This article examines the state of labor immigration of the Kazakh Diaspora, as well as studying the possibilities of conditions for economic adaptation of Kazakhs in developed capitalist countries. The purpose of this study is to identify the causes of labor migration of Kazakhs to France. Based on this goal, the study solves the following tasks aimed at studying the history and current situation of Kazakhs living in France, in the focus of analyzing the policy of the French government in relation to immigration workers and employees in the 1945- 1980-ies; the reasons for labor immigration of Kazakhs to France. Western Europe has become a center of attraction for foreign workers coming here, primarily from the less developed countries of the continent, as well as from Turkey. In the last ten years, inter-state migration of workers in Western Europe has grown to unprecedented proportions. Every year, more than a million workers were sent from one European country to another in search of work. The reasons lay in the political and economic crisis, the increase in the unemployment rate, which was the result of an increase in the number of migrants among Kazakhs in France. The post-war economic situation caused the demand for workers to restore the economy destroyed by the war, and led to an increase in the level of tariffs (wages). Scientists believe that the active replenishment of the French labor market with cheap foreign labor from other countries is due to the convenient location of France.

Backed by sound economic fundamentals and policies, the Singapore economy has so far been able to cope relatively well with the economic crisis. However because of its close links with the regional economies, the deepening crisis is expected to result in a significant economic slowdown not seen since the last recession in 1985. The worsening labor market conditions are not expected to lead to massive retrenchment and repatriation of foreign workers because of the policy of retaining workers by performance rather than by their nationality. Irregular migration is an increasing problem and as unemployment rises, the effective regulation and management of foreign labor and migration flows pose a crucial challenge to policy makers in Singapore.

Foreign workers in Western Europe generally have been portrayed as powerless and voiceless. Especially for contemporary Marxists, foreign labor policy is seen as serving to reinforce the political status quo. This article suggests that foreign workers in Western Europe participate politically more often and in more diverse ways than generally thought. Their participation often is politically disruptive and has contributed to the growing perception that the sociopolitical costs of foreign labor policy outweigh its economic benefits.

Having experienced an economic crisis earlier, Taiwan was on its way to recovery when the crisis struck in 1997. In general, Taiwan's labor market was hardly affected by the crisis. Although the demand for foreign workers continues, there will be a decline in the employment of foreign workers in the future. The completion of construction projects and the upgrading of the economic structure would imply a lesser demand for foreign workers in the next few years. In the future, while the Taiwanese labor market would be more restrictive of less-skilled workers, it would be more open to professionals and highly skilled.

The problems of foreign labor in Japan have become increasingly serious economically, politically, and socially in recent years. In response to increasing labor shortages and high wages in Japan, ever larger numbers of foreign workers are entering Japan and illegally engaging in unskilled work under poor working conditions. The amended law of immigration control was put into effect on 1 June 1990, strictly prohibiting the entrance of foreigners for unauthorized work while opening doors more widely for highly skilled and knowledgeable workers. This article first briefly reviews the recent penetration of the Japanese labor market by foreign workers and then discusses potential merits of international migration of workers as well as likely demerits or dangers associated with the spontaneous influx of foreign workers into Japan under the current institutional and social conditions. The article finally proposes a large-scale work and learn program jointly administered by the government and private sector as a policy remedy to maximize the merits, and to minimize the demerits, of accepting foreign workers.

Despite some progresses in the political situation, the effects of the economic crisis and widespread food insecurity are expected to persist. Humanitarian assistance is now needed to support the needs of the most vulnerable. In the longer term, countries have the significant goal of consolidating peace and security and strengthening the overall governance, while at the same time, reconstructing and rehabilitating their economy.

The article is devoted to the study of the impact of the coronavirus pandemic on international labor migration in modern Russia. Based on the use of official statistics and the results of sociological research, the impact of the COVID-19 epidemic on the recruitment and use of foreign workers is considered. Current and long-term strategies of labor migrants ' behavior in the domestic labor market are revealed. Special attention is paid to solving problems in the field of regulating labor immigration flows in the context of the way out of the stagnation and overcoming the consequences of coronavirus. The results of the study may be of interest to Russian authorities at the Federal and regional levels in the development and implementation of state migration policy and employment policy in the labor market.

Abstrak: Integrasi Pasar Tenaga Kerja ASEAN dan Dampak Sosial Terhadap Migrasi Tenaga Kerja Tidak Terampil. Sebagian besar negara–negara anggota ASEAN membutuhkan tenaga kerja profesional dan tenaga kerja yang tidak terampil. Tenaga kerja profesional memiliki hak–hak khusus, fasilitas, dan berbagai keuntungan, sedangkan tenaga kerja tidak terampil hanya memiliki sedikit hak dan lebih jarang menjadi topik utama kerjasama integrasi antar negara. Artikel ini akan membahas dampak sosial integrasi, terutama bagi tenaga kerja tidak terampil, dengan mengaitkan hubungan antara migrasi dan remittance di ASEAN, sektor tenaga kerja, dan pengelolaan imigrasi yang dilakukan pemerintah. Sebagian besar negara anggota ASEAN harus meningkatkan standar kinerja dan gaji, menyediakan pelatihan, dan meningkatkan tingkat pendidikan. Terdapat beberapa dampak sosial yang muncul. Namun, beberapa dampak tersebut akan dapat ditangani apabila pemerintah memiliki komitmen dalam menerapkan kebijakannya. Kata kunci: integrasi ekonomi, remittance, pekerja migran, tenaga kerja tidak terampil Abstract: ASEAN Labor Market Integration and Its Social Effects for Unskilled Labor Migration. Member states of ASEAN mainly needed two criteria of foreign labor: highly skilled professionals or its counterpart, unskilled workers. High-skilled professionals are provided with some rights and benefits. Unskilled migrants are equipped with very limited rights and hardly subject to integration approaches. This paper will discuss the social effect of integration, notably the unskilled labor, by linking migration and remittance in ASEAN, labor based on sectored pattern, and immigration governance. Countries need to improve working conditions and wages, provide professional training and improve education for every level of workers. There are some social effects but can be managed if the governments committed to their policy. Keywords: economic integration, remittance, migrant worker, unskilled labor

The article applies a comprehensive approach to the research of the impact of labor migration on the implementation of Sustainable Development Goals 8 "Decent work and economic growth", which is based on the theory of labor migration and the concept of sustainable development; a system of indicators describing the problems in the labor market of the country of origin of migrant workers is proposed. As a result of the research, a system of indicators was proposed, which includes four groups that meet the current problems in the labor market of Ukraine. Using the proposed system of indicators, we investigated the impact of labor migration on the current problems of the labor market of Ukraine, which include: 1) the inconsistency of skills of job seekers to the requirements set by employers; 2) low productivity; 3) population reduction and aging; 4) low level of women's participation in the labor force. These problems were researched on the example of Ukraine and the recipient countries of Ukrainian labor migrants (in Poland, the Russian Federation and Italy). As part of the analysis of the first problem, the following indicators were researched: the level of coverage of the population with higher education, the unemployment rate, the share of those employed with higher education. To address the second problem, the labor productivity index and the competitiveness index were used, namely its sub-index "labor market efficiency". The third problem was analyzed using indicators of natural growth, population decline, 65+ age, life expectancy and Lancet aging rating. To analyze the fourth problem, the proportions of the employed female population, the level of wages and the unemployment rate of women and women were used in comparison with similar indicators of men. This system can be successfully used for comparative analysis of labor market characteristics of donor countries and recipient countries of migrant workers. We concluded that labor migration is more effective and can contribute to the implementation of Goal 8 if it is considered a temporary phenomenon and is followed by the return of migrant workers to their homeland. In this case, Ukraine will be able to take advantage of foreign experience, knowledge and skills, which will increase productivity, reduce unemployment, increase the share of the employed women.

Although the total youth unemployment rate in the Gulf Cooperation Council countries is less than in other high-income countries, the female youth unemployment rate is more than quadruple the male youth unemployment rate compared to equal rates in high-income countries. The gender bias in youth unemployment is attributable to the generous social contract GCC nationals enjoy as well as the largely conservative GCC culture that perceives a more important role of women in the household than in the job market. The generous social contract is also a key factor in the duality of the GCC labor markets with one segment for national labor and the other for foreign labor. Foreign labor constitutes most of the labor force, and the link between pay and productivity is strong in the foreign labor segment indicating labor market efficiency. This chapter investigates whether the presence of strong pay-productivity links in both labor market segments reduces the national youth unemployment rates in the GCC countries. Empirical evidence shows that linking pay to productivity robustly reduces the total and female youth unemployment rates. The influence is strongest on the female youth unemployment rate, however. Productivity-pay helps reduce youth unemployment and the associated gender bias.

The article proposes a methodology for analyzing labor migration and employment in Russia in the context of the labor market transformation situation during the COVID-19 pandemic. The purpose of the article is to review the available data on the problems of the labor market and substantiate the objective need for foreign labor based on the forecast of the balance of labor resources and sociological surveys of the population and employers of Russia. The practical significance consists in identifying new trends in labor relations between employers and foreign employees and current business requirements for labor resources from abroad.
