The article aims at studying the results of and prospects for the further implementation of the European Green Deal, a roadmap for sustainable nature management. The research results prove the expediency of implementing the European Green Deal aimed at providing balanced nature management amidst decentralization processes. Taking into consideration the content of the "European Green Deal" communiqu? provisions presented by the European Commission, the key areas for its implementation are presented. In particular, such areas are as follows: modernization and transformation of the economy in order to improve the climate; production of clean, affordable and safe energy; mobilization of industry towards a circular economy; intensification of the transiting to sustainable and intelligent mobility; development of a fair, healthy and environmentally friendly food system for the population. It is substantiated that the effective implementation of the Green Deal ideas requires national public authorities to form a holistic vision of the stages of its multilevel implementation, with respect to the economic, social and environmental peculiarities of modern Ukraine. Such an implementation requires an urgent and extensive public discussion of its key points. It has been proved that at the level of legislation and rule-making it is necessary to take a whole range of measures to update the current legal provisions concerning the environment, as well as to adopt a number of qualitatively new ones that would fully comply with the EU policy. In fact, a new paradigm for the development of the Ukrainian state and society in the coming years should center on the standardization and environmentalization of economic, political and legal institutional foundations of their functioning

Forestry in Russia is experiencing a great need for digital technologies that can form and generalize existing databases. All participants are interested in the development of digital technologies in forest management, from the end user of forest resources to public authorities in the field of forest relations. At the same time, the modern level of forestry software requires modernization to solve specific problems. The team of the Department of Forestry, Forest Inventory and Forest Inventory of VGFTU has developed a number of automated systems that allow to quickly solve scientific and production problems in the field of forestry, ecology and nature management. The importance and relevance of this work is reflected in the “Strategy for the development of the forestry complex of the Russian Federation for the period up to 2030”.The modularity and scalability of such systems allows the authors to quickly make adjustments to their source code, which allows keeping the software up to date, which meets the modern requirements of the legal framework of the forestry sector.

In the article, the authors substantiates the modern model of the interman as a creative cyber personality, which has the potential to be identified with the correspondence of virtual bodies as a problem of modern culture. It is emphasized that it is precisely this functional possibility that finds out a new paradigm of human existence, in which entropy as a criterial device modernizes modern society. It is determined that the most intelligently gifted people are able to master the noosphere space of being through the phenomenal wisdom recipes. This content shows entropy as a defining modus of probable processes, in which modernization of a modern person, state and society takes place, since the criterion of the entropy apparatus is the recognition of that random fact (events, situations) that becomes logical. It is emphasized that the main direction of risk processes in the phenomenal wisdom recipes for the personality, the state and society should be truly chosen in the entropy system, carefully studying the theory of probable functions. It is revealed that ideological borrowings contain a considerable danger, since ideology has a class modification due to the modernization of a certain class on the basis of samples of another's experience. It is concluded that this may lead to an urgent inter-class conflict, to strengthen, oppositional sentiment. An overview of modernization as an entropy of risk processes is given, which is the mainstream in a particular historical retrospective of phenomenal consciousness. It is emphasized that modernization means the creation of a new type of world order, in which human being plays an anthropocentric role at the level of legal subjectivity. The constructive and destructive Spirit of Time according to the entropy criteria is confirmed. Different forms of crisis are revealed when exhausting the established norms and rules of behavior of individuals, groups, classes, ethnic groups, communities. It is envisaged that science is such a fundamental innovation in which entropy depends to a large extent on the mental and value orientations of an individual people, based on consciousness, language, culture, etc. Creation of complex of measures and procedures is envisaged including the risks concerning maintenance of human life and health in the legal state.

The promotion of volunteering and social solidarity in smart cities constitutes a new urban paradigm. In this new paradigm, the “food system” must have the support of technologies to minimize waste and therefore feed needy families. In this sense, a technological platform was developed to reduce food waste, promote the circular food economy, and contribute to the Sustainable Development Goal 2: Combating Hunger. The technological platform consists of the creation of a salesforce application, ZeroWaste, for the management of an NGO that aids needy families and institutions through the distribution of baskets. These baskets are made up of food left over in supermarkets/restaurants or donations from third parties. Food will be received and delivered through volunteers registered on the platform. The platform also allows the sale of membership plans and the receipt of monetary donations that will be used to help donate food to more families.

An important condition for this is the regulation of project activities. The considered methodology of project management in the UK, Greece, Canada, the USA and China allowed us to identify key areas for improving the legislative regulation of project management in public authorities.

The study takes a new paradigm of state business regulation, based on the synchronization of interests of business, state and society, on the defining the principles of Government participation in the global economic processes. As a tool for business consolidation, improving the efficiency of state regulation, the formation of e-government was considered. The paper characterizes the e-government as a new form of state regulation of economy. The factors of effective e-government implementation strategy were analyzed. The experience of digitalization of governmental functions of modern states, the rates of asynchrony of development of electronic government in the world, relating with the economic efficiency of modern states, were considered.

The COVID-19 pandemic has forced the public authorities to undertake numerous actions to counteract the spread of the SARS-CoV-2 virus. Protection of life and health has required the introduction of legally effective mechanisms that interfered with constitutional freedoms, including the freedom of economic activity. Restrictions and bans aimed at combating the epidemic were introduced in 2020 in the form of regulations issued on the basis of the Act of 5 December 2008 on preventing and combating infections and infectious diseases in humans, amended for the purposes of combating COVID-19. Its provisions gave the Council of Ministers the power to introduce temporary restrictions in carrying out specific scopes of economic activity. The frequently changed wording of the regulations resulted in interpretation difficulties in determining the scope of the restrictions. Justified doubts have been raised concerning the provisions of the Regulation of the Council of Ministers of 21 December 2020 on the establishment of certain restrictions, orders and bans in connection with the occurrence of an epidemic, relating to sports economic activities. The scope of the legal provisions differs significantly from the communications of the representatives of the Council of Ministers. The purpose of this article is to establish the actual scope of the restrictions on the conduct of sports facilities, established at the end of 2020.

The paper identifies key aspects of social changes occurring as the result of strengthening the relations between natural resources’ use and markets’ functioning in the digital economy framework. The traditional model of the market’s interaction with the system of natural resources use is transformed, and the new socio-economic place is established. Main indicators of the process are changes in GDP and employment in various sectors of the economy, modification of the knowledge and information sector into the important factor of production and economic growth, and emergence of the competitiveness. It is concluded the economy’s digitalization is able to ensure more efficient use of natural resources and consequently provide more revenues – primarily due to better assessment and accounting of natural resources and their conservation. However, the digitalization can occur only if special investment and innovation policy, which presumes integration of the science and industry, development of an internal market of high technologies and application of financial instruments. Factors powering the process of integration of the system of natural resources use into the zone of market influence are substantiated. Social effects of the platform interaction of the nature management system and the market for the population, public authorities and the government have been discovered. The maximum effect of their implementation into the processes of market interaction with natural resources should be preceded by structural transformation of the economy, shifting approaches to management of relevant innovations, imperfection of the nature management model and adaptation of the education system. In order to ensure the country's economic development through integration of natural resources into the market framework the differentiated approach is needed to separate policies for local communities of different size and degrees of urbanization, since they have unlike human, financial and technological capacities to digitize local economies. The most effective tools for integrating the system of natural resources use into the market area on the basis of digital technologies have been proposed.
