The article presents historiography of «Roads Galicia in Austro-Hungarian period» problem. The study of marked problem required searching and studying a substantial part of sources, which are stored in the archives and libraries of Chernivtsi, Lviv, Moscow and St. Petersburg. Of course, main part of factual material is drawn from archives of Chernivtsi regional state archive, book and newspaper Funds of the Scientific library of Chernivtsi University and the Lviv State Regional Archive.

The article analyzes the results of the state policy implementation withing the formation and development of the Soviet judicial system on the example of Smolensk Governoral Court. The authors set the goal, based on the analysis of sources not introduced into a wide scientific circulation, primarily stored at the State Archive of the Smolensk Region to restore the history of the creation and operation of justice institutions in the Smolensk region in the 1918s–1923s. The source base of the study was composed of documents stored at Smolensk State Regional Archive, materials on the history of the judiciary, statistical materials of the period under the study, documents on the history of the party-state bodies of the Smolensk region. The article studies current office documentation of both the higher and regional state bodies (Workers 'and Peasants' Government, People's Commissariat of Justice, Smolensk Governoral Executive Committee) and local authorities (Smolensk Council of Working People's Deputies, Executive Committee of Smolensk Governoral Council of Workers, Peasants' and Red Army Deputies), as well as Smolensk Governoral Court. The authors analyze the Soviet experience in the formation and development of judicial bodies under specific historical conditions; they consider transformations in the judicial system of the Smolensk Governorate in the 1917s–1922s, as well as the formation of Smolensk Governoral Court. The article studies legal foundations of the Soviet judicial system formation, characterizes processes of creating a judicial apparatus in the first years of Soviet power and analyzes activities of Smolensk Governoral Court during its formation. The authors reveal the essence, degree of efficiency, concrete results, political and socio-economic consequences, positive and negative lessons from the Soviet judicial system existed in Russia. The authors assume that the development of new legislation system in the 1920s was caused by the need to reform legal sources as the main means of socialism building. The authors conclude that the transformation of the Soviet judicial system completed the transition from the principle of «revolutionary expediency» to the principle of «revolutionary legality».

Literary and artistic life of the Ukrainian Private Gymnasium named after Ivan Steshenko was an integral part of the dynamic political, cultural and educational life of community in the town of Kremenets in the 20’s of the XX century. The author of the article, based on the relevance of the topic, based on objective analysis, using both archival sources and multi-lingual literature, analyzed literary and artistic facts that had a great influence on the formation of the Ukrainian elite of Volyn. It was the Ukrainian Gymnasium that contributed to Ukrainian literature the names of Ulas Samchuk, Cyril Kotsyuk-Kochinsky, Oksana Lyaturinskaya, Maria Kavun-Kreminyarivska, Yuriy Mulik-Lutzyk and others. The analysis of the cases of the Ternopil regional state archive allowed the author to analyze the documentary materials that make up several hundred issues of the fund number 351. Some diary of the work of teachers, on the basis of records you can learn about the versatile orientation of learning and education. The facts of the visit to Kremenets Gymnasium Bohdan Lepky in 1935, which in the conversation with the students reminded us that Vyacheslav Lipinsky is also the son of Volyn land. A special page of the activity of the gymnasium was written by the work of the Gymnasium circle «Postup», the content of which was the reading of literature - from Drahomanov to Vynnychenko, from Mikhnovsky to Dontsov, from nationalist publications to the «Public Voice». The author analyzes the process of teaching the Ukrainian language and literature in the gymnasium and emphasizes the literary work of the teachers of the Ukrainian language and literature - Sofia Orlovskaya in the gymnasium and Filimon Kulchinsky in the seminary. Only during the lectures, at evening rallies, in the preparation of academies, they threw grain in the young souls. They did not teach us politics, they simply taught us to think and understand us ... ". Both of them were fond of Lesya Ukrainka, Kotsiubynsky, not mentioning already about Shevchenko, whose image, as Orlovsky said, should be kept under holy images. The Ukrainian gymnasium brought out the great literature of Ulas Samchuk, Kirill Kutsyuk-Kochinsky, Oksana Lyaturinskaya, Maria Kavun-Kreminyarivska, Yuriy Mulik-Lutsk, and others. writer Ulas Samchuk wrote a autobiographical novel "Youth of Vasily Sheremety" about the gymnasium period of life, and in memoirs "On a white horse" and "On horse-raven" a lot of space was devoted to the Kremenets of that time, the Ukrainian gymnasium. It is "Youth of Vasily Sheremety" that gives a convex picture of the literary and artistic preference of the students who arranged disputes on the works of G. Chuprynky, M. Voronoi, O. Olesya, P. Tychyna, V. Vynnychenko's collective readings on the literary-creative association «Youth». It is concluded that a private gymnasium in Kremenets played a big role in the life of the region, and a whole bunch of Ukrainian writers whose names were immortalized in the memorial tables.

Archives play an important role in today’s society due to collecting, keeping, processing and popularizing the historical heritage of the Ukrainian people. Currently, attention is paid to promotion of “microhistory”, regional content of the archive funds, personification of history, which is a powerful educational tool that facilitates formation of the strong ties between the archive institutions and the local society. In the context of Ukraine’s growing independence amid the Russian hybrid aggression, it is utmost important to disclose and popularize the documented evidence of the prominent figures contributing to the Ukrainian statehood, the real gems in the Ukrainian science, education and culture who have inspired the citizens with their own examples of life hardships and creative achievements. This article is focused on popularizing the personal documents kept on file in the archives in the oblasts of Ukraine. It has been established that to raise awareness regarding the personal documents, the regional state archive institutions use both the traditional and the modern tool and methods, among which online exhibitions and inter-institutional projects rank first. The author of this article, having summarized the work experience of the Ukrainian state regional archive institutions in popularization of the personal documents of national and regional significance, concludes about relevance and efficiency of the project and exhibition activity for the abovementioned purpose. The author pays tribute to popularization of experience of the state regional archives of Ukraine by means of dissemination of the personal documents among the large archive community and employees of other media and social memory institutions

This chapter talks about Natalia Ilyinichna Tcherniak's birth to Ilya Evseevich Tcherniak and his wife Polina Osipovna on 5 July 1900 in Ivanovo-Voznesensk. It mentions the house on Mikhailovskaya Ulitsa in 1900 that had been converted from a pair of disused textile-printing workshops and rented out as living accommodation. It also describes the first two years of Natalie's life in Mikhailovskaya where she and her family occupied the first floor. The chapter delves into the documentary evidence of Natalie's birth that proved insubstantial. It points out that the file in the Ivanovo Regional State Archive recording births and deaths at the turn of the century contains no trace of Natalia Ilyinichna Tcherniak.

By researching and evaluating the fund No. 475 of the National Archives of Latvia (NAL) Regional State Archive of Valmiera, it may be concluded that the accumulated materials in the archive about the time from 1949 until 1950 reflect collectivization process in Latvian SSR. The materials give an insight in implementing and establishing the collective economy as well as show support and readiness for such economic model.

The present study was performed on the basis of the census of the inhabitants of Przemyśl from mid-1918, prepared based on questionnaire forms which were not typical for thus type of source. These materials are currently stored in the State Archive in Rzeszów (department in Sanok) and, partially in the archives of the State Archive in Przemyśl. In both cases they were only fragmentarily preserved. The main part of the present study presents a demographic analysis showing how the national and denomination structure of the city dwellers from that time was shaped. Special attention was put on the migration movement directed towards Przemyśl in the years 1880–1918 and its rate. The article focuses also on the location of migrants in the city, especially in its center and in the suburbs (Zasanie on its right, northern side and the Lviv suburbs on its right, eastern side).

The decree of the President of the Russian Federation declared 2019 as the Year of Theatre. Libraries traditionally participate in promotion of theatre art, provide their places for plays, hold art meetings, organize theatre clubs, and use theatrical tools in club activities to hold public events. The article objective is to identify and characterize types, forms, orientation, and specifics of cultural, educational, and leisure activities implemented by the central universal scientific libraries of the Siberian Federal district (SFD) as part of the Year of Theater. 10 central libraries were chosen to be analyzed: Altai Regional Universal Scientific Library named after V. Y. Shishkov (Barnaul), Irkutsk Regional State Universal Scientific Library named after I. I. Molchanov- Sibirsky, State Scientific Library of the Kuzbas named after V. D. Fedorov (Kemerovo), Krasnoyarsk Regional State Universal Scientific Library, Novosibirsk State Regional Scientific Library, Omsk State Regional Scientific Library named after A. S. Pushkin, National Library named after M. V. Chevalkov (Gorno- Altaisk), National Library of the Tuva Republic named after A. S. Pushkin (Kizil), National Library named after N. G. Domozhakov (Abakan), Tomsk Regional Universal Scientific Library named after A. S. Pushkin. The source bases of this study were public plans and reports of libraries, news and events reports posted on the official libraries websites. The theatre topic reflects itself in preparing various libraries exhibitions, chronographs publications, organizing meetings with culture and arts figures, clubs work, organizing competitions, cultural and educational events and projects, holding festivals. Sociocultural event “Library Night 2019” aimed at supporting reading was a bright manifestation of the “Library + Theater” union. Libraries used the following forms of events: performances, concerts, lectures, master classes, exhibitions, excursions, quizzes, competitions, playgrounds. The events held during the Year of Theatre varied in content and combination of traditional and new forms; had strongly marked book and reading popularization; were oriented on different age groups, interactive; used many multimedia products. Although the chosen forms of the events are alike, the fact that each library has its unique content based on local history makes special cultural and leisure activities of every library.

Aim of this paper is to give, based on experience of Croatian state archive, contribution to the discussion on consultation of archival records. Methodology usual for social sciences is used. Rules that stipulate records consultation are described and statistical data presented. 12.090 users, or 0,28% of all Croatian population, had consulted archival records, held by archive, in the year 2014 in Croatia. Rules and theirs execution have essential impact on number of users. Increased number of users in regional state archives in the beginning of second decade of this century is basically outcome of new laws related to denationalization and legalization of real estates. Archives even now do not have sufficient human and other resources not even to perform theirs basic tasks such as records arrangement. Consultation of archival records unavoidable reveals weakness on an archives or archival service regarding theirs prior tasks - protection, processing, and arrangement of records. One of the possible solutions of the archives’ crises, in a poor country in transition, is return of archives under the auspices of administration, and archives that work for the purpose of efficient governance.
