Of particular importance within the new paradigm of modern state management is the introduction and organization of project management in public authorities. An important condition for this is the regulation of project activities. The considered methodology of project management in the UK, Greece, Canada, the USA and China allowed us to identify key areas for improving the legislative regulation of project management in public authorities.

The article reveals the problem of employment in the speciality of future primary school teachers. Through the research of the level of graduatesʼ employment in the speciality, it is possible to determine the formation of young professionalsʼ professional adaptation, including of future primary school teachersʼ professional adaptation, in the process of pedagogical practice. The current state of monitoring of the graduatesʼ employment at the legislative level in Ukraine is described. The analysis of the international experience of monitoring the employment of higher education institutionsʼ graduates has been carried out. In particular, the system of monitoring of the employment of collegesʼ and universitiesʼ graduates in the United Kingdom has been described in detail. The article compares the current system of graduatesʼ surveys of educational institutions in the UK, which is called “Graduate Outcomes”, with the previous one, which was called “Destination of Leavers from Higher Education”.The systems of research of higher educational institutionsʼ graduatesʼ employment in Australia, the USA, Poland and Russia have been also considered. The introductionʼs expediency of mechanisms of graduatesʼ employment monitoring of foreign countries to the Ukrainian higher education system, including monitoring of young specialistsʼ professional adaptation for the purpose of establishment of its level, has been substantiated.Following the example of a modern survey of graduates in the UK, it has been proposed to improve the system of questions regarding the employment of graduates of educational institutions in Ukraine to verify the formation of the motivational component of professional adaptation.

Modern trends in Cybercrime in the criminal legislation of Russia and foreign countries are so multifaceted that sometimes it is difficult to distinguish between acts that directly violate information security, and invasions associated with computer technology in which the use of computer information systems is only one of the ways committing a crime. It is supported by the analytical material based on the study of criminal law engineered in the legislation of the UK, Australia, the USA, Germany and the CIS countries in view of the characteristic of illegal access to information technologies and (or) the misuse of information and telecommunication networks. Carried out in this article a comparative analyzes of the different criminal law as concentrated in one group, taking into account the identity of the object of the offence and “dissolved” in the structure of other criminal law provisions reveal the real “picture” of trends in the sphere of combating Cybercrime (against the constitutional rights and freedoms, property, area of economic activity, against public health and public morality, constitutional order and security of the state).

The aim of this paper is to examine how Britain's Public Authorities and private investors alike have come to define common activists as terrorists, using a range of security methods that have gained surprising ground during the past decade. In short, newfound terms such as "extremism" have been popularised to condemn the activities of groups such as al Qaeda and ISIS (Islamic State), but at the same time have been applied to campaigners for the 'far less politically correct deterrence of dissenting public discourse' (Leman-Langlois, 2009). This paper therefore argues that with the application of terms such as "extremists" to Britain's campaigners, these signifiers have notably radicalized protest groups - not by virtue of their actions per se[1], but by way of the very deliberate repositioning of activists within national security and counter-terrorism frameworks. Nevertheless, it should be recognised that while such narratives are being disseminated at both a national and regional level in the UK, they also form part of a wider Strategic Dialogue, which occurs throughout the West[2]. Indeed the ultimately aim of such practices is to criminalize all forms of extremism (including public acts of direct action), for their capacity to incite civil unrest. Fundamentally speaking, while significant work has been undertaken by leading academics from Europe, Canada, and the USA, relatively little is known about Britain's fusion intelligence centres, in which case the following paper aims to make a valuable contribution to this emerging trend in the policing of domestic affairs, by highlighting the operational protocols and legitimizing narratives that are in use today.[1] Though the strategic dissemination of this dialogue, forms part of an overall campaign to reduce popular sympathy for demonstrators.[2] See the Institute for Strategic Dialogue (ISD), regarding the international mobilization of counter-terrorism/ extremism narratives.

Currently, there is a trend in the world community to form partnerships focused on cooperation between various business structures which are aimed at achieving a synergistic effect in the fulfillment of common economic interests. Modern business partnerships can be implemented in a variety of forms by using specific methods and approaches. At the same time, it has been noted that business partnerships are subject to transformation under the influence of the emergence of new technologies, methods and tools, one of which is the franchising system of relations. Taking into account the existing international experience of using franchising as an effective tool for building partnerships, further research is needed to more accurately define, systematize and quantify the strategic advantages that participants receive when forming business partnerships in modern conditions. The purpose of the paper is to identify and summarize the strategic advantages received by participants in the formation of business partnerships based on the franchising system of relations. Historical and bibliographic methods have been used to substantiate the theoretical provisions of the article. The applied part of the article is implemented with the use of modern electronic services that allow assessing the effectiveness of using the franchise system. This article examines possible forms of business partnerships, indicating specific examples of companies from Russian and foreign practice (IKEA, Tesla Motors, ACI Plastics, Sibur, Arya Home, METRO and others); a comparative analysis of the application of franchising in Russia and a number of leading foreign countries (the USA, the UK, France, Germany, Japan, etc.) has been carried out. The article presents the calculated characteristics of the project efficiency of a business partnership on the example of the Russian franchise «PIONER AUTO». The results presented in the paper show that the purchase of the abovementioned franchise will pay off in 1.5 years with further profit. The authors highlight the current trends in the development of global franchising in the context of the coronavirus pandemic in 2020 and highlight the main trends in 2021. According to the conducted research, the authors propose a model of franchising business partnership, systematize possible benefits of participants in a franchise business partnership on the basis of an earlier assessment of the possible effect.

The purpose of the article. The article considers the Blockchain technology asan innovative tool. In particular, the essence and background of the developmentof blocks, the principles and specifics of the functioning of the system, as well asthe scheme of its work, are determined. The article presents the prospects forusingdistributed registry technologies (blockchain) in various socioeconomic spheresrelated to state administration. Provided examples and forecasts of the use ofblockchain technologies in the provision of state and municipal services forindividuals and legal entities in the following areas: formation of a unified registercontaining the history of the placement of the state, municipal order, as well asprocurement of corporations with state participation and / or control; registers ofdocuments (diplomas, certificates, lost and disavowed passports, policies for movableand immovable property insurance, health, etc.); database of court decisions andexecutive proceedings; public participation portals for citizens of Ukraine district- city – country. The fact that the blockchain technology is, first of all, theprinciples, and not the only possible way of implementing them, allows us to counton maximum openness and multivariate application in a dynamically changingchanging«digital world». Methodology. The research methodology is to use a combinationof methods: analytical, historical, comparative. The scientific novelty. The priorityof state blockchain systems introduction in stationary and distant voting, distributeddocument circulation, medical data registration, land resources registration,electronic auctions (auctions) in Ukraine was grounded. Conclusions. Already today,blockchain systems can change the role and participation of citizens in the conductof the state-management process, by raising the responsibility level, from thetransparent will expression in the elections to regulating the government serviceactivity in the society’s digitization conditions. The main advantages blockchainsystems using by public authorities that will increase the level of citizens trust todigital technologies using in general, namely: reliability and reliability of datastorage, transparency of transactions and virtually absolute protection of informationfrom distortion and unauthorized removal (relocation), are determined. In furtherscientific research it is proposed to consider the promising areas of the blockchaindigital technology usage: service activities of public authorities, legal proceedings,property rights management, implementation of migration control, verification ofgoods and services, registration of data on passing qualifying tests, patenting,intellectual property, digital identification, logistics , taxation, accounting ofbudget funds movement.

The study introduces a Hungarian economic thinker, István Varga*, whose valuable activity has remained unexplored up to now. He became an economic thinker during the 1920s, in a country that had not long before become independent of Austria. The role played by Austria in the modern economic thinking of that time was a form of competition with the thought adhered to by the UK and the USA. Hungarian economists mainly interpreted and commented on German and Austrian theories, reasons for this being that, for example, the majority of Hungarian economists had studied at German and Austrian universities, while at Hungarian universities principally German and Austrian economic theories were taught. István Varga was familiar not only with contemporary German economics but with the new ideas of Anglo-Saxon economics as well — and he introduced these ideas into Hungarian economic thinking. He lived and worked in turbulent times, and historians have only been able to appreciate his activity in a limited manner. The work of this excellent economist has all but been forgotten, although he was of international stature. After a brief summary of Varga’s profile the study will demonstrate the lasting influence he has had in four areas — namely, business cycle research and national income estimations, the 1946 Hungarian stabilisation program, corporate profit, and consumption economics — and will go on to summarise his most important achievements.

  Enzootic bovine leucosis (EBL) has been known for more than a century and a half. Its occurrence and registration may have historically been associated with intensive breeding of dairy cattle in Western Europe to increase target productivity. It is known that any limiting intervention in the nature of the animal organism is always accompanied by an uncontrolled and unpredictable change in the genotype of a wider range than the required, particularly negative order. In particular, a decrease in the resistance to macroorganisms and the possibility of the new diseases emergence, including infectious ones (for example, immunodeficiencies such as BLAD syndrome of black-motley cattle and stress syndrome in pigs, the occurrence of scrapie and other slow sheep infections). In the last two decades of the last century, in many disadvantaged countries, primarily Western European, national programs for the eradication of EBL have been developed and subsequently successfully implemented. First of all the motivation was the economy of dairy cattle breeding (mainly the extension of productive age, as well as the tightening of requirements in international trade in cattle and bull products, breeding, pricing, etc.). In an analytical article are reviewed the elements of epizootology of EBL in the foreign countries with special attention to the situation in the USA, scenarios of various control programs, and promising methods for assessing the role of infected animals in the epizootic process. A critical assessment of the problem of EBL in the Russian Federation is given, the reasons for the ineffectiveness of against leucosis measures are discussed.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.
