This study aims to analyze, identify and describe strengthening Local Government Organisation Gorontalo District; Methods: Using qualitative research, data collection techniques; observation, interviews and documents. data analysis interactive model of Miles, Hubermen and Saldana (2014). The results showed that: Strengthening the organization, which includes; 1) the incentive has been running with a performance-based; 2) utilization of personnel not comply pd principle the right man on the right pleace; 3) leadership is more motivation in improving individual and organizational performance; 4) organizational culture refers to the Standard Operating Procedure (SOP) that have been standard; 5) communication has been running well, but need to increase understanding of the message to avoid mis communication between SKPD; 6) organizational structure has been carried out by the organization's needs but still dependent on central government policy to discretionary policies at local level walk less than the maximum.

This study aims to examine the effect of governance on the performance of village-owned enterprises. The governance variable consists of 6 principles, namely transparency, accountability, cooperation, participation, emancipation and sustainability. Organizational performance includes financial and non-financial performance. This study uses quantitative data with primary data sources. The research data comes from questionnaires distributed online and offline to village-owned enterprises administrators in East Java. Quantitative data were processed using SPSS 25 software. The hypothesis in this study was tested using simple linear regression. The results of this study found that governance has a positive and significant influence on the performance of village-owned enterprises organizations in the East Java region. This finding is expected to provide a reference in Good Governance for BUMDes in Indonesia. Armed with the knowledge gained from this research, it is hoped that local governments will improve the governance and performance of BUMDes. In addition, the BUMDes Management is expected to improve organizational performance which is assessed both in terms of financial and non-financial through good governance of BUMDes.

Abstrak: Limbah bahan kimia baik sisa praktikum maupun bahan kedaluarsa di Laboratorium Kimia PMIPA FKIP Universitas Mataram perlu dikaji secara mendalam, sehingga dapat ditemukan solusi bagaimana cara pengelolaan yang tepat. Untuk menemukan formula pengelolaan yang tepat diperlukan pengkajian tentang: identifikasi penyebab timbulnya limbah bahan kimia, perhitungan jumlah limbah, mekanisme pengolahan dan pembuangan ke lingkungan. Kuantitas limbah bahan kimia dan teknik pengelolaannya menjadi indikator seberapa baik tata kelola limbah. Tujuannya adalah untuk menemukan solusi dalam pengelolaan limbah bahan kimia, sehingga dapat dijadikan dasar/pedoman dalam upaya minimalisasi potensi limbah baik pada penanganan di gudang maupun pengurangan kuantitas limbah yang dihasilkan dari kegiatan praktikum di laboratorium PMIPA FKIP Universitas Mataram. Teknik dokumentasi yang digunakan dalam pengelolaan dapat diperoleh beberapa hal, yaitu: (1) limbah bahan kimia berasal dari sisa pembuatan larutan, sisa praktikum, hasil pencucian alat, dan bahan kedaluarsa. (2). Penurunan jumlah bahan kimia yang disimpan  di  gudang  sebesar  18,5 %  dari  total  persediaan,  sedangkan jumlah bahan penyebab limbah B3 berkurang 29%. (3) Diperlukan teknik pengolahan limbah bahan kimia tersebut sebelum dibuang ke lingkungan. (4) Rekomendasi usulan  amandemen S.O.P Perencanaan, Penerimaan Bahan, Audit Gudang sehingga pencegahan pencemaran bahan kimia. Kata kunci : Bahan kimia,  Pengelolaan limbah, MSDS, Incompatibility, Standard   Operating   Procedure (S.O.P)Abstract: Hazardous chemicals and materials practicum good rest expiry Chemistry Laboratory, University of Mataram PMIPA FKIP needs to be studied in depth, so as to find solutions on how to appropriate management. To find the right formula management studies are necessary regarding: the identification of the causes of chemical wastes, the calculation of the amount of waste, treatment and disposal mechanisms to the environment. The quantity of chemicals and waste management techniques to be an indicator of how well the governance of waste. The goal is to find a solution in the management of chemical waste, so it can be used as the basis / guidelines in an effort to minimize the potential for waste both in handling in the warehouse as well as a reduction in the quantity of waste generated from laboratory experiments PMIPA FKIP University of Mataram. Techniques used in the management of documentation may be obtained several ways, namely: (1) chemical wastes coming from the rest of the preparation of the solution, the rest of the lab, the results of the washing apparatus, and outdated materials. (2). Decrease the amount of chemicals stored in the warehouses of 18.5% of the total inventory, while the amount of material cause of the B3 waste is reduced by 29%. (3) Required waste processing techniques such chemicals before being discharged into the environment. Community service activities are one of the activities that aim to assist the government in improving Good Government. Community participation is still very low in implementing the principles of good government. Yet society is a very important part of these principles. Because the role of the community is still very low, community service is held in the form of counseling and socialization about the importance of community participation in improving good government. To realize a civil society, good governance is needed, both at the center and at the local level so that they can work well together so that the goals desired by the community are carried out, and this is not the task of the central government alone but the government under it starting from the village government and local government. that is what we know as the implications of village autonomy. The village community is expected to become a useful community, especially in the process of administering government (at the village level in particular). Because the participation of the village community is a real embodiment of Good governance. This kind of society will be solid and actively participate in determining various government policies. In addition, this kind of society will also carry out an effective supervisory function in the implementation of government administration. If the community is not yet effective in front of the government and there are still many social problems in it such as conflict and group anarchism, it is very unlikely that Good governance can be implemented.

An ongoing debate on the purpose of local self-government in Iceland has been simmering mainly between those who believe that local authorities should amalgamate in order to assume more responsibilities and those who believe that local autonomy, understood as the right of citizens to govern their own jurisdictions, should not be weakened. The purpose of this study is to discuss the role of local self-government in Iceland from these two very different perspectives by situating it within the context of the Nordic model of local self-government. This study’s findings reveal that the Icelandic central government has successfully introduced functional reforms at the local level over the past 25 years, but it has not been as successful in initiating territorial reforms. The findings also show that conflict between the ideologies of the traditional autonomous model and the more modern model of integration is growing.

This study aims to evaluate the implementation of the policy of providing performance allowance to employees at the Secretariat of the General Elections Commission (GEC) Kota Ternate, as well as their supporting and obstacle factors. This research is a descriptive qualitative research by using case study. The research data were obtained from informants who were respondents, ranging from staff to officials at the Secretariat of the General Elections Commission Kota Ternate. The results of the study showed that although the implementation of the performance allowance was already running  there were still some deviations in its management, namely: 1) no socialization or training was held on the management of performance allowance involving GEC Kota Ternate; 2) there is no appointment of a performance allowance management officer, namely the Performance Allowance Management Officer or the control book Management Officer, therefore, it happens overlap working  with routine treasurer; 3) there is not a standard operating procedure (SOP) as an assessment standard that aims to provide an assessment and sanctions against employees who do not carry out their duties and functions.

This research aims to find out the preparedness of libraries in facing disasters caused either human or natural factors. Disasters caused human factors are fire, theft and various kinds of acts of vandalism, while disasters caused by natural factors are earthquakes, floods and the threat of devastating animal collection. The research method used in the study is qualitative field research. Data were obtained through observation and note-taking, as well as participation in the activities. Disaster preparedness activities were conducted in stages, prevention, response, reaction and recovery. These activities included filling up visit book, CCTV cameras, availability of portable fire extinguisher and SOP (standard operating procedure) that put priority in securing the collection, repair, creation of data backup and recovery, media transfer, procurement of collection and extensive simulation handling of fire and other emergency conditions.

Coconut Panyuran Beach which is located in Tuban Regency, East Java Province, which is meant on the border of Palang and Tuban Subdistricts, is one of the most famous beach tourism attractions and is visited by many tourists. Based on the potential and opportunities that exist, the development of tourism needs to be done in order to increase economic growth by empowering the people's economy. researchers are interested in knowing how the implementation of tourism development in Tuban Regency, and knowing the right model in developing the tourism potential of Pantai Kelapa in improving the welfare of the surrounding community. This research is a qualitative descriptive study, with research objects in Panyuran and POKDARWIS villages using triangulation techniques.The results of this study are 1. Implementation of Regional Regulation number 9 of 2012 concerning Tuban District Spatial Plan for 2012-2032 based on Edware III theory consisting of (1) communication, (2) resources, (3) disposition, and (4) bureaucratic structure.Suggestions, socialization and good host training must be immediately scheduled and carried out to the community around the tourist attractions so that the community is always friendly towards visitors and the Standard Operating Procedure (SOP) needs to be formulated immediately.

Application of Good Governance principle is highly important in the implementation of public services in order to increase the quality of service performance. Social Prosperity Administration Bureau East Java Province as the institution that carries out grant service in their performance is still not going optimal and have to be carried out changes into better ways. This matter is occurred because of application of Good Governance principles that is carried out not maximal by the Social Prosperity Administration Bureau employees in doing services to society agency/institution/organization concerning to grant. This research aims to describe and analyze application of Good Governance principles in carrying out the grant service. This research used Descriptive Qualitative research method based on Good Governance principle according to ((UNDP), 1997) that focus on participation, rule of law, transparency, responsiveness, and accountability. The research value shows that good governance principle has been applied sufficiently optimal in grant service that carried out by Social Prosperity Administration Bureau. It is proven by the existing of the participation applications, service that is carried out under law and applicable SOP (standard Operating Procedure), creating transparency in services, responsiveness and accountability that is given by Social Prosperity Administration Bureau party to receiver grant institution. However, there are also obstacles in this grant service implementation from the application of good governance principle such as human resource that is less mastered on technology and limited employees, lack of time, limited grant budget and lack of awareness of the institution party in collecting the Accountability Sheet.

A major problem for voluntary organisations service providers under contract has been their independence in regard to both the relatively narrow issue of the terms and conditions of service provision, and the broader issue about the part voluntary organisations might play in policy shaping and democratic renewal. I examine the way in which New Labour has developed its ‘partnership’ approach to the voluntary sector since 1998. I argue that better terms and conditions have been secured for voluntary organisations providing services, and that large and umbrella organisations now have more impact on the implementation of central government policy. However, the more equal partnership required for a policy-shaping role in the sense of agenda-setting is likely to remain elusive, while at the local level there are tensions between the idea of voluntary organisations as agents of ‘civil renewal’ and as service providers.
