Ensuring national security is one of the priorities of the state. The authorities implement measures that, if they do not eliminate the threat to national security, then minimize it. The first level in the security system is occupied by local governments. Their proximity to the population allows us to carry out successful work in this direction. But the template approach to organizing activities often negatively affects citizens and the state as a whole.

Civil protection is an essential part of the national security system. One of the main conditions for successful functioning of any system is a properly organized regulatory framework - laws, Cabinet of Minister’s regulations that clearly define the civil protection structure and the responsibilities and rights of legal and natural persons involved in the processes. This study identifies the current situation and concludes that the norms of the Civil Defence and Disaster Management Law adopted by the Saeima in 2016 eliminate the discrepancies of the Civil Protection Law of 2006 and administrative-territorial reform of 2009, and specifically determine the areas of responsibility and activities of the state and municipal institutions, but the changes in the regulations governing the training of students and employees ensure compulsory civil protection courses for higher education institutions.

Today, the different speeds of regional development and the preservation of unresolved structural contradictions, which have a pronounced regional dimension, have become one of the main foundations of political reconstruction in the growth of changes to ensure national security. Favorable regional institutional environment creates opportunities for optimal use of resources of the territory, which is the basis for ensuring the proper quality of life of the population of the region, eliminating all possible dangers at all levels. The strategic objectives of regional policy are to increase the competitiveness of regions and strengthen their resource potential, ensure human resources development, development of interregional cooperation, it is clear that under conditions of stable functioning of the security system at the regional level and thus the national system. In addition, the regional policy of the state - targeted actions of the state aimed at balancing the conditions of regions and their results, improving the use of aggregate regional resources and opportunities that can be implemented against the background of comprehensive security actions in all areas, including local levels. The mechanism of implementation of state regional policy, which can be defined as a system of specific state levers and organizational and economic means by which state influence on the spatial organization of society, provides socio-economic development of regions, improves the structure of their economic complex. That recently, due to the crisis situation in the country and military action, the system of state regional policy has paid considerable attention to the system of ensuring the security of the region from possible threats and challenges that may cause national dangers. The main components of the integrated mechanism of state regional policy of Ukraine, as defined by current regulations, are: the relevant legal framework, budget and financial regulation of regional development, forecasting and programming, development of various forms of territorial organization of productive forces. Legislative regulation at the international level of regulatory relations creates favorable conditions for a single legal activity related to national security, which, in turn, includes organizational and communicative tasks in the implementation of domestic and foreign policy at all levels.

This article describes the information-psychological security system as a subsystem of national security, and provides a terminological and retrospective analysis of sociological approaches to this concept. In addition, approaches to the concept of information and psychological security are reflected in scientific views as the vital interests of theindividual, society and the state, as information, as the human psyche, as ideology and ideas. The term "information and psychological security" is interpreted as the need to ensure the vital interests of the individual, society and social groups.The article pays special attention to methods of information and psychological impact on social processes and their negative and positive characteristics.

The processes of development and functioning of the State in the context of its security certainly have to be considered not only in a multisectoral perspective, but also in the perspective of the so-called “longevity,” the effects of which are perceived in a broader sense. Capturing the essence of the described phenomena, the regularities of which have a universal dimension, is crucial for research. It is impossible to envisage a future, also in terms of security, without dialogue with the past. The history of Poland does not coincide with a simple series of events substantiating contemporary conditions or confirming confidence in the victory of historical justice. In this context, the question of historical conclusions regarding the “nature” of the Polish state and its future remains relevant. The assessment of strategic directions of the Polish security policy, seen through the prism of rich (over a thousand) years of experience proves that the creation of new assumptions of the national security system without considering the conclusions drawn from history may constitute a deficient concept, comprising incomplete or even erroneous recommendations.

The purpose of the article is the identification, building, and theoretical and methodological justification of the structure of the state national security system. The methodology of the study was a retrospective approach that allowed studying the structure of the elements and links of the state national security system in dynamics, comparing the current situation in the theory and practice of national security with previous periods, starting from 1943. This made it possible not only to trace changes in the structure of the elements, goals, and objectives of the national security system but also to determine what measures were proposed by scholars and politicians to solve the problem under study. The novelty of the work and its results have been determined by the original innovative approach to the theoretical and methodological justification of the elements of the state national security system and its structure in the conditions of the 21st century, the description of the process of its functioning by a mathematical model.

Povzetek Grožnje nacionalni varnosti se preoblikujejo zelo hitro. Prebivalci države pričakujejo, da se bo nacionalnovarnostni sistem učinkovito in uspešno odzval na te grožnje. Izvedbeno se lahko nacionalnovarnostni sistem države odzove samo tako, da v sistem zagotavljanja nacionalne varnosti vključi vse svoje vire v upanju sinergičnih učinkov. Uporaba oboroženih sil za zagotavljanje notranje varnosti je bila izredna naloga oboroženih sil. Obramba oziroma obrambna sposobnost vojske, ki se izvaja v notranjosti države za notranjo stabilnost in varnost države ob zakonskih in primarno konceptualno določenih nalogah vojske in policije, predstavlja zakonodajni in operacionalizacijski izziv države. Ključne besede Slovenska vojska, Policija, izredna pooblastila vojske, operacionalizacija. Abstract Nowadays, threats to national security are transforming extremely rapidly. The people of a country expect the national security system to respond effectively and successfully to these threats. Implementation-wise, a country's national security system can only respond by including all its resources in the national security system hoping to achieve synergistic effects. The use of the armed forces to ensure internal security was an extraordinary task of the armed forces. The defence and the defence capacity of the military, which are in addition to the legal and primarily conceptually determined tasks of the military and the police aimed at ensuring internal stability and national security in the interior of the country, represent a legislative and operational challenge of the state.
