international legal relations. Many decisions made in Yalta concerned the future of the international legal order, and not just the resolution of the geopolitical issues of the Second World War at its last stage.

Purpose of the article. Investigate and summarize the experience of the National Academy of Culture and Arts Management in preparing graduates for the formation of special competencies that will professionally counteract hybrid threats in the socio-cultural sphere of Ukraine, acquaint them with methods of diagnosing and analyzing relevant hazards, organizational and legal bases, forms and methods countering threats, security of the national cultural and humanitarian sphere as a component of management of socio-cultural activities. Methodology. Dialectical and structural-system approaches, general scientific methods of abstraction, classification, and comparison are used. A synergetic approach to the theory of security science, structural-functional and system-situational methods of management science are applied. Methods of scientific analysis and scientometrics, empirical-cognitive method of pedagogical science are involved. Scientific novelty. For the first time, the organizational and methodological bases of the introduction of studying modern views on the essence of unconventional (hybrid) confrontation in the maintenance and algorithm of preparation of experts of a master's level on the management of sociocultural activity are investigated. Conclusions. The development of tools for the destructive impact on the socio-cultural sphere of sovereign states (societies) in the arsenal of "hybrid wars" encourages the introduction of management training for the socio-cultural sphere, development, and implementation of specialized courses to acquire special competencies that will allow future cultural and civilizational matrix as the basis of the viability of states and peoples. It is advisable to introduce structural and logical teaching of theoretical knowledge and practical skills on combating hybrid threats at different levels of higher education. It seems important to develop and implement cultural practices, training, and game components that will develop critical, creative, creative thinking while forming in future managers of socio-cultural activities skills to prevent destructive influences on the socio-cultural sphere. Aim. The presented study aims to examine, analyze, and systematize scientific knowledge in the field of infrastructure systems for the formation of conditions for creating competitive modern enterprises based on IT technologies.Tasks. The authors define the concept of innovation infrastructure; analyze the external and internal environment of providing a competitive infrastructure for business structures; determine the specific aspects of the formation of theoretical foundations of infrastructure support for the competitiveness of business structures; examine the potential for the digitalization of the economy in the infrastructure support for the creation of competitiveness of business structures.Methods. This study uses general scientific methods of cognition to critically analyze modern mechanisms of infrastructure support for the competitive advantages of innovation-oriented business structures.Results. External institutions participating in the innovation process in Russia are examined and typified. Their specific features are identified, and the history of their formation and role in the infrastructure are described. The concept of infrastructure support is examined. A correlation between innovation infrastructure and the creation of the competitive advantages of business structures is established.Conclusions. Based on the examined materials, the authors describe the prospects of using modern information technologies in the design of infrastructure for innovative projects. The study provides recommendations for the transformation of competitiveness support institutions and modernization of the management of the internal elements of innovative business infrastructure in the context of the digitalization of the economy. The authors create prerequisites for the development of an advanced digital application that would combine and balance a lot of data and aspects of infrastructure support for the competitiveness of business structures, improving the efficiency of development of innovative projects, their implementation, and management of business structure competitiveness.

The purpose of the article is to investigate the armed and ideological struggle of the OUN and UPA against the Soviet administration in the Kamin-Kashyrskyi district in the period from 1944 to 1945. The research methodology is based on the use of general scientific methods (analysis, synthesis and generalization) in combination with the principles of historicism, objectivity and systematics. The work uses source analysis, methods of classification and critique of sources and their identification. The scientific novelty of the work is that for the first time in historiography the question of generalization and systematization of scientific facts on the confrontation between the OUN and the UPA in the Kamin-Kashyrskyi district is raised. Eyewitness accounts and scientific materials that shed light on the confrontation between the nationalist underground and the local Soviet administration during this period are being introduced into scientific circulation for the first time. Conclusions. Based on the available scientific information, the author concludes that the confrontation between the OUN and the UPA and the Soviet administration in the Kamin-Kashyrskyi district was an important stage in the underground struggle in the future. The confrontation in 1944–1945 had important military results for the nationalist underground. However, during the research the author concluded that the aspect of the ideological struggle of the OUN and UPA against the Soviet administration needs more detailed analysis and research.

The purpose of the article is to analyze the main requirements for the organization and management of various types of restaurant facilities, taking into account the need to ensure the cultural and leisure needs of the population. Research methodology. The basis of the research is the general scientific interdisciplinary methodology, which is based on the fundamental provisions of management, cultural studies, design, and other sciences. Common scientific methods are used: analysis, synthesis, generalization, classification, etc. The scientific novelty of the obtained results is that the main tendencies of the reorientation of catering establishments, in particular in Ukraine, in the original centers of culture, with their functions of leisure centers and entertainment, which is reflected in the National Standard, are also revealed. Conclusions. Despite the importance and numerous variations of the communication and entertainment and visual and artistic component of the interior space of restaurant enterprises, the main function of their catering is the priority of their internal arrangement. In the XX - the beginning of the XXI century, several basic types of functional types of institutions have been formed, with their inherent features of creation, zoning, and arrangement in accordance with the interests of clients of certain strata of the population, which imposes specific requirements for their organization, in particular, taking into account the leisure-time orientation.

Modern consulting processes at any level are quite complex and require constant monitoring and improvement to maintain their effectiveness. That is why the interest in studying the consulting market as a separate object of management activity is constantly growing. The purpose of the study is to identify the problems of the development of the consulting market that are characteristic of Russian practice and to find optimal ways to eliminate them. The research methodology includes general scientific methods such as comparative analysis of sources, system analysis and synthesis of facts, induction and analogy. The result of the research is a list of problematic areas of the consulting market development and current ways to improve it.

The object of research in this article is the activities of a person who had left fingerprints and the activities of a law-enforcement officer using a mobile device generating iodine vapour aimed at the detection of a person suspected of having committed an offence, and the treatment of the detected fingerprint with ozone-air mixture which would decolourise it. A complex of a mobile device for treating fingerprints with iodine vapour, photographic and video equipment, and an ozonator will increase the effectiveness of investigative activities of p[erative units during law-enforcement intelligence operations. The research is based on the dialectical method of cognition, general scientific methods: observation, experiment, comparison, description, measurement, etc., and general logical methods and research techniques. The scientific novelty consists in the creation of a way to use iodine vapour and ozone-air mixture to treat fingerprints, which would help to get the suspect’s fingerprints quickly, without disarranging the evidences, without any traces after the registration of a fingerprint, and without the seizure of the object bearing the fingerprint. Such a mechanism used during law-enforcement intelligence operations would help identify the person suspected of having committed an offence.
