The article considers financial and economic relations in higher education institutions in Ukraine. The economic framework for financing higher education from the general and special funds of the state budget and usage of said resources are analyzed. In recent years, the amount of expenditures from the state budget for the HEIs has almost doubled, and the ratio of general and special funds during those years was within the following limits: funding from the general fund was from 58 % to 65 % of total expenditures, and funding from the special fund was from 42 % to 35 % respectively. The largest share in the costs of the HEIs was for the remunerations with accruals (KEKV 2100), and they were 63,27 % in 2014, 60,24 % in 2015, 56,8 % (minimum) in 2016, 74,99 % in 2017, 76,16 % in 2018, 76,25 % in 2019, 82,05 % in 2020. Thus, other expenditures required less and less funds every year, so the minimum value was recorded in 2020 at only 18 %. Other expenditures included expenditures for utilities and energy (KEKV 2270), which ranged from 6,12 % to 8,94 %; capital expenditures (KEKV 3000), the main source of which was the special fund, and they ranged from 2,71 % to 10,97 %; other current expenditures, which ranged from 28,57 % to 8,13 % (a decrease occurred in 2017, as academic scholarships were allocated to the separate program of funding KPKV 2201190). The analysis of the structure of expenditures showed that every year an increasing percentage of funding fell on remunerations with accruals, and growth costs decreased annually. Thus, we see that underfunding hinders the provision of quality educational services and competitive knowledge. For the effective functioning of the HEIs it is necessary to carefully plan financial resources; make every effort to attract additional sources of funding; to provide the HEIs with not only financial autonomy but also other components of university autonomy – organizational, personnel, academic.

The key role of the education system in the formation of a knowledge society is raising the issue of improving its financing. In the face of new challenges and aggravation of global competition, the mechanism for financing the higher education system is being transformed. The need to increase funding is manifested in expanding financial sources and improving the management of various financial flows. Increasing the effectiveness of public funding is becoming an important issue, which remains the main source of financial revenues for institutions of higher education in countries of the world. A promising practice in the world is the use of funding based on the results of activity, which is becoming more widespread in various areas of economic activity. The purpose of this article is to study the current world-wide practice of applying results-based financing of higher education and defining promising directions for its implementation in Ukraine. The essence and features of RBF - Result Based Financing (RBF) method, including in the system of higher education, are revealed. The existing approaches to financing higher education institutions in the world based on results are systematized, the main criteria for their definition are identified: on the basis of inputs, process, output, output. The world practice of using higher education institutions financing based on the results, positive and negative consequences of its implementation is highlighted and summarized. The necessity of using RBF funding in the system of native education is proved, the main directions and areas of its use are determined. The application of a two-tier model of financing higher education institutions in Ukraine is proposed, which combines the traditional cost-oriented approach and funding based on the results of the activity.

The analysis of legislative support of higher education of Latvia was carried out. It was defined, that institutions of higher education are autonomous institutions of education and science with the right to self-government. The autonomy of higher education institutions is characterised by the division of power and responsibility between the State authorities and the management of the institution of higher education, as well as between the management and the academic staff. The sources of funding of higher education institutions from state sources were found out. They include the financial resources of the state budget for education; income from tuition fees; targeted financial resources. The types of economic activity of higher education institutions were determined. The components of the system of state funding of higher education institutions were highlighted: formula funding (basic funding of studies), which is related to the number of study places; performance agreements for preparation of a certain number of specialists and for development of scientific activity; 3) formula funding (basic funding of science) for institutions of higher education, scientific institutions, and scientific institutes established by institutions of higher education; 4) funding to scientific activities through competitions. The allocation methods of state financial resources for higher education institutions were determined. The first one includes direct allocations from the state budget to higher education institutions. The second one involves indirect subsidies through state-guaranteed loans. The components of new three-pillar model of state higher education funding were presented. They are: basic (base) funding, performance funding, and innovation- and profile-oriented financing. The analysis of financial autonomy indicators of universities was carried out.

The aim of the article is to study the problems of reforming the system of financing higher education in conditions of compliance with world quality standards of education. Besides, another aim of the article is also to substantiate of the perspectives of their use in Ukraine, on the basis of analysis of the main foreign models of higher education institutions financing. The subject of the study is the financing model of institutions of higher education in foreign countries. Methodology. The research is based on a comparative analysis of funding systems for higher education institutions in Ukraine and in foreign countries. The advantages and disadvantages of different systems of the financial provision of higher education are determined based on the analysis of the peculiarities of financing higher education institutions in Germany, USA, UK, Sweden, Norway, and Australia and in some other countries. On the basis of a comparative legal research of certain provisions of Ukrainian legislation, the possibilities and limits of the application of positive foreign experience in this field are defined. The results of the study showed that the financing of higher education at the expense of state funds should be directed only to the needs of the state. And the state, in its turn, should provide graduates with jobs that will help reduce unemployment among them. Currently, there is a partial improvement of diversification of funding sources in Ukraine. We mean that the provision of the status of a non-profit organization will give the first impetus to the formation of contract relations between higher education institutions and private organizations and will improve their financial position. The implementation of the foreign experience will make financing more transparent and will give an opportunity to distribute it according to the quality criteria of providing educational services. Practical impact. Experience of the developed economies and the analysis of the existing condition of financing of educational institutions of Ukraine allow defining the priority directions of improvement of a system of financing of the higher education. As the budget of Ukraine is not able to compensate all needs for financial resources of higher educational institutions, it is necessary to encourage private investments into education, training, and high technologies more actively. Besides, conducting researches, the international consultations, modelling and discussion of the schematic diagram and funding mechanism for the higher education in Ukraine is also expedient. Correlation/originality. Conducting a comparative analysis of financing models of higher education institutions in Ukraine and foreign countries is the basis for developing the most promising directions for the development of domestic legislation in this field.

The article considers the need for the introduction of university autonomy, which will allow higher education institutions to be independent, self-sufficient. The state and tools of introduction of organizational autonomy in higher education institutions of Ukraine are analyzed. It is established that higher education institutions have the right to: independently develop the procedure for electing the head, within the legislation; determine the academic structure (scientific, educational-scientific, research, research and production institutes, faculties, departments); to create legal entities (to form innovative structures that will ensure the implementation of its statutory tasks and the implementation of innovative projects); adjust the number of external representatives in supervisory and academic boards (including the involvement of potential employers in their governing bodies and in the development and modernization of educational programs). The article identifies measures to expand organizational autonomy in domestic higher education institutions: the spread of decentralization of higher education; development of normative legal acts to increase the legal field of practical activity of universities; termination of participation of representatives of the Ministry of Education and Science of Ukraine in the election of the rector; weakening the procedure for participation in the governing bodies of representatives of civil society and commercial organizations. The state of implementation of organizational autonomy in Ukrainian higher education institutions is determined through the adaptation of the domestic legal framework on higher education to the indicators of its level assessment, defined by the Association of European Universities.

The paper aims to present a comparative analysis of financing models of higher education in Europe. Higher education institutions can function properly and ensure the quality of research and studies when there is sufficient funding. Higher education institutions in Europe face a demanding financial situation in which traditional models of funding have been transformed and continue to change gradually. The paper consists of two parts. In the first part the trends in financing higher education in Europe are presented and evaluated. An analysis of the legal regulation and deficiencies of this field are presented. The second part of the paper is devoted to the description of state financing methods of higher education. The main methods of the distribution of the state financing among the institutions of higher education are discussed and the advantages and disadvantages of those methods are evaluated, as well as the experience of other countries in financing higher education. The problematic aspects of the state regulation of financing higher education are analysed by using the methods of document analysis, critical-analytical methods, analysis of scientific literature, historic analysis, systematic analysis, method of the source-content analysis, comparative method.

A significant place in the social and economic development of each country belongs to the problems of the budget, because the budget belongs to the sphere of public life that directly affects the interests of all members of society. The budget of any country reflects the important economic, social and political problems of the state and each person in particular. At the same time, the successful solution of budget problems is possible only if a proper understanding of its essence, role and place in the system of economic relations. For any country, the state budget is the main link in the financial system. As part of this system, it combines the main financial categories: income and expenditure of the country, the tax system, public credit, public debt in their closest coexistence. The budget as a financial plan of public expenditures and sources of their coverage plays an important role in the activities of the state. It determines its capabilities and development priorities, its role and forms of implementation of the functions assigned to it. It is an effective regulator of that economy reflects the amount of financial resources required by the state, determines specific areas of use of funds, directs the financial activities of the state. The article analyzes and defines the essence of revenues and expenditures of the state budget. The state and dynamics of state budget revenues and budget expenditures are studied. A comparison of state budget revenues and expenditures was made and it was investigated that expenditures significantly exceed revenues, and therefore the state budget is in deficit. The factors of formation of revenues and expenditures of the state budget at the present stage are determined. The dynamics of GDP growth rates and state revenues are analyzed budget, as well as the impact of GDP on the state budget. The peculiarities of the influence of the foreign trade factor on the revenues and expenditures of the state budget are determined. The influence and shares of exports and imports in the state budget revenues are studied. The current problems of imbalance of the state budget and the causes of the state budget deficit are identified. Ways to balance revenues and expenditures at the present stage are proposed. The dynamics of indicators of export and import of Ukraine is analyzed. The problems of Ukraine 's foreign trade at the present stage are investigated and perspective directions of improvement of the existing state of the export – import policy of the state are determined.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

 The article discusses the distribution of financial resources with a preference   for land assets and production of deep processed products with the highest added value, which simultaneously increases the incomes of producers and improves government revenues by increasing tax receipts. It is noted that the progressive development of agriculture depends on the technical modernization of the industry, which also requires investment. Therefore, it is necessary to subsidize the modernization and reconstruction of fixed assets - granaries, greenhouses. Potential profit, which will become an important component of investment, can give a boost to the investment activity. An analysis was carried out on the conceptual foundations of building economic relations in modern agricultural production. The conditions for the agricultural development have been assessed, and critical insights on mechanisms for implementing state and regional target programs have been provided. In terms of a systemic approach to the State economic management, the economic processes should be considered as a system of financial relations that interacts with other systems. In this regard, the paper presents a model that reflects the conceptual framework for managing financial flows. This model provides an overview of managing economic processes, and may take into account many elements and factors.

The article is devoted to the results of the annual monitoring of the activities of higher education institutions of the Ministry of Education and Science of Ukraine) in the field of technology transfer. The purpose of the study is to analyze the results of the transfer of created the higher education institutions based on the results of scientific, technical and innovative technologies for implementation in public practice, identify its main problems and ways to solve them in modern society. The research was carried out by the Ukrainian Institute of Scientific and Technical Expertise and Information according to the developed system of indicators and approved methodology using information on the results of innovation activities by budget managers. The obtained results show that in 2020 the higher education institutions transferred more than half of the total number of technologies transferred by the main managers of budget funds for strategic priority areas of innovation. Almost all technologies created by the higher education institutions were transferred to the order of industrial sector enterprises with a share of 96,4 % (in 2019 — 99,1 %, in 2018 — 80,4 %) in the total number of technologies transferred to industrial enterprises. For the last three years, the Ministry of Education and Science has been a leader among other managers in both domestic and foreign markets. The vast majority of technologies in the domestic and all technologies in the foreign market are transferred to customers through “know-how, agreements for the acquisition (transfer) of technology”. Technologies for 2018–2020 were transferred according to all approved strategic priorities, most of them according to priority 5 (medicine). Among the 23 higher education institutions operating in the field of transfer in 2020, the leader is Sumy State University (as in 2019 and 2018), which transferred more than half of the total number of transferred technologies, all — to the industrial sector. In 2018–2020, more than half of the technologies transferred to the domestic market, and almost all — on the foreign market were developed by the Ministry of Education and Science, of which almost all — universities. These technologies have a higher competitiveness and demand compared to technologies obtained by scientists from other domestic structures, which allows the Ministry of Education and Science among other fund managers to maintain a leading position in the field of transfer in both markets, including industry. Thus, the higher education institutions created and transferred innovative products for direct implementation in public practice and technological reequipment of enterprises at the sectoral level. The main problem of the transfer is that the transferred technologies were created only at the expense of enterprises and customer organizations for direct implementation, which narrows the opportunities for attracting the higher education institutions for effective implementation of modern society development strategies at regional and local levels. In order to further improve and expand the directions and opportunities of scientific, scientific-technical and innovative activities of the the higher education institutions, it is proposed to take into account world and European experience in the strategies of free economic development, including universities. sustainable development and its goals in order to increase the socio-economic development of society at the international, regional and local levels.
