The study of spatial socio-economic development constitutes a significant field of analysis of innovation creation and diffusion. Understanding the spatial evolution of the different socio-economic systems in the age of globalization requires a synthesizing and integrated theoretical approach to how innovation is generated and replicated. This article aims to study three significant spatial socio-economic development theories –the growth poles, the clusters, and the business ecosystems. A literature review reveals that (a) the concept of growth poles concerns mostly the analysis of spatial polarization between specific territories and regions, (b) the clusters concept addresses the issue of developed inter-industrial competition and co-operation from a meso-level perspective, and (c) the analytical field of business ecosystems provides an evolutionary approach that can be valorized for all co-evolving spatial socio-economic organizations. In this context, an eclectically interventional mechanism to strengthen innovation is suggested. The Institutes of Local Development and Innovation (ILDI) policy is proposed for all firms and business ecosystems, of every size, level of spatial development, prior knowledge, specialization, and competitive ability. The ILDI is presented as an intermediate organization capable of diagnosing and enhancing the firm’s physiology in structural Stra.Tech.Man terms (strategy-technology-management synthesis).

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

Statistical methods for comparing objects allow them to study taking into account several features simultaneously, thereby increasing the efficiency of testing. It can be concluded that the methods of multidimensional comparative data analysis can provide specific research instruments of local development. The article presents the proposal to apply to study the level of development of gminas in the Mazowieckie Voivodship two methods of multidimensional comparative analysis, ie. indicator of the relative level of development as well as a synthetic measure which takes into account the zero unitarisation method. The assessment of the development level of gminas was carried out using quantitative characteristics based on data from the official statistics for the years 2007 and 2013.

This article focuses on cultural and creative activities and the development of local communities. Several studies on North America, Europe and Latin America have shown that this type of activity may have a positive impact on the local economy and living environments, and in particular on the sense of territorial belonging and on relations between citizens. In this text, we propose a reading of the impact of neighborhood cultural initiatives in the context of local socio-economic development based on a set of indicators of the local cultural vitality of a neighborhood. The empirical research was carried out in Montreal, namely on two boroughs: Rosemont–La Petite-Patrie and Sud-Ouest.

Mazowieckie Province is a unique area of Poland. It is characterised by social and economic diversification. Located in this province, Warsaw strongly influences the development of neighbouring rural areas. On the other hand, rural municipalities whose socio-economic parameters are among the lowest in the country are located within several dozen kilometres from the centre of the capital. Such disparities show that Mazowieckie is characterised by large interregional differences in its internal structure. This is an interesting research area that requires the analysis of socio-economic development in this region to be conducted in a multidimensional way. The aim of this study is to evaluate the spatial differentiation of the level of socio-economic development of rural areas in Mazowieckie Province. Linear ordering was used to determine the level of socio-economic development. The results of the study are consistent with core-periphery theory. The large urban centres that function as the centres for the surrounding rural areas have the greatest impact on the level of rural development. The impact of smaller towns can also be noticed. They often are the local development centres for surrounding villages.

N the interests of ensuring the effectiveness of the formation and implementation of the strategy for the socio-economic development of the Russian Federation for the period up to 2030, the author has analyzed the results of the implementation of the «Strategy 2020» the discussion of which has not been properly reflected both in the public administration system and in the scientific community. As a tool for analyzing the results of the implementation of «Strategy 2020», the work uses a «look back» as an element of the visual system of the scientific school of entrepreneurship by J. Schumpeter. The choice of this tool is due to the fact that it is he who gives an understanding on what foundation the implementation of past strategies will have to build and implement strategies for the future development of a controlled socio-economic system. On the basis of a comprehensive analysis of the results of the implementation of the «Strategy-2020» recommendations were formulated for the formation of the “Strategy-2030” of the socio-economic development of the Russian Federation.

Forest areas and related resources are significant determinants of local development. Especially in regions characterized by considerable forest cover, the forest may constitute the basis and determine the pace and direction of socio-economic development. The study presents local development issues and discusses the diverse role and potential impact of the presence of forest areas on this development. The analysis of the scientific literature in this field allows us to conclude that this impact is highly significant, complex, and multifaceted and that conscious and responsible forest use planning can be the basis for the sustainable development of many territorial units.

“Digital government” (DG), “online government,” “e-government (eGvt),” and “e-governance (eG)” are widely used terms. They suggest the use of modern information and communications technology (ICT) in the governance of socio-economic systems (SES). It is widely accepted that the goal consists in increasing the performance of the governance. This can be considered in the sense of improving the services provided to citizens and organizations and also of improving the socio-economic development. There are still various points of view concerning the scope and strategy. The purpose of the present article, based on existing results and trends, is to propose a set of general requirements for the informatized governance of socio-economic systems.

Topicality. The conceptual foundations of institutional support for the development of regional economic systems around the world are in state of constant transformation according to the impact of key topical trends. During the last two decades, the EU has adopted policy of active investment support for the development of local destinations, territorial centers of resource concentration and economic growth. The general rules of the investment activities conducting are combined with targeted measures of support for the implementation of strategically significant projects. The emphasis in the European regional policy has shifted towards the will of the investments attracting so much that, in fact, the whole policy of stimulating of regional sustainable development has turned into investment policy. An important task for the practical implementation of tools for a project, decentralization approach is the development of methodical tools for the preparation and execution of priority investment projects in the territorial communities in order to develop scientific and applied tools. Even the consideration of specific practical situations is urgent with the purpose of generation of new organizational and economic mechanisms that are to stimulate investment development of territories. Despite numerous theoretical and applied developments in the field of the socio-economic development stimulation of regions and territorial communities, the questions remain unanswered regarding the methodological bases for regulation of priority areas of economic activity of territorial communities and methodological approaches to selection, assessment of the degree of perspective and promotion of implementation of priority investment projects taking into account the specifics and the concentration of local resources. In more specific and applied aspects, the issue of project incentives for socio-economic development of communities is unresolved for the conditions of the national economy, on the basis of decentralization reform and taking into account the requirements of the ideology of sustainable development. Also, the description of various situations with the organization of socio-economic development of the territorial community in the conditions of decentralization, as an example of concrete projects, is still insufficiently considered.Aim and tasks. The purpose of the article is to formulate conceptual foundations, methodological approaches to the stimulation of the sustainable development of territorial communities in the conditions of decentralization, using the best European principles, practices and on the basis of specific situation description of the development and implementation of a long-term investment project for the territorial community. Consideration of the prospects and key aspects of the implementation of investment projects will be considered on the example of the planned association of the Lyman united territorial community of the Tatarbunarian district of the Odessa region.Research results. The conceptual, methodical principles of project support of investment activity in territorial communities are considered, algorithm of selection and support of investment project realization, which is a priority for the territorial community, is defined. There is considered, on the example of the Lyman United Territorial Community, a project on integrated recycling and rational waste management, the results of which the experts of the Institute for Market Problems and Economic & Ecological Research of the National Academy of Sciences of Ukraine with representatives of the future community testify to the demand for an individual, pro-project approach to the solution of territorial communities problems, on the basis of local features. Thus, in the considered example, taking into account the specifics of composition, volumes, garbage structure and taking into account the seasonal fluctuations in its formation, the original methods are proposed that are available for the community during the processing of waste products into useful products, which are in demand, first of all, in the domestic market segment of the same community. The economic, social, ecological effectiveness of this project is determined, prospects of viability and opportunities for project development are estimated.Conclusions. The experience of working with representatives of territorial communities in the field of implementation of scientific and applied developments to stimulate the socio-economic growth of economic systems on the basis of sustainable development suggests the need for methodological tools on planning sustainable development of territorial communities in the context of decentralization reform. The prospects of the proposed approach include the possibility of local administration and application of measures of economic and organizational assistance for the implementation of such unique projects by the very same territorial community. Support for promising investment projects can be carried out directly by the administrations of territorial communities on the basis of scientifically substantiated principles concerning economic, tax, organizational and other types of regulation.
