Beef cattle development based on regional planning approach is one of efforts to increase the role of beef cattle in Central Java Province, by synergizing between its commodity and the region potency. This study aims to analyze the role of beef cattle in the economy of Central Java and its potential development based on regional planning. The analysis instrument used to answer the aim of this research is descriptive analysis, LQ (Location Quotient), KPPTR (Ruminant Population Increased Capacity) and schallogram analysis. The results showed that the role of beef cattle in Central Java Province make a positive contribution to fulfill the demand for beef, but the beef cattle contribution for GDRP and labor is still relatively small. Central Java has considerable potency for the development of beef cattle since it is even now able to increase the ruminant population amounting 5.232.130 AU (Animal Unit) based on TDN (Total Digestible Nutrient), which scattered in 17 districts of the 21 districts designated as the development regions of beef cattle. The base region of beef cattle in Central Java Province located in 7 (seven) districts, but based on the results of the physical assessment of services capacity of these regions considered remain relatively low and middling. The strategy to increase the role of beef cattle in the economy of Central Java is by classifying the regions into 4 groups: namely based on the source of forage, the region base of beef cattle, and the level of service capacity of beef cattle development.

Abstract The efforts to increase the national beef cattle population can be done through the development of area-based beef cattle. SPR-IPB were an example of the concept of developing regional-based beef cattle farming based on smallholder communities. This study aimed to evaluated the area of beef cattle farming in SPR based on the profile of the farmer, institutions, existing livestock conditions and factors that influence the development of beef cattle farming. Surveys and observations were done in October-November 2020 at SPR Kuamang Abadi, Bungo District, Jambi. Ninety-nine farmers in 4 villages (Tirta Mulya, Lingga Kuamang, Cilodang, and Sumber Harapan) were involved in this study. Qualitative and quantitative descriptive statistics were used in this study. The results of the area evaluation show that the SPR Kuamang Abadi was included in the category of built up area (score 600.5). Problems related to the development of beef cattle farming areas include the non-functioning of the organization’s internal divisions, limited facilities and animal health personnel, and underutilized financial institutions. The recommendation for the results of this study was the development of beef cattle farms at SPR Kuamang Abadi can be done by strengthening human resources and institutions, strengthening facilities and infrastructure, accelerating access to technology adoption and innovation, strengthening marketing strategies, and strengthening cooperation.

The business of raising cattle in North Sulawesi is still carried out in traditionalextensive ways, because the main objective of farmers is to raise cattle only to be used as agricultural labor. As a result, the population and productivity of cattle in North Sulawesi are not well developed. Though the number of requests for beef consumption is very high, so that there is a gap between consumption needs and the availability of production. For the development of the agribusiness system, the concept of development strategy is needed, so the purpose of this study is to find a model for agribusiness development of beef cattle in North Sulawesi. The research method used is qualitative with a case study design. Data analysis is "four qualitative stages" and "strategy formulations" (EFE, IFE, SWOT, IE and QSPM). Based on the results of analysis, beef cattle farms in North Sulawesi are in a growing and constructive position which has a high industrial attractiveness and has the potential to be developed towards a modern-intensive maintenance system, namely developing business with agribusiness system models (efficiency and market considerations) and farming systems / family system (consideration of traditional experience and quantity of available farmer resources).

The purpose of developing beef cattle farming is to increase the population and productivity of cattle products followed by increasing farmers’ income, creating jobs and improving the genetic quality of beef cattle. The problem is that beef cattle farms in North Sulawesi are carried out in traditional management instead of eco-friendly; they are mostly developed by grazing on agricultural land. This study aims to identify the potential strategies to support the development of eco-friendly beef cattle farms. This study used a survey to analyze the role, opportunities and challenges of beef cattle farms in North Bolaang Mongondow Regency. The locations were purposively sampled to include the central area for government-initiative beef cattle development i.e. Sangkub, Bintauna and East Bolangitan districts. The data were subject to internal and external analysis using IFAS matrix, EFAS matrix and SWOT analysis. The results showed that the actual beef cattle population could be increased to 1.37 times. Development is carried out with an orientation to environment and sustainability using LEISA concept. The development of beef cattle was in a condition dominated by strength (the strength value of 1.882 or 76.59%). Opportunities are more quickly responded in the face of the threat of beef cattle development (the opportunity value of 1.842 or 68.09%). In conclusion, the development of beef cattle has a role in increasing the income of farmers and has market opportunities and the challenges can be minimized by increasing the productivity and quality of beef cattle that are environmentally oriented. Technology introduction is needed for the development of sustainable beef cattle farms.

Prior research by authors on the use of pesticides and their impact on 75 vegetable farmers in Simpang Empat subdistrict, Karo district, North Sumatra showed that 60% of respondents applied pesticides in excess of the packaging instructions. Respondents were also found not to use a complete protective device. Almost 70% of respondents have mild toxicity complaints, and based on blood cholinesterase levels are also found most respondents have mild toxicity. Pesticide residue test results also found 0.728 residues of chlorpyrifos and 0.321 profenofos in vegetables produced in this area. This led to continued review by checking the technical efficiency in the use of pesticides. The method used is a quantitative method with the Data Envelope Analysis (DEA) approach to analyze technical efficiency of pesticide on each commodity. The population is the whole vegetable farmer who grew tomatoes, Chinese cabbage and cauliflower at the time of the study. The entire population is used to be a sample of 35 tomato and cauliflower farmers and 20 Chinese cabbage farmers. The results of the study indicate that the uses of pesticide as production inputs on tomato commodities, Chinese cabbage and cauliflower are not technically efficient. It is suggested to farmers to use pesticide input according to the rules, proper dosage, on target, on time, the right way so that pesticide used is technically efficient.
