The author has studied the issue of further approach of the police service to the people – members of the united territorial community. The emphasis has been placed on the need to take further steps to strengthen partnership between the police and community members. Special attention has been paid to the important role of the National Police in the process of implementing the decentralization, taking measures to ensure public order and security in the territories of united communities, taking into account the views, positions and recommendations of residents of united territorial communities, the importance of interaction between community police officers and the population. The author has highlighted the importance of the pilot project “Community Police Officer” to further increase of public confidence in the police. The author has suggested appropriate measures for more effective promotion of this project, in particular: to initiate for the Department of the National Police of Ukraine to take measures aimed at creating a legal base that can ensure the effective operation of community police officers according to the legal point of view, as well as their interaction with other law enforcement agencies, introducing relevant amendments into existing regulatory documents; to prepare propositions in regard to these provisions; to develop routes and time of foot patrol by community police officers of the assigned territory, taking into account the analysis of street offenses, the location of places visited by a significant number of residents of the united territorial communities and other features of a particular united community; to make propositions for the creation of a “basic” united territorial communities in Kharkiv oblast, in terms of community police officers’ activities, to initiate and provide assistance to the Department of Preventive Activities of the Main Directorate of the National Police in Kharkiv oblast in organizing and conducting practical classes with this category of employees with visiting the specified united territorial communities; to introduce training of community police officers on the basis of Kharkiv National University of Internal Affairs, to prepare appropriate educational and methodical material; to improve the work of community police officers to ensure effective exchange of information, opportunities to quickly make decisions in case of complications, create an Internet group in the application “Telegram”, which should include police officers working within the pilot project “Community Police Officer”.

The author has emphasized on the importance of strengthening the institutional capacity of local self-government agencies to address their challenges, including in the field of public safety, in particular by strengthening local security infrastructure. It has been stated that the urgent issue of the present time is to update the tools of interaction between the local population and the police to achieve a common goal – to ensure public order and safety at the regional level focused on the needs of citizens. It has been emphasized that it is currently important to use the positive foreign experience of organizing the work of the police agencies and units. On the basis of studying this experience it is advisable to implement pilot projects aimed at creating a safe environment for citizens, which should implement effective local security infrastructure. To this end, the project “Community Police Officer” was launched in 2019 as part of the reform of the National Police in Ukraine. Particular attention has been paid to the fact that the main purpose of the project “Community Police Officer” is to ensure close cooperation between police officers and amalgamated community, where police activities are primarily focused on the needs of the community. It has been argued that a characteristic feature of the project “Community Police Officer” is the focus on the introduction of a qualitatively and meaningfully new format of policing, where the needs of the community, local population should be in priority, which should be studied and ensured by keeping constant contacts between police officers and local population. The main innovations of this project have been analyzed. The powers of the community police officer and the district police officer have been differentiated. The key stages of the project “Community Police Officer” have been outlined. Specific features of training community police officers have been characterized, since it directly affects the effectiveness of their duties and the state of public order and safety within a particular amalgamated community. The peculiarities of evaluating the effectiveness of the community police officer’s work have been revealed. The author has emphasized on the importance of developing Regulations on the organization of community police officers’ work and developing an effective mechanism for elaborating the training programs for community police officers.

The article highlights the results of the study of psychological features of interpersonal interaction of district officers of the National Police of Ukraine. A district police officer, like every police officer, in the process of professional activity performs important law enforcement functions to ensure security, respect for rights and freedoms, on the basis of partnership and police care, so close contact with citizens and colleagues, so his communicative potential depends on the success of official tasks. The ability to communicate with people, establish psychological contact, overcome barriers to communication, listen, listen and hear, answer questions, influence, provide and obtain the necessary information, etc., determine not only the quality of work of a police officer in general, but also efficiency activities of the National Police of Ukraine in general. The presented study of interpersonal communication of police officers is based on the use of two recognized psychodiagnostic methods, namely the interrogation questionnaire for interpersonal interaction T. Leary and the abbreviated version of the questionnaire of the Big Five in the adaptation of O. John, L. Naumann, S. Soto. In general, the selected questionnaires allowed to determine the professional features of communication of district police officers in the vectors of extroversion and introversion, friendliness and aggression, dominance and dependence. The profile of a district police officer has been found to combine wall and hyposthenic characteristics, allowing them to combine stern, masculine traits and patterns of behavior in interpersonal relationships with milder, emotionally benevolent manifestations. Personal characteristics such as honesty, extroversion, moderate flexibility, openness to new experiences, low levels of neuroticism indicate that district police officers tend to have a mixed type of response in the process of interpersonal interaction. It has been proven that the use of questionnaires provides an objective and comprehensive description of the style of interpersonal behavior of police officers, which will improve the quality of professional selection of police officers, increase the efficiency of teamwork and increase public confidence in the police.

Scientific approaches to determining the legal status of the employer in labor relations have been studied considered. The author has studied the norms of the Law of Ukraine “On the National Police”, which determine the identity of the employer and his authority to enter into a police service contract. It has been noted that the state is the employer in labor legal relations of police officers. However, employer powers in accordance with Part 1 of the Art. 63 of the Law of Ukraine “On the National Police” are delegated from the state to the National Police of Ukraine. Employer powers are directly exercised by the head of the police agency granting the right to accept and dismiss from the police. This person, on the one hand, is a representative of the employer, on the other hand – an employee. It has been stated that the Law of Ukraine “On the National Police”, defining the identity of the employer in the labor legal relations of police officers, did not enshrine the labor rights and responsibilities of the National Police of Ukraine as an employer. It is recommended to clearly define the list of labor rights and responsibilities of the National Police of Ukraine as an employer in the Law of Ukraine “On the National Police”. The following groups of labor rights of the National Police of Ukraine should be envisaged: 1) the right to select on the position of a police officer; 2) the right to accept, transfer and dismiss from the police; 3) the right to demand from the police officer to perform his / her functional duties; 4) the right to organize and manage the service; 5) the right to apply incentives; 6) the right to compensation ин police officers for the damage caused to the property of the police agency as a result of the violation of their functional duties by police officers. It is also necessary to consolidate the following groups of labor responsibilities of the National Police of Ukraine: 1) ещ provide the police щаашсук with work that meets the job descriptions and functional responsibilities of the relevant position; 2) ещ create appropriate service conditions necessary for the performance of functional duties; 3) to ensure proper rest of police officerі; 4) to provide timely financial support to police officerі and in the full extent; 5) to provide social protection for police officers; 6) to ensure the protection of the life and health of police officers, the life and health of family members, as well as their property.

In the article, the author examines the administrative and legal status of a community police officer. It is emphasized that the radical change of legal relations has led to the transformation of the legal status of their participants, in particular, the administrative and legal status of the National Police. It is determined that the main subjects in the field of providing police services for public safety and order should include a community police officer. It is claimed that the administrative and legal status individualizes the position of any unit of the National Police, in this case community police officers, as it determines not only their rights and responsibilities, but also tasks and functions, organizational structure, competence. It is noted that rights are the interests of a certain subject of administrative and legal relations, which consist in the use and free disposal of social goods and values, as well as allow the enjoyment of fundamental freedoms within the limits established by law. Accordingly, a duty is a set of obligations of one subject of administrative law in relation to others, which is a certain organic necessity that reconciles personal and public interests. Rights and responsibilities as complex elements of administrative and legal status distinguish its integral component, without any of the elements of which it cannot exist. It has been proven that a community police officer is a police officer who is focused on solving the security problems of his or her local community. It is proposed to define the administrative and legal status of a community police officer as a set of administrative and legal norms that establish tasks and functions, organizational structure, powers, forms of responsibility and competence. The characteristics of the administrative and legal status of a community police officer include: his position in the hierarchy of the National Police, the issue of subordination; purpose, tasks and functions; directions, forms, methods of activity.

The results of public opinion survey of Kharkiv region residents on public safety and trust in law enforcement conducted by Kharkiv National University of Internal Affairs (Research Lab on Crime Enforcement) together with the Sociological Association of Ukraine, Kharkiv Regional State Administration and the Main Directorate of the National Police are presented. in the Kharkiv region in 2013–2021. The key indicators of the efficiency of law enforcement agencies of Kharkiv region and the problems of law enforcement activities at the local level from the public point of view are analyzed, the expectations of local residents from law enforcement agencies are determined, the problems of interaction with the police are considered. The publication contains empirical data and practical recommendations designed to implement specific tasks in the work of the police and other law enforcement agencies for the needs of the local community.

The article is devoted to the study of the peculiarities of the protection of the honor and dignity of the National Police of Ukraine. The notion of honor and dignity of a police officer is considered and analyzed. The author revealed the meaning of the terms «dignity» and «honor» and provided a definition of honor and dignity of police officers within the independence of these terms and pointed out the main difference between these concepts. The article identifies the current state of national and international legislation on the protection of honor and dignity. The main characteristics and indicators of professional honor and decent behavior of a police officer are given. It is noted that the real protection of the honor and dignity of police officers in practice is virtually ignored and, according to current statistics, offenses against the honor and dignity of police officers are indicators of latent crime. The experience of European countries, namely Poland and France on the mechanism of protection of personal safety and security of police officers is considered. The main provisions of the draft Law of Ukraine «On Amendments to the Code of Administrative Offenses of Ukraine to protect the honor and dignity of employees of the National Police of Ukraine, members of public formations for the protection of public order and the state border and servicemen» № 5050. It has been found that the honor of the police officer is a directly external assessment of the police officer from the society or the relevant social group, which characterizes the moral appearance of the entire personnel of the bodies and units of the National Police of Ukraine. The dignity of the police officer is the internal self-esteem of police officers as a moral personality that is significant for the environment, for society, and determining the significance of the police as a professional based on its achievements, self-esteem. The protection of the honor and dignity of the police as a citizen of Ukraine is carried out on general grounds and does not guarantee a certain level of protection during the execution of police officers.

The literature on police officers’ job satisfaction to date has focused primarily on individual officers’ demographic characteristics, while a few recent studies have demonstrated that officers’ job task characteristics are a principal source of job satisfaction. The present study expanded on this prior research by simultaneously analyzing three dimensions of correlates of job satisfaction: officers’ demographic characteristics, officers’ job task characteristics, and officers’ organizational environment characteristics. This was the first such study to include the dimension of organizational characteristics in the study of police officer job satisfaction. The analysis of survey data from a sample of patrol officers from 11 law enforcement agencies in the southwestern United States suggested that the officers’ job task characteristics were a principal source of job satisfaction. Organizational environment characteristics also played an important, but weaker, role in the shaping of officer job satisfaction.

The results of the empirical research of aggressive behavior of the officers of the National Police have been presented. The objective of the research was to substantiate the psychological training as a method of psychological diagnosis of behavioral aggressiveness of police officers.In total, empirical studies covered 138 police officers aged 24-35 from different regions of Ukraine, where there were 57 women and 81 men who passed advanced training courses at Kharkiv National University of Internal Affairs.To determine the testometric aggressiveness of the subjects, the authors have used two standardized questionnaires for the diagnosis of aggressiveness (P. Kovalov - Ye. Ilina and L. Pocheubut) and the projective method “Test of a hand” by E. Wagner. The authors have distinguished the indicators of testometric aggression of the officers of the National Police of different gender; have conducted their comparative analysis. It has been found out that police officers in general are characterized by a low level of personal and behavioral aggression. It has been found out that male police officers have a significantly higher level of physical aggression than females. Women, in turn, are more vulnerable to manifestations of verbal aggression than men. Analysis of the projective methodology for the diagnosis of aggression confirms the results of the questionnaires about the general low level of aggressiveness of police officers. It has been determined that police officers, regardless of gender, have intrinsic insensitivity to the influence of society, low sensitivity to the opinion of others, the reluctance to build symmetrical relations, which in the end points to an aggressive orientation within interpersonal interaction.The standardization of psychological training exercise “Chair” has been carried out in accordance with the scales reflecting strategies of denial, replacement, assistance seeking, aggression, regression and cooperation. The authors have carried out the assessment of the expressiveness of behavior according to the mentioned strategies at three levels: low, medium and high. It has been clarified that the use of aggressive and regressive behavior strategies and assistance seeking are the most typical for police officers.Comparison of the indicators of testometric and behavioral aggressiveness of the officers of the National Police has been conducted. It has been found out that none of the testometric indicators of aggression of police officers increases linearly in the case of comparison between the groups selected by the level of behavioral aggression. It points to the fact that the real behavioral aggressiveness is a polyderterministic, multifactorial phenomenon. The authors have determined two indicators of testometric aggressiveness of police officers, which differ in polar according to behavioral aggressiveness of groups – they are verbal and substantive aggression. Thus, these types of aggression serve as empirically verified testometric indicators of behavioral aggressiveness and can be used for its evaluation in the process of professional and psychological selection of candidates for service in police and in the psychological support of police officers.On the basis of the conducted research, the authors have concluded about the fundamental possibility of using psychological training as a mean of psychological diagnosis of aggressive behavior of police officers.

The authors have studied the problems of theoretical principles and methodical tools of carrying out professional research at the National Police of Ukraine, in particular, the issue of developing a job description of community police officers. It has been demonstrated that job descriptions represent a complete description of the specifics of a particular profession, they reveal the content of professional work, as well as the requirements that a profession brings to a person; this is a document that provides a comprehensive, systematic and comprehensive description of the objective characteristics of the profession and the totality of its requirements to individual and psychological features of a man. An important part of the job description is a psychic profile containing a complete description of the actual psychological characteristics and professionally important personal qualities of specialists. Theoretical bases and structure of the experimental process of professional research have been provided; the possibilities of using some of its methods and means for the development of a modern professional profile of community police officers have been revealed. It has been emphasized that scientifically substantiated professional research of professional police activity will create favorable conditions for increasing the efficiency of professional selection of personnel and appointment of police officers, will promote more efficient use of personnel potential of police units, enable improvement of training, retraining and professional development of police officers, rationalization of working conditions, reduction of morbidity, etc. Based on a broad pilot study involving police officers from 25 regions of the state, the authors have established a list of the main professional qualities of community police officer, have defined qualitative and quantitative psychological and psycho-physiological indicators recommended for professional activity, the authors have also established psychological and psycho-physiological contraindications to the professional activity of community police officers.
