- The Padua Wall: a Wall of Solid Fear, If there is a lucky relevance in the concept of liquid fear, it is the physical image of what, not having a solid content, slides over, trickles through chinks and floods any surface that comes across. If applied to a specific case, the concept materialises in its solid ambivalence. In the Padua case under examination, the municipality makes the choice, explosive from a communication perspective, to par8 tially isolate - with an iron fence, the so-called wall - an inhabited area, considered out of control because of the growing flow of regular and irregular immigrants, of crime episodes, of drug dealing, of acts of intolerance by some of the residents. The area will be evacuated due to a serious sanitary emergence, the residents of that compound will be transferred in smaller groups in other buildings in the city. The fear of residents of the neighbouring area to find drug dealers in their homes will fade away. The solidity of an extreme measure will stay, as well as having indicated a solution in front of a failure, that is what terrifies most people. ABSTRACT Physical Maintenance in Nostalgia Park, Kupang City, East Nusa Tenggara Province Nostalgia Park is located in Frans Seda Street, Kupang City.  It is a city park built by the local government as the place for the National Peace Monument in Kupang. This park is managed by the local government and it has been the city park in Kupang, Nusa Tenggara Timur Province. The purpose of this research are to know the physical maintenance system of soft materials and hard materials,  the users’ perspective of the physical maintenance system, and  the obstacles in doing the physic maintenance in Nostalgia Park. This methods of research are done by doing observation, using questionaire to determine the visitors’ perceptions, identifying the physical maintenance system with the local government, and getting some literatures to complete the data of this research. Results of research indicated that the local government has done a good physical maintenance for soft materials and hard materials in Nostalgia Park. This can be seen by the result of the visitors’ perceptions and interview with the local government.   Key words: East Nusa Tenggara, Kupang City, Nostalgia Park, physical maintenance system

Abstract Amendment to the Act on special rules of preparation and implementation of investment in public roads resulted in an accelerated mode of acquisition of land for the development of roads. The decision to authorize the execution of road investment issued on its basis has several effects, i.e. determines the location of a road, approves surveying division, approves construction design and also results in acquisition of a real property by virtue of law by the State Treasury or local government unit, among others. The conducted study revealed that over 3 years, in this mode, the city of Krakow has acquired 31 hectares of land intended for the implementation of road investments. Compensation is determined in separate proceedings based on an appraisal study estimating property value, often at a distant time after the loss of land by the owner. One reason for the lengthy compensation proceedings is challenging the proposed amount of compensation, unregulated legal status of the property as well as imprecise legislation. It is important to properly develop geodetic and legal documentation which accompanies the application for issuance of the decision and is also used in compensation proceedings.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

Trade is a form of business that is run by many people around the world, ranging from trading various kinds of daily necessities or primary needs, to selling the need for luxury goods for human satisfaction. For that, to overcome the many needs of life, they try to outsmart them buy products that are useful, economical and efficient. One of the markets they aim at is the second-hand market or the so-called trashy market. As for a trader at a trashy market, they aim to sell in the used goods market with a variety of reasons. These reasons include; first, because it is indeed to fulfill their needs. Second, the capital needed to trade at trashy markets is much smaller than opening a business where the products come from new goods. Third, used goods are easily available and easily sold to buyer. Here the researcher will discuss the behavior of Muslim traders in a review of Islamic business ethics (the case in the Jagalan Kediri Trashy Market). Kediri Jagalan Trashy Market is central to the sale of used goods in the city of Kediri. Where every day there are more than 300 used merchants who trade in the market. The focus of this research is how the behavior of Muslim traders in the Jagalan Kediri Trashy Market in general. Then, from the large number of traders, of course not all traders have behavior in accordance with Islamic business ethics, as well as traders who are in accordance with the rules of Islamic business ethics. This study aims to determine how the behavior of Muslim traders in the Jagalan Kediri Trashy Market in buying and selling transactions and to find out how the behavior of Muslim traders in the Jagalan Kediri Trashy Market in reviewing Islamic business ethics. ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Since the late 20th century major, European cities have exhibited large projects driven by neoliberal urban planning policies whose aim is to enhance their position on the global market. By locating these projects in central city areas, they also heighten and reinforce their privileged situation within the city as a whole, thus contributing to deepening the centre–periphery rift. The starting point for this study is the significance and scope of large projects in metropolitan cities’ urban planning agendas since the final decade of the 20th century. The aim of this article is to demonstrate the correlation between the various opposing conservative and progressive urban policies, and the projects put forward, for the city of Madrid. A study of documentary sources and the strategies deployed by public and private agents are interpreted in the light of a process during which the city has had a succession of alternating governments defending opposing urban development models. This analysis allows us to conclude that the predominant large-scale projects proposed under conservative policies have contributed to deepening the centre–periphery rift appreciated in the city.

Abstract Issue Development of public health plan for the City of Belgrade, facilitate multisectoral participation and encourage local government to incorporate public health planning into integrated planning framework, including funding. Description of the Problem According to Public Health Low, adopted in Serbia in 2016 and Public health strategy (2018), Council for Health, as a professional body of the City government, was obliged to prepare draft of the Plan. Members of the City Council are representatives from different sectors: health care, public health, private sector, child care, education and civil society. Based on data and information from relevant institutions and organizations, situation analysis and health profile of the City have been prepared during 2018. Results Public health plan for the City of Belgrade has been drafted for a time period from 2020 to 2026, aligned and within time frame of the National public health strategy. Plan included: mission, vision, objectives, activities, responsible institutions, funding sources and indicators for monitoring. Focus was on health promotion and empowerment of citizens to adopt healthy lifestyle as well on investment in environmental sustainability, poverty and inequalities reduction and minimizing risks to human health and well-being. On December 2019, Belgrade City Assembly adopted this document, with full responsibility for implementation and budgeting specific programs and projects from 2020. Lessons Multisectoral working group, with clear defined scope of work, supported by regulations, encouraged and managed by experts in the field, highly motivated to be creator of changes is prerequisite for successful and productive public health planning process. Key messages Public health planning enabled communication and cooperation among experts and decision makers and represented a whole-of-local government approach to public health. Document is used as a resource and model for the other cities and municipalities.

The local government in this country and most countries in Europe is carried out by Corporations of Cities and Boroughs, the head of which is a mayor or corresponding official. One of the most important duties of local government is the preservation of law and order, and for this purpose, in former times, the mayor was usually authorized by charter to enlist men or ‘sergeants’ as they were called, later to be called ‘sergeants-at-mace’. These men were armed with a mace which was both a weapon and a staff of office. Originally a weapon only, it was later replaced by a ceremonial equivalent. There was usually also, from the fourteenth century and probably earlier, a ‘Great’ or mayor's mace, carried by the mace-bearer, usually a sergeant, which represented the authority of the mayor and was carried before him on formal occasions. Both of these types of mace exist in their ceremonial form today and are carried on formal occasions, although the sergeant's former duties have to a great extent now been taken over by the police. The sergeant's maces are small, averaging about one pound: the mayor's are larger, usually about ten pounds. The powers of these sergeants were, of course, limited to within the boundary of the city or borough to which they belonged.

The Iraqi city of Mosul occupied a clear geographical and historical importance for a large number of geographers and historians due to its geographical and historical importance, and because of the important historical events that its lands witnessed that changed the political map of several countries Geographers were interested in studying the geography of Mosul, and most of them made it within the geography of the Euphrates island, and this, of course, is due to the nature of the ruling political forces at that time, especially mentioning in successive Islamic eras, as well as the administrative subordination of the ruling Islamic states or emirates at that time. The research addressed the views of an important number of geographers about the city of Mosul, especially those who lived through the Abbasid era and its various stages, in terms of name and location, and the most important geographical and climatic features of this city, as well as the nature of its inhabitants, their buildings, and the nature of their land, and referred to the goods and imports that it was famous for. Naturalization made it self-sufficient, as well as the most important villages and cities near it, which are within its borders. Key words: City, Palm, Basra, Institutions, Country.
