This article aimed to investigate theoretical and methodological approaches to the formation of strategic planning in the hotel and restaurant business. The author substantiated proposals for generating a unified strategy for the development of business structures of the hotel and restaurant industry. The article defined the strategic directions which allow to increase competitiveness and form the forecasted long-term prospects. The author specified the place and significance of hierarchy of essential levels in the process of strategic planning of hotel and restaurant business activity and developed recommendations on reengineering of organizational structure within the implementation of the development strategy. The article substantiates the principles and methodological approaches to strategic planning in enterprises operating in a developed market relationship, in order to identify the most appropriate tools for business planning. The author analysed the external environment of enterprises to determine the main directions of implementation of strategic plans, taking into account current economic problems. One of the main problems in the activities of hotels and restaurants is ineffective strategic planning. This is due to a number of problems, such as unadapted methods used in foreign practice, lack of tasks and goals in strategic planning, insufficient control over the development and implementation of strategic plans, lack of highly qualified specialists in strategic planning in enterprises, the crisis of the economy. Hotel and restaurant business owners must be well aware that in order to develop, succeed in a competitive environment and ensure the successful development of a hotel or a restaurant, they need to optimize the return on investment not only in material and financial resources, but also in human resources. It means to create comfortable working conditions, be able to analyze and implement current methods of work, motivate and support the initiative of its employees, train and develop their skills and abilities, which will increase productivity and improve the hotel and restaurant business.

The article reveals the theoretical and methodological provisions for the formation of the composition of technological elements of the strategic planning system, their interaction with the resource components of the organization of higher education (on the example of Voronezh and St.Petersburg universities) to achieve generalizing and specific targets of quantitative and qualitative nature of the strategic the goal of long-term development of a higher education institution. The concepts of “strategy”, “strategic vision”, “mission of the organization of higher education” are defined. The possibility of optimizing resource consumption in the process of implementing complex measures within the framework of federal, regional, sectoral and local programs and projects of social, economic and innovative development of higher education organizations is substantiated. The priority directions in the development strategy of the analyzed universities are highlighted. The necessity of including such technological elements as strategic analysis, mission, strategic vision, strategic goal, generalizing (basic) strategy, functional (private) strategies in the system of strategic planning of socio-economic and innovative development of the studied universities is substantiated.

The article discusses the theoretical aspects of the formation of the concept of the development strategy of municipalities and approaches to the process of developing a development strategy at the local level. The role of municipalities in the general structure of state administration is determined. The place and importance of the municipal education development strategy in the system of integrated socio-economic development of the country is revealed. The analysis of the main concepts related to the formation of the development strategy of municipalities is carried out. The connection between the interaction of the concepts of development strategy with the concepts of strategic planning and municipal education management is revealed. A comparative analysis of approaches to the formation of the concept of development strategy, strategic planning and management is carried out. The article analyzes the legislative framework in the process of forming a development strategy by the municipality. The article examines the trends in the process of forming a development strategy by municipal education and corporate governance. The necessity of developing a thorough and effective strategy for the development of a municipal formation as one of the directions for improving the competitiveness of the region and the country as a whole is justified.

Based on the results of the study, a scientific and applied problem was formulated, a hypothesis (multifactorial) was advanced, and partial scientific tasks were identified to develop a holistic methodology for strategic planning of the development of the Armed Forces of Ukraine based on capabilities. The relevance of the study is due to the emergence of new problems in the field of defense and military development, a decrease in the objectivity of strategic decision-making in determining and adjusting the development strategy of the Armed Forces in the long term, and the effectiveness of strategic planning for the development of the Armed Forces as a whole through the introduction of capabilities-based planning methodology in the defense forces. The requirements of modern regulatory legal acts of Ukraine regarding the introduction of planning based on the capabilities, functions of the Ministry of Defense of Ukraine and the General Staff of the Armed Forces of Ukraine, as well as the tasks of the Interdepartmental Working Group on the Defense Review (a temporary subsidiary body of the Ministry of Defense of Ukraine) are analyzed. The reasons for the emergence of problems in the construction and development of the Armed Forces are investigated, as well as contradictions in the definition and adjustment of the strategy for the development of the capabilities of the Armed Forces for the long term are revealed. The strategic planning of the development of the Armed Forces and defense planning are differentiated according to the goal, results and responsibility between the subjects of planning. The scientific and applied problem lies in the need to develop a concept of strategic planning for the development of the Armed Forces of Ukraine based on the capabilities, a set of special methods, techniques and approaches to determine and adjust the strategy for the development of the capabilities of the Armed Forces in the long term. A research hypothesis (multifactorial) about the conditions for achieving the effectiveness of strategic planning for the development of the Armed Forces of Ukraine on the basis of capabilities is put forward and partial scientific tasks are identified, which will be devoted to further research.

Subject. This article focuses on the development strategy of the agro-industrial complex and innovative development of agricultural organizations in the Republic of Mordovia. Objectives. The article aims to analyze the innovative development of the agro-industrial complex of the Republic of Mordovia. Methods. For the study, reviewing fundamental and applied research works of domestic scientists, I used general scientific and special methods. Results. Having analyzed the main trends of technological development of the agro-industrial complex of the Republic of Mordovia, the article identifies the priorities of innovative development of agricultural organizations and presents methodological approaches to the formation of a strategy for innovative development of agro-industrial complex industries. Conclusions. The identified positive developments in technological development are not sufficient for the comprehensive innovation of the agricultural organizations of the Republic of Mordovia.

The article presents the main aspects of the improved information and analytical tools for strategic planning and diagnostics based on a balanced system of target indicators for the development of a gas distribution organization through a multi-vector survey and a situational-point rating assessment. The proposed methodology assumes the calculation of the resulting integral indicator of production and financial activity. Considering the proposed development strategy, a system of target indicators has been built.

The development of entrepreneurship in any country is inextricably linked with the participation of the state, without the intervention and support of which it is impossible to create a friendly institutional environment conducive to the development of entrepreneurial initiatives and entrepreneurial activity of the population. Small and medium entrepreneurship is the main driving force of the country's economic development throughout the world. The development strategy of the Russian Federation for 2018-2024 includes seven strategic priorities, some of which relate to the development of entrepreneurship and support for civic entrepreneurial initiative, the creation of a competitive economy in which government policy will be aimed at partnership with private business and reducing the direct participation of the state in the economy, and support of such socially important areas as health, education, social sphere, etc. In this connection, there is a need for s forms of the partnership of state and business structures in socially important sectors in order to attract small and medium-sized businesses. At the same time, a mechanism is needed to implement such a partnership, which should be based on a business model that will allow you to clearly understand the logical links and relationships. This paper describes the author's version of the configuration (template) of the business model of state franchising as a form of partnership between business and government. The basis is the canvas of the classic business models of Osterwalder-Pigneur and Ash Maurya. Special attention is paid to unfair (non-market) competitive advantage, which business receives. The described business model makes it possible to cover the partnership in general, concentrate on the main things, discover bottlenecks and interdependencies, contradictions and alternatives. Work within the framework of this business model gives a chance to significantly increase the efficiency of partners and to support socially significant areas of business.

The research features the theoretical aspects of company development strategy. The paper outlines scientific approaches by various authors to the phenomenon of strategic planning and defines the notions of strategic plan and strategy. The theoretical analysis focuses on R. A. Fatkhutdinov’s two-level system and A. B. Idrisov’s concept of strategic planning comparison of marketing strategy. The paper also introduces foreign experience of strategic planning. The research was based on the strategic goals and objectives used by companies that provide financial services, namely Russian banking organizations. The author studied the official rating of Russian banks on a number of key indicators. As a result, Sberbank, VTB, Gazprombank, Rosselkhozbank, and Alfa-Bank were selected for the analysis. The article particularly concentrates on the ways each bank realizes its strategic goals within the development strategy. The research objective was to identify and justify one of the most important peculiarities of the development strategy of the banks.

The international approaches to strategic planning in supreme audit institutions and current experience of European countries in developing such strategies are explored. The challenges and problems of external audit in Ukraine are defined in terms of the results of functional assessment and performance indicators of the Accounting Chamber. The development strategy structure, mission, vision, values and strategic goals of the Accounting Chamber are developed.

Three levels of planning can be distinguished in grassland farming: strategic, tactical and operational. The purpose of strategic planning is to achieve a sustainable long-term fit of the farm business with its physical, social and financial environment. In pastoral farming, this essentially means developing plans that maximise and best match pasture growth with animal demand, while generating sufficient income to maintain or enhance farm resources and improvements, and attain personal and financial goals. Strategic plans relate to the whole farm business and are focused on the means to achieve future needs. They should be routinely (at least annually) reviewed and monitored for effectiveness through key performance indicators (e.g., Economic Farm Surplus) that enable progress toward goals to be measured in a timely and cost-effective manner. Failure to link strategy with control is likely to result in unfulfilled plans. Keywords: management, performance
