The implementation of the duties and functions of government institutions in the President's closest circle is an interesting thing to research. Its strategic position does not necessarily make its role carried out optimally. This can be seen from the function of providing policy recommendations carried out by the Cabinet Secretariat. Problems such as the disobedience of stakeholders to the flow of policy submissions, as well as problems on administrative matters such as supporting rules, communication strategies, information technology support, the effectiveness of policy monitoring, and the implementation of sanctions, have made the implementation of such functions not run optimally. Therefore, this study aims to analyze the implementation of the function of providing policy recommendations by the Cabinet Secretariat. The analytical framework used in this study is Policy Implementation Theory, particularly the Administrative Implementation Model by Matland (1995). This research uses the qualitative method that is descriptive analysis, with the focus of the research is the Cabinet Secretariat in the period 2015 until now. The result of this study is the implementation of the function of providing policy recommendations in dealing with various challenges and problems. However, improvement efforts have been made so that the performance of the function of providing policy recommendations, which is the main performance of the Cabinet Secretariat, can be more optimal.

Hydrogen is a promising alternative fuel to establish environmentally friendly energy generation system. One of the methods for producing hydrogen is C02 methane reforming (CMR) process. Despite producing H2, this process also consumes CO2 enabling it to be used as a scheme for mitigating CO2. Conventionally, the hydrogen production via CMR is conducted in a fixed bed reactor. However low conversion is usually found in this kind of reactor. To increase conversion, a membrane reactor can be used. Two types of membrane may be employed to conduct this reaction, i.e. prorous  vycor and nanosil membrane  reactor.  This study  evaluated the  performances  of CMR con 1ucted in membrane ractors andfixed-bed reactor. The results show that the conversion obtained in nanosil membrane reactor is higher than those obtained in porous vycor membrane reactor and fixed-bed reactor. With the change in reactant flowrate, it is obtained that the conversions in membrane reactors are more stable than those infixed bed reactors.

ABSTRACT: The use of charcoal briquettes contributes to the reduction of dependence on petroleum and gas fuels, especially for small urban communities while at the same time supporting the utilization of coconut shell waste as fuel. Consumption of coconut (cocos nucifera), especially as a coconut milk in Jakarta is large enough to contribute to produce coconut shell waste in the market. Generally, coconut shell waste has been used as charcoal fuel. However, the formation of coconut shell charcoal briquettes provides advantages over charcoal such as not smoky, clean and easy to pack. Furthermore, the utilization of coconut shell charcoal briquette is in line with the solution of current global problems related to pollution (pollution), alternative energy and environmentally friendly technologies. Therefore, the increased understanding and awareness through the use of briquettes, especially for the small urban community through training the formation and use of coconut shell charcoal briquettes as fuel need to be done so that the function and its objectives are achieved. The training was conducted with the number of participants of approximately 20 people also involve students as the spearhead in providing understanding and awareness using the workshop facility of coconut shell charcoal briquette's formation at FMIPA Universitas Negeri Jakarta. The training includes the formation of coconut shell charcoal briquettes from coconut shell removal, burning (pyrolysis), grinding to printing and drying (drying). Then tested the use of briquettes for cooking water.

Together with Bass diffusion and, to a lesser extent, Total Cost of Ownership, Stated Preferences are the most popular method used to forecast the future diffusion of electric and alternative fuel vehicles. In this paper, we analyse the merits and limitations of SP compared with other methods. We also review the empirical results provided by SP surveys, and assess their validity for modelling market diffusion. We also propose a metaanalysis- based Synthetic Utility Function that consolidates results across various studies and can be used for simulation purposes in a Discrete Choice Model setting. This approach makes simulation results less dependent on the idiosyncrasies of individual surveys, and is therefore helpful for formulating robust policy recommendations.
