The article is devoted to one of the most dynamic sectors of the world economic system - to the sector of cultural and creative industries and to the issue of modeling its economic development public policy. One of the current trends today is intensifycation of the transformation process of the subsidized cultural sector into a dynamic business environment through a combination social services and market mechanisms. The creative economy has the potential to support developing countries in diversifying production, exports and providing sustainable development. In a context pandemic COVID-19, the sector has suffered significant losses and today needs comprehensive support. The question of applying a strategic approach to the state policy of CCI economic development, which involves determining its main directions, has become acute. The system approach in modeling process can ensure the successful implementation of an such policy in practice. In the article are identificated strategic directions for the state policy of CCI economic development in Ukraine using the method of modeling, to ensure the holistic development of the sector, taking into account the specific risks in the absence of such a policy. The main method in the article is the method of modeling, as well as used of strategic and systematic approaches for studing and analysis of the public policy specifics in the field of cultural economy in such countries as Ukraine. In the article is presents the developed model of the economic development state policy of the CCI, which consists of the main directions, its main elements, as well as a group of management decisions aimed at the development of the sector. The modeling process is based on taking into account the possible risks of the lack of a holistic approach in the implementation of public policy in the Ukrainian CCI sector. The proposed model with the main directions and elements, further focused on the separation of subsectors in the CCI sector and the development of legislative support for their functioning, establishing intersectoral cooperation, the relationship of their development strategies, taking into account and minimizing risks associated with lack of policy in the field of culture, as well as creates the preconditions for the use of economic and mathematical apparatus to substantiate forecasts and prospects for adaptation of management decisions to the changing internal and external environment.

The article discusses an ontological approach to solving the problem of forming state policy of economic development of cultural and creative industries and the corresponding intellectual-information management systems. The purpose of this article is to develop an effective toolkit (based on ontologies) for making optimal decisions in the field of state regulation of the cultural and creative industries, taking into account the dynamic factors of the external environment. The ontological approach considered in the article assumes the presence of three levels of models: meta-ontology, models of subject areas of cultural and creative industries and models of making appropriate management decisions on the formation of economic development policy of cultural and creative industries. The novelty of the proposed approach lies in the purposeful nature of ontological modeling of such complex system as the state policy of economic development of cultural and creative industries. The system under consideration has certain goals, tasks, resources, processes, factors of influence, risks and other characteristics. These characteristics include, in particular, the structure of the model, the ability to highlight the essential objects of real relations of the considered subject areas, the ability to represent knowledge for the joint work of specialists in computer modeling, the processing of expert knowledge and the generation of management decisions within the framework of the corresponding intellectual-information systems.

It is established that the technologies of artificial intelligence determine the state of implementation of digitalization and socio-economic development of the state. In view of this, it is proved that it is necessary to study the peculiarities of the legal regulation of digitalization and the state of public policy. With this in mind, the greatest attention is paid to the analysis of the provisions of the Concept of Artificial Intelligence Development in Ukraine (2020). It was found that the Concept contains a number of terms that require clarification, namely: "artificial intelligence industry", "state policy in the field of legal regulation of artificial intelligence industry", "public administration" and so on. It is reasonable to consider "industry" in the context of "sphere", and "public policy" as a component of "public administration". In addition, it is recommended to bring the legal terminology (defined in the Concept) in line with its scientific and theoretical characteristics.

Problem setting. The concepts of economic development at the beginning of the third millennium have largely exhausted themselves and require immediate revision and updating. The modern economic development of our civilization at certain intervals has more, so to speak, “side effects” which are a kind of price to increase the welfare of people. Among them there are two main vectors: first, the depletion of limited planetary resources, and secondly – an increase in waste. These two vectors are the most important in the development of Ukraine and the world as a whole, the implementation of the state policy of “green” economy will save our land and live in harmony with our nature.Recent research and publications analysis. Theoretical aspects of the concept of “green economy” are studied by the following scientists: Bublyk, Galushkina, Ivanyuta, Chmir, Yakovenko, Yarmolenko and others. Today, many countries, given the experience of the shortcomings of globalization processes, are actively looking for new models of further development.Highlighting previously unsettled parts of the general problem. The concept of “green” economy today is actively discussed at the level of international organizations, national governments, and among scientists. Despite this, there are few such studies at the scientific level in Ukraine. It should be noted that most of the research in the field of public policy of the “green” economy is carried out by foreign scientists. Therefore, there is a need to systematize scientific and practical knowledge about the new course of formation and implementation of state policy of “green” economy and the definition of basic concepts of “green” economy for Ukraine.Paper main body To generalize the basic concepts of “green” economy development as an object of state policy, to reveal the essence, goals and principles of “green” economy.The concept of “green” economy adopted by the world community is designed to ensure the harmonization of the three components of sustainable development – economic, social and environmental. “Green” Economy is not just a possibility but a compulsory way of development for all countries and nations if they want to ensure a secure future for their citizens. The transition to a green economy has a long and difficult path, but today a number of advanced economies and developing countries demonstrate leadership by adopting “green” economic strategies.Comparative characteristic of concepts of “green economy” is made, its purposes and principles are defined. It is emphasized that the model of “green” economy normalizes the interaction of human activity and nature. Summarizing all the concepts of “green economy”, which were considered in the paper, we can say that it embodied three areas – it is ecology, economics, social development.In this paper actualized problems in the transition of society to priority innovation areas “green” economy.The priority public policy based on the introduction of innovative environmentally sound technologies that will ensure the sustainable development of society in a strategic perspective. The author analyzes the concept as an important component of socio-economic development of the state, shows its importance to the national economy. Strategic priorities involvement of the Ukrainian regions’ “green” economics potential as the basis for the formation of “growth points” and “economic development areas” at the local and regional level has been reasonable. In paper it is proved that the development of “green” economics contributes to solute several system problems of the regions in Ukraine: reduces energy production, stimulates the transition to alternative energy, which creates jobs and improves the quality of life in the regions.Conclusions of the research and prospects for further studies Thus, the state policy of development of “green” economy is a new direction of strategy of many countries of the world which was formed during the last twenty years. It is believed that the development of public policy of “green” economy will ensure the development of most countries and save from the financial and environmental crisis.In view of the above, it is necessary to promote the ideology of public policy “green” economy as the main paradigm for the transformation of social change. Even with very conservative assumptions, the “green” investment scenario allows for decisive measures to achieve higher annual growth rates over 5 – 10 years and increases the reserves of renewable resources needed for the development of the world economy.

The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

Problem setting. Gender policy today is one of the decisive factors in building civil society, reaching consensus between different branches of government, the successful implementation of democratic reforms in Ukraine, its integration into the European Union. The observance of gender equality in the state demonstrates how civilized and democratic it is. The purpose of this article is a general study of the main directions of state gender policy, analysis of international norms in the field of gender equality and compliance of current Ukrainian legislation with international legal standards. Analysis of recent researches and publications. Issues of legal support for gender equality in Ukraine are studied by scientists in various aspects, as indicated by the scientific works of Kobelyanska L., Hrytsyak N., Hrytsai I., Grabovska I., Melnyk T., Honyukova L., Pedchenko N., Kresina I. and others. Article’s main body. However, some aspects related to further improvement of the state gender policy, bringing the current legislation in line with international and regional legal standards remain unresolved. The implementation of these tasks has not only theoretical but also significant practical significance and, accordingly, requires further research. Problems of studying the state policy of Ukraine in the field of gender equality remain relevant, as evidenced by the analysis of international norms and current Ukrainian legislation in the field of equality of rights of men and women, elimination of all forms of discrimination against women, combating domestic violence. The article considers both the positive and negative aspects of the state gender policy; the necessity of further improvement of the current legislation, bringing it in line with international legal standards, which is especially important in connection with the European integration processes of Ukraine, is substantiated. Conclusions and prospects for development. Thus, it should be noted that gender policy remains an important area of public policy, but unfortunately, despite significant advances in gender equality, public policy is reduced to such separate areas as assistance to families with children, social protection of women, protection of women in sphere of labor, etc. These areas of state social policy are very important, but they are not exhaustive. In addition, the legal framework for state gender policy needs to be further improved. Not all legal documents are perfect, unambiguous and can be fully applied in practice and therefore need further refinement. The Law on Ensuring Equal Rights and Opportunities for Women and Men, adopted in 2005, needs to be updated because it does not meet modern needs. In addition, Ukraine lacks a National Strategy in the field of gender equality, which would promote the further development of the principle of gender integration in all spheres and branches of public administration. The problem of equal rights for women and men in a democratic society is proclaimed as one of the main tasks in solving today’s social problems.

Abstract Research has devoted considerable attention to the contribution of cultural and creative industries (CCIs) to economic growth and innovation. Measuring and evaluative tools have played an increasingly important role in meeting the demand for the accountability of public money supporting this sector. Nevertheless, creativity remains an elusive subject for policy-makers. One of the major obstacles in adopting CCI policies is the difficulty in apprehending the value of support actions for cultural and creative enterprises. The present research is a first attempt to create a harmonised and simple set of indicators (the ‘benchmarking raster’) to assess local policies targeting economic development of CCIs. It has been completed in the framework of the INTERREG- funded CREA.RE network with the aim to encourage the authorities of small and medium-sized cities and regions to further invest Structural Funds in CCIs. It is also expected to contribute to CCI-focused economic development strategies (or Smart Specialisation Strategies).

In Peru, the adoption of a new school curriculum based on gender equality and nondiscrimination against sexual minorities led to the mobilization in 2016 of organizations connected to conservative churches under the slogan Con Mis Hijos No Te Metas (Don't Mess with My Children). This new countermovement uses street protests, the courts, and Congress to disseminate an antigender agenda that goes beyond its initial opposition to sexual education. Organizations in the countermovement consider the concept of gender to be a dangerous imperialist ideology, arguing that the state violates individual freedoms when it uses gender as one of the pillars of public policy.

Modernization in Russia is objectively dictated by the tightening of global competition between countries and the need for structural optimization of the domestic economy. In today´s environment the results of the modernization of the Russian economy influence directly on the welfare of the country in the future, elimination of the technological gap, improving efficiency in all sectors of the economy and professional fields. The process of modernization is aimed at solving a minimum of three tasks: to ensure structural balance of the national economy; technological innovation; the formation of an innovative model of economic development. Formation of such a model of the economy implies an increase in the economy of knowledge-intensive and high-tech industries. With two possible and mutually exclusive approaches to the state economy modernization and technological development, autocratic and democratic, the latter is the most effective, since upgrading cannot be achieved without direct participation of business, civil society and individual citizens with a high level of competence of the government. Federal authorities at the same time play the role of a facilitator, providing legal, organizational and financial support, and as well as a system of processes. Economic modernization and technological development will require training of skilled human capital, which may be provided by the proper functioning of the system of education in Russia. Development of education should be coordinated with social and economic development, and activities of educational institutions should be integrated into innovation processes at the national and regional levels. High importance in solving these problems is given to the development of mechanisms of interaction of educational institutions with the business environment, general public and to changing the format of relations with the state education authorities.

Topicality. The dominance in the national economy of resource-intensive multifield technologies and the lack of a sound public policy governing the formation, accumulation, storage, recycling, disposal and disposal of waste has led to a critical situation characterized by the further development of environmental threats. The slow pace of adoption and implementation of legal norms regarding the introduction of innovative technologies by types of economic activity, the inefficient use of the nature of resource potential and the unpreparedness of the business environment to intensify the introduction of the innovative model of the "green" economy lead to deepening the ecological crisis and aggravation of the socio-economic situation in society. After all, the high level of waste generation and low rates of their use as secondary raw materials have led to the fact that in Ukraine, in the industrial and municipal sector, significant volumes of solid waste accumulate each year, of which only a small part is used as secondary material resources, the rest fall into landfills. This fact determines the need for reform and development, taking into account global experience of the entire legal and economic system that regulates the use of natural resources, since the difference in the situation in Ukraine, as compared with other developed countries, lies in large volumes of waste generation and lack of infrastructure for handling them. . The "green" economy is an inalienable and effective tool for activities in all areas of life, namely in the areas of transport, agriculture, waste management and energy. This is not only an opportunity but a compulsory development path for all countries and states, including the EU member states..Aim and tasks. The purpose of the article is to determine the instrumental principles of regulation and to ensure the economic development of the process of environmentalization of the national model of the "green" economy. In order to achieve this goal, the study of the genesis of theoretical concepts concerning the ecologization of the development of the national model of the green economy, the determination of normative and legal instruments for enhancing the establishment of the principles of cleaner production and the substantiation of the scientific provisions regarding the development of the organizational and economic scenario for the development of the national green economy model are presented.Research results. The institutional principles of ecologization of the development of the national model of the "green" economy are considered. It is determined that further economic growth depends on the formation of an effective innovation policy of the state, based on the latest scientific and technological achievements and the transfer of environmentally sound technologies; ensuring the transfer of scientific research into resource-saving, knowledge-intensive, small and non-waste technologies, competitive goods and services, and activating processes for the formation of an ecologically oriented business environment in accordance with the global challenges of world development. It is substantiated that at the present stage it is important to ensure maximum full realization of the economic potential of regions in the strategy of formation of high-performance ecological-economic system, which is possible only at the expense of the implementation of the course of the "green" economy. The directions and priorities of development of secondary resource use are determined, taking into account both modern real possibilities and long-term economic, social and environmental interests of society; wide introduction of public-private partnership, cooperation and cooperation in central and local executive authorities, local self-government bodies; scientific, technological and methodical provision of waste management on an innovative basis; a significant increase in the role of regions and civil society in the reform of waste management; provision of financing and implementation of certain measures to further improve the management of waste management on a traditional basis. Three groups of tools have been formulated to promote resource-efficient low carbon economic development, as well as to monitor the transition process: imperative, economic and dispositive tools.Conclusions. It is substantiated that the institutional mechanisms of institutionalization of the process of environmentalization of the Ukrainian national green economy model can be considered: the dynamics of institutional and legislative and regulatory reforms in Ukraine regarding the implementation of the green economy model in the state policy mechanism, the development of state and regional governance institutions, the transformation of social relations and modification of administrative management with saturation of its ecological dominant and development of measures for priority determination their segments of environmentalization of national development. It is determined that the concept of the development of the "green" economy should determine the economic component that cements the growth of economic potential in the sectoral section of the state, the social component that serves as the basis for improving the life support system of Ukraine and the ecological component that forms the basis for implementing an environmentally sound policy of the state. The said confirms the urgency and importance of the institutional provision to enhance the process of environmentalization of the Ukrainian national green economy model, which should include the main legislative regulations of the state environmental policy and the international tendencies of ecologization of social development on the basis of the "green" economy.
