The article is dedicated to the issue of adequacy of financial resources for structural changes in the context of market transformation of Ukraine’s economy. It was determined that formal character and uncompleted market reforms in most cases had resulted a strong motivational environment to reduce the domestic development potential and the spread of the shadow economy. The decisive factor in the implementation of the relevant changes was the use of cheap labor, which allowed maintaining a high level of employment, but at the cost of falling efficiency and profitability of production. The GDP cut by almost half but unemployment rate achieved 2%, and not only the labor force but also the enterprises that were privatized depreciated. The funds raised from their sale served as an additional, but very limited, source of public finance. Their permanent deficit with falling GDP required a stronger tax component to offset rising government spending. The article presents the consequences of using a deficit model of the economy financing, in particular: falling GDP, including GDP per capita, the formation of a large power of the self-employed population, a significant spread of the shadow economy and the associated large stratification, development of inflationary processes, strengthening of tax pressure on legal business, deteriorating technical and technological condition of enterprises, lack of investment resources in their renewal, a significant amount of non-performing loans, which limits the motivation to invest as well as essential accumulation of debts. The proposals are made to change the model of economy financing via the transition to domestic sources of expanding effective demand, which stimulates increased productivity through innovation and investment. The implementation of this model involves a consistent increase in the cost of labor, consistent with the reduction of the tax burden, strengthening incentives to reduce costs and increase efficiency and provides expanded investment based on increasing domestic demand.

According to the current situation in the world economy connected with the coronavirus pandemic, it is difficult to predict GDP growth. Non-economic factors determine the rate of decline in economies of almost all countries. Accordingly, it is extremely difficult to ensure the stable functioning of financial systems. In this situation, the role of public finance, especially the state budget, significantly increases, given the peculiarities of the formation of different levels’ budgets. This research aims to evaluate state budget structural changes on the example of Ukraine. Based on the linear coefficient and the quadratic coefficient of absolute structural changes, the quadratic coefficient of relative structural changes, and integral coefficients of structural changes the authors analyzed the state of public finance in Ukraine since the formation of the state and local budgets and their optimal use to mitigate the effects of the pandemic on the economy can become one of the factors in maintaining financial stability and developing anti-crisis measures. The forecast values of the growth rate of budget revenues and expenditures confirm that the projected revenue gaps are significantly higher than the projected expenditure gaps. The cost structure of the state budget of Ukraine is characterized as a structure with a low level of differences. The Gatev and Ryabtsev coefficients demonstrate unidirectional dynamics. In contrast, Salai coefficient shows the opposite dynamics, which confirms a lack of stability in the cost structure. From 2008 to 2019, the chain rate of change has a significant variation range.

Based on the assessment of the features and basic preconditions for the shadowing of ICT services in the regions of Ukraine, it is substantiated that a significant level of its shadowing, especially in the IT sector, is an unfavorable factor that limits the positive effects and structural changes in Ukraine’s socio-economic system and also hinders the most complete and effective realization of its development potential. It is established that lack of effective judicial system and specialized standard and legal base, and also the low level of ICT services domestic market development and generally low investment appeal of our country’s economic system remains the main obstacles which hinder the achievement of the high level of the Ukrainian ICT sector development and increase in competitiveness of its services on a global scale. It leads not only to the deepening lag of the ICT services sector of Ukraine from its main competitors on a global scale, but also to maintaining a high level of its shadowing, which negatively affects the prospects of the national economy and increasing the efficiency of its potential in ensuring economic development of the regions of Ukraine. The maximum positive impact of the ICT services sector in the development of the economic system is possible only if it, in addition to increasing its competitiveness in the global IT market, will contribute to the growth and improvement of the domestic IT market through the implementation of experience gained in the economic systems of developed countries in creation and introduction of modern innovative technologies, products, methods of organization and management of business processes. The positive impact of the ICT services sector on the internal IT market development in Ukraine is significantly limited by numerous regulatory and economic barriers, which together with the high level of the shadow economy, both in the ICT services sector and in the economic system of Ukraine in general, noticeably reduce its investment attractiveness for foreign and domestic investors. According to the assessment of the shadow economy level in the ICT services sector of Ukraine in 2013-2018 by the method of unprofitable enterprises, the interdependence between changes in the level of the shadow economy in ICT services sector and some parameters of its productivity in the economic system is defined. It allowed to find out the main reasons for the shadowing and the threats of its growth in the ICT services sector in Ukraine, and also to identify possible ways to overcome them in the near future.

The market of tobacco products in Ukraine is one of the most dynamic and competitive. It develops under the influence of certain factors that cause structural changes, therefore, the aim of the article is to conduct a comprehensive analysis of transformation processes in the market of tobacco and their alternatives in Ukraine and identify the factors that cause them. The high level of tax burden and the proliferation of alternative products with a potentially lower risk to human health, including heating tobacco products and e-cigarettes, are key factors in the market’s transformation process. Their presence leads to an increase in illicit turnover of tobacco products, which accounts for 6.37% of the market, and the gradual replacement of cigarettes with alternative products, which account for 12.95%. The presence on the market of products that are not taxed or taxed at lower rates is one of the reasons for the reduction of excise duty revenues. According to the results of 2019, the planned indicators of revenues were not met by 23.5%. Other reasons for non-fulfillment of excise duty revenues include: declining dynamics of the tobacco products market; reduction in the number of smokers; reorientation of «cheap whites» cigarette flows from Ukraine to neighboring countries; tax avoidance. Prospects for further research are identified, namely the need to develop measures for state regulation and optimization of excise duty taxation of tobacco products and their alternatives, taking into account the risks to public health and increasing demand of illegal products.

The self-assembly of foldamers into macrocycles is a simple approach to non-biological higher-order structure. Previous work on the co-assembly of ortho-phenylene foldamers with rod-shaped linkers has shown that folding and self-assembly affect each other; that is, the combination leads to new emergent behavior, such as access to otherwise unfavorable folding states. To this point this relationship has been passive. Here, we demonstrate control of self-assembly by manipulating the foldamers’ conformational energy surfaces. A series of o-phenylene decamers and octamers have been assembled into macrocycles using imine condensation. Product distributions were analyzed by gel-permeation chromatography and molecular geometries extracted from a combination of NMR spectroscopy and computational chemistry. The assembly of o-phenylene decamers functionalized with alkoxy groups or hydrogens gives both [2+2] and [3+3] macrocycles. The mixture results from a subtle balance of entropic and enthalpic effects in these systems: the smaller [2+2] macrocycles are entropically favored but require the oligomer to misfold, whereas a perfectly folded decamer fits well within the larger [3+3] macrocycle that is entropically disfavored. Changing the substituents to fluoro groups, however, shifts assembly quantitatively to the [3+3] macrocycle products, even though the structural changes are well-removed from the functional groups directly participating in bond formation. The electron-withdrawing groups favor folding in these systems by strengthening arene–arene stacking interactions, increasing the enthalpic penalty to misfolding. The architectural changes are substantial even though the chemical perturbation is small: analogous o-phenylene octamers do not fit within macrocycles when perfectly folded, and quantitatively misfold to give small macrocycles regardless of substitution. Taken together, these results represent both a high level of structural control in structurally complex foldamer systems and the demonstration of large-amplitude structural changes as a consequence of a small structural effects.


The productivity of land has been often discussed and deliberated by the academia and policymakers to understand agriculture, however, very few studies have focused on the agriculture worker productivity to analyze this sector. This study concentrates on the productivity of agricultural workers from across the states taking two-time points into consideration. The agriculture worker productivity needs to be dealt with seriously and on a time series basis so that the marginal productivity of worker can be ascertained but also the dependency of worker on agriculture gets revealed. There is still disguised unemployment in all the states and high level of labour migration, yet most of the states showed the dependency has gone down. Although a state like Madhya Pradesh is doing very well in terms of income earned but that is at the cost of increased worker power in agriculture as a result of which, the productivity of worker has gone down. States like Mizoram, Meghalaya, Nagaland and Tripura, though small in size showed remarkable growth in productivity and all these states showed a positive trend in terms of worker shifting away from agriculture. The traditional states which gained the most from Green Revolution of the sixties are performing decently well, but they need to have the next major policy push so that they move to the next orbit of growth.

AbstractField studies were conducted over six seasons to determine the critical period for weed control (CPWC) in high-yielding cotton, using common sunflower as a mimic weed. Common sunflower was planted with or after cotton emergence at densities of 1, 2, 5, 10, 20, and 50 plants m−2. Common sunflower was added and removed at approximately 0, 150, 300, 450, 600, 750, and 900 growing degree days (GDD) after planting. Season-long interference resulted in no harvestable cotton at densities of five or more common sunflower plants m−2. High levels of intraspecific and interspecific competition occurred at the highest weed densities, with increases in weed biomass and reductions in crop yield not proportional to the changes in weed density. Using a 5% yield-loss threshold, the CPWC extended from 43 to 615 GDD, and 20 to 1,512 GDD for one and 50 common sunflower plants m−2, respectively. These results highlight the high level of weed control required in high-yielding cotton to ensure crop losses do not exceed the cost of control.

Showing whether the longest-edge (LE) bisection of tetrahedra meshes degenerates the stability condition or not is still an open problem. Some reasons, in part, are due to the cost for achieving the computation of similarity classes of millions of tetrahedra. We prove the existence of tetrahedra where the LE bisection introduces, at most, 37 similarity classes. This family of new tetrahedra was roughly pointed out by Adler in 1983. However, as far as we know, there has been no evidence confirming its existence. We also introduce a new data structure and algorithm for computing the number of similarity tetrahedral classes based on integer arithmetic, storing only the square of edges. The algorithm lets us perform compact and efficient high-level similarity class computations with a cost that is only dependent on the number of similarity classes.

Despite long historical ties, post-colonial relations between India and Myanmar have fluctuated between magnanimity and mistrust. While India often stood for high moral grounds and promotion of democracy, it did so at the cost of losing Myanmar to China. This affected both India and Myanmar adversely: while New Delhi’s economic, energy and security interests were hurt, isolated Yangon became more China-dependent. However, since the early 1990s, domestic developments in Myanmar and post-Cold War structural changes in the world order necessitated conditions for cooperation and mutual gains. It appears that blatant domestic suppression in, and international seclusion of, Myanmar is not desirable. Having witnessed two eras of magnanimity and mistrust, Prime Minister Manmohan Singh’s visit to Myanmar in 2012 heralds a prospective era of market interdependence while opening Pandora’s box: can India get a better share of Myanmar’s commercial possibilities without compromising its core interests in promoting democracy, development and diaspora protection?

The microthreaded many-core architecture is comprised of multiple clusters of fine-grained multi-threaded cores. The management of concurrency is supported in the instruction set architecture of the cores and the computational work in application is asynchronously delegated to different clusters of cores, where the cluster is allocated dynamically. Computer architects are always interested in analyzing the complex interaction amongst the dynamically allocated resources. Generally a detailed simulation with a cycle-accurate simulation of the execution time is used. However, the cycle-accurate simulator for the microthreaded architecture executes at the rate of 100,000 instructions per second, divided over the number of simulated cores. This means that the evaluation of a complex application executing on a contemporary multi-core machine can be very slow. To perform efficient design space exploration we present a co-simulation environment, where the detailed execution of instructions in the pipeline of microthreaded cores and the interactions amongst the hardware components are abstracted. We present the evaluation of the high-level simulation framework against the cycle-accurate simulation framework. The results show that the high-level simulator is faster and less complicated than the cycle-accurate simulator but with the cost of losing accuracy.

The following article is devoted to the study of current state of national education and healthcare systems. The cost of services in these areas constantly increases, there for even developed countries are forced to make significant efforts in order to maintain earlier achieved results. Due to this reason countries entered into the period of constant reforms with the purpose of maintaining that high level of health and educational services for all segments of population with a constant reduction of its volume of financing. The legal aspects of these changes are requiring manifestation of the will of politicians in order to overcome the opposition of parties which are defending their interests. As an example, the main opponents of the healthcare reforms proposed by Barak Obama in the USA are Republicans who are concerned about a significant increase of a state control over the entire national insurance system. The author comes to the conclusion that only joint actions of the government and every segment of population might actually improve the quality of medical and educational services.
