To date, there are no scientifically sound recommendations for resolving conflicts in law enforcement activity, there are no methods for resolving conflicts, and there are no means for managing the conflict behavior of police officers taking into account the gender aspect. The purpose of the work is to conduct a comprehensive study of psychological characteristics of conflict behavior of police officers taking into account the gender aspect. Theoretical and empirical methods were used in the work. According to the results of conducted theoretical analysis the author has noted the psychological and moral preconditions for conflict prevention with the participation of police officers taking into account the gender aspect. According to the method of “Personal Aggression and Conflict” the highest rates in the first group (police officers – women) were obtained on the scale of “conflict”. The lowest rates among women are on the scale of “negative aggression”. The highest rates in the second group (police officers – men) – were on the scales of “conflict” and “positive aggression”. The lowest rates were on the “negative aggression” scale. The highest rate on the scale of “adaptation” according to the method of “Diagnosis of Style of Behavior in Conflicts” (K. Thomas) is both among women and men. Women and men according to the “rivalry” scale have a low rate. The highest rate for women according to the method of “Diagnosis of Conflict Resolution Strategies" was on the “adaptation” scale. The highest rate among men was the scale of “cooperation”. Prevention rates among women are low. Men have the lowest rate on the “competition” scale. Analyzing the results of the study of the style of behavior of police officers in conflict situations within the gender aspect, it was found out that the higher the tendency to avoid conflict, the less are manifestations of styles of rivalry, cooperation and adaptation. At the same time, as the length of service increases, the tendency to adaptive style of behavior in conflict situations increases, which may be associated with manifestations of professional deformation and burnout; strategies of compromise and avoidance in conflict situations are in the lead.

Results of an empirical research of features of valuable (axiological) reliability of staff of bodies of internal affairs are presented in article. It is shown that the problem of reliability is staticized in the sphere of law-enforcement activity in connection with violations, mistakes and the crimes committed by staff of bodies of internal affairs at interaction with citizens. Within a research task comparison of indicators of the valuable sphere of the identity of the law enforcement officers who are at various stages of a professiogenez and the former police officers condemned for corruption and abuse of office is carried out. Significant differences in valuable orientation between groups of the acting employees and condemned by group in priorities of values of pragmatical orientation, experience of conflictness in realization of values, aspirations to implementation of values of egoistical and prestigious orientation are established. It is suggested that the high importance external (pragmatical), values in values of indicators of persons with the higher education of convicts can act as a marker of risks of reliability.

The reform carried out in recent years in the system of the Ministry of Internal Affairs of Russia is aimed, among other things, at focused work on the establishment and development of a professional worldview of a police officer in departmental universities of the Ministry of Internal Affairs of Russia. The conflict in the activities of the police officers is active and professional in nature, i.e. associated with the features of professional tasks. The characteristic features for decisions made by employees in conflict situations are lack of time, often the finality of a decision, since a decision cannot be clarified later, verification of decisions by interested opponents and management, the need to make decisions based on incomplete, sometimes deliberately distorted information. With regard to the activities of the internal affairs bodies, the main reason causing conflict situations in communication is the commission of a crime, entering into conflict with society, with the law.

The purpose of this study is to find out which conflict resolution strategies are preferred by Theory X (autocratic) and Theory Y (democratic) leaders in conflict situations. A sample of (n = 150) MBA students who work assessed their superiors' conflict resolution behavior by Howat and London's (1980) Conflict Resolution Strategies Instrument which identified five conflict resolution strategies – Confrontation, Withdrawal, Forcing, Smoothing, and Compromise. The students also assessed their superiors' leadership style on a scale as Theory X (autocratic) and Theory Y (democratic) leaders, as well as their effectiveness as leaders. In this study, mostly preferred conflict resolution strategies employed by autocratic and democratic leaders were identified. The findings of the study pointed out that High-X leaders were more confronting and forcing in resolving conflict compared to Low-X managers. Besides, they withdrew less from conflict situations. High-Y leaders, on the other hand, use confrontation, smoothing, and compromising styles in conflict situations significantly more often compared to Low-Y leaders. They use forcing and withdrawal less than Low-Y leaders. The three conflict resolution styles—confronting, compromising and smoothing were found to be good contributors of managerial competence. In addition, as managers were evaluated high on the Theory Y scale, the managerial competence perceptions of employees and their satisfaction with their supervisor increased.

On the basis of the analysis of the state of research of algorithms and programming of investigative activity in criminalistics, the author has grounded the expediency of applying a programmatic approach to solving typical tactical problems in other areas of law enforcement activities. Theoretical prerequisites for the development of procedural action programs by law enforcement entities in Ukraine (criminal and procedural, operative and search, administrative and jurisdictional) have been determined. The necessity of intensifying scientific researches in the direction of development of branch concepts of tactics of different types of law enforcement activities and their constituent elements (the concept of tactics, tactical situation, tactical task, tactical technique and system of tactical techniques and their situational predetermination) has been determined. In particular, the author has determined that the investigator is not the only possible subject of being armed with tactical recommendations in the form of algorithms and programs. The subject matter of the research of criminalistic tactics is not only investigative activity, but also operative and search, judicial and prosecutorial activity in criminal proceedings. Equally important is the tactical completion of administrative activities of law enforcement agencies and, on this basis, the establishment of programs of action by police officers, border guards, National Guard, customs service, etc. in exercising their administrative powers for the protection of public order and state border, actions in emergency situations, administrative cases, etc. The justification of the possibility of applying a programmatic approach within administrative activities of law enforcement agencies is the uniformity of administrative and jurisdictional, criminal and procedural activities, which are covered by a single concept of “law enforcement activity”. It has been established that the programmatic approach can be applied in any sphere of law enforcement activity, if: 1) such activity is situational in nature, and it is possible to perform the tasks arising during the implementation of this activity through consistent implementation of certain actions; 2) there is the need to streamline these activities by providing tactical recommendations in the modern form with the use of computer technologies and the ability to use them directly in the course of action, in “field conditions”; 3) the level of elaboration of theoretical bases of tactics of a specific type of law enforcement activity is sufficient (the concept of tactics, tactical situation, tactical task, tactical technique and system of tactical techniques has been elaborated).

English title: Police use of pepper sprayThis article discusses the use of pepper spray by police since its introduction to Denmark in 2008. Pepper spray contains pepper extract and has been assessed as capable of causing serious health risks by the Danish Health Authority. International human rights bodies have also expressed concerns about the use of pepper spray. Despite this, no comprehensive study or evaluation of the use of pepper spray has ever been conducted in Denmark. The article uses qualitative interviews with police officers and people exposed to pepper spray, as well as a review of reports from police officers about their use of pepper spray, in an examination of whether Danish rules and practices fully comply with human rights requirements and recommendations. The situations in which pepper spray is typically used are described with a focus on where it is used and who it is used against. The authors express concern about the use of pepper spray in a number of situations and argue that its authorization should be more restrictive and precisely regulated. Finally, the article describes a dialogue with the Danish National Police and the pending police act regulating pepper spray.
