In an effort to increase the quality of education in Madrasah, the government (the Minister of Religious Affairs through Islamic Education General Director), since 1995, has performed a supportive program in science laboratories by providing for needs in several MTsN (Islamic public junior high schools). In the year 1998, support was given to 35 MAN (Islamic public senior high schools) and in the year 2005 to several considerably superior MA (Islamic private high schools). In the year 2010 support was given to 400 private MA in 19 provinces. In the same year, support was given to 100 MA laboratory facilities in 11 provinces. The massive amount of support has not yet been able to be used optimally in order to increase the quality of education by the Madrasah(s) because of many obstacles such as: the low quantity of human resources (teacher and laboratory staff), the fact that several MA do not possess a laboratory building (Science and Linguistic major), and the fact that science and linguistic majors do not exist in several Madrasah. On the other hand, distribution of funds also experienced many difficulties. The result of the research of the Center of Research and Development Islamic Education and Religion in the year 2012 entitled the “Use of the laboratory facilities in Madrasah (the study of the well-funded science and linguistic laboratory Madrasah Aliyah)” indicates that the use of laboratory facilities has not yet been maximized by the Madrasah and support for implementation has experienced many difficulties. Dalam upaya meningkatkan mutu pendidikan di Madrasah, pemerintah (Kementerian Agama melalui Dirjen Pendis) mengeluarkan program bantuan sarana laboratorium IPA yang dimulai tahun 1995 dengan memberikan bantuan pada beberapa MTsN. Pada tahun 1998, bantuan diberikan kepada 35 MAN dan pada tahun 2005 bantuan diberikan kepada beberapa MA Unggulan. Pada tahun 2010 bantuan diberikan kepada 400 MA swasta di 19 propinsi. Pada tahun yang sama, juga diberikan bantuan sarana laboratorium bahasa pada 100 MA swasta di 11 propinsi. Besarnya bantuan yang diberikan selama ini ternyata belum dapat dimanfaatkan madrasah secara maksimal untuk meningkatkan mutu pendidikan karena terkendala oleh banyak hal antara lain terbatasnya SDM (pendidik dan tenaga laboran), sebagian MA belum memiliki gedung laboratorium (IPA dan bahasa); tidak memiliki jurusan IPA dan bahasa. Di samping itu, dalam pelaksanaannya pemberian bantuan ini juga masih menuai banyak masalah.Hasil penelitian Puslitbang Pendidikan Agama dan Keagamaan tahun 2012 berjudul Pemanfaatan Sarana Laboratorium Pada Pendidikan di Madrasah (Studi Pada Madrasah Aliyah Penerima Bantuan Laboratorium IPA dan Bahasa)”menunjukkan bahwapemanfaatan sarana laboratorium oleh madrasah belum maksimal dan pemberian bantuan tersebut dalam pelaksanaannya banyak menuai masalah.

None component of success in the world of education is the presence of teaching staff called teachers. The formation of religious values ​​or religusitas is highly prioritized to increase the moral values ​​and attitudes of students. So that the strategy to control the quality of Islamic education can be seen in the class control process developed by the quality development team. School accountability is required to have accountability both to the community and the government. This is a combination of commitment to the standards of success and expectations or demands of parents and the community. This accountability aims to ensure that public funds in supporting educational activities can be used in accordance with predetermined policies in order to improve the quality of education and if possible to provide information about what has been done. For that the school must provide accountability reports and communicate it to parents and the government, and carry out a comprehensive review of the implementation of the school's priority programs in Quality improvement. Islamic religious education is a structured effort to form human beings who have character in accordance with the consequences as a Muslim.

Education is a shared responsibility starting from the government, parents, then the community. Society plays a very important role in the development of children's education. Therefore, the community should participate in participating in children's education activities either directly or indirectly. The implementation of education itself will certainly have an impact on the community itself, thus there is a positive correlation between society and education. The better education is held, the better will be the quality of the community. Vice versa, the better the quality and the better the community, the better and better quality of education held. Therefore, community education must receive serious attention in the system of implementing Islamic education. The results of this study found that the role of the community in Islamic education can improve quality and superior management.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

This study aims to analyze the effect of economic growth, provincial minimum wage, and education level on open unemployment rate in Indonesia in 2011-2015, either simultaneously or partially. Using panel data with Fixed Efect Model (FEM) approach and using secondary data of 33 provinces in Indonesia. The model estimation results show that the variable of economic growth, provincial minimum wage, and education level simultaneously have significant effect on open unemployment rate in Indonesia. While the partial variable of economic growth has a negative effect but no significant effect on the unemployment rate. The provincial minimum wage variable is partially positive and significant to the unemployment rate. The variable of educational level also have positive and significant effect to unemployment rate. The government is expected to pay serious attention to economic growth, minimum wage system, improving the quality of education, the issue of availability of employment opportunities. Keyword: Economic Growth, Wage, Education, and Unemployment

Abstract Education is the way to prepare the next generation with excellence and competitiveness and Islamic education is no exception. Islamic education, which aims to form the perfect man (insan kamil), is faced with complicated problems of globalization era characterized by the transformation of information. Islam must dominate the quality of education, to be both resistant and flexible with the times. To form a solid Islamic education takes various steps. Reconstruction of the essence and urgency of Islamic education is a way to drown out the dichotomy of science, since all sciences, according to Islam, comes from one authority. The concept of pluralism education should be done so that Muslims are not conflicted in the belief monopolistic practices. By understanding and accepting diversity, the nature of tolerance and inclusivity have been more mature so that Muslims are able to exchange thoughts for the future progress. The term "reconstruction" in this paper indicates that there has been existing paradigm used in Islamic education. However, this paradigm must now be designed or renewed so that Islamic education is able to build a democratic, religious, innovative, and ready person to face the challenges of the transformation of great and rapid information. Tak terkecuali bagi pendidikan Islam. Pendidikan Islam yang bertujuan untuk menbentuk insan kamil dihadapkan pada permasalahan pelik akan derasnya globalisasi yang ditandai dengan era transformasi informasi. Mutu pendidikan Islam harus mendominasi, agar bersifat resisten dan fleksibel dengan perkembangan zaman. Untuk membentuk pendidikan Islam yang kokoh diperlukan berbagai macam langkah. Rekonstruksi essensi dan urgensitas pendidikan Islam merupakan cara untuk meredam dikotomi ilmu, karena pada hakikatnya semua ilmu menurut Islam bersumber dari satu otoritas. Pendidikan yang berwawasan pluralisme perlu dilakukan agar umat Islam tidak terbentur dalam praktik monopoli keyakinan. Dengan memahami dan menerima keberagaman, maka sifat toleransi dan inklusif semakin matang sehingga umat Islam mampu melakukan tukar pikiran demi kemajuan bersama. Term “rekonstruksi” di dalam paper ini mengindikasikan bahwa sebelumnya telah ada paradigma yang digunakan dalam pendidikan Islam. Hanya saja, paradigma tersebut kini harus dirancang atau diperbaharui kembali agar pendidikan Islam mampu membangun masyarakat yang demokratis, religius, inovatif, dan siap untuk menghadapi tantangan transformasi informasi yang begitu hebat dan pesat.   Kata Kunci: Pendidikan Islam, Essensi dan Urgensitas Pendidikan Islam, Transformasi Informasi, Pendidikan Islam dan Transformasi Informasi

The existence of the board of education in the province of Jakarta is a form of responsibility and community participation in education. Board of education was positioned as a companion to the government, whose presence is expected to be a strategic partner between the public and the government in the management and organization of education. Duties and functions of the provincial board of education is to provide recommendations to the governor about the the access and quality of education services. As the forum community participation, DKI Jakarta provincial education boards also helped encourage accountability and transparency of the use of public funds with the organizers that the school education department and school committees in open access usage of school funds to the public

Georgia implemented a nationwide, full scale school voucher program in 2005. The new voucher plan was designed with the intent to provide equitable distribution and efficient utilization of financial and human resources. By introducing the voucher scheme, the government hoped to promote competition among public as well as private schools to push them operate in a cost-effective way and consequently improve education quality. This study tries to identify the effect of increased competition on the quality of education as perceived by school principals and teachers in Georgia. More specifically, we study to identify if the voucher model, as a result of increased competition, has created an environment that is supportive to students in improving their academic performance. Our results suggest that school principals and teachers do not view competition as a force or stimulation towards better quality teaching and improved students’ academic achievement.

There have been many efforts made by the government in improving the quality of education such as issuing Republic of Indonesia Regulation No. 19 of 2005 concerning national education standards. Educational institutions hold scientific activities that can improve the ability or potential of educators so that professional educators can be created who can later improve the quality of learning in schools. This article discusses the factors that can improve the quality of education, elements and strategies in improving the quality of education.
